residents on their balconies just enjoying the evening. >> preliminary investigation shows that our victim was involved in some sort of physical artltercation with several suspects. during the altercation, shots were fired. the suspects fled and our victim collapsed. >> reporter: now of note, a few moments ago, prince george's county police towed away a gold classic 1970s era very well preserved cadillac. they towed it away from the scene. we are -- we believe that that vehicle belonged to the victim. was this possibly some type of defense against a carjacking or something like that? it's unclear at this point. and the investigation continues. live in temple hills, jackie bensen, news4. i'm chris lawrence at the live desk where we're following two developments affecting amtrak.

reuters is reporting that investigators have determined whether the engineer was using his cell phone when his train derailed in philadelphia. they're going to release what they found tomorrow. we're also monitoring a houseboat that could cut amtrak's budget by hundreds of millions of dollars. the legislation cuts nearly a quarter billion out of amtrak funding just one month after that deadly derailment at a time when a lot of people are concerned about safety. it would preserve $9 million to install cameras that can record engineers. now this vote is trending on twitter tonight as riders spate on how funding will affect them. in fact tonight a train headed to d.c. had stop for an hour in delaware because the crew had worked too many hours. we're getting a first look inside the dupont circle town house gutted by fire one week ago. >> died that night and another man who lived there said he lost everything. tonight "the washington post" is

reporting the cause of that fire was electrical. and the owner of the town house was not licensed to rent it out. shomari stone is on riggs place with new reaction from one of the tenants. shomari? >> reporter: well tonight that tenant tells me he was in new york city at the time of the fire. he says that his friends contacted him on social media to tell him about it and he was stunned. take a look behind me that. is his unit right there, the bottom one. you can see the windows are boarded up right now, just like the windows throughout the entire building. he walked inside saw the damage. despite the loss, he is counting his blessings. >> i just can't believe that i'm so lucky. >> reporter: john mecum feels lucky to be alive after a fire destroys a house where he rented a room. he wasown when the thick smoke and flames ripped through the home last week on riggs place near dupont circle. >> i went inside for the first time this morning and just saw everything dark and wet and it's gone.

>> reporter: today he snapped cell phone photos of the damage. >> yeah i wasn't even supposed to be out of town. it was a last-minute assignment that sent me to new york. and i wake up on wednesday morning to text messages and facebook messages. >> reporter: friends also shared the tragic news about the tenants upstairs. 25-year-old nina breckleman and 24-year-old michael mclaughlin died in the blaze. they lived in separate rooms on the third floor. john used to rent nina's room before he moved downstairs. >> i visualized myself in that room after hearing what had happened. and it is not a pleasant thought. >> reporter: he says it's unpleasant to know according to "the washington post" the cause of the fire was accidental, electrical in origin. >> who could have predicted? who could expect that? >> reporter: and he never expected to move in with a friend until he gets back on his feet. >> i'm searching for a new place. hopefully can find something here soon. >> reporter: we wish you the best of luck, john. right now a live picture of the

building. the damage is extensive inside. john tells us that the landlord jumped from one of the floors. tonight he is still in the hospital recovering from his injuries. live in northwest d.c., i'm shomari stone news4. >> and we posted a list of things you should know about your rental property on the nbc washington app. just search apartment check. new video tonight of a man who was robbed and beaten while walk do you think the street. take a look. d.c. police released this video today of the assault and robbery in the shaw neighborhood early sunday morning. the man was walk do you think the street past the group, then the group turned around ran after him and attacked him. they got away with his cell phone, wallet, and 30 bucks. if you know any of telephone attackers, call police. they're offering a $1,000 reward for information. an upset tonight in one of the big race we've been following in the virginia primary. four-term alexandria mayor bill euille knocked off tonight by fellow democrat allison

