two child sex assaults. what the two cases have in common, and why police say one man targeted both girls. >> "news4 at 11" starts now. >> first up tonight bill sweeping through the midwest soaking state after state, killing at least three people. what's left of that system is expected to put a major dent in your weekend plans. and folks, we begin in the storm center tonight with a big weather heads up and severe weather. we are talking about possible flash flooding. when, doug? >> i think it's going to be tomorrow night. most of the day saturday is going to be okay. a few showers maybe a few strong thunderstorms. but tomorrow night we get in on a lot of rain. let's take a look where bill is again right now. this is the remnants of bill. came on shore as a tropical storm. now the remnants of it. you can still see clearly the defined center of circulation here. a lot of moisture ahead of it too. that's why we will see some storms during the afternoon tomorrow. take a look at the future weather here. bill moving our way for sure.

here it is. you can see it spinning. by tomorrow afternoon, notice the thunderstorm activity around the region. by around 4:00 5:00 and back to the west, even heavier rain. what are we going to see from the rain? heavy rain is lightly. we know that. most likely after around 6:00 7:00 tomorrow night. possible strong storms. and that's even during the afternoon, we can see winds upwards of 50 miles an hour and a flash flood watch in effect for most of the area. flooding could be a big concern here. some areas could see 1 to 3 inches of rain. i've got the latest on the timing of this. we'll take you hour-by-hour coming up in a minute. >> okay doug, thanks. new at 11:00 tonight, a republican south carolina lawmaker says he'll introduce a bill to remove the confederate flag from state house grounds in columbia. the flag is attracting new controversy because dylann roof has been showed support. jay gray shows us.

>> we come tonight to lead ourselves in the vigil of prayer and healing. >> reporter: grief spilled over again tonight in charleston. but don't mistake the emotion here for weakness. >> from this night forward we will translate our prayers into action. >> reporter: action honor the nine lost and offer hope and strength to their families. just hours after dylann roof stood before a judge. >> i'm setting your bond, young man, at $1 million. >> reporter: the words from family members of the victims filled with such grace and faith that delivered the strongest message. >> you've you hurt me. you hurt a lot of people. may god forgive you, and i forgive you. >> reporter: as they spoke, the 21-year-old accused in the massacre at emanuel ame church showed no emotion.

but his family for the first time since the attack did saying in a written statement today "words cannot express our shock, grief, and disbelief." they reached out offering prayers and condolences to the families and the city of charleston, and said they were touched by family members offering god's forgiveness and love in the face of such horrible suffering, suffering that has rocked those families and this community to its core. but still cannot break them. jay gray, nbc news, charleston, south carolina. and new tonight d.c.'s most prominent ame church is now under tight guard after bomb threat. sources tell us an anonymous caller said a bomb was planted near the metropolitan ame church in northwest this evening. nothing was found but the terrorism task force is still investigating. a church spokesman tells us worship will go on as normal this weekend, but with some extra security. >> you know it's a church.

we do not want to turn this into the tsa airport security lines. the church is open to everyone. but we are going to be more mindful, of course. >> church tells us it already planned some increased security after the attack in charleston. right now police want you to take a good look at this picture coming up here. it shows a man police tell success wanted in two sex assaults on 6-year-old girls inside stores in prince george's county in just the past week. jackie bensen live from greenbelt with new details on the crimes that happened inside bathrooms. jackie? >> reporter: jim what makes these crimes especially disturbing is that these little girls were not left unattended. police believe these images show the man responsible for two frightening crimes. the most recent happened last night around 7:00 at beltway plaza mall on greenbelt road. police say the victim and her mother were inside the bathroom of a store when a man came in

and touched her before she was able to yell for help. >> the child was not unaccompanied. the child was with the mother. and the mother did nothing wrong. the child was 5 or 6 years old and was waiting for the mother to be done. and at that point, the suspect entered the rest room assaulted the child and then left. >> reporter: these security camera images were recorded last friday at a cvs pharmacy a few miles away on riverdale road after a 6-year-old girl was groped by a man in the store. >> physically very close to -- the resemblance is very close. again he entered a retail store. and they came and exited rapidly. >> reporter: shoppers we spoke to were unaware of the crime. >> this world is crazy. it is -- you know, why a lot of moms say you have to keep ahold of your children. don't let them walk behind you, you know. >> that's unfortunate. very unfortunate. but, i mean -- >> now based on those images and

