"first at 4" start was breaking news at the live desk. scott macfarlane working a story out of new york. >> good afternoon. a maryland woman has died after reportedly getting silicone injections in a new york city basement. kelly may hue is from suitland and new york investigators say officers found her unconscious and unresponsive saturday. she later died at the hospital. the "new york daily news" reporting kelly traveled to queens to get silicone injections in her butt by an apparently unlicensed doctor. our pat collins working to get more information on the story right now. you can stay tuned for a live report on news4 at 5. pat? what a difference we've seen in the past 24 hours. yesterday temperatures in the 90s, today a lot cooler. i'm here in the storm center with meteorologist doug kammerer. doug, what's the afternoon rush going to look like? >> well, we saw 92 degrees yesterday. today we went all the way down to 62 a 30 degree temperature drop. a huge dip and what a change. it really has been. that's going to stick around with us as we move but tlt evening. storm team for radar showing just some rain to the south, toward southern st. mary's county, toward the northern neck. that's really about it. the rest of us see something areas of drizzle but we won't see a lot more in the way of heavy rain like we did yesterday. any rain tonight should be be on the very light side. look at the numbers 70 in richmond, 71 vinch virg beach only 62 in hagerstown right now 61 in ocean city. we have a very cool air mass in place, a completely different air mass than we've seen over the past couple of daze and really over the past month of may. if you're heading out this evening, here's what you can expect. i do expect a few light showers.

again, most of these will be extremely light, more like a drizzle coming down. 62 degrees at 7:00. notice temperatures do not dip much. that should actually be a 61 right there at 11:00 because it's going to stay on the cool side. i'll be back in just a little bit, show you how long this cool, wet pattern sticks around. the power failure that shut down the washington monument affected a lot more visitorses than we first thought. the outage sunday night caused the elevator to stop. at first the park service released a statement saying one visitor was at the top observation level and had to be escorted down the stairs by park rangers. >> but today park officials say 63 people were up there stuck up there. park staff carried one person down the stairs using a special evacuation chairp. others were able to walk down on their own. the park service apologizes for the misz information. teenagers got into a huge fight at a local school and by the time it was over, one student had pulled a knife and stabbed a classmate in the chest. this happened in upper marlboro

him outside a cvs, he reportedly pulled this large knife and threaten them. we're gathering new information on this storynd awe'll have the latest from boston in the next half hour. right now the fbi is looking for the people behind new bomb threats targeting flights. the airlines and government believe the threats are a hoax. they were made today toward five different flights, one each from us airways delta united, korean air andment mexican carrier valaras. none were headed to or from the d.c. area. the planes all landed safely no weapons found on board. nearly a dozen flights have been the target of bomb flights over the past two weeks. first degree murder charges have been filed in a deadly shooting outside a target in montgomery county. a university of maryland gad watt was gunned down in the parg being lot of the target in germantown. police have now arrested her ex-boyfriend. today megan fitzgerald spoke to the family. >> reporter: investigators say it all happened in the parking lot of this target monday

evening. they tell us witnesses told police they saw the suspect donald bricker jr. arguing with marie adieu bio. moments later, shots were fired. investigators say that woman later died an the suspect took off. montgomery county police say 27-year-old bricker took off from the target parking lot in what witnesses describe as a white ford pickup truck around search:30 monday night. when police spotted brick ir, they say he led them on a 25 miff-minute pursuit before crashing in montgomery county. bricker was take ton the hospital with non-life threatening injuries. court records show bricker is a registered sex offender with a criminal history dating back to 2007. bricker is facing several charges including first degree murder. coming up at 5, we spoke with the victim's family. they share intimate detames about her liefr. reporting in germantown meagan fitzgerald news4. happening right now, a hearing on capitol hill to better understand the biggest recall in auto safety history.