silberberg. check out the tally. with 100% of precincts reporting, silberberg wins by about 300 votes. she is all but certain to be alexandria's next mayor. bill howell, virginia's house speaker easily beat tea party challenger susan stimpson. and mark levin wins the democratic primary. he'll run unopposed come november and represent alexandria and small parts of arlington and fairfax county. speaking of alexandria northern virginia bureau chief julie carey is in the studio with us to break all this down tonight. were there signs the mayor was vulnerable? >> well, there has been pent-up discontent over some residents over development in the city, and many don't feel it fits in with the historic character of alexandria. that very motivated bloc of voters blamed mayor euille. news4's camera was the only one there tonight when allison silberberg declared victory and thanked her supporters. >> i'm very honored tonight to stand before you as the next mayor of alexandria. [ cheering ]

>> silberberg has been alexandria's vice mayor. she ran on a platform of reining in developers and soliciting more citizen input on decisions on growth. virginia's open primary system where anyone can cast a ballot she was helped by republicans. republicans for silberberg signs dotted some neighborhoods. here is what she thinks the vote sends. >> we need to pursue thoughtful development that will fit in to scale. and we need to address the city's debt which has grown exponentially in the past decade. >> silberberg also joined the other two mayoral candidates for a unity rally. so far she sun opposed in november. i just got off the phone with mayor euille and he doesn't rule anything out not even a possible write-in campaign. >> interesting. julie, as you know, a lot more results coming in tonight. two seats open on the arlington county board plus races in

prince william fauquier county. all on our nbc washington app. new at 11:00, police want you to take a good look at these pictures. prince william county police say a man dressed in women's clothing was peeping in a women's bathroom. it happened at the walmart store on worth avenue in woodbridge last month. the victim told police the man stood in front of the bathroom stall she was using and use admire roar to spy on her. she confronted him and he took off. the defense is expected to get its turn tomorrow in the sex assault trial against jesse matthews. today prosecutors outlined how police linked matthew to the 2005 attack in fairfax county. detectives say over nine years they investigated persons of interest, but cleared them all because they had an alibi or dna ruled them out. police got their break when officers arrested matthew for hannah graham's murder in charlottesville. a mouth swab matched dna from

the 2005 case, ultimately making him the prime suspect. >> he came into the call out of control. and as the video shows, was out of control during the incident. >> that's the mckinney police chief talking about the resignation of the officer who pulled a gun on teenagers at that pool. the chief said officer david casebolt resigned on his own. the ten-year veteran is still entitled to his pension and benefits. casebolt has been accused of excessive force and racial profiling before this incident. a black man filed a federal lawsuit back in 2007 accusing the officer of forcibly searching him and slamming his head against a car hood. that lawsuit was later dismissed. a controversial art display is no longer in the front hallway at oxen hill high school. it shows a police officer next to a man with his hands up. the man's shirt has bullet holes with blood streaming down to look like the stripes of an american flag. the school says it removed the display today after seeing it

circulate on social media. administrators say they don't want to offend police officers. some parents disagree with the decision. >> it's free speech. they're in a school. it's an educational setting. and they are honor students. >> why display something like that? >> a school district spokesperson says art students created the image after being told to express what social justice means to them. new york banned the big gulp. now another major u.s. city wants to take the next step. the push tonight for warnings on ads for soda and high calorie drinks. i'm chris lawrence back at the live desk with some new video of a confrontation with an officer and a d.c. bike lane. the problem sits not a d.c. cop. the backlash is building online. and we had a hot day today. another hot day tomorrow. then it gets really hot. we'll talk about the temperatures and just how high they're going go coming up over the next couple days. a heatwave moving on in.

