that may have kept you up overnight. they have pretty much pushed out of the region right now. >> no severe weather to worry about today but we are warming up and drying out. last night's severe weather knocked out power and left some stranded in high water. take a look, this was the scene on the inner loop of the beltway near river road. two lanes were blocked due to high water. no one was hurt in northeast when a tree fell on a minivan. look at this. you can see the side mirror dangling off the van. the front was also badly damaged. tree crews were called in to cut that tree down. storm is over. what can we expect for the morning commute today? >> storm team 4 meteorologist tom kierein has the latest. tom? >> we still have high water on some of the ramps so watch out for that from the heavy downpour downpours we had overnight. as we look at the storm team 4 radar a few lingering light sprinkles. the area in the moving green south and southeast of washington. that is moving off to the north

and east. getting a few sprinkles near martinsburg and winchester. those will dry out over the next half hour. this is the area of light rain and wet pavement on route 50 between the beltway and annapolis. along 95 south from the beltway all the way down to fredericksburg, parts of charles county and southern prince george's county getting a few of these very light showers right now. and temperatures are mild right around 70 degrees. we'll stay this way at the bus stop. cloudy between 7:00 and 8:00 and near 70 degrees. those showers pulling away. then between 8:00 and 9:00, sun should break out. temperatures climbing into the low 70s. next weather and traffic on the 1s coming up at 6:11. your walk to work forecast. i'm angie goff at the live desk. this just in from southeast d.c., we know cedar tree academy is closed for today. that's because they're experiencing a power outage. still no timetable when the lights will come back on. we'll keep you posted. eun?

>> thank you angie. 6:03. a patient is at the national institutes of health in bethesda with a rare drug resistant type of tuberculosis. in april, the woman flew to the u.s. from india through chicago o'hare. she stopped in our area for seven weeks and then travelled to missouri and tennessee before going to a doctor. officials are tracking down flight manifests to notify people that could have been exposed to tb. tb spreads through the air when an infected person coughs or sneezes. this morning, that patient is being treated in a specialized isolated room at nih. a man killed a mother in front of her kids and will stand trial in prince george's county. bell is accused of killing wilson in front of her children. bell went to the victim's home in oxon hill looking for her boyfriend. bell believed that the boyfriend had killed one of his friends and that boyfriend was not there. so prosecutors say bell shot wilson several times instead. and today dna experts will

apps. the new proposals could give you more access to uber and lift drivers. news4's megan mcgrath live at reagan national with what cab drivers think of this. good morning. >> reporter: well, good morning aaron. if you look behind me here you can see all of the activity here. a lot of traditional taxi cabs, but right now ride hailing companies like uber and lift they're not allowed to wait for fares on airport property. they have to wait nearby off site and travelers can use an app to request a ride. well, the washington airport authority is considering changing those rules. the first of four public hearings gets underway to discuss the role of the regulations that would be imposed. under the proposal uber drivers would be able to drop off and pick up passengers at those two airports. if they get a permit from the airport's authority. there would be a $5 fee to and

from the airport. now a lot of people, passengers they like the convenience of these ride hailing companies. however, taxi cab drivers not too keen on it. one cabbie said it's already difficult to make a living as it is. is it getting tough to drive a cab? >> very, very tough. people come out to the streets instead of hailing for a taxi, they just turn to the telephone and -- it's killing us. >> reporter: and the first public hearing gets under way at noon today. at dulles airport at a one at dulles at 7:00 tonight. then things switch over to reagan national airport. tomorrow there will be additional hearings. >> thank you. critic of the so called pop-ups on the rowhouses are cheering this morning. the d.c. zoning commission has limited the height of vertical extensions to homes in some areas with residential zoning.

