>> reporter: well, aaron, it is being billed as a significant shift in policy in the district of columbia. the mayor and chief of police are announcing a new strategy that will target drug suppliers. instead of low level users. now, the police will be allowed to crack down on the sale of synthetic drugs. earlier this month there was a mass overdose situation that at least 11 people got sick taking bizarre-o. d.c. had seen a sharp increase in overdoses and many cases go unreported. the health department is working with hospitals to improve the reporting of patients who come in because of synthetic drug use. we're expecting to learn more about how that is going to work out later on during this announcement as well. the mayor the chief of police will be out at 11:00 this morning providing detail on this new enforcement strategy and we

of course will continue to follow that and bring you those details as soon as they become available. >> megan mcgrath, thank you. 5:03 now and parents in prince george's county are demanding answers about why a train ride flipped over with 21 people on board. most of them were children. we're told no one was seriously hurt. this happened at cosca regional park in clinton. the ride overturned going down a hill. one family showed up after the ride was shut down. >> because we got delayed, a few things at home. so i guess it was a promising delay for us to have occurred. but it could have been us. that's what we kept saying, that could have been us on the train. >> a heavy duty tow truck was called in to upright the tram. it's not clear if the ride is open today. this morning investigators are trying to figure out how a man died after firefighters pulled him from a motel pool. this happened last night at the day's inn at camp springs. the medics did cpr on the man all the way to the hospital and he did not survive though. firefighters say it's odd to get

a possible drowning call and find the victim still in the water when crews arrive. investigators are also trying to figure out how a woman died in a private lake in fairfax county. a kayaker spotted her body floating yesterday morning. police are calling this a death investigation. we're working to find out how a person went over an embankment on the g.w. parkway, take a look at the pictures from the rescue. arlington firefighters were able to get to the person using the metropolitan washington airport authority's fire rescue boat. u.s. park police said the helicopter was also called in. you can see that diver suited up to be hoisted up by the helicopter. after the rescue, paramedics checked the victim out at the shore. no word on how the person went over the embankment. a maryland man is in court to face charges. this happened on the green line

more than a week ago. 52-year-old william nelson is charged with felony assault. being held without bond. we are told some 70 teachers and staff members at ballou high school will hold a protest today. they're planning a sit-in at the school cafeteria. the teachers union is upset that more than 50 teachers and staff were laid off. the school is being restructured for the second time in five years and school leaders say they'll add another career academy. a live report on details later this hour. take a look, the capitol is still shrouded in all the scaffolding. tonight, we expect an update on how long it will last. the architect of the capitol, stephen ayers will speak at the annual meeting. he will share more about plans to restore the ulysses grant memorial at the base of the capitol's west lawn. that conversation is at 7:00 p.m. at the national community church. and take a live look outside this morning where we could see some showers today. hopefully cooling things off for us.

welcome back. in dallas today, the medical examiner is performing an autopsy on the man who tried to bomb dallas police headquarters. 14 officers are on leave now. police believe that james boulware planted pipe bombs at the headquarters, then started firing an automatic gun at officers on saturday. police sniper kill him. boulware's father said his son lost custody of his child two months ago and went into an emotional spiral and blamed police. 5:09 now. in a few days, the body of the first u.s. citizen killed while fighting isis will be laid to rest. keith broomsfield will be buried wednesday at a private ceremony following a morning funeral in massachusetts. he died on june 3rd in syria while fighting with kurdish forces. his family says he wanted to defend persecuted christians. broomfield had no military train. your weather and traffic on the 1s begins with muggy

today. the schools will reopen. the man are believed to still be in the area since prison worker joyce mitchell didn't show up to be their get away driver. it's been a stressful week in that area. >> how do you sleep at night? >> very very slightly. it's tiff. my wife and i take shifts. >> officials are searching by ground and air for the men. they're using infrared cameras during the night and spotters during the day. hundreds of officers are also scouring the woods behind that town hoping to catch one the escapees. the district attorney says joyce mitchell worked for weeks to helping the man plan their escape. the 51-year-old will be in court today. the d.a. says she not only snuck tools into the prison for the escape, she also planned to gone on the run with the men. the married prison worker was apparently involved with one of

the murderers. she did not show up to be the get away driver because she didn't want to hurt her husband. she has pleaded not guilty. we are waiting for montgomery county firefighters to identify a man found in the potomac river. recovery crews pulled the man's body from the river off of claire barton parkway yesterday. they say the man is not the missing swimmer who disappeared earlier this month. this morning a 27-year-old man is charged with the murder of an ice cream truck driver. police arrested larnell lyles at a home in walkersville, maryland. he is charged in the shooting death of 22-year-old brandon brown. the shooting happened saturday afternoon on vermont court in frederick, maryland. police say children were in the area at the time. family and friends held a memorial for brown yesterday. i'm meagan fitzgerald at the live desk. a developing story in libya. conflicting reports on whether a militant leader was killed in an

