streets flooded. >> it was like a couple seconds. split seconds. very fast. >> our flood threat far from over. what to expect when you head out the door tomorrow. we will get to our wild weather in a moment. first tonight, an update to some breaking news we've been following. we've just learned the woman who was shot outside of a target in germantown has now died from her injuries. shomari stone is live at the seneca meadows shopping center with. the latest from police and how officers caught that shooter. >> reporter: right now, that suspected shooter is at the hospital and the woman who police say he shot has died from her injuries. that shooting happened behind me here at the parking lot outside the target. police removed the yellow crime scene tape. they've wrapped up their investigation but of course this investigation is ongoing where police are investigating. let's roll some video right now.

montgomery county police say a 27-year-old man shot the 24-year-old woman. now we're hearing that she is possibly his girlfriend or former girlfriend. they're still trying to sort that out. this happened around 7:30 tonight outside the target in germantown. people called 911. they heard the shots fired. witnesses gave a description of the suspect and the pickup truck he was driving. police found and it there was a pursuit for about 10 miles or so. he crashed on darnestown road. police say they found a gun at the scene. and the woman who he shot they say, has died. now police have not released the woman's name. we dodger do know that there were some family members here at the parking lot and they immediately started crying. breaking down. and you know that news is really tough on them. there are still more details expected to come out tomorrow. again, a shooting here. target germantown. it is worth mentioning that the target store has not closed and

it will be open on time tomorrow morning. shomari stone. >> thank you. our other big story, of course the weather and we have seen it all starting off in storm center 4. we've seen lightning and heavy rains and lots of hail too. check out this video from robert in sterling. he shot it this afternoon. we have truly seen it all. and right now, the roads are a big problem out there. >> and they'll continue. because of the heavy rain we've seen some roads become impassable. d.c. toward prince george's county. that will be the case as we move. on it could impact the morning commute. take a look at storm-team 4. the heavy rain moving right back in. look at southern maryland. look to the southwest. this is where the heaviest rain is. southeast d.c. alexandria was hit earlier with some heavy rain and now it is coming down again. look at southern maryland. waldorf. toward saint mary's county. it is all coming down.

fredericksburg another strong cell there and then look at the couple peopler area. a very strong storm moving that way too. take a look at the wider view. we're almost done with this. the storm system. we continue to see that area of moisture moving up. we're not quite done. i think by tomorrow morning, things will calm down. that's why that flash flood watch continues until 6:00 a.m. this is for creeks and streams. over horde howard and anne arundel county and madison county. we've got a lot going on. i'll continue to track everything for you on storm team 4. i'll be back in about ten minutes. you just mentioned heavy rain has led to flash flooding. we've had reports of water rescues in upper montgomery county. then 16th street earlier tonight. jackie is at nearby mcpherson square. how does it look out there?

>> reporter: well it is raining again. at one point this evening it was raining so hard you could not see from one end of mcpherson square to the other. this was the last stop of the day for the 16 y metrobus. thankfully no one on board was injured. the enormous tree had graced the park in mcpherson square for many years until it toppled the storm. the wind and rain seem to come out of nowhere. >> we were across the street. and it was a lot of wind. and we had this big loud strong noise. we ran to the windows and we saw things flying around. then we realized the tree had come down. >> dan is the chief spokesperson for metro. >> a number of passengers on the bus at the time that it happened. all the passengers were exited through the rear door and accommodated on another bus. it will be here a while. we are waiting on dpw crews to

get here at a minimum, chain saws heavy equipment to remove this chain without doing further damage. >> reporter: driving rain left a group of commuters huddled under the awning at a metro station. nearby water draining into the street gutters looked like a rushing creek. back live at mcpherson square. you can see they did get bus out of here them got the tree chopped down. we understand there's a live wire hanging from that lamp post so police have the street blocked off. while we were talking to dan earlier this evening, we said what about the possibility of flooding in the metro stations tomorrow morning? something that has been an issue with heavy rain before. he said they are monitoring all the stations. live in northwest washington. news4. back to you. >> thank you, jackie. in silver spring a lightning strike split this tree in half causing damage to a home nearby.

no one was hurt but dispatchers were inundated with weather calls through the night. most for lightning. >> it just doesn't flood in alexandria when it rains. there were a few cars that decided to drive right through standing water but most drivers turned around to find another way. the storms have left thousands without power. take a look. pepco reporting more than 4,000 outages. most in prince george's county. dominion tells us about 1,100 are in the dark tonight. and pge has 2,800 without power. mostly in anne arundel county. chris lawrence at the live dweks the latest on a ship that sank monday night with hundreds on board. china's news service reports that only eight people have been arrested from the that 458 people on board. the captain and chief engineer are among the eight and they

cathedral to bid farewell to the family found murdered in their burning home last month. hundreds attended the funeral today including the teenage daughters. they were at boarding school at the time of the murders. young philip was carried by his classmates. the archbishop's sermon captured the he is enls of who the family was. >> the commitment to philanthropy philanthropy. saw with very moving. >> police arrested wint. the man charged with brutally murdering his rockville neighbors apparently expressed sympathy on facebook shortly after the deaths. they say he posted that dick and jody vellardo were nice people and it was scary that a murder was committed in their

