"news4 at 11":00 begins with breaking news. and that breaking news off the top tonight reports of a mass shooting inside a historic church in charleston south carolina. >> chris lawrence at our live desk now.

a lot of information still coming in chris, what do we know right now? >> two important things. police are confirming multiple people have been shot there was one report that came in the last few minutes that police have just taken one person into more than two hours ago at mother emanuel ame. it's a historically black church that has been around for more than 100 years. it's right in downtown charleston, near the historic district and right across from a major hotel. take a look. police, s.w.a.t. teams, they are all over the area, closing off several streets around the church. we have seen helicopters flying overhead. we have also seen a lot of ambulances just outside the church as well as victims being taken away on stretchers. now police said they were man about 21 years old. he was wearing a gray sweatshirt and boots. and one of the reporters at our sister station down there in charleston has just reported that a man fitting that description was taken into custody at a gas station not far from the church. again, we're monitoring this situation. a lot is changing. we'll update you in just a few

minutes. >> okay, chris. some new video also coming in tonight of a shooting in southeast d.c. this is off 33rd and d street not far from minnesota avenue. police found a man shot. he was unconscious but breathing. right now there is no description of a suspect. and that's the problem for d.c. police. today for the third time in less than a month, chief cathy lanier made a public plea for information about a shooting. in one of those three cases, a local washington reporter was killed. her murder still unsolved. new tonight, jackie bensen spoke to her father about the need for people to come forward. jackie? >> reporter: doreen despite the fact that these images have been seen everywhere, youtube facebook, twitter, no one is talking. 24 hours after the release of this amazingly clear video of three persons of interest in tuesday's shooting that leaves a 16-year-old fighting for his life, there have been no leads

no solid information. d.c. police chief cathy lanier held a press conference to express frustration. >> it's a very good quality. we don't always have this. so if you think about it, a 15-year-old kid who has this kind of injury everybody should be outraged and everybody should be trying to get justice for the family. >> exactly. >> reporter: kenneth mcclanton's family is also seeking that justice. less than two weeks ago, chief lanier made a similar plea for information in the death of his daughter. 28-year-old milton a reporter was killed by a stray bullet as she was coming home from work on may 27th. a few days later, police released surveillance camera video that includes a possible suspect and dozens of so-called persons of interest. all on dirt bikes or atvs. again, it has led nowhere. >> the real culprits here are those people that remain silent and look you dead in the eye when you're at the giant on alabama avenue or at the safeway on alabama avenue.

and they come over and they greet you and they say i feel so sorry for your loss. but they know who it is that did it and won't say a word. >> powerful words. powerful pain from charnise built on the's family. they're channeling some of that into a prayer vigil for homicide victims in the district of columbia. it is scheduled for sunday on june 28th at 3:00 p.m. in marvin gaye park in northeast washington. back to you. >> jackie thank you. a wet night out there tonight. the rain is coming down, folks. doug, is this going to last all night? >> i think it's going to last for the next couple of hours at least, most likely through two income the morning before it finally moves on out. it's going to make for some nice sleeping weather over the next couple of hours. but it's also going to make for a lot of wet roadways if you have to get out to the store real fast. take a look. storm team 4 radar tracking this rain just west of i-95. thunderstorm activity down towards culpeper, fredericksburg in and around leesburg coming right into downtown right now. look at this.

very heavy rain around poolesville. this will go right through gaithersburg and rockville in about the next 20 to 30 minutes. once again, this is all port of a system moving through region. you can see it moving from west to east. it will be with us for the next couple of hours. but then look. another area of rain back to the west that could be with us for the morning commute. i've got that forecast, plus the latest on what the remnants of tropical storm bill will mean to your weekend coming up in just a minute. >> thank you. chaos on board a metrobus after a police officer pepper sprayed a passenger. for not paying the full fare. this is video we got our hands on tonight. we just heard from the passenger who tells us he can still feel the effects of that pepper spray. >> inhaled some. my throat, a kind of feeling in my throat. >> bonnie brusto was on that bus around 7:00. he shot this video when officers confronted a man as the bus

drove past 14 and pennsylvania avenue. we reached out to metro officials who tell us two plainclothes officers saw the man not pay his fare. they were to be give him a citation when he became difficult put his hands on one of the officers. and that's when it escalated and they told everybody to get off the bus. >> police screamed not to be pepper sprayed. and right after he said it they sprayed him directly in the eye. there was a lot of screaming and crying and very tough to watch. >> he says the officers used excessive force and says the video backs that up. metro tells us the officers had a few abrasions from the scuffle. they charge the man with evading a fare and assaulting an officer. >> and that is not a thing. adam tuss warned us in metro that metro was crack down on bus fare evaders. if they see a lot of people boarding and not many fares