air strike over the weekend. the pentagon confirmed that fighter bombers launched an air strike against belmokhtar yesterday. the libya interim government said he was one of four killed in the attack, but the islamist said he have not killed. belmokhtar is responsible for a series of attacks in algeria in 2013 that killed at least 38 people including three americans. aaron? >> thank you. 5:17, and right now, a dozen people are it ofout of their homes after a gas pipeline ruptured in texas. the fire is out, the gas has been rerouted. fortunately, nobody was hurt in this incident. seven homes were evacuated though. crews will inspect them later this morning to make sure it's safe to return. it is now 5:18. today a montgomery county

council committee will look at a bill that bans some pesticides. there are still some question about whether the county can legally create that ban. the council is looking at how other areas are curbing pesticide use. a lot of people attended public hearings on the ban. some state and federal rules already in place are strict enough some say. advocates who have marched 283 miles to save rural hospitals will rally in washington. the national rural health association says its team has walked one mile for each hospital that could close this year unless congress takes action. they say 700,000 rural patients are at risk for losing access to timely care. they also say these small local economies risk lost jobs and wages. in "news4 your health" for your morning the number of teens hurting themselves and needing emergency room care is going up.

minnesota's children's hospital tracked e.r. records from 2009 to 2012. most teens went to the e.r. after being cut or for piercings that went wrong. gunshot wounds among teens are down apparently. teenage boys without health insurance were most likely to die from an injury. white teens are more likely to have self-inflicted injuries than black teens. a new method of using marijuana has some doctors concerned. it's called dabbing. it involves inhaling vapors from heated butane hash. health experts say this can lead to fires explosions and severe burns. doctors are term health effects. if you play the lottery in virginia you may be waking up a big winner. two tickets from friday's drawing hit the jackpot. a $5 million ticket was sold at the sheetz in warrenton. a million dollar ticket was bought at kroger. in salem go to nbcwashington.com to see if you have the lucky winning numbers. >> every time you hear a story

winchester is when the next one will be rolling out of hampshire county, west virginia. and then after that, they dissipatepy the time they get closer to the metro area. we don't have in iany rain showers. here is the timing, between now and 10:00, they'll be dissipating. then around 2:00, another area of thundershowers will develop.n track just due east and past just south of the moatetro area in the afternoon. could get thundershowers in prince william and fauquier. and then that moves into anne arundel and then by late evening, everything settles down. still steamy overnight. temperatures right now are hovering in the 70s. 79 now at reagan national. and highs today reaching the low

friend. he was found guilty of misleading the fbi because he deleted computer files after the attack. he said he didn't know the brothers, and the judge is expected to sentence him to 2 1/2 years in prison. people in houston are keeping an eye on the gulf of mexico. the area is already saturated from recent rains and some leaders say they could receive more rain than they saw on memorial day. emergency managers say it will be a challenge for community leaders, and for businesses to decide whether to tell employees to stay home or go to work. vice president joe biden and his wife jill biden joined former representative gabrielle giffords as the navy christened a ship in her honor. they named the ship for her because of her courage after he is survived a shooting in 2011 in tucson, arizona. the ceremony took place in mobile, alabama, this weekend. the 418-foot ship is designed to

270 your slowest spot is through the urbana area. 36 miles per hour. outer loop at connecticut avenue, a of the way soon. this should be cleared soon frying pan road at sully. back with travel times in ten minutes. 5:32. a deadly stabbing at the greenbrier shopping center in fredericksburg. we know the names of the two victims. police say 30-year-old matt hughes of hampton, virginia, and 29-year-old anthony carter of albany, georgia, died at the hospital. this happened during a fight in the parking lot around 2:00 a.m. sunday morning. the attacker is still on the loose. a third victim remains in the hospital but is expected to survive. this morning police in montgomery county are mourning the loss of the first-ever female police chief. retired chief carol mehrling died after battling alzheimer's. her colleagues say she was ahead of her time a trail blazer for women in law enforcement. the silver spring native joined the force in the early 1970s.