the height limit drops from 40 feet to 35 feet. the towering structure they say crowd neighborhoods with single family homes. pop-ups are cheaper alternatives in increasingly expensive neighborhoods. existing pop-ups will be grandfathered in. today, muriel bowser is expected to explain a deal to keep d.c. united in the district. sources tell news4 d.c. united decided not to consider a move to virginia after district leaders said they'd seize the final piece of land. the city is expected to try and seize the land using eminent domain. the new stadium is expected to be built at buzzard point not too far from nats park. the women's world cup is creating a lot of buzz especially after team usa's big win. we'll show you the on the field issue that has a number of players upset this morning. and some major backups on 95 in virginia as you're headed in

parkway to the beltway no problems there. 14 minutes. 270 south looks good. top of the beltway top of the loop looking good. remember to listen to our friends from wtop for the latest on the situation on 95. a triumph for the u.s. women's national team in their opening world cup match. awesome game. the jitters began to fade after this awesome goal from megan rapinoe in the 12th minute. she scored twice too as the u.s. beat australia 3-1. the u.s. now leads in their group. they play again on friday. we know the women are tough but they have to be extra tough in the next few weeks. that's because they're playing on artificial turf, not grass. many pleaded with fifa to change that. fifa refused though. the players say that turf leaves them at greater risk for injuries. players say that forces them to second guess when they can slide or go for a header. turf fields are also hotter than grass.

breaking news on 95 in virginia, just found out that the express lanes part of them now open. so part is prince william parkway headed northbound from there. rest of them still closed at this point this morning. you can see we have about a ten-mile backup as you're headed northbound on 95 because of the earlier closure. one small section now open. aaron and eun? what do we want? justice! >> hundreds of demonstrators in texas calling for a local police

officer to lose his job. you can see they staged a big march in mckinney, texas. that's where a white police officer pulled a gun on two black teenagers and he wrestled a girl to the ground. now the aclu is working to find out his name and everything about what happened. the group asked the mckinney police department to release the entire report on that incident as well as the community's calls to 911. the aclu says it was a case of bias against the black teens. this morning, the brother of a black man shot and killed by a police officer is very happy that the grand jury indicted that officer. cell phone video shows the deadly incident in south carolina. former officer michael slager is charged with murder. slager pulled over walter scott scott took off running. you can see in the video. the video shows slager firing eight times as scott ran. the brother of the victim is speaking to the "today" show. is -- >> it's a great loss but it's

even worse that it's a tragic way for someone to get gunned down the way he got gunned down. and it's tragedy for our family. but what's going to help is the lord, we will make it and we will survive. >> you can watch the interview on the "today" show beginning at 7:00 this morning. the family of walter scott still plans to file a wrongful death civil lawsuit. new this morning, police are investigating the death of a police officer killed in the line of duty. 35-year-old constable daniel woodall was shot last night. canadian police say he was an eight-year veteran of their force. another officer was hurt but is expected to survive. police are not saying much about who the shooter is or whether that person is in custody. in prince george's county, the so-call east coast rapist pleaded guilty to three rape charges. aaron thomas received three life sentences. thomas is said to be responsible for 17 attacks from rhode island to virginia. they say he terrorized women for more than a decade and it all

started in prince george's county. thomas is already serving a life sentence for some of the crimes. the body of a swimmer has been found near the bloede dam in howard county. we're learning that 22-year-old byron diaz from landover swam too close to the dam and was taken under by the strong current. swimming is banned in that area. diaz is the sixth person to die in that spot in the last ten years. happening today, leaders at the tsa will be in the hot seat on capitol hill and internal investigation found tsa agents failed to identify 73 airport and airline workers who may be connected to terrorism. those employees were cleared to work in sensitive areas. the agency is trying to expand its watch list now. senators expected to ask the tsa how it's improving security. angie goff at the live desk. new numbers on the affordable

care act. take a look, the white house saying so far one in four americans have found coverage. gallup recently estimated that the uninsured rate in the beginning of the year was 11.9%. now, that's down from 17.1% that's from two years ago. out of pocket costs for preventive services like vaccines and medical screenings were eliminated for more than 137 million americans the white house says. the administration also launching this new web page that includes a history of health reforms in the country. the president is expected to talk more about this when he visits the catholic health association. that's happening later today. aaron and eun? >> angie goff for us at the live desk, thank you. 6:21. time for weather and traffic on the 1s. the storms are over, but we have more weather coming our way. this time it is going to be hot. >> the hot stuff for sure. tom kierein has an eye on the forecast. good morning, tom. >> we haven't had a heat wave so far yet this year.

