metro rails and buses. it's calling the metro safety program inadequate. fda officials say the rail operations center has not been safety certified since 2012. it is required to be certified every year. a distracted atmosphere in metro's rail operations control center is among the 90 safety issues detailed in this report. the fta is issuing a safety directive and says it will meet monthly to assess progress. we are at the meeting. look for updates throughout the day on our nbc washington app. >> right now investigators are trying to determine what caused a fire that damaged a popular restaurant in prince george's county. the fire is now out. we are live on the scene with the newest developments for us. what can you tell us?

>> reporter: barbara good morning. the fire is out. investigators are still on the scene. i can tell you that marlboro pike, this road is still blocked. a gas crew is working at the scene. on any given night, this place is packed especially last night for the nba championship game. the fire luckily broke out after everybody left. we got word that one firefighter suffered minor burns to his shoulder fighting the flames that took some six hours or more. just like the memories here, this building has a lot of layers. up in flames, tucker's restaurant and lounge, a popular spot for decades. fire breaks out in the middle of the night. stunning the regulars who spend a lot of time here. >> i go up. work tld when i was 16.

it's part of home, i guess. >> reporter: that's because it's been a fixture for so long. >> it's been in business for over 100 years. >> it's a staple here. anybody in the area knows of tucker's restaurant. it will be missed by this community and closed down for quite some time if they're able to recover from this. >> reporter: the firefighters re arrived well aware of the value to the locals. up to one point up to 100 firefighters from across the region battled the flames this conditions so intense part of the roof gave way. years of memories now up in smoke. the chef and manager was the last to leave when he closed up at midnight. >> we're going to miss a lot of customers. they're going to miss our wings and food and breakfast. it's a sad situation this this place has bushrned down.

tropical storm bill. the it's going to be a mild afternoon. temperatures mid 80s today. rain a much more likely after about 7:00 or 8:00 this evening. take a look at the impressive radar loop of bill's moisture down across texas. >> speaking of bill, tropical storm bill, as we know, now a tropical depression. some streets in houston were washed out. the storm is now stuck over dallas. flooding is the main concern for the creeks and rivers there. we could feel remnants of the storm this this weekend. >> rotting wood is to blame for the deadly balcony collapse. six people died when the balcony separated from the building and fell 40 feet frth ground. five of the victims were students from ireland. seven people are still in the hospital. the university of virginia la crosse player wants the court

to review his murder conviction. the question is whether his trial was violated. in 2012 a jury found him guilty of beating his exgirlfriend to death inside her apartment. a petition filed by his lawyers claim his rights for violated during the trial. he is serving a 23-year sentence in virginia. we now know james gary died yesterday after being hit while cleaning the roadway. he was hit around 10:30 a.m. and later died in the hospital. the street sweeper stayed on the scene after the accident. no charges have been filed. this just in. a second juvenile suspect is in custody in connection with the stabbing death of two men. the incident happened on sunday at the green briar shopping

according to new numbers you're living in some of the best states for working fathers. it's based on life expectancy and child rearing environment. here's the list. minnesota, new hampshire and massachusetts are the top three but we're not far behind. virginia is number six. maryland is number eight. >> and dads in the district didn't fair quite as well. d.c. coming in at number 36. we have arkansas, nevada, and mississippi at the bottom of the list, actually and i have to say, this is my chance to tell everybody that i'm a new aunt. my brother is now a new dad. >> congratulations. >> in maryland, though, not on the list. >> his first father's day. coming up this weekend. this is pretty incredible. the one sub category, the highest income of dads with home under age 18. >> i guess that makes it a little bit easier on families.

folks. what do you think about that? >> well, there are two ways to look at donald trump. he either makes you laugh or cry. one other way to kind of look at him is that he's a little bit of a political streaker someone who's like in a sporting event, somebody who takes off their clothes and runs around. it's fascinating to watch for about 30 seconds and then you want to walk away. some of his comments were racially tinged. is that something republicans want to see in their debates later this summer. >> the daily news called him a clown. do you think he's in there just to promote whatever else he plans to do next or is he a serious candidate? >> i think he's more of the former rather than the latter. we've had a lot of entertainers and celebrities run for higher office. al franken, jessie ventura but the difference is they took this job and the position seriously.

who eat more for meanted foods. we're talking about cheese and sour cream and what we found is that those people who eat more of that are less likely to suffer from social anxiety disorder. there's more and more mounting evidence out there showing that the health of your bacterial system in your gastrointestinal tract has a direct impact on how you feel emotionally. >> tell us about probiotic. what does that mean? >> a probiotic means a healthy bacteria. we all want to have this balance in our gastrointestinal tracts of healthy and unhealthy bacteria. what we think is that for people who are dealing with some emotional issues, that many of them have an unhealthy balance. they have too much of the bad bacteria and not enough of the good and therefore they're more likely to suffer from problems like anxiety and dprengs. you can try to increase the

right now storm team four radar showing an enormous amount of rain across oklahoma and texas, places hard hit by flooding this month and last month. we have our rain chances going up just on time for the weekends. the forecast is ahead. >> at the live desk for new details for a high profile case that's about to head to the supreme court. >> first, police are trying to figure out what caused a balcony to come loose. >> some engineers say rotting wood is to blame. we have the latest. >> reporter: the absolute shock is written all over their faces remembering six friends taken so suddenly. >> they were so full of energy, excitement. >> reporter: the five 21-year-olds visiting from irelands and a 22-year-old from california were celebrating a

birthday party. they were crowded on a balcony when it suddenly gave away. this morning a local engineer with 40 years experience cautions don't blame the kids. he analyzed the accident and says the balcony should have been able to support 3,000 pounds and he says after the images, it makes it clear the wood was rotted. the wood failed. it was compromised by water seeping in. >> reporter: property managers say their hearts go out to the victims. they're limiting access to other balcony and say they're cooperating with the investigators. the city also released 57 pages showing inspections of the building. seven students still injured, the horrific accide unimaginable for so many in ireland and at home.