ed takata airbag ralf affects nearly 34 million vehicles in the u.s. lawmakers in the house say there are still lots of unanswered wes from this recall particularly and what has been done over the past year to prevent future deaths. earlier today, one victim told her story of what happened when she was involved in a car accident. >> i was going less than 25 miles per hour upon impact, but the airbag shot out of my car force fully and sent metal fragments in my chest. >> sue says she didn't get a recall notice until a year after the accident. investigators are not ruling out human error ass cause of that deadly derailment in philadelphia. the ntsb put out a preliminary report and it shows amtrak's engineer used his cell phone that day, but it's still not clear if he thoroughly texted or called while operate gt the train. investigators are looking into whether anyone threw a foreign object at the train, but they know the damage to the windshield did not come from a gunshot. coming up transportation

oklahoma. two state troopers were at the scene of a car stranded in high water in tulsa. two brothers in the car got out and apparently took offense when the troopers yelled apt them to get clear of the standing water. one of the brothers stufled with one of the troopers. off camera, he was shot and killed. the surviving brother was charged with public intoxication and with assault. state of oklahoma has launched an investigation into the tulsa county sheriff's office looking into how it handled the shooting of eric harris, the unarmed man that reserve deputy robert bates shot and killed a couple of months ago. bates said he went for his 71 gun and accident aly used his soevs weapon instead. but an investigation unkofrd a report from 2009 that alleges bates' political pull allowed him to skip some of the training required of other sheriff's deputies. more than a dozen teams submitted designs. now we get our first look at the altar pope francis will use when he comes to washington.

. >> it's known for its movie star members, but right now the church of scientology is at the center of a vote being taken by the frederick county council. and while residents are concerned about the church itself, this vote is all about historic preservation. news4's mark segraves is in frederick county right now to explain. mark? >> reporter: you can see that the protests here there are a couple of dozen protesters breaking up. they're going inside getting

ready for this vote. more than a year ago the church of scientology bought a 40-acre estate near camp david and tonight the council will decide if the church gets to use it the way they want. the church intends to run a drug rehab there. they have been able to get ever approval it needs except one. because of zoning restrictions, the only way they can open a rehab facility is if the property is designated as historic. opponents of the facility call that a loophole so in a matter of minutes the county council will take a vote on whether the mountain retreat where two presidents went fishing is historic. the county's historic preservation commission says that it is historic. now, you can see those opponents have gone inside. supporters of nark acon are here as well. coming up at 5:00, we'll tell you how this vote shakes out and whether or not the church of scientology gets its way. in frederick maryland, mark

able to capture this storm. bonnie said she shot the video over 30 minutes. when she posted it on facebook and instagram, it spread like wildfire. wow. with their water-soaked belongings and yards, homeowners devastated by floods in houston are turning to fema to get some help. right now federal emergency management representatives are meeting to assess the damages. many families need money for hotels or other temporary housing. they're also looking for government funds to make up for what flood insurance does not cover. turning to storm team4 chief meteorologist doug kammerer. doug, another evening of clouds and showers for us. >> well and i think that's going to be the case as we move on through the next couple of days, too, pat. a very big change in our weather pattern, and i think for many of us -- i know you wanted some cooler weather, pat. i think we've got some for you as we move through the next couple of days. let's take a look outside right now. it is a very dreary looking day across our region, but right now temperatures are sitting into

the 60s after a high yesterday of 92. we're down to 63 degrees right now and this is why. look at that wind. northeast at 12 miles per hour northeasterly wind always the coolest wind we have around here. and of course plenty of cloud cover and some drizzle, too. 59 in gaithersburg, 63 back toward winchester. so everybody on the cool side. not seeing much rain but storm team4 radar, radar really doesn't do a good job of picking up any drizzle. it will pick up rain, of course high ner the atmosphere so easier to see. you can see that down toward southern st. mary's county, toward the eastern shore. but we are still seeing some drizzle, the radar just doesn't pick it up. if you're seeing drizzle around annapolis toward croften and andrews air force base that's why you don't see that on the radar. satellite and radar together showing a front to the north, we've got a storm system back to the west. take a look at this thing. this thing is really just sitting here and spinning back toward the west. what that's going to continue 'do is continue to spin the moisture up as it makes its way

