welcome to news 4 this week. >> hi everyone. i'm veronica johnson. we'll show you the more interesting local stories making news this week. among them paper thin steel. that's what's holding up parts of the memorial bridge. we take an inside look the reason part of the bridge is shutting down and where all that traffic is going to go. plus, he has a company car stock options and he's only 19. how this teenager has become one of chipotle's rising stars. and do they actually work? our consumer unit tests fitness trackers. first, dangerous levels of lead paint are found at d.c.'s

largest homeless shelter. we learned city officials knew about it for a year but didn't take any action. we broke the story and we take a look at the next step for hundreds of families. >> the district of columbia should have addressed this issue sooner. it is not appropriate. something occurred in 2014 that it could be dealt with in 2015. that is not appropriate. and we make no excuses about that. >> after two young children here at the d.c. general shelter tested positive for elevated lead levels, the mayor ordered a complete inspectionst building. not only did that inspection uncover traces of lead throughout the facility, they found an inspection from 2014 had found seven rooms with dangerous lead levels. but nothing was done. >> we are notifying residents in the building of the results of our test. we will still continue to offer any resident or their child that wants it a test.

>> families were moved out of the rooms and the lead levels were remediated after they found out about them. hundreds of other rooms tested positive for low levels of lead that are not considered dangerous. as for the families who lived in these rooms with the dangerous levels over the past year but have moved out. >> the department of human services staff is going through to identify any families that may have been in knows rooms. >> council members were not happy to hear about another failure at the d.c. general shelter. >> the city was alert aid year ago, dangerous levels where was the oversight when it comes to making sure that we got that information and in a good time. >> we didn't. >> the administration is implementing new policies to ensure this won't happen again. >> we're doing everything in our power to make sure that building and other facilities are safe. >> we should add you can't easily see the effects of lead poisoning. that is because it can cause damage all over the body, especially in the brain.

often children will have behavioral or attention problems that can cause hearing in kidney damage in some children might have problems with growth. lead poisoning typically occurs from repeated exposure to small amounts of lead. over time that, means the symptoms can sneak up and be vague. they include anemia, difficulty sleeping, and headaches. we have a lot more information about the impact of lead poisoning on nbcwashington.com. special dedication this week for a fallen sheriff's deputy in stafford county, virginia. lucky run reservoir was dedicated in offer of jason mooney who died in a car crash in 2007. he graduated from colonial forge high in stafford and served in the marines. next memorial day the reservoir will become the county's newest park. they will offer canoeing and fishing for visitors. city is home to the fastest growing bike communities.

now some d.c. officials are looking into whether we should change local laws. a working group of transportation and community leaders are looking at whether any of the district's laws should change to make things safer for cycleists and pedestrians. we're told some 15,000 people every day bike into the city, transportation experts say a major issue is learning to share the road. >> cyclists have to respect cars and motorists and vice versa. motorists should respect the rights of cyclists and especially pedestrians too. >> the working group is also looking at the laws and other major cities for possible safety measures to adopt here in d.c. they have two meetings scheduled next month. >> underneath one of the most heavily travelled bridges in the region is decades of rust and decay. we got a rare look at the guts of arlington memorial bridge and it's not pretty. now lane closures are set up and

transportation reporter adam test tells us, the repairs could make traffic worse for other bridges. >> oh yeah. look at that. that beam is right in half. >> rusted support beams. bolts columns and old worn down buildings, nope. this is a bridge you might drive across every day. inside the memorial bridge. >> stuff you can't even step on this one here. this is orange. you can't step on that stuff. it's not safe. they marked them all off with the orange. >> there's no way to really evaluate what part might fail. we just look at the whole thing and know that structurally we need to keep heavyweight off of it. >> lane closures now in place, tour buses not supposed to use the bridge until a fix is made. that means the 14th street bridge and roosevelt bridge will pick up extra traffic. bottom line the memorial bridge is not as strong as it should be. it's become such a big issue that u.s. transportation secretary came to talk about it. >> i heard it said before that