she worked her way up through the ranks and became chief in 1995. a police department in kentucky released video of the man attacking an officer. that officer shot and killed the man. take a look here, you can see a man charging at a louisville police officer with a flag. this is on saturday. police say the officer who shot the man was defending himself. demonstrators in louisville say the officer should have first tried a nonlethal way of stopping that man. in the day ahead, he wants will keep an eye out for sharks off the coast of north carolina. sharks bit two teens yesterday in the same area in oak island. the shark bit off a 14-year-old girl's arm. she could also lose her left leg. less than an hour later a shark bit off the left arm of a 16-year-old boy. rescuers rushed both teens to the hospital. at the time of the shark attacks swimmers were forced to leave the water. however, the beaches have not been closed. one of the women involved in this fight in an indianapolis walmart is facing charges this

morning and she's in trouble for dragging her 6-year-old son into this fight. amber stephenson was charged friday with neglect of a dependent and contributing to the delinquency of a minor. the fight allegedly started when stephenson was arguing with the walmart employee about leaving carts full of merchandise if the aisle. stephenson yelled at her son to punch the employee in the face and he did. stephenson can face jail time if convicted. 5:34 your time right now alive and ready to hit the ground running that's what scientists are saying about the comet lander philae. it woke up on saturday after a hibernation. that probe landed on a comet. shortly after making that historic landing, philae conducted experiments for 60 hours and then the batteries died. scientists are enwhoing that the sample -- are hoping that the samples will reveal details about howplanets, even life evolved. well dave chappelle took a

trying to save a tiger, a bear and a hippo in the capital city. some of the animals as well as three zookeepers drowned. rescuers aren't sure how many are still on the loose there. in "news4 your health," new research shows that men are less likely to wear sunscreen and that is taking a toll. in cancer foundation says young men account for 40% of melanoma cases and more than 60% of melanoma deaths. >> skin cancer is very, very common in men over 45. especially those who work outside a lot. >> fortunately, most facial moisturizers do contain spf 30 now. if yours does not have any sunscreen protection, doctors still suggest putting a minimum spf 30 on every day before you head outside. every day. >> i tell you to wear sunscreen -- >> if it's in the lotion i'm good.

"news4 today." >> the woman at the center of a bizarre racial controversy facing another backlash after canceling an naacp meeting. 37-year-old rachel dolezal faces a global social media uproar after her family exposed her for pretending she's black. dolezal leads the spokane, washington, chapter of the naacp. she cancelled today's meeting due to quote, the need to continue discussion with regional and national naacp leaders. another chapter executive is reportedly now questioning whether dolezal has grounds to cancel a general meeting. dolezal told an nbc affiliate she does consider herself black. >> would you identify yourself as an african-american? >> i don't like the term

african-american. i prefer black. >> now, both of her parents, her estranged parents are white. protesters say that this is not -- this is about integrity and not about race. some plan to call for dolezal to step down tonight. in just a few hours the ballou high school teachers union is protesting more changes at the school. the school is being restructured for the second time in five years. zachary kiesch has more on what's happening today. >> reporter: yeah, it's happening behind me at the cafeteria of ballou high school. they're borrowing a page from the civil rights movement, a form of nonviolence resistance in the form of a sit-in. it will happen at 8:00 and the nuts and bolts are this. the teachers and staff had to reapply for their jobs, up to 40 got their walking papers on june 5th. this is the second time in five years that this has happened and today is an opportunity to protest those changes. community members, students and

the fire went through 6,500 acres in a matter of hours. a town of willow, crews are battling from the ground and the air. the cause of this fire is still under investigation. back to you. >> thanks meagan. if you ride the red line we are told some major issues from this weekend are all resolved as of this morning. on saturday, an arcing insulator forced them to single track around dupont circle. and then the service was suspended because of fire department activity. these problems are cleared now. starting next month, you will save some money crossing the bridge over the potomac between maryland and virginia. the round trip price will drop $1 to $4.50. all part of larry hogan's plan to drop the tolls. the circulator buses in d.c. on the national mall they're up and running now. yesterday was the inaugural day for the route that will take you

protected under state law. the decision could also affect how companies treat workers who use the drug recreationally. well if you fill up your gas tank you notice the gas prices are holding steady. refineries are completing their maintenance and gear up for production of the busy summer driving season. in the district the average price is $2.91 a gallon for regular. and in maryland $2.75 and in virginia it's $2.59. west virginia the average price is $2.85. the department of education is developing a way for your student to get a high school diploma completely online. the pilot program will accept 100 students in a first come, first served basis. students would receive lessons through the program, and it's a classroom program and this pilot effort will launch in the fall. general motors is getting back into a certain market. ikea is making an effort to get to know you and what you need in life.

"usa today" reports the swedish retailer plans to make about 1,000 house calls at customers' homes in the u.s. this year. and employees will show up for an up close look at how they spend their time. asking questions like where they store their pots and pans or prepare their food. ikea said the goal is to learn what customers in different markets need and make their stores more personalized. general motors is getting back into the market with medium duty work trucks which they abandoned in the past decade. they will team up with isuzu. they hope to capitalize on the market that's 3% this year. back over to you. >> thanks, landon dowdy. crab season in maryland is off to a slow start. you may see blue crabs on the menu but they may not be from maryland.
