tom kierein is in the storm team 4 weather center to get us ready for the heat wave ahead. >> good morning. rather muggy again and there are a few sprinkles coming out of the panhandle of west virginia coming into the shenandoah valley from near front royal, up to winchester and near martins town and as they track east they'll dry out. county for county for the afternoon, temperatures reaching low 90s in prince george's county. near 90 in montgomery. low to mid 90s in fairfax county and the district with some afternoon and early evening storms coming on through. across northern virginia, near 90 from culpepper over further north low 90s. the counties should be in the low 9 0tion as well. near the pennsylvania border, 80s with some scattered storms moving through as well. here's alexis with more on the problem on 370. >> we are getting reports of a

opportunities because she was white. again, she will be speaking with the "today" show later on in an exclusive interview. and cornell william brooks issued a statement saying quote the naacp is not concerned with the racial identity of our leadership, but the institution institutionally integrity of our advocacy. there's a hearing today for the man accused of killing a fellow student at the university of mary washington. police believe that stephen van der briel strangled grace mann in april. they were roommates. police arrested him on murder and abduction charges. a toddler remains in the hospital after being found at the bottom of a pool in fairfax county. this happened on sunday evening at the pirates cove water park in lorton. lifeguards were clearing the pool because of heighten -- lightning in the area. this is the second pool incident in a few weeks in the lorton

this morning a 12-year-old girl and a 16-year-old boy are recovering following separate shark attacks off the coast of north carolina. a shark bit off the arm in each victim. it happened about 90 minutes apart and within two miles of each other on sunday. the kids were in waist-deep water at the time. investigators do not know whether the same shark is responsible for both attacks. the beaches remain open. authorities are now patrolling the area looking for sharks. coming up on the "today" show, gabe gutierrez is working on this developing story. new details now about how a former fifa executive went under cover to help the u.s.-led investigation into corruption in world cup soccer. newly unsealed documents show chuck blazer secretly pleaded guilty to a ten-count indictment and he cooperated with the investigation that led to the topping of sevenpp blatter. he has agreed he won't fight a

in just a few hours, tropical storm bill is expected to make landfall in the eastern part of texas. packing winds of up to 60 miles per hour. storm team 4 meteorologist tom kierein says the storm should make landfall later this afternoon. four to eight inches of rain is expected to fall today. that means flooding a major concern especially in the same area that was under water just a few weeks ago. officials in galveston county have already called for volunteer evacuations. dozens of school districts have already cancelled classes for today. 16 before the hour right now. developing today as police and federal agents are hunting for two escaped prisoners in new york. we're learning more about the men. david sweat and richard matt escaped that maximum security prison last week.

according to a man locked up with them, matt painted these portraits while serving time. you can see they featured slrtds and politicians. he said he and matt were friends. >> he's probably the worst, you know? he could have been -- what he could have become if he didn't take the route that he did. >> both david sweat and richard matt are convicted murderers. we are learning more about the woman police say helped the men escape. a senior law enforcement official told nbc news they're investigating claims that joyce mitchell wanted the prisoners to kill her husband. police arrested mitchell earlier this week. her husband is also a prison employee. mitchell has pleaded not guilty. real estate mogul donald trump is set to make some financial disclosures that look like a big step toward a presidential run. trump is not polling as high as many established candidates but he could take up a lot of oxygen

in this race. nbc's tracie potts joins us now. how serious is trump this time around? >> reporter: you know, we'll find out in a few hours. we don't know if he'll say yes or not. this could be a big day for america, big announcement he's planning to make in new york. here's your hint -- he's off to iowa and new hampshire. sound familiar? after this big announcement today. today could be the day, after years of toying with the idea of running for president. you were talking about the poll numbers. actually in quinnipiac, one of the most recent polls, he's in the top ten. he's in that lower half, but he's in the top ten which means he would get a place at the table when the debates come up and that could be key for trump getting a voice in this race. you talked about his financial disclosures. "the washington post" is reporting that he's going to detail $9 billion, his $9 billion fortune. again, that is often a precursor to someone who plans to run getting all of the information out there about where their money comes from. so it will be about fund raising, it will be about name

recognition and it will be about taking on people like jeb bush who just announced yesterday. >> all right, tracie potts thank you. 4:47 now. in the day ahead there will be a budget showdown in prince george's county. county executive rushern baker plans to veto parts of the budget approved by the county council. he plans to replace a 4 cent property tax increase with a tax hike. it could spark a legal challenge between the county council and the county. >> they have an option of sustaining the veto which would put everything back in balance. if they don't then we'll take the necessary actions after that. >> now baker wants to use the money for the county's public schools. the county council is expected to override the executive veto. if it does the standoff could head to court. a woman accused of stealing two homes in prince william is headed to jail.