statements from the victims, police believe the suspect is a latino man. he is between 25 and 30 years old. not very tall. about 5'8". and we're putting his picture on our nbc washington facebook page so you can take a look and possibly help police find him. live in greenbelt, jackie bensen, news4. back to you. new at 11:00 tonight, d.c. police are moving on to the next phase in a body camera program. and a message posted on d.c. community list serves. 400 cameras will be distributed to officers in the fifth district in northeast, and the 7th district in southeast by the end of the month. chief lanier says officers in every district will have the body cameras. she says that the program has already given them important insight about police encounters with the public. also new tonight firefighters in prince george's county say this fire at a popular upper marlboro restaurant is suspicious. the fire at tucker's restaurant

caused the roof to collapse. the fire department tells us it wants to hear from you if you saw anything that might help them solve this crime. new details about a deadly shooting in charles county tonight. we're learning this evening that a neighbor called 911 after they heard a mother screaming. the sheriff's office tells us tonight a woman came home to find her husband dead and their 3-month-old baby boy unconscious. it appears the father may have shot himself. chopper 4 over the scene at the home here in indianhead. neighbors performed cpr on the baby until paramedics arrived. it's not clear what happened to the baby. he is in critical condition now. what started out as a movie date quickly turn theed violent. and now a maryland teenager is charged with raping a woman and is being investigated in her death. police say 16-year-old marquiz turner raped his 19-year-old ex-girlfriend right outside the montgomery county circuit court building in rockville. security guards could see the whole attack live on

surveillance camera. they ran out and arrested turner. his ex-girlfriend stopped breathing while being taken to the hospital and she later died. >> we want to see what the medical examiner says. we need to determine if there was any kind of preexisting condition or if there was something problematic the night of. >> turner says he expected to have sex with the woman during their date and told police that he forced himself on her. police have arrested a 22-year-old man for shooting a 15-year-old boy. the boy was shot and critically injured just after he stepped off a bus near the intersection of 28th and naylor road in southeast on tuesday night. police say they arrested derrick decuire thanks to tips and information from the community. a man who spent more than a decade preparing meals for two presidents is now missing tonight. 61-year-old walter schive hasn't been seen for nearly a week. now schive was the white house chef for 11 years under presidents bill clinton and

george w. bush. police tell us he went for a hike last saturday near the taos ski valley in new mexico. police are searching by air and ground over pretty rough terrain. back close to home in prince george's county tonight, food trucks could be making a comeback. the county council is reviewing three separate pieces of legislation that would allow for a food truck hub. the trucks were banned back in 1996. now more and more you have in the county would like to see trucks that offer healthy options in parts of the county, hoping it will provide more food choices. the usda has labeled the county a food desert. no word on when the count will have a final vote. i've met people who have committed murder in the name of the klan. >> a montgomery county man with a unique and unusual bond with a group that wants him dead. he tells news4 about his decades long friendship with the kkk and what he has learned about its history of hate. and check this out. hundreds of thousands of

new tonight we're getting a unique perspective on the charleston church massacre from a man who has been studying racism and hate for years. darryl davis, a black man, has been in near constant communication with the ku klux klans for two decades.

>> tonight he invited us into his home to talk about the history of hate in america and why he has befriended some people who hate him. >> i think it's tragic, but i'm not surprised. >> reporter: darryl davis is not shocked by the charleston ame church massacre. he says dylann's roof alleged racial hatred is the same hatred displayed by kkk members. >> we do know that some of the symbols on his jacket were hate symbols. >> reporter: david recognized the patches on roof's jacket in this well publicized photo. >> some of them tied with south african apartheid and racist groups in south africa. >> reporter: david knows a thing or two about racist groups. he has collected ku klux klan paraphernalia for 20 years and wrote a book about the kkk. >> it is a shameful part of our history, but nonetheless it is still a part of our history. >> reporter: kkk members gave him the hate symbols. and if that isn't weird enough,

this might cause you to scratch your head. he talks to some members every day. you're a black man. why would you even talk to somebody affiliated with the kkk, a hate group? >> reporter: to find out how can you hate me when you don't even know me. >> reporter: tonight, although there is no evidence linking roof to the kkk davis wouldn't be surprised if there was. we asked him why people join hate groups. he told us some do it because of the parental influence. bad experience with a nonwhite person or they blame nonwhite for their economic problems. he tells me the best way to beat hate is for us as a country to have an open dialogue about race. >> we are not talking to each other. that is the key. you know, everybody wants to talk to the media. but they don't talk to each other. >> reporter: in silver spring maryland, shomari stone, news4. a search is on tonight for a man police tell us raped a fairfax county teenager in the middle of the afternoon. investigators say a 17-year-old

