>> yeah, getting a few sprinkles on storm team i'dradar as they move into spotsylvania and other parts. jefferson memorial with the lower humidity. not as much haze in the air. visibilities are better this morning. temperatures will be in the low 70s by 8:00 a.m. then in the upper 70s by 80 by noon. and then mid-80s by midafternoon. after all, the average temperature for mid to late june and turning less humid as we get into the afternoon as well. a partly sunny sky. might get an isolated thunder shower well south and west of the metro this afternoon, some showers rolling in later tonight. let's check on the morning commute for this wednesday. melissa, what's going on? >> a bit of work. we'll keep our fingers crossed. branch avenue southbound at the beltway has two left lanes

the 73-year-old died after being hit while cleaning the roadway here. he was hit around 10:30 in the morning and later died at the hospital. three people were on the scene after the accident. no charges have been charged. ahead we could find out what's next for the budget in prince george's county. the county council chairman mel franklin said the override avoids the 15.6% increase next year. baker hinted the next step could be a court battle. franklin says, quote the prospect of a county executive suing would be self-destructive and self-defeating and irresponsible. job buts in the montgomery county schools next year, last night, school officials voted unanimously to practices a $2.32 million budget. the plan cuts funding for

textbooks. and delays the second year technology rollout to provide classrooms with chrome book laptops. officials hope it will close a $53 million funding gap. i'm megan fitzgerald at the live desk. golden state warriors might say it was a long time coming. the warriors are officially nba champions. as you might imagine, fans took to the streets to celebrate. the warriors defeated cleveland cavaliers in the nba finals last night. fireworks went off after fans enjoyed the moment. after all, we're talking four decades since the warriors pulled this off. they haven't won since 1975 when the warriors defeated the houston bullets. the band has cancelled the remainder of its tour dates.

i lost my arm obviously, so i have kind of two options, i can try to live my life the way i was and make an effort to do that even where i don't have an arm, or i can just let it be completely debilitating and bring my life down and ruin it in a way. and out of those two, there's really only one that i would actually choose doing and that's to try to fight and live. >> new this morning, you're hearing from a 16-year-old boy who was attacked by a shark off the coast of north carolina.

a shark bit his arm while he was in waist deep water on oak island sunday. doctors also amputated this left arm. the boy is one of two people attacked by sharks on sunday. a 12-year-old girl also lost an arm. soon you can take a gar to go in arlington. they approved a test run of the car-sharing program. basically allows you to pick up a car and take it somewhere else. it is now time for weather and traffic on the 1s at 4:41. a little break from the heat wave we've been having the last few days. storm team meteorologist tom kierein here. >> yeah, a little humidity rolling in. a few sprinkles that rolled out of the mountains in central shenandoah valley. some of those have held on in orange county. we've gone from oppressive humidity yesterday to pleasant humidity by later this afternoon.

and then by the end of the week, it's going to start getting uncomfortable again. for the morning drive, midday, afternoon drive time should be good weather for that. a few thunder shower, maybe shenandoah valley and far south. dry roads for metro area this morning. some wet roads well south and west of the metro area. by mid to late afternoon temperatures will be in the mid-80s. look at the storm chances increasing again over the next several days. next weather and traffic on the 1s at 4:51. big backup this morning, what's going on? >> can you believe this, 395 north and south, kind of in the area of duke street. take a look at the camera. 395 at duke street. we have road work that's supposed to be out here in a few minutes. is this pretty crazy for 4:30 in the morning. marlboro pike between dover one section of the roadway in upper marlboro.

good morning i'm megan fitzgerald at the live desk. right now, tropical storm bill is weakening. meteorologist tom kierein said the storm has downgraded from a tropical depression. take a look at this new video from houston it's packing winds of 35 miles an hour.

in fact flooding is still a concern. since midnight after six inches of rain has fallen. now, a tornado watch is also in effect for parts of texas until 10:00 a.m. central time. 15 before 5:00 now, one day after the announcement of a presidential bid, donald trump is already putting his stamp on the race. he's actually in better shape than some of his republican rivals. nbc's tracie potts following trump and other candidates as they chris cross in early voting states good morning. >> reporter: good morning, aaron, let's start with donald trump who announced that he's not only running for president but w soon see the $9 billion fortune. trump is off to iowa campaigning. in iowa, he's at 5%, 8% in new hampshire. less than that in south carolina and nationally. but certainly at this had point in the top ten which would get him in the debate.

we're also seeing jeb bush today who will carry his message on to iowa. he's talking about growth sand lower taxes. he said he's going to do it nationally, the same way he did it in florida. he's also going after party's conservative base. that's a weak spot for him. finally today we'll see hillary clinton again in south carolina. she's already hit that state today. she's going to be talking about youth employment. donald trump declares he's the only republican who can beat here. on the hill. thank you. an official after benghazi shared new details about hillary clinton behind doors. sidney blumenthal did not author those e-mails sent to clinton. instead, gowdy said the e-mails came from a high-ranking official. blumenthal spent five hours there yesterday.

now with donald trump in the presidential race, there are a few eyebrows raised over the signs up around his d.c. construction site. a big blue banner outside the old post office building reads trump coming 2016. as you know, trump is building a hotel there. federal officials tell news4 the sign is legal because it's temporary and it refers only to the hotel. lawyers for the man accused of murdering the university of virginia student want a new judge. lawyers protecting jesse matthew filed a motion asking cheryl higgins to recuse herself. higgins has a daughter who is a sophomore at uva. we're now hearing from the new attorney for the man -- >> accused of murdering four people at a mansion out of northwest washington.

investigators arrested daron wint when they found his dna on a pizza box in the house where three family members were killed. >> he is encouraged about the case, and he feels good that justice will be served in this matter. >> and the lawyer now closely watching the case, wint is a permanent resident but not a u.s. citizen. he could be defor the he is released. 4:48. managers for both the st. louis cardinals and the houston astros say they will not let an fbi investigation distract them from the game. federal agents are looking into allegations that the cardinals front office hacked information. the stolen information includes scouting reports, trade discussions and players' stats. both teams and major league

the haitians took. investigations say it looks several to a shelter where 11 people overdosed. if your teenager is one taking the s.a.t. a couple weeks ago you're getting relief, there will be no charge for the makeup exam. some students were given books that called for less time for a certain section. the college boards then said if students don't want to take the test again, they'll score them without including that student section. if you're caught cursing in arlington county you could be slapped with a $250 fine. county increased those fines for using four-letter words. the old penalty was $100. supporters say the higher fines will make for a more family-friendly county. 600 people were sited last year for cursing. a lot of people who should

3:00, 4:00, with lower humidity moving in. now there say possibility of scattered showers and thunder showers moving into the shenandoah valley at 10:00 a.m. after that, by noon time might get a sprinkle in the northern part of shenandoah valley. after that, 3:00, 4:00, thunder showers get going in southern shenandoah valley. then they track off a little farther east. then this eveninger after 8:00, 9:00 a line of thunder showers moves into the shenandoah valley. and then they get closer to the metro area around 9:00, 10:00, this evening. some of these showers with thunder and lightning get into the metro area by 11:00 this evening. then we'll climb back into the mid to upper 80s on thursday with perhaps an afternoon thunder shower. then on friday, back into the upper 80s, near 90. and getting more humid. steamy and humid, beginning to return by the end of the week