it looks like we'll be starting that very soon. right now storm team 4 radar showing a few lingering light showers now passing south and east of the metro area. this area in green on the storm team 4 radar is now passing through charles county into prince george's county. so the beltway is wet in prince george's county from the beltway to bowie. that's moving into anne arundel calvert county and northern st. mary's over the next half hour or so. and temperatures in the suburbs in fairfax county, upper 60s and 70s. montgomery, prince george's county, upper 60s and near 70 in anne arundel, calvert. you can see the cloud cover beginning to break up a little bit. live view from our city camera overlooking the potomac on this tuesday morning. temperatures are now near 70. should make it into the low to mid 70s by 8:00 or 9:00.

northbound right up to the beltway. also another problem there, a little south of here. 95 north at 610. garrisonville road had the left lane blocked because of the crash. another crash cleared. 395 is a bit low, outer loop a little slow this morning. beltway at good luck outer loop is a bit jammed here on the right side of the roadway. this happened a couple of minutes ago, i'm not sure what's happening there. but withe don't have a report of a crash. inner and outer loop is rolling along just fine. 95 in maryland, nice and green. same thing southbound, b.w. parkway northbound, a little bit slow here as you're headed just outside of the beltway. back in ten minutes. here at the live desk, breaking news out of the ukraine where three firemen are missing after a big explosion. firefighters still fighting these flames at the depot, this is outside of the city of kiev. the fire continues to spread, already engulfing 15 tanks

filled with fuel. you can see right there that dark smoke. it was overtaking the sky earlier. one person has died at least 11 others are hurt. recovering from their injuries right now investigators are looking at all possible causes. they say those include technical malfunctions or arson. aaron? >> thank you. federal transit leaders are working to prevent another deadly accident like the one in philadelphia last month. rail roads are being asked to put automatic train controls on the track. that's the technology that automatically slows the train to a safe speed near the curves. it was not in place in philadelphia. the train was going more than double the posted speed limit at a sharp curve. many hospitals in the u.s. are charging more than ten times medicare rates for treatment. according to the study in the journal health affairs 20 of the 50 hospitals that charge the

most are in florida, maryland and west virginia are the only two states that regulate how much hospitals charge. the study is part of a national push to curb rising health costs. it's to publish the hospital cost data that may lead to capping costs. you are reaching for the healthier items when you head to the grocery store. lower calorie options make up 59% of grocery sales and higher calorie sales make up only 41%. the unhealthy options selling well are kids food options. they have the most calories. researchers say families should focus on buying healthy kid friendly food. and if you do have children, you know that diapers can be expensive. and for a lot of families it's a struggle to keep a dry diaper on their child. the one nonprofit organization is working to make sure that people have access to diapers if they can't afford them. tonight consumer reporter erika gonzalez takes us to the place in silver spring. it helps distribute diapers to low income families for all of

little more than a legal formality. hastert will be presented with the charges and will be likely released on his own recognizance. we know that it will be the high powered washington attorney thomas green, familiar with political scandal. he has been involved in many cases. look hastert reportedly transferred funds illegally. lied to the fbi. moving more than $3.5 million of what prosecutors call hush money to keep quiet, the family of at least one student who he is alleged to have had inappropriate sexual contact with when he was a teacher, wrestling and football coach at yorkville high school. that's a chicago suburb. about 45 minutes outside the city to the southwest. again, the hearing here later this afternoon. the first step in what will surely be a long and difficult

legal process. that's the latest here in chicago. i'm jay gray. >> thank you. 6:34. a shooting a at d.c. park is now a murder investigation. he was shot in southeast d.c. and he's died now. this happened on fitch street yesterday afternoon. a second man also shot there. he survived. d.c. police are working to establish a motive and a suspect. right now it's a race against the clock to find two escaped murderers before they kill again. investigators say they're looking in the u.s., mexico and canada for david sweat and richard matt, but still have no real idea where they could be. the two broke out of a maximum security prison in upstate new york saturday morning. investigators say since the escape was so elaborate they probably had help from the inside. a teacher remains in critical condition after a car crash in prince william county. that crash happened about a week ago. kelly powell and her 12-year-old son were in the car together. this happened on lee highway in gainesville. powell, a special needs teacher remains in a coma now.