out of the south. that moisture will then combine with that northeasterly flow, that nice, cool flow. that's why we have the chance for drizzle and a few more shower he was make our way through tonight and the next couple of days. future weather also do going do have a tough time with drizzle. there's light shower activity around the area, cloud cover for sure. overnight tonight into the day tomorrow, we'll see more clouds, shower activity, mostly down to the south during the day tomorrow. that's the best chance of showers. any showers that develop will be light. we are not talking any heavy rain. we will see no more heavy rain out of this system. that is all gone. but we will see some shower dist, maybe? rain toward the south. but i'm not expecting a whole lot. don't expect any more flooding icht do not think that will be a concern. the biggest concern is it's cool. average high temperature now 80 degrees, and we are going to be way below that. 64 for a high tomorrow in gaithersburg, 67 in fredericksburg, that coming with plenty of cloud cover. warm? no, i don't think so. should say cool there as we look through the next couple of days. your impact forecast will be on

the fallout and what it means for you when you visit the airport. let's take a live look outside at 4:30. storm team4 is tracking more showers and dreary conditions. chief meteorologist doug kammerer is tracking the rain in the storm center. looks like roads will be a little slick for the ride home. >> they'll be a little on the wet side. i would definitely expect the afternoon rush to be a little on the slow side as we move through the next couple of hours. let's look outside right now. yeah you notice just the cloud cover we have right now, most of the area dry, but that has not been the case. take a look outside toward our reston camera. this is earlier this morning right on through the early afternoon from 11:00 to about 4:00 in the afternoon. look at this, the rain coming down and it has been just dreary and rather brutal across our region. but take a look. the temperatures are on the cold side. 59 in state college 62 hagerstown, 63 in washington. we are going to stay rather cool as we move on through the next couple of daze. coming off the hottest may ever, june not wanting to start that way at all. i'll talk much more about this

dreary, cool pattern coming up in a minute. >> those storms are to blame for knocking this tree off on massachusetts avenue. this morning, the enormous trunk blocked traffic in the district between 12th and 13th streets. it landed on the sidewalk, but fortunately it didn't hurt anyone when it fell. if you were driving through virg last thursday morning, police are asking you to think whether you saw something unusual. they're trying to learn more about a deadly shooting on 295 in the district. police believe it started with some sort of convict frantdation in alexandria and ended with the suspect shooting pedro alvarado and his brother-in-law. at 8:50 a.m. on i-295. police have plenty of clues from d.c. drivers but they're looking for more information from virginia drivers. >> a lot of people out there. we have some very good callers that called in. but we need additional information. >> police say the suspect'sor car was a black or dark green toyota camry. they believe there were at least three men in the back seat.

there are new questions about surveillance and civil liberties. an associated press investigation has confirmed that the fbi operates a fleet of surveillance planes that it hides behind dick tishsfish tishs companies. they're fronts for the government. at least 13 of them are registered to a post office box in brist toe, virginia. in the past few weeks, fbi planes were tracked on more than 100 flights over at least 11 cities and states including the district and baltimore. some of the planes can be equipped with technology that identifies thousands of people on the ground simply by their cell phones. just as americans begin jetting away for summer vacation, an embarrassing report found undercover agents can easily smuggle weapons past airport security. the shocking investigation has resulted in the reassignment of the tsa chief. and as nbc's brian mooar reports, intensive training is now under way. >> reporter: acting tsa chief melvin care owe way is off the

job today, reassigned after airport screeners serer around the country flunked a critical test. >> the results are astounding, troubling, and demand not just a minor response from the tsa but a top to bottom examination and overhaul. >> it's government at its worst and it should be government at its best. >> reporter: government agents successfully smuggled mock explosives, weapons and other contraband through security in 67 out of 70 cases. a shocking 95% failure rate. >> this story is different that it's a broad number of airports. a lot more tests. it really shows that the problem is everywhere. >> former tsa chief john pistol says government-testers so-called red team are experts at finding and exploiting airport weaknesses and they have inside information on tsa protocols. >> it had makes it a challenge, but they need to be up to that cham evening to address that 1