being paid they will arrest the evaders. we're getting new surveillance pictures and learn mortgage tonight about the sexual assault of a 6-year-old girl in a drug store. employees tell us it happened inside a cvs offer riverdale road in prince george's county. shomari stone is there now with the pictures police want you to see. shomari? >> reporter: doreen, this is the type of thing that parents worry about sometimes when they go into stores and they have their kids by them and they want their kids to stand right by them. sometimes the kids may go on to another aisle. prince george's county police want you help finding a man they say touched a young girl inappropriately in one of the aisles. take a close look at the man. he is dressed in a black t-shirt. tonight prince george's county police put out this alert telling us he is wanted for sexual assaulting the 6-year-old. police say it happened in the store on the 5700 block of riverdale road. it happened last friday around 8:00 at night. investigators believe he walked up to that 6-year-old in the store, inappropriately touched her. now she was able to push him

away. now i'm sure some of you are wondering where was this little girl's parents. well again, the parent was in the store in another aisle. back out here live prince george's county police want your help. if you recognize the man shown on the surveillance video give them a call. also we're going to put it on our website at nbcwashington.com and at twitter and facebook at nbc washington so you can take another look. live here in new carlton, i'm shomari stone, news4. a ruling out of california tonight could have a huge impact on uber drivers across the country. the california labor commission ruled that an uber driver who was seeking $4,000 in back pay should be considered an employee. uber and other ride sharing services treat their drivers as independent contractors. that means uber doesn't have to pay benefits or provide other protections. uber says this decision applies to this single driver, but he is appealing the ruling. new at 11:00 tonight, the general manager of the st. louis cardinals is speaking out tonight for the first time about the allegations the team hacked

the houston astros. he tells usa today he knew nothing about the intrusion into the astros computer system. he says he hopes when everything comes to light that fans will know the hack was not an organization-wide scheme. the owner of the team also released a statement tonight saying those responsible will be held accountable. a scathing report found some major safety issues from metro. tonight the transit agency says the report is under review. the federal transit administration pointed out 90 safety issues. 77 on the rails and 13 on buses. among the findings, this metro workers were using personalsystems control center. and that metro doesn't do enough track maintenance work. metro has 90 days now to submit a plan detailing how it plans to address those safety issues. we've posted the full list of concerns on nbcwashington.com. union station is already very busy. what with trains, buses, cabs,

even bikes bringing travelers through the century old building. in the next 20 years the number of people passing through will double from 35 million to 70 million every year. and that means expansion. one company envisions building a major complex right over the tracks north of the terminal. and the ex-books on be expensive. about $7 billion, and some think it's already behind schedule. new at 11:00 now some unsettling reports tonight that a u.s. army lab failed procedures to kill live anthrax spores and shipped out the deadly bacteria for get this, more than ten years. a federal report dated june 5 that ordered the facility in utah to immediately stop all shipments of anthrax. the report found that the lab inspectors used a gamma radiation to kill the live specimens but their method was never validated using a spore sample. as a result, anthrax bacteria were shipped out at least 74 times to dozens of labs between

january of 2005 and may 2015. the prosecutor who dropped criminal charges against martise johnson is now saying that he saw no reason to charge the officers who arrested johnson outside a club near the university of virginia. charlottesville commonwealth attorney dave chapman said that johnson was calling them racist, but that they didn't respond. instead, they just tried to get him to not resist arrest. johnson was left bloodied by that incident. take a look at this video now. tonight police are looking for the five men who chased down, beat and robbed a man in d.c. this happened monday on first street here in northwest d.c. it's very similar to an attack that happened a week earlier. the robbery and attack on june 7th happened less than a mile away. police have not said if these two cases are connected. next at 11 two passenger jets on a collision course. >> stop stop! >> how air traffic controllers stopped a close call at a busy

chris lawrence here with an update on that mass shooting in charleston, south carolina. police did take someone into custody there just about 20, 30 minutes ago. but now they're saying that is not the suspect they're looking for. and now police say the suspect the person who shot the people at that church is still out there, and they're still looking for him there is a heavy police

