water. some of us are waking up with a flash flood advisory this morning. when is the rain going to end? >> the rain has tapered off and headed out of the metro area. we have one lingering shower here in louden county. that's going to be extreme northern fairfax, maybe over to restton. along 270. for the rest of the morning, just some low clouds around and temperatures are on the cooler side. we're in just upper 50s near 60. shenandoah valley and into the mountains of west virginia it's down into the 50s there and a cool start even in the metro area we're in the mid to upper 60s. reagan national 62. in the bay, we're in the upper 60s to around 70. look at our sky, that's a view from our storm team 4 tower camera. the rain has ended.

there. back in ten minutes. i'm kristen wright at the live desk. a developing story first, the search is on for survivors of a capsized cruise ship in china. teams are there. the ship went down overnight in a storm on the yangtze river. so far, we're only 18 have made it to shore. five confirmed deaths. rescuers are climbing on to the hull of the ship trying to listen for any signs of life. reports coming out of china this morning say most of the passengers that were on board were older retirees vacationing. it's 4:32 a man is sleeping in the hospital this morning, accused of trying to kill his girlfriend outside a target store in germantown. montgomery county detectives

believe the shooting started as a domestic issue. this happened outside the parking lot outside the target. police chased down a ford pick up miles away before it crashed. officers arrested the man inside and say he had a gun. he is in the hospital right now. in clinton, maryland police reopened a road after a motorcycle crash there. a man accused of making threats against the metro system may face 20 years in prison. he's responsible for a string of threats that started since last december. he appeared on the reality tv show called "catfish" last year. a live look at the capitol this morning where lawmakers

will demand answers about two deadly transportation problems. at 10:00, the ntsb and amtrak will be a part of the hearing about the deadly train derailment in philadelphia. eight people died when the amtrak northeast regional train flew off the tracks there. it was traveling at more than 100 miles an hour. the train's engineer says he doesn't remember what happened. this afternoon, we'll learn more about takata's defective airbags. they led to the biggest recall in u.s. history last month. they can burst and effectively creating an explosion in your car. however, takata's plans to replace a chemical propellant that could be to blame. the acting head of the tsa is no longer in charge. that decision coming from the u.s. head of homeland security this after a report found tsa screeners were not able to stop

all concealed explosives and weapons from getting through the checkpoints. tsa screeners failed miserably in tests at dozens of airports. it was confirmed the screeners did not find smuggled weapons in 67 of 70 tests. that is a whopping 95% failure rate. a former head of the tsa says this is unacceptable given today's security threats. >> this continuing drum beat of interest by terrorist groups whether al qaeda or al qaeda affiliates to try to bring down a western, especially u.s. bound aircraft. >> the agency is under orders to fix that problem immediately. president obama has nominated coast guard vice admirable to run tsa. francis hammond middle school in alexanderia will remain closed today. school officials hope to have an emergency chiller unit up and

welcome back. you may soon pass a self-driving car on the roads of virginia. according to the "richmond times dispatch", the car will be tested on the beltway. they will assist the cars ability to adapt. take a look at this video. watch it happen right there. boom! a lucky escape for this police officer in mississippi after that lightning strike misses his car by just a few inches. this happened yesterday just south of hattiesburg and it was caught on the police cruiser's dashcam. the strike hit a bridge.

. a moving good-bye to a family found murdered inside their d.c. home. hundreds attended yesterday's funeral for the savopoulos. some students where the son went to school carried his casket. they leave two teenage daughters who were at boarding school at the time of the murders. they will remember how the couple lived. not how they died. >> what the take away from it it was a beautiful family.