flashers on. a plainclothes officer was standing next to it and the cyclist calls 911 fortunate i. >> blocking the fast line here. >> hey, pay attention, okay? >> never mind. >> turns out that suv was an official delaware government vehicle. tonight someone who says they are that cyclist said he posted the video because he was irritated that delaware cops could flash their badge and gun in the district. he claims d.c. police have seen the footage and were helpful and professional about it. the delaware state police, well they're aware of it too, and they will be conducting an investigation. see if the trooper actually violated any of their policies. doreen? >> chris lawrence. the search for two escaped killers from new york has moved closer now to the scene of their prison breakout. officers swarmed the town of willsboro in new york after tracker dogs picked up a fresh scent. it is just 40 miles away from the maximum security prison that

david sweat and richard matt busted out of with power tools. investigators also identified a person of interest joyce mitchell worked with the inmates. her son confirms she checked into the hospital the day the convicts disappeared. >> i just know she was having severe chest pains and she was concerned about that. >> a lot of people are look at that and saying wow, maybe she had a panic attack because she was supposed to help them and she didn't. a lot of speculation. >> no. i mean, my mom, she worries a lot about everything. >> tonight we know police have questioned that woman. hey, we've seen it with cigarettes for years. now san francisco city leaders have passed a new law to put warning labels on ads for sugary drinks. if it gets final approval it means any beverage that get morse than 25 calories from sweeteners per 12 ounces would need a note that it has a health warning on its advertisement. diet drinks would not require the warning, but regular soda would. it's not just soft drinks. the law also applies to sports

drinks, iced tea, even some fruit juices. new york city is worried about the amount of salt we eat. the city's health department says it will propose tomorrow that all chain restaurants in the city put a saltshaker on their menus next to the food items that have more than the recommended daily limit of sodium. which is about a teaspoon of salt. a paralympic athlete hopeful is back on the track tonight. we first told you about this story a few nights ago. somebody ransacked paul peterson's apartment in charlotte. paul is an amputee whose running blades were stolen. well, with two weeks before the u.s. paralympic track and field championships, his hopes of medaling were pretty much dashed. but in four days online donors sent him $32,000 to get new running blades. >> it feels really good back to be running on my new leg. i'm enjoying every bit of it. >> the online fundraising campaign was started by the man who makes paul's prosthetics.

degrees. dew point 55. very comfortable. we are in for a very nice night tonight. and with the low dew points, we cool rather quickly in the suburbs. down to 36 in frederick. 64 in gaithersburg. 69 in culpeper. a very nice night. it's going to be a very nice start. no chances for rains. storm team 4 radar all clear. and wednesday, well wednesday is looking spectacular. here is the system that came through earlier today. and it did have a frontal boundary associated with it. that front brought us clearing skies. but then it also brought us that smoke right out of canada. came across the great lakes in through portions of ohio and west virginia, and right in towards our area. tomorrow that will continue to push off towards the east. for us, we're talking about some sunshine during the day tomorrow. high temperatures around 87 degrees. a beautiful day. 82347 d.c. 84 gaithersburg. culpeper, fredericksburg, on the warm side, around 89. maybe even 90 towards charlottesville. 84 towards martinsburg and out towards the eastern shore and along the chesapeake

temperatures in low 80s. beautiful with low humidity tomorrow. a great day to head out toward the pull. sunny and hot, take the sunscreen. 71 degrees at 7:00 a.m. 9:00 a.m. around 75. then temperatures up into the 80s. 87 degrees around that 3:00 hour. a great day no matter what you're doing. good day to play some golf too. or whatever you're going to be doing, even take a lunch outdoors. no problem there. but look what happens. 87 tomorrow. and then 97 on thursday. that's where the real heat begins. the real heat and humidity however, begin on friday. temperatures around 96. heat index close to or above 100 degrees. it's definitely going to be warm on friday. same deal on saturday. very warm and humid. 93. heat index well into the mid- to upper 90s. chance of a thunderstorm activity. slight chance on friday. better chance on saturday. about a 30% chance there. and then a chance sunday, monday, and tuesday. now, we do have a front that will come through late saturday that will bring us some shower activity potentially on sunday. and should help to cool things off just a bit down into the mid-80s on sunday. but still rather warm and humid.