flight had been cleared for takeoff. the planes stopped within about 2,000 feet of the intersection. >> the pilots have to listen closely to make sure the call signs are not confused, repeat back the clearance. the lives are at stake here. and so it's a very critical moment. >> delta's cooperating with an investigation, but it's unclear if the pilot will face any discipline. soon a woman's a face will be on u.s. currency. the treasury department announced in the past hour it will print new $10 bills with a woman's face on them. the question now who is the woman going to be? alexander hamilton has been on the $10 bill since 1929. there hasn't been a woman on u.s. paper currency since 1896 and that was martha washington. the treasury department is launching a new website promoting what it calls the new 10. you can go there to give your input on who should be on the new bill. they say the theme is symbols of democracy. as for all that movement to put a woman's face on the 20 that

you may have seen in your facebook feed the treasury says the timing of tonight's announcement just a coincidence. >> interesting. it's happening. it's rang out there, doug. >> yeah. >> and it's going to hold on to it for a little while? >> it really is. somebody in our newsroom said that's going to make for great >> i like the sound of that. >> i really think so. a lot of people love to listen to that rain making its way down. nothing too heavy, and not a lot of thunder lightning. just plain steady rain. good sleeping weather right on through 2:00 three income the morning. it's a very large area of rain for all the way up towards pennsylvania, right on down toward the south. we'll do a come of stops here zoom towards frederick and frederick county maryland, over towards mt. airy. gaithersburg seeing some of the heavier rain coming toward rockville. it will be right over the olney area the next half hour. just now getting into the d.c. area inside the beltway. right now around falls church and back towards herndon and reston. more towards leesburg. farther to the south, a little

more widespread heavy rain in through culpeper county fauquier county and to the west of fredericksburg, a thunderstorm did have some lightning associated with it a little earlier. and there are some bigger storms just down to the south. look at the lightning on the southern fringe here. this is all one little system that will move through over the next couple of hours. right on through the 2:00, 3:00 hour. and then we turn the attention back to the west. look at this area back through the west. we're going to watch this area too try to make its way through by early tomorrow morning that could affect the early morning rush. and let's show it to you on future weather. here is 12:30 tonight. still dealing with the rain across the region. but by 8:00 most of us on the dry side. but notice some showers up to the north and west. even around 8:00. and by 10:00, 11:00, 12:00, we have more showers. i do think we'll see scattered showers tomorrow morning into the noontime hour. but that's it. scattered. notice, most of the area is dry. but if you get under one of these showers it could be on the heavier side. take the umbrella tomorrow. i think you will need it when you step out the front door, or at least during the early

portion of the day. tomorrow afternoon, a couple more showers. but that's all they'll be scattered showers. not an all-day rain event at all. something else we'll see tomorrow, some breaks in the clouds. that's going to help temperatures get back into up the 80s. right now temperatures in the 60s. haven't seen 60s in a while. 68 leesburg. 57 in d.c. and 69 down towards culpeper. tomorrow we get warm again. into the mid- to upper 80s. 88 leesburg. 90 culpeper. the scattered showers and a few thunderstorms across the region. but all in all a, not a bad thursday. impact tomorrow will be on the low side. humid again when warm with the few showers coming on through. now, the next couple of days, temperatures remain around the 89 90 degrees mark. 30% chance of storms. and then saturday on sunday well, saturday and sunday we see the remnants of bill make its way up here. a better chance of rain on saturday and on sunday. i don't think we'll see a washout. but if you have plans this weekend, especially on sunday, this is a forecast you really want to pay attention to. if you're thinking about heading down to the beach for the

let's head down north, or head up north. you can't head down north. orioles taking on the phillies in philadelphia. pick this up in the top of the fourth. game tied at one that is matt wieters. the orioles take the lead up 2-1. a few batters later, the bases loaded. lowe. two runs come home. he ends up with the two rbi double. the orioles are up 4-1 at this point. let's get back to the ninth i think. it is now a 6-4 ball game. the phillies are threatening. briton third in the american league gets jeff francoeur to ground out, the double play. orioles take it by a final of 6-4. moving on to football now, the redskins wrapped up mandatory minicamp today in ashburn. yesterday, jay gruden praised the starting quarterback for his progress this off-season. today it was quarterbacks coach mack.

if you've been to adams morgan, chances are you have seen romo the dog overseeing the neighborhood from his perch on a window on the first floor. but romo the dog, he is moving with his human roommates to alexandria. the 150 pound bullmastiff-pit bull mix will have more space in his new home. he'll even have a backyard. you got to be happy for him. that won't help any of the neighborhood regulars who have become friends with the pooch known as the king of adams morgan. >> big dog in arlington. that's going to do it for us.
