lane of traffic. three lanes of traffic getting by. we have a view from chopper 4 to show you to get the overhead look. what a mess this really was earlier. situation is improving out there the morning just a little bit. but still going to be a little slower this morning. the accident happened around 2:30. the outerloop of the beltway at forestville road. we're hearing that the driver was seriously hurt but we're trying to find out a little bit more about how they're doing. back here live you can see traffic again, the three lanes moving. the truck, though still overturned in the left lane. and right now what they have to do is try to get the truck upright and remove it from the highway which is going to take some time. so we'll follow it for you this morning and give you updates. back to you, melissa is going to give a look at how this is impacting the area. >> thank you, kristin. taking a look from above here, chopper 4 over the scene. you can see again the situation

off to the left side of the roadway. three lanes getting by, albeit quite slowly at this had point. just over two miles' worth of backup. we're going to stay on it and let you know how things are progressing. you want to decide now to go ahead and take that alternate. your alternate is outerloop to branch silver hill to pennsylvania and then over to the beltway. that's going to be your way around this. those routes, i just checked, don't look so is bad. wide look at this rest of the beltway looking pretty good. 295 inbound pretty typical for this time of day. 66 through manassas going 45 miles an hour. dell city is boeing to be the slowest spot. do have a new crash westbound 70 at colombia pike. and another one inner loop at the toll road with the right lane blocked. hopefully, tom kierein, you have better news than i do as far as the traffic goes. weather looking pretty good. >> yeah, at least the pavement

today we're following several big developments around last month's deadly amtrak derailment. a critical question was the engineer on his cell phone at the time? we could find out today. we're also watching a hearing where lawmakers will zero in on what more can be done to prevent these kinds of accidents. and this comes just hours after the house voted to cut amtrak funding. first, the national transportation safety board plans to release its findings this morning. it's expected to include information about the engineer's cell phone use. news4 angry goff is at the live desk with new developments. >> and you touched on that big question right there, was he on his cell phone? that is one of the big questions expected to be revealed about the train engineer on the amtrak disaster. we are standing by with the newest report from the national transportation safety board. we're told that phone was used on the day of the crash, but the question is when. recently investigators have said, leading up to this, the 32-year-old brandon bastion was

not using his phone when the train derailed. but we found out that he did use it the day as i mentioned. so we're going to know more about the timing coming up in the last few hours. derailment killed eight people and injured hundreds. back to you. four minutes after the hour now, in a couple of hours transportation experts will testify at a senate hearing. witnesses will discuss the kinds of technology that could help prevent these sorts of deadly accidents. the may 12th derailment killed eight people and injured more than 200. this saul happening just as the house voted to cut funding for amtrak. the massive transportation and housing spending bill cuts amtrak's conduct by $242 million. however that bill does include $9 million for cameras inside of locomotive cabs. that will help with crash investigations. president obama has threatened to veto the bill. today, a man accused of killing his ex-wife's new husband heads to court. went wen goes before a judge in

loudoun county for a preliminary hearing. detectives say he broke into the home of denise and corey mattison earlier this year and shot corey mattison. they had been married just three months. a man's death is being investigated near the pool of an apartment complex near st. clair drive less than a mile from iris mall. investigators say the witness was involved in a fight with a group of people. during that altercation someone fired a gun. the group of people ran away and the victim collapsed. a big upset where mayor bill euille lost the democratic primary race last night. >> i'm very honored tonight to stand before you as the next mayor of alexandria. >> city council member alison silberberg beat him. she said she wants less

alternate, the three lanes aren't helping. you're going to want to take the outerloop to inbound, silver hill to pennsylvania. 95, north quantico, the beltway. 66 inbound to the beltway 12 minutes. that's on time. to 70, top of the beltway actually looking quite good. look at our presents wtop. your child's classroom could have a different look and feel next year. montgomery county school officials are talking about making major cuts to increase some class sizes. the county's interim supervisor proposed cutting more than 400 teaching and staff positions most in those positions are unfilled. the school system will also delay expansion of its chrome book laptop initiative for students. pay increases for staff would be pushed back by one pay period. all of these moves are in an effort to close a $53 million budget gap. heads-up if you're a

traffic still backed up. it looks like a tow truck has just arrived on the scene here. so this may be completely out of the way before you know it. there is a big clean up. that truck was apparently carrying potatoes. we're working to confirm reports that the driver was hurt there. kristin wright is on the scene we'll get an update in 15 minutes. at that point, the fire got real close, i could feel it on my face so i just swung. >> a florida highway patrol trooper broke into a car to save a man. some people are calling that trooper a hero today. the man lost control of his car and then it burst into flames. very intense scene there. police say the man ran off the road and hit several trees when this happened. the trooper couldn't get into the locked door to pull the man out so he punched through the window to get to him. >> i was more concerned about man inside the vehicle. than my safety.