her 12-year-old son carson has cerebral palsy. he's now recovering from a broken leg and greg powell hopes playing his wife's favorite song will bring her back to life. ♪ i think i love you, i think i love you ♪ >> always been sort of a -- he was her teen heartthrob. she really loves that song and it has special meaning to her. >> two gofundme pages have been set up to help with the family's medical expenses. they have raised about $40,000 so far. you can check out the nbc washington app for more information on those pages. today, you can share your opinion about a proposed bill that would affect tipped employees in montgomery county. the council is considering a bill that would change how employers calculate tip credit for minimum wage employees. the public hearing is at 1:30 this afternoon at the montgomery county office building. your property taxes in prince george's county will not go as high as you first thought.

county executive rushern baker vetoed a 1.5% increase for parks and planning. baker says the tax is unnecessary. last month the council approved property tax hikes for parks and education. the tax for education is less than what baker proposed. today first lady michelle obama speaks to high school graduates in chicago. that ceremony will be held at chicago's state university. the high school was in the president is two years ago when an honor student was killed on her way home from class. she had been in d.c. for president obama's second inauguration days before that. breaking news 95 northbound a mess this morning because the express lanes still closed. the slowest spots coming up. also ahead, not the way they

admitted to the national institutes of health with a rare drug resistant type of tuberculosis. that woman travelled thousands of miles before realizing she was sick. now officials are trying to figure out if she infected anybody else. nbc's tom costello live outside of nih with much more on this. good morning. >> reporter: hi, aaron, good morning. the cdc is involved as well as state health departments. this woman travelled from india to chicago o'hare and then to tennessee and to missouri. the health departments in those states are actively trying to find anybody she might have come in contact with and the people on that flight from india to chicago o'hare, nearly two months ago. she has a condition called drug resistant tuberculosis. that is a very serious kind of tuberculosis and unfortunately it's got a rather low cure rate. it involves right now extensive assistance here at the nih involving the isolation room. the isolation ward. trying to identify which

for day two in the attempted murder trial. yesterday, the alleged victim took the stand. she told the court she screamed and tried to fight off the attacker but he threatened her. dna evidence from the fingernail connected matthew to the attack. matthew is charged with hannah graham's murder as well. later today, we expect to find out whether deputies in spotsylvania county will start wearing body ka rams. the board of supervisors will vote on that issue today. the grant would buy 43 body cameras worth $26,000 and the county has to match the investment investment. we could learn more about the case against six baltimore police officers, one charged with murder and three others with manslaughter for freddie gray's death two months ago. a judge denied the baltimore state' attorney request for a gag order. he said it was filed in the wrong court. "the baltimore sun" says the state's attorney can still file another request. it is decision day if you live in virginia.

and in southern maryland, northern neck that's tracking quickly off to the north and east. farther north and west, a few sprinkles showing up north of leesburg, west of frederick to east of hagerstown. there are the low clouds patting over the capitol right now. and skycast showing some breaks in the clouds by 8:00. might get blue showingnoontime, should be partly cloudy, blue sky. a little sunshine coming through. mostly sunny during the afternoon. might get an isolated thundershower in southern maryland northern neck eastern shore. right now in the 60s to 70s. still rather humid, but turning less humid as the breezes pick up in from the west. that will usher in lower humidity with that increasing sunshine. the temperatures are quickly jumping into the low to mid 80s by 3:00 or 4:00. overnight tonight, partly cloudy we start the heat wave. it really gets going on thursday and into the weekend. we'll be up near 90 today and tomorrow. but then mid 90s, thursday all the way into monday.
