washington. officers arrested one man. they believe other people are involved. a man will face charges in montgomery county for the first time today. county police say scott tomaszewski stabbed the vilardos to death three weeks ago. they lived next door to each other. tomaszewski was arrested in mid may and he arrived back in maryland days ago. government powers to collect your phone data in bulk are suspended. senator rand paul stood in the way of that. john mccain said paul didn't understand senate rules. if data -- the data collection will most likely begin again in a few days. the lapse puts americans at risk. and later, tracie potts will have the latest on what this

means for paul's presidential ambitions. today, a bill aimed at saving the roads you take every day. at noon, eleanor holmes norton and others will introduce the save our national parks transportation act. they'll make the announcement at the bridge. it will give millions to fund repairs on federal roads including the memorial bridge. 4:31. good morning if you're just waking up. i want to get you up to speed on the forecast. >> storm team 4 meteorologist tom kierein with a chance of rain. welcome back. >> thank you. great to be back. we have the overnight flashes of lightning and some thunder and some heavy downpours coming across northern montgomery county and howard county and now into northeast maryland. a light sprinkle just south and west of the metro area. right along the beltway in fairfax county. this area in green some very light rain. that's going to be moving off to the north and east over the next hour or two. coming right in the metro area.

montgomery county and prince george's getting a few light sprinkles as is the district. that's passing over to anne arundel. some of the pavement will be wet. mild morning. in the 70s. then hitting the low to mid 80s most of the afternoon and scattered thunderstorms returning, some with heavy downpours that may cause some flooding. now let's check on what's going on on the roads early on this monday with alexis davies in for melissa. >> good morning, we have a water main break that news4's megan mcgrath updated us on. it's at the 395 ramp to get on to king street that's closed. westbound king street only one lane because of this water main break. so use caution in that area. up in montgomery county, muncaster mill road between bowie mill road and olde mill road, an overnight accident with a fatality there.

back to you. i'm angie goff. we have video in from georgia after a man shot four people including his parents. take a look. this was the scene outside the gas station. the station that police say jeffrey scott pitts walked into and shot the store clerk as well as other customers. now, the clerk and another man died. officials say that it happened after the clerk took pitts' i.d. he shot his parents after he returned home and then police arrived at his house. the deputies fired back and shot and killed the suspect. alexis just mentioned this montgomery county road that's shut down after the deadly accident there. it was a head-on crash that happened overnight after derwood. you can see the damage caused by the impact on both cars here. one driver was rushed to the hospital. the other was pronounced dead at

the scene. we are working to see if someone else was inside the black car there. it has an uber sticker in the window. one person is dead and three others hurt after a drive by shooting at a prince george's county park. this happened yesterday afternoon at ardmore neighborhood park in spring dale. dozens of people were in the park enjoying the weather when someone drove by the basketball courts and started shooting. >> we were facing the basketball court. and all of a sudden i heard someone go pop pop pop pop. i couldn't believe it. just sitting there in the park with our backs turned and people shooting behind us. >> four people were hit. the person who died was taken to the nearby fire station before being trptd -- transported to the hospital. the maryland national capitol park police are trying to figure out the motive behind the shooting. a developing story out of california now. a 9-year-old girl seriously hurt after a car slammed into a wall at the los angeles airport.

you can see the car wedged into the wall here. the girl was standing on the sidewalk apparently. the car just veered out of the outer lane jumped sidewalk here. it looks like the 67-year-old driver mixed up the gas and brake pedals. family members are planning a funeral for a fairfax county woman who died in a fire. the fairfax county fire department said burning incense set a bedroom on fire. 87-year-old chau nguyen breathed in too much smoke and died. and an american who was held in prison in egypt for two years is now recovering on u.s. soil. with one hand triumphantly in the air, you can see there that is american mohammed solton arriving at the airport. this is provided to us by the

alarming video out of new york city where a construction accident hurt ten people. take a look at the damage on the side of this skyscraper. a huge air conditioning unit broke off a crane and plummeted 30 stories down the side of the building. it rained glass and metal on to the sidewalk which was closed at the time. two construction workers and eight others were hurt. none seriously. united airlines facing a big backlash after refusing to serve a muslim woman an unopened can of coke. tahera ahmad was told she might use it as a weapon. a man sitting nearby told her to shut up because he thought she'd use the can as a weapon because she's a muslim. united says it's a misunderstanding. time for weather and traffic on the 1s. let's check in with meteorologist tom kierein to find out how we should plan for the day. >> good morning. starting off with a little bit

of wet pavement from the you know night -- from the overnight downpours. the rain is in northern delaware right now. a few scattered sprinkles are showing up in green, including fairfax fairfax, southern montgomery county. light sprinkles over the next hour or so. flash flood watch is in effect for the afternoon and evening. including the district of alexandria, arlington and all these counties anne arundel and up around baltimore. could be torrential downpours at rates of one to two inches per hour. look at our rain chances for the next seven days and storm chances as well. that's in the next weather and traffic on the 1s at 4:51. alexis davies has an update on the water main break. >> that's right. it's westbound king street at i-395. one lane is getting by and then the southbound ramp from 395 to