despite their accomplishment they still wanted to help people. that's a special kind of memory. >> police arrested darryn wint for the family's murder. he's the only person in custody. investigators believe he had help. the man being prosecuted for a murder in rockville. tomaszewski posted that the vilardos were nice people. charging documents say he stabbed the couple 50 times. he spent time in the house after the murders looking for things to steal. as early as today, the senate could vote on whether the government or phone companies will hold your phone data. government powers were suspended sunday after a fierce battle in the senate. nbc tracy potts is live with us. can they senate and house compromise on them? >> there's got to be transition time between this program that

was already in place, the government collecting the phone records and turningrogram over to the phone companies. how long is that transition time? the house said six. the senate wants to double that to a year. they want to change this usa freedom act to add in a provision that says the phone companies have to notify the government in advance if they plan to keep the records less than 18 months. all those changes we're getting indications from the house they are not going to go for it. they want to vote for what they passed or not. the changes may actually be the hang up here. the schedule for now is a preliminary vote this morning and possibly a final vote as early as this afternoon on that usa freedom act that would replace the provisions of the patriot act that expired. we could actually see some votes on this today but the thing to watch for today is whether or not those changes are going to get in the way of them moving forward. >> tracy potts for us on the hill on what's become a really

complicated matter. thanks tracy. 14 before the hour 13 before the hour now, secretary of state john kerry is back on u.s. soil this morning and he says his broken leg won't hinder nuclear negotiations with iran. kerry arrived in a rainy boston for treatment after a bike accident in europe. the clock is ticking for kerry and his iranian counterpart. they hope to make a deal on the nuclear program in less than a month. former house speaker, dennis hastert will face a judge over a money laundering scandal. he wanted to keep an unknown person quiet about a sexual relationship he had had with a young man. authorities have told nabs news that relationship was with one of his hastert's former students. there's new questions about a judge. he made donations to hastert's campaign year ago.

that's not dawn yet. those are the city lights illuminating the city lights. temperatures are going to stay steady in the 60s through the morning. may briefly get up to around 70 by early to mid afternoon. just cloudy between now and then. it's late afternoon into the evening hours, that's likely when you are going to be running into some showers. here's the hour by hour timing. 10:00 maybe a few showers in western maryland. a few sprinkles in the shenandoah valley noontime. 4:00 p.m. we'll see showers move into the shenandoah valley the northern neck southern maryland. after that into the evening hours, coming across the south, into northern virginia into the metro area by mid to late evening but not those heavy downpours like we had yesterday, just some of those showers moving on through. much cooler temperatures. tomorrow nearly 60 in the afternoon high. showers off and on continuing on

we are getting a look inside at the repairs needed on the memorial bridge. the park service and federal highway leaders have closed two curbside lanes on that bridge connecting virginia and the district. they have also band tour buses. the bridge is safe to drive on during the emergency repair there. a new look inside it shows steel beams are so thin we can see through them. it is paper thin and riddled with holes. all this happening just below the surface. >> there was a draw bridge. so there's a counterweight, and whole thing pivots on two big axels. we don't know the structural integrity of two big axels. they have been sitting there for almost a hundred years rusting.

>> there's no end date set for the lane closures. eventually the entire middle section of the bridge will need to be replaced. a stafford family hired a lawyer after the school board decided to ban a transgender student of using the bathroom. the school was born male but identifies as female. virginia is not one of the more than a dozen states with laws explicitly prohibiting discrimination in schools based on gender identity. last month, the fairfax county school board added gender identity to its nondiscrimination policy. the fredericksburg school board unanimously approved a revised operating bug of about $41.1 million. that is according to the freelance star. teachers are set to get a 2.5% pay increase. administrators raises are flexible between 2.5% to 5.5%.

eun. that rain was relentless overnight. >> let's see if it's moving out here. >> you can exhale now. our flood threat has ended as the flood watch is now expired and the heavy downpours we had yesterday, we get one last batch of rain coming through a couple hours ago. now it's on the eastern shore. luckily, a few showers out to the west of us throughout most of the region just some low clouds are lingering. have the umbrella handy for later today. you won't need a jackie but you will need long sleeves. the umbrella may be needed by late afternoon and especially into this evening as we have another possibility of showers coming through. long sleeves. it's rather cool this morning.