unlucky grew. more than 2,000 people who had their bikes swiped last year in the d.c. area. >> not inexpensive and unfortunately mine was not insured. >> reporter: but sometimes this crime endz differently, if you take the right steps according to officer mike owen with the prince george's county police department. >> we don't find most of them but there are a few things that people can do to help ensure they actually do get it back. >> reporter: like having photos of your bike and writing down the serial number. >> this exponentially increases the chance of us finding it. also register it with the police department. >> officer owen tells the i-team many people give up not even reporting their bike stolen. and with most hot bikes being resold within hours' time, is critical. post the pictures on social media sites immediately. >> i would also suggest going and visiting local pawnshops. >> reach out to local bike shops, too. >> we're definitely not in the business of citizens arrest. >> reporter: john fitzmorris helped bag a bike thief. >> it's a pretty distinct bike. as soon as i saw it roll in our

door, i knew it was our customer who when visited a couple of hours earlier. >> store employees kept their eyes on the thief until police arrived. >> with the increase in value of bikes we're seeing a lot more bike theft. >> >> reporter: there's probably no other bike quite like damon tate's. >> oh, probably $11,000, $12,000. >> reporter: a yuan1 of a kind racing bike. >> probably more like a car than a bike. >> that didn't stop thieves from getting inside. >> it just became an utterly sickening thing. >> reporter: tate made all the right calls to his online biking community and then someone spotted an ad on craigslist hours after the heist. >> the ad had been posted two blocks from where i live. i immediately contacted the guy through craigslist and through the cell phone number. >> reporter: working with police, tate arranged to meet the guy in front of a busy downtown d.c. hotel. officers quickly took the guy into custody. >> one of the cardinal blessings of living in d.c. is, when your

bike is stolen it is gone forever. what every cyclist wants to happen is to catch the guy. >> reporter: but officer owen cautions about approaching anyone you suspect of stealing your bike without a police officer's help. >> a bike is property. you don't want to put yourself in physical danger. >> reporter: best advice ask to register your bike with the national biej registry or the police department. and when you bring your bike home for the night make sure you actually store it in your home for the night. scott macfarlane news4 i-team. amtrak executives were on the hot seat today on capitol hill as transportation reporter adam tuss reports, lawmakers are grilling them about what went wrong before that deadly derailment last month. >> reporter: the ntsb says there wasn't a problem with the tracks, the signaling system or the brakes on that day. so that meant a lot of questions here on capitol hill about the engineer and his cell phone specifically what he was doing in the minutes before that

decoration. the man shot by the fbi in boston today may have had ties to isis. >> that's right. he was under surveillance when he lunged at an agent and an officer with a knife. as alicia rodriguez reports it's believed he may have been radicalized by messages on social media. >> reporter: months of fbi surveillance ended with a deadly confrontation. 26-year-old aassume ma rue heem had been monitored 24/7 by a boston police joint terrorism task force. boston police commissioner william evans wouldn't go into detail but said something happened early tuesday morning in that investigation that led them to try and question rahim. >> there was enough information there that we thought it was appropriate to question him about his doings today and that's when sort of unprovoked he came out with a knife. our officers clearly retreated. like i said, they did what they were trained to do. >> reporter: investigators say

lot. meagan fitzgerald spoke to the victim's family. she joins us with their reaction. >> reporter: witnesses tell us that they heard the suspect and the woman arguing in the parking lot just over to my right here. yesterday at around 7:30 in the evening. moments later, shots were fired. that woman died. her name was marie adebayo. and we spoke to her family today. they tell us she'll be remembered for her kindness. rnchtsz sounds like we're having some issues. we spoke with her family today, and they are just distraught as you can imagine. they can't understand why anyone would kill a young girl 24 years old who just graduated from college someone who's being described as a kind person who would never hurt anyone. they tell us that she had been dating this guy for six months. they didn't want to get into too