i ran up to it i just hoped wouldn't explode. >> bravery there. both men are okay. police say the man who crashed was driving on a suspended license. the defense is expected to make its case on the jessmy matthews sex assault trial. police got a break when they arrested matthews for the hanna graham murder in knoxville. today, the prosecution is expected to call one more with the and then matthews' lawyers take over. this video is pretty hard to watch but d.c. police need your help finding the men who robbed and beat a man. the man passed the group after walking down the street in the shaw neighborhood. then the group turned around, ran after him and attacked him. they took his iphone and wallet. if you recognize anybody in the video call police. time warner employees are

going back to a normal day at work. their building caught fire yesterday. take a look at the scene. you can see the smoke in the emergency vehicles. a viewer sent a video of the smoke on sunrise drive. firefighters say a transformer caught fire. loudoun and fairfax county showed up to fight the flames. new information about the case against six baltimore police officers charged in the death of freddie gray. court documents say the baltimore state's attorney asked police to stem up enforcement in the area where gray died. according to the baltimore sun that happen three weeks before gray's death in police custody. defense attorneys say because of that request marilyn moseley should be removed from the case. set an alarm for noon tomorrow because that is when tickets will go on sale to a prince concert here in d.c. we've learned that prince will play at the warner theater this sunday. four days away. you can buy tickets at livenation.com starting at noon tomorrow. some civil rights activists

are calling for full investigation into how a white police officer treated black teenagers at a pool party in texas. officer david casebolt resigned after a video showed him pushing a black girl in a bedinny to the ground and pointing his gun at several teens. some parents say students at oxon hill high school have taken artistic expression too far. so the school decided to remove a controversial art display. take a look yourself. a student's display shows a police officer and a man with his hands up with a shirt on with blood streaming down that looks like the stripes on the flag. parents had mixed reaction about the decision to remove the display. >> they're in a school. it's an educational setting and they are honor students. >> why display something like

breaking news right now on the roads where crews are scrambling to upright an overturned tractor trailer that's causing big backups. all lanes were closed on forestville road. right now, we're seeing three lanes getting by. melissa mollet has the coverage for us but kristin wright is on the scene with more of what happened. kristin. >> reporter: aaron, there are a number of trucks -- let me start again, there are a number of trucks, really as far as i can see down here in the left lane helping with cleanup right now, because it's really going to be a big job. the truck as you can see behind the traffic here is still overturned on its side. there you can see in the left lane. a tow truck is here. so hopefully that means they're going to be able to remove it soon. you can also see there is some

sort of truck removing something from this truck. we think it might be potatoes because maryland state police is telling us that the truck was carrying potatoes when it overturned. this happened at about 2:30 this morning. the truck flipped. we're not sure exactly. we're hearing that the driver was seriously hurt. we don't know how badly at this point. so right now, what they have to do is try to upright this truck and move it. but in the meantime, this could certainly impact your commute this morning. and melissa mollet has more on that. melissa? >> this breaking news on the outerloop of the beltway. taking a live look at chopper 4 over the scene. look at that. so you can just see that everything from the inside of that truck all of those potatoes have spilled out. it is a major mess. a huge cleanup for folks. this is going to be in the way for some time then they're going to have to, of course, upright

michael mclaughlin also died in the fire. those victims rented rooms on the third floor. john mecham said he's lucky to be alive. he was not home when the fire started. >> i wasn't even supposed to be out of town. it was a last-minute assignment sent me to new york. i wake up on wednesday morning to text messages and facebook messages. >> according to "the washington post," the fire was caused by an electrical fault in the house. the landlord of that house is still in the hospital. he jumped from the window to escape the fire. we posted a list of things you should know about your rental property on the nbc washington app. search apartment for example. you may be able to help police in prince william county if you recognize the man we're about to show you. police say a man dressed in women's clothing was peeping into a women's bathroom. this happened at the walmart in woodbridge last month. police say the victim said the

man stood in front of a mirror and then stood up in a stull. he took off. dozens of owners in prince george's county are about to find out if they have to buy flood insurance. that's because fema is revamping their flood map. 50 is expected to be added. this is after rains led to them opening the dam. fema is now holding an informational meeting at 6:00. they're going to go over the updates. the address is 1801 mccormick drive in largo. property taxes on the rise in prince george's county. according to the news partner at wtop the hikes will go ahead. that 1.5% tax hike was approved last month. but on monday the county executives vetoed that. on tuesday, the council voted unanimously to override the