neighborhood. they say he attacked couple while they were in bed, stabbing dick vialardo 42 times. jody 8 times. they say he spent time in the house after the killings looking for things to steal. he is being held without bond. meanwhile, a victory for free speech on social media at the u.s. supreme court. a pennsylvania man was convicted of making threats against his ex-wife on facebook. he claimed they were rap lyrics that he had written. the supreme court agreed with that argument. just because the post was perceived as a threat doesn't mean it was a threat. and he will get a new trial. also at the supreme court, a ruling about religious freedom at work. the justices ruled in favor of a muslim woman who did not get a job with abercrombie and fitch because she claims she wore a head scarf to the interview. abercrombie said she didn't mention her religion in the

still tracking the very heavy rain. making its way out of d.c. making its way as well. more heavy rain through calvert county and saint mary's county is that then this big bulk of very heavy rain. some strong storms too toward couple peopler, making its way toward fredericksburg. heads up. that rain making its way toward d.c. >> thank you. the man running the tsa was just relieved of duty tonight after undercover testing of the agency's ability to stop people from bringing weapons and bombs on to planes. homeland security red teams found they failed to find 67 out of 70 weapons brought through check points. that's a 95% failure rate. homeland security said the number don't look good but they are crucial to creating tighter security. thousands of stolen bikes this year. many never returned to their

owners. tonight what you can do to ensure that you or your family, not one of the unlucky cyclists. show us how some people ended up getting their wheels back on the road. >> ask any bike rider and they'll tell you. it is a risk of the road. lock it up or lose it. according to the national bike registry only about 5% of stolen bikes make it back to their owners. >> reporter: you didn't have much hope of getting these things back. >> no. >> reporter: brian holmes got hit at his own house when thieves broke into his garage. >> it was a dead bolt. it was dead bolted and kicked in or possibly a crowbar. >> reporter: he joins an unlucky group. more than 2,000 people who had their bikes stolen. >> unfortunately mine was not insured. >> reporter: sometime it ends differently if you take right

steps. >> we don't find most of them. but there are a few things that people can do to ensure they get it back. >> reporter: like having photos of your bike and writing down the serial number. ? this exponentially increases the chances of finding it. also register with the police department. >> reporter: many people just give up. not even reporting their bike stolen. with most hot bikes being resole within hours, time is critical. post the pictures you took on social media sites immediately. >> i would suggest visiting local pawn shops. >> reporter: reach out to local bike shops too. john with city bikes in d.c. helped bag a bike fee. >> it is a pretty distinct bike. as soon as i saw it roll in the door i knew it was a customer who visited a couple hours prior. >> reporter: storm employees were able to keep an eye out. >> with the increase in the value of bike we're seeing a lot more bike theft. >> reporter: and there is probably no other bike quite like damon's.

>> probably 11 $12,000. >> a one of a kind racing bike. he built it piece by piece and kept it locked up. >> more like a car in many ways than a bike. >> reporter: but that didn't stop thieves from getting inside one saturday morning. >> it became an utterly sickening thing. >> reporter: he made all the right calls to his online biking community. someone spotted an ad on craigslist. hours after the heist. >> the ad had been posted two blocks from where i live. i immediately contacted the guy through craigslist and through the cell phone number. >> reporter: working with police he arranged to meet the guy in front of a downtown d.c. hotel. officers took the guys into custody. >> one of the things is when your bike is stolen it is gone forever. what everybody wants is to catch the guy. >> reporter: but the officer says -- >> a bike is property. you don't want to put yourself

the rush hour still going to be problematic. not just the heavy rain but because we could see some standing water. you can see what's happening. that heavier rain making its way right through most of the area. now, very interesting to point out. the heaviest rain we've seen those are the areas that are not seeing the rain. that is very good news. we did see the heavy rain in through toward prince george's county and they're seeing some very heavy rain. then back to the southwest. we'll take a couple of stops. you can see the heavy rain across the beltway across walker mill and then in through oxon hill. toward bowie. you're in for some heavy rain too. there are numerous roads impassable in prince george's county montgomery county and the district. so please watch out for those.

turn around don't dry. you may see those. toward saint mary's county very heavy rain. this is the heaviest rain. right through fredericksburg. another area which saw rain earlier today and notice it is coming together. it will continue to come together right through 95 through the metro area and about the next hour. we're nowhere near done just yet. you can see what i'm talking about. flash flood watch, everybody in the dark green here including the d.c. metro area. all of northern virginia. we have the green, the light green. northern montgomery county anne arundel county that's actually a flood warning. that is through 1:00 a.m. that's for streams and creeks. those have been rising. watch out for those. the flash flood warning toward madison county. that one due to some very heavy rain. it will take a while. then around 7:00 a.m., we'll see