>> the family of a d.c. reporter who was murdered is calling for justice for charniece. her funeral is this coming saturday. her parents prayed for peace yesterday. >> lord god i pray for the mothers who were here who have lost their babies to the streets. i pray right now redemption. i pray right now forgiveness. i pray right now holiness. >> milton's family held that vigil on the spot where she died. police believe she was an innocent bystander caught in the middle of the shooting. a month that started with riots in baltimore ended with the city's deadliest in four decades. three deadly shootings yesterday brought may's homicide count to 43. not since the early 70s seen that many murders in one month. there have been 116 murders in baltimore so far this year. by this time homicides last year

hadn't hit triple digits. new this morning the government's power to collect your phone data is suspended. civil liberties advocates are declaring a victory, but now americans they say are at risk. nbc's tracie potts is following these developments from capitol hill. >> reporter: good morning. the senate tried to work this out by midnight but the government can no longer do that bulk collection of our phone records that part of the patriot act has expired. along with other provisions that the obama administration says are critical tools in this country for tracking terrorists tracking lone wolf, people who come into this country and are not connected to another organization a roving wiretap. on the senate floor a lot of back and forth on this. john mccain said the mideast is on fire as he put it. there's no other time more so than now that we need these tools but rand paul who is running for president --

so the situation now, the patriot act and the phone program and those other terrorist tools have expired. the senate is still trying to work it out. one key point, mitch mcconnell who opposed the alternative, the freedom act, he's now supporting that. so it looks like we could see a final vote on the alternative to replace the patriot act in two or three days. >> tracie potts on the hill for us, thanks. tributes continue to pour in as the world mourns the loss of beau biden the son of joe biden. he succumbed to the battle with brain cancer saturday at the age of 46. the president and the first lady visited the bidens over the weekend. biden was a promising politician and an iraq war veteran. he was considered the front runner to become delaware's next governor. >> a father knows his success

when he turns and looks at his son or daughter and know that they turned out better than he did. i'm a success. i'm a hell of a success. beau, i love you. i'm so proud of you. >> and that was from a previous speech the vice president delivered. this type of cancer takes the lives of 115,000 adults in the u.s. every year. a government watchdog says the u.s. paid more than $20 million in social security benefits to former nazis that's according to the associated press. a.p. reports the justice department used the payments as a way to persuade former nazis to leave the u.s. many war criminals received the benefits for decades. the justice department denies the report. john kerry plans to return to the u.s. today to be treated for a broken leg. he broke it in a bicycle crash. he had been in geneva for six hours of meetings with the

iranian foreign minister. they were working on the details of the controversial nuclear agreement. there are concerns a lengthy rehabilitation could hamper the talks. for now, kerry is participating in the meetings remotely. legendary journalist bob schieffer has officially signed off from his role as host of cbs' "face the nation." he shared his moment with the team that wakes up in the early hours with him to produce the show every sunday. schieffer began his career at the age of 20. he's now 78. a class act. 11 before the top of the hour. glass prices are rising around the country. up 10 to 15 cents since mid may. we are working for you and checking on the prices in our area. it will cost you about $2.71 a gallon in maryland to fill up. virginia prices are about 20 cents lower than that $2.52.

and in west virginia an averaget you $2.75. today is the official start of hurricane season that's according to the national weather service. tom told me earlier. this is looking like a slower year for hurricanes. however, even one bad storm can be devastating. we have seen it. insurance companies say double-check your list of everything you own in your home and outside. >> taking pictures of or videoing of or keeping a log of all the personal property you have some valuable stuff out in your garage in storage buildings too. >> emergency crews in our area say you can prepare for a severe storm by making a plan with your family. when one hits stay inside. stay away from doors, windows and exterior walls to keep you safe. starting today, it will cost you more to visit great falls park -- great falls national park in mclean. a pedestrian pass will be more expensive at $5.

lightning and heavy downpours that passed to the north and east of washington now. getting some light rain here. this patch of green in fairfax county, the district and prince george's county. this is coming on through. so pavement is wet. grab the umbrella. we'll have a few sprinkles in the metro area for another hour or two. then this afternoon, flash watch, including montgomery and alexandria and falls church andrict, as well as howard and anne arundel. frederick county as well. we could get heavy downpours. here is the timing on that. we'll be fine through nine time. some clouds coming and going. then by around 2:00 to 3:00 in the afternoon, that's when we'll likely see some thunderstorms develop around the shenandoah valley. then it will be moving closer to the metro area but not until maybe around 6:00 or 7:00 p.m. that's when they'll move on through. and pass most of these heavy downpours north of washington. but which could get some of those -- we could get some of

those too, around 9:00 too. some heavy downpours with thunder and a lightning. then they continue to track across the bay and over to the eastern shore by midnight. so be prepared with that have an umbrella handy for this afternoon and this evening. it is mild, in the low to mid 70s. we'll be climbing into the low 80s by noontime. and then those storms move in after that. and into the evening houring. much cooler northeast wind will give us temperatures only in the 70s on tuesday, wednesday and again on thursday. a chance of a shower on wednesday. then thursday afternoon again chance of thunderstorms and a chance of showers and storms each day as we get into friday, saturday and again on sunday. feeling like summer again with highs in the 80s. alexis good morning. how are the roads now? >> good morning. we are still dealing with this water main break in alexandria. king street at 395.

yes, he has an instagram account. he was diagnosed with kidney fail year last january. the owners took him on a cross country trip. it inincluded the white house and they stopped in 35 cities spanning 12,000 miles. i hope he's having fun. today the rockville city council is talking about cutting off development for a new school. it would halt development when the school reaches 120% of the program capacity. the city's current standard is 110%. supporters of current standards says it helps to prevent schools from overcrowding. the current standard he says is ineffective. fewer kids are getting spugdzed these day -- suspended these days. since 2009 the suspension rates