in america we're responding to the wolf at the door but we sometimes don't respond as well to the termites in the basement. today the termites are becoming the wolf. >> the lane closures remain indefinitely eventually the entire middle section will have to be replaced. that is a very big project. is the bridge safe? >> the bridge is safe. absolutely the bridge is safe. what we've done to it which is move traffic to the center. >> now pedestrians and cyclists and cars are allowed to use the bridge for now. again, the lane closures are going to be in place and tour buses have to go some place else. back to you. >> always something. we have more about the concerns that inspectors found on the memorial bridge. see those concerns and what they're doing to fix it. download our nbc washington app and search memorial bridge. what if there was a way to cross the potomac without using a bridge? we take a look at a sky high

this is so exciting, the district is getting trod chip in $35,000 to see fw a gondola should be built over the river. according to "the washington post," the money was approved this week as part of the city's $13 billion spending plan. the georgetown business improvement district has already raised $130,000 for a feesability study. arlington county spokeswoman tells the post they're trying to find some money themselves that could contribute. exciting. parents of teenagers find themselves encouraging kids to find a job.

one local student doesn't have that problem. his job has already lead to a historic promotion, a company car, stock options, and he is just 19. news 4's reporter has his story. >> to say that in my lifetime i was able to do something. >> it's chipotle? if it's the marines or going to college, then it's that. >> he learned how to cook here. but that is just part of the story. >> back then i was looking forward to going into the arms forces, particularly marines. and i was 17 at the time. my mom showed a letter saying she didn't approve of me going. and this was the next thing. >> at 19 he's a general manager here in maryland city and the youngest restauranteur in history. he has a college degree in schooling down the road. right now, there is a new store to manage and people john, nick, yadi.

professor greg welk and his team test fitness trackers to see if they're recording precise results. >> there is very little information provided by the companies companies. >> they tested four consumer fitness monitors. the fit about it flex and misfit shine, both cost up to $100. the javo 24 and the nike band se that can cost $200. 56 people participated in the study ages 18 to 65. each spent 20 minutes doing sedentary activities like working on a computer, then 25 minutes of aerobic exercise and 25 minutes using various weight machines. researchers compared the trackers to this mobile machine that measures oxygen consumption to determine calories burned. the results show all four trackers overestimated or underestimated activity.

but overall, he found the fit about it flex, javo 24 and nike buhl panned provided reasonably accurate estimates for calories burned. the fit about it flex and nike fuel band both tested off about 17% the javo 24 that, was off 18%. and the misfit shine off by 30%. that may seem like a lot. let's see the tracker records 1,000 calories burned. if it's off 18% that's 180 calorie difference. >> so there is some serious technology inside the devices. >> as for aerobic activity, the largest error came from the misfit shine. off 60%. and the biggest problem he found was in resistance. those weight machines. >> and you're lifting an object so your hand is moving slow but you're doing a lot of work. so it's not able to capture that. >> we contacted the manufacturers of the fitness trackers tested. misfit said iowa state's study

conflicts with its own scientific study and believes there are problems with the university's methodology resulting in skewed data. it also questioned the way the university recorded calories burned and misfit believes the tracker used in the study was damaged because participants of the study all used the same tracker. fit about it told us while there may be a small difference of a few calories or steps between tests ultimate lit success of our products comes from empowering users to actually see their overall fitness trends over time. the other companies did not respond in time for our story. so at the end of the day, does welk think fitness trackers are worth it? >> the key is not as much if it's accurate or not, you know, in term of calories but whether it's motivational for them and keeps them accountable. >> as we received comments from the companies included in the study, we'll post them on the website. you know what i'm talking about on the market. iowa state university has

the district has been making all kinds of plans to build a new stadium for d.c. united but now the soccer team says it hasn't ruled out a move to virginia. d.c. united had a bunch of plans but "the washington post" says they toured several sites in loudon county. a stadium there would cost millions of dollars less and will be ready for the 2017 season. despite the name most of the team's fans actually live in northern virginia.