ki-jana johnson faces more than eight years in jail. she broke into the vacant home and started to live there. johnson and a friend stole the upper marlboro home of a woman. lee rented out foreclosed homes that she didn't own. she was sentenced to six months in jail. a man accused of making repeated threats against metro will face a mental evaluation. a judge ordered the evaluation for coleman. he faces 11 felony counts for the threats between last december and may. coleman once was featured in the mtv reality show "catfish." he was arrested last month. the naacp in loudoun county wants the school board to rethink naming a middle school who may have been involved in segregation laws. it was named for house speaker john f. ryan instead of a young

child who died of bone cancer. documents were found that suggest that ryan may have been connected to people who favored segregation. the naming was made official at the june 9th board meeting. the d.c. teacher's union will urge the council to delay a vote that would limit access to teacher evaluations. it would block you from accessing most of the information in the evaluations. only a summary would be available for public release. council members say current laws protect public schoolteachers' personal information. this is to protect charter school employees and the vote is scheduled for june 30th. to an update on a news4 i-team investigation. today is your chance to speak up on a new proposed legislation to stop predatory towing in montgomery county. the bill would reform towing practices on private property including setting a flat rate for certain services and prohibiting tow spotters. those are employees whose main job is to watch for violators.

the committee on public safety will hold a hearing at 7:30 tonight. the news4 i-team has investigated towing over the past year. for more, go to nbcwashington.com and click on investigations. in "news4 your health" your kids can receive some health benefits from playing video games. researchers at the university of tennessee at knoxville found video games may be a good source of exercise for young kids compared to playing outside. now researchers watched kids play the connect adventures river rush video game. that game actually uses the entire body to play. the department of health and human services recommends that children do at least 60 minutes of physical activity every day. that's indoor or outdoor play. ♪ there's still a lot of work to do at the national cathedral. you're listening to a special service celebrating the end of the first phase of the repairs. crews fixed a lot of problems inside the building from the earthquake that shook d.c. four years ago.

into loudoun county and fauquier but most will be drying out by then. another mild morning. look at winchester, 81 degrees. and it's in the low to mid 70s nearby suburbs. upper 70s around washington and the chesapeake pay. that's the jefferson memorial. we'll have temperatures with a partly sunny sky by 8:00 a.m. already near 80. then by noontime near 90. hitting low 90s. maybe even mid 90s to our south by mid afternoon. heat index near 100. it's after that we'll get some storms coming on through and some of those storms could be severe. the main threat is going to be from high winds. there's a low threat for really any flooding rains or hail or tornados. so that going to be the main threat this afternoon. high winds from passing thunderstorms, from late this afternoon into part of this evening. i'll have the hour by hour new timing on that just coming in. that's at 5:01. tomorrow highs in the 80s, partly cloudy.

naylor road. news4's darcy spencer has more information. darcy? >> reporter: well good morning, eun. we are live on naylor road here in southeast washington. you take a look behind me, you can see that the roads here surrounding this incident continue to be blocked off this morning. this is still a very active investigation. if you go to the video that was shot earlier this evening you will see the police responding here around 12:30 this morning for a shooting investigation. one interesting thing that we saw in the video is that there was a hat here on the scene.w if that hat belonged to the victim or someone involved in the shooting and police are telling us a male victim was shot and critically wounded. this is not a homicide case at this point. we are still working to get additional details about the age of that victim and at this point, no arrest has been made. again, an active scene here. roads are still blocked off in this area. we're live in southeast. back to you. >> all right darcy spencer, thanks.