girl was walking on roberts park parkway burk yesterday when a man offered her a ride. she initially declined but then got into the car. he bound her and raped her. then he left her there and took off. surveillance cameras captured a brazen daytime theft at a neiman-marcus store. watch this. three men entered the store. it's in arizona. after a few seconds of browsing they grabbed eight chanel purses from a display counter and ran. mall security chased the thieves as they sprinted to the parking lot. the guys got away in a car that was waiting for them. those purses are worth $31,000. >> whoa. a strange and baffling mystery washing up on the beaches of southern california. take a look. these tiny bright red crabs are dying by the millions on beaches from san diego to l.a. typically, the crabs are only found in mexico. but experts say warmer waters are luring them north and closer

to shore. that is kind of an ugly sight. >> crazy story. >> that's a lot of old bay there. >> and the stench. >> i don't want to think about that. we're anticipating some pretty serious rain this weekend. >> we really are. but here is the best news about this. we're going get heavy rain. but it's coming tomorrow night. if you've got plans on your saturday afternoon, you've got plans on your sunday afternoon i'm really not too worried about the afternoon. it's tomorrow night that we have to worry about. so if you have those plans well, then you may just be out of luc is happening outside right now. a very nice evening. we saw some shower activity come through downtown right around the 9:00 hour. many areas saw the showers come on through. 78 degrees. that heat index around 80. but a nice evening right now. we still are dealing with a few showers. but temperatures for the most part in the 70s. look at the warm spot. indianapolis coming in at 80 degrees. culpeper coming in at 68. storm team 4 radar still picking up a few showers towards fauquier county, moving on through towards winchester. a few earlier down towards

maryland. notice around winchester and frederick county these are missouriing to the southeast. we may see another sprinkle or light shower. but that's it. nothing compared to what we'll see from this guy. this is the remnants of tropical storm bill making its way towards the east. it still has a very tight spin that spin will pass to the south of cincinnati and move right over our region during the night tomorrow. here is a is future weather. tomorrow morning, no problem. cloud cover then we'll see a little bit of sunshine. kind of like today. mostly cloudy, but the sun will help to warm us into the upper 80s to around 90. one income the afternoon just a couple of spotty showers. and then by 3:00, 4:00, 5:00, they become a little bit more widespread. but still most of us on the dry side here. if you've got games tomorrow, you should be fine. then around 8:00, we start to see the heavy rain move. in and then the big rains move. in and we're talking a very big line of storms. severe weather possible. we could see some very strong winds with this. the biggest thing is rain. upwards of 1 to 2 inch, some areas up to 3. and that's why we have a flash flood watch in effect across the

area. it includes everybody north and west of d.c. it does not include southern maryland or down towards fredericksburg. you could still see heavy rain there too. but we're not talking about the heaviest rain there. most of this the 1 to 2 inches rain likely. d.c. up to the north. that's what i'm worrying about. we osee some of the heavier winds. and we'll be watching out for those two. hour-by-hour forecast. this is important. 7:00 a.m. 77 no problem. 83 at 11:00 a.m. no worries. looking good. scattered storms around 90 degrees around 3:00, and then after 8:00, that's when the heavy rain really starts to move in. temperatures then dropping to 84. sunday, same deal. this storm moves out. and by sunday afternoon we're up to 95 with sunshine. i think sunday will be a very warm and humid day. heat index around 100 to 102 degrees. look at all of the 90s in the seven-day forecast. this looks much more like a mid-july forecast than a mid-june forecast. but temperatures well above average, into the 93 degree mark on tuesday. 88 right now.

it looks like it could be the coolest day and even then it's going to be a little warm. >> thank you, doug. we have some breaking news into news4 right now. a serious car crash has all lanes on i-270 northbound shut down right now between route 27 and route 121. that's in the germantown area. montgomery county fire tells us four cars are involved. three people are injured. some southbound lanes are also being impacted. a special group of cheerleaders in our area is getting ready to go international. >> j-o-y. let's go joy! >> they brought home medals from the maryland state competition this year. next month they travel to los angeles to perform at the special olympics world games. it's the first time cheer squads have ever been invited. and they're excited. the joy cheerleaders are raising money for their trip through a go fund me page. if you would like to support them you find a link on our washington app.