>> this just in to the live desk. a former university of virginia la crosse player convicted of killing his ex-girlfriend is now asking the u.s. supreme court to review husband case. here's the issue. the judge refused to delay proceedings for george huely after one of his lawyers got sick. now the question is whether or not his right to a fair trial was violated. he was found guilty in the death of his girlfriend. prosecutors said after a day of drinking he went to her apartment, kicked open the door and beat her up. he was sentenced to 23 years in prison. back to you. >> outside right now skies are mostly cloudy. temperatures in the upper 70s and low 80s. 78 in hagerstown. a little bit of a rain chance as well. here's the radar. there's the showers towards cull

here are some of the stories lighting up social media. how much does your state contribute to the u.s. economy. california is the biggest contributor in the u.s. the district ranks the highest per capita partly because it's categorized as a city not a state. the state that contributes the least is mississippi. buzz feed tried this and they failed. now it's time for the canadians to try to name all the u.s. cities. i warn you this is not pretty. new york is probably one of the few states people can name. the results are interesting.

the teen who lost his arm in a shark attack is now opening up about what happened. >> the attacks seriously injured to people this weekend. they show us how the boy is staying upbeat. >> i didn't see it coming. >> reporter: thurngis morning hunter trer hunter treschl is in good spirits. >> i felt a hit and it hit my arm and it was, that was the first i saw was when it was biting up my left arm kind. and then it got that off. >> reporter: the 16-year-old

lost the left arm but kept his sense of humor when a shark attacked him sunday afternoon on a north carolina beach. >> i have two options. i can try to live my life the way i was and make an effort to do that even though i don't have an arm or i can kind of just let this be completely debilitating. >> reporter: his doctors say the should be ready for a prosthetic limb in about six weeks. >> he's up walking around and eating a regular diet and he is one tough kid. >> reporter: this followed a similar incident with a 12-year-old girl just an hour earlier. the family of the girl says she's in stable condition and while she also lost her arm she's expected to keep her leg. for that, we are grateful, her family says. we want to thank the emergency responders and people whose clear heads and quick actions saved her life. since then no more attacks but several possible shark sightings around the area keeping beach

goers on edge. >> we've gone here for years. >> reporter: for hunter treshable, it'll be a vacation he'll never forget. nbc news, okay island north carolina. >> right now we're following a developing story in for instance george's county. a fire at a popular restaurant left one firefighter hurt. that was at the tucker's restaurant in upper marlboro. more than 100 firefighters responded. part of the roof collapsed. you can see from chopper 4 the fire is out. investigators are trying to determine what caused the blaze. metro is not meeting its own standards when it comes to safety protocols. a new report by the federal transit administration found an incredible 90 safety issues ranging from miscommunication to a lack of proper staffing. the transportation reporter is at the meeting right now. he just tweeted out that during

we are joined by dr. josh. we talked earlier about foods that will help us mentally. what is this connection between the brain and the gut? >> it's really interesting. we talk about our gut feeling. right? there's definitely this connection and it begins in the uterus. when you are a developing feet us, part of it becomes your brain and the other part is your gastrointestinal tract. we know the gastrointestinal tract is involved in creating morer is tone inwhich is a chemical involved in mood and anxiety. one of the main nerves for controlling how you feel emotionally goes from your gut to your brain. there are buy logicaliological reasons why there's a connection. you get upset about something, they lose their appetite or they get stomachaches and -- >> or they eat a lot.

>> there's this clear connection between the health of your brain and your gut. >> you are a psychiatrist. do you feel like you've got to become a dietitian now to solve a lot of the problems with mental health. >> i talk about it with my patients. i ask them about their eating hacketts habits. if they're not getting a varied diet, one of the things i try to talk to them about is making some changes because that's can clearly have a beneficial impact on people's emotional state. >> remind us of the other things besides eating things. what else do we need to do to keep our minds mentally alert in. >> i think 20 to 30% of my patients would not need to see me if they ate healthy exercise regularly and prioritize sleep. if you do those three things and it's not easy i think most people will notice improvements in their emotional well being.

heroed. they saved their neighbors. they called 9-1-1 after noting a fire and then rushed into the home and rescued two babies both under a year old. firemen arrived and rescued two ldren. the boys say they were just doing what they could do to help. >> stay calm and keep your mind straight and stay focussed on what you're doing. >> i took two kids to my house. . >> amazing. the children were taken to the hospital. they are expected to recover. it's not clear what caused that fire in the first place. >> the d.c. area is home to some of the best spots for young professionals in the country and we're getting a look at the best of the best in our area. take a look at this map that shows the top ten spots for young professionals in the d.c. area. arlington is at the top of the list. more than 21% of people are between the ages of 22 and 29 and close to 40% have
