damage is done. hail and thunderstorms hitting mclean, virginia, really hard. take a look. lightning in alexandria. also giving quite the show. you can see here, wow. just cracking in the sky. >> yeah. well, we have team coverage of the aftermath. scorching hot today and chuck bell said we're going for the record for rain. >> but it will be quieter out there. we want to begin with derrick ward, getting a closer look at all the damage from the storms. what's in fairfax where there's there's there's a tale behind this tree. look at that tree, it fell from between these two houses here and sort of came across the street. now, that looks lucky, but when you hear else what happened i want to tell you how lucky the people who live here. your son was in the path of the tree. you heard it coming down. >> we were standing outside, my son was getting ready to get

into the car with my grandmother to head on a trip. we started to hear a up poing noise and we were looking to see what was happening. then slow motion it started to fall. i was standing by the door of the house. i could yell run run run run. at first he was very stunned. looking around didn't know what to do. then he took off running towards the garage. thank god because he would have been crushed by this tree. he was literally standing where i am right now. which is where the brunt of the tree fell. so we were very lucky that nothing was damaged other than our friend's car and this we're all safe. >> excellent. you said the quick reaction by police was encouraging. >> within an hour, this tree was gone. we called fairfax county police. there was two officers martinez and i can't remember the last guy's name, they came out with chain saws and took it down. >> reporter: so glad it turned out like it is. great that everybody was safe. >> absolutely. >> reporter: we are live in fairfax county. chuck, tell us more about the weather. >> yeah, multiple thunderstorm warnings even a few isolated tornado warnings yesterday with

all that spin and it was one time tropical storm bill. that's long gone. we are back to blue skies and sunshine out there for now. this is going to continue to be the case for the next several hours. storm team 4 radar all clear for now. last of the showers out to row hoe both and bethany beach. 82 in washington. 81 in manassas. temperatures today climbing up into the low and mid 90s across much of the area. could be an isolated shower or thunderstorm to contend with team. not facing the type of severe weather from yesterday, but any storms could be on the strong side. greatest risk for thunderstorms is between 4:00 and 7:00. and storm crews are busy restorying a lot of -- restoring a lot of power. dominion virginia reporting more than 3,600 customers are in the

dark still. most in fairfax county. pepco reports about 1,800 people still without power. in the district of montgomery and prince george's county. we checked in with bg&e, they're reporting more than 900 outages. most are found in anne arundel county. well, today the site of the church massacre is opening its doors for sunday service. worshipers returning to the emanuel ame church in charleston, south carolina. look here as the crowds gather. there's a memorial outside the church. nine people were shot and killed when a gunman opened fire at the church. that was during a bible study on wednesday. we are learning more about the suspected shooter. the fbi is investigating a website that may provide more information about the accused killer. nbc's dan schenamen reports on the investigation and how the community is coming together. >> reporter: quietly they marched. >> i was tired of feeling helpless and i wanted to preach with my feet. >> reporter: and mourned. hundreds gathering to make their

way to emanuel ame church to honor those lost including reverend pinckney. >> we should forgive him because clementa believed in a second chance. >> reporter: forgiveness for dylann roof. a website contains dozens of pictures of roof holding a gun and a manifesto type of posting including the statement that says, quote, someone has to have the bravery to take it to the real world and i goess that has to be me. it was a long and rambling and hate filled letter and he lashes out at african-americans, asians and those of the jewish faith. ♪ >> reporter: but it's faith of all kinds that so many in this grieving community are relying on. >> let's hold each other's hand let's climb on each other's shoulders and be here for each other this morning.

and in the days to come. >> reporter: faith and perseverance as the church which has lost so much is once again opening its doors sunday morning. dan schenamen, nbc news. now to a developing story this one out of philadelphia where someone shot seven people at a block party including three children. we're told the shooter had a shotgun. our affiliate in philly is saying that an 18-month-old was shot in the neck. bullets hit an 11-year-old girl an are in stable condition at the hospital right now. and we learned in the last ten minutes or so one person was treated and released. one person died in a block party overnight. this happened in detroit. the shooter hit ten people all adults at party on a basketball court. eight are in serious condition. one is in critical condition right now. police haven't arrested anyone yet. the time is five minutes after the 9:00 hour. in the week ahead douglas hughes headed back to court.

he's the man who flew that gyrocopter miles into the city and then landed on the west lawn of the capitol. right now he's forbidden from going near the capitol and other places around the national mall. fairfax county schools can add gender identity to the classes this week. the school board is poised to add those topics about family life. and then on friday, democratic presidential candidate hillary clinton will be in the area. she's visiting george mason university to speak at an event for virginia democrats. a metro safety culture goes under the microscope again. i put together a preview of what we can expect as we get ready for the federal hearing. six years ago this monday two red line trains collide leading to the deadliest accident in metro history. eight passengers and train operator died, dozens injured. but next week we'll focus on the latest deadly accident on metro. january 12th this year.

thick acrid smoke fills a tunnel, trapped a train at l'enfant plaza killing a passenger. the ntsb is expected to shed light on why it happened. burned up cables the root, but why it started not yet nope. the hearing will focus on the overall safety culture, the state of metro's infrastructure and on going safety oversight with the transit agency. that hearing will take two days. it starts tuesday morning. the heat emergency prompted by long lines at a community water slide in virginia. as baltimore cleans up from riots fema delivered some disappointing news. how it's hitting the city in the pocket. and the impact that yesterday's severe weather had on a local festival. what was tweeted to the music fans. and something to smile about because that rain is getting out of here, but mantle get hot

you're watching "news4 today." >> welcome back. maryland will not receive federal aid from fema for the riots in baltimore. fema denied a request for a disaster declaration. the state and the city have 30 days to appeal that decision. maryland governor larry hogan requested more than $19 million to pay for emergency protective measures and damage to buildings and equipment. some of your children may get to take the s.a.t. again for free. the college board says it will give a do over to anyone who took the faulty exam earlier this month. a section mistakenly said the students had more time than they were supposed to have. coming up, teen drivers can be some of the most dangerous on the road. on "news4 today" a report on which cars are most likely to

water supply. you can see some people had to be helped for heat exhaustion as well. after spending hours in line. the severe weather forced people to leave the music festival in delaware also. here's a look at the tweets from the organizers. they told people to head for the exit and seek shelter and told people to take down all pop-up tents and canopies. today's show will go on as planned. they're trying to reschedule some of the performers forced to cancel last night. teens are three times more likely to be involved in a deadly accident than older drivers. but there are safer cars. consumer reporter erika gonzalez has this report. >> reporter: timothy holelisterhollister's son reed died and it was a lack of experience. >> parents and teens need to approach the first year of driving with the upmost caution because there's no room for error.

we have a chance today, but thunderstorm chances not as big in coverage or as much in intensity. so a much calmer day to cope with. there's the live view this morning. a lot of great pictures sent in on the twitter feed. here is one of them. out in warrenton, an aerial perspective of a full arc rainbow across west virginia. thank you, jim, for sending that in. send them in to twitter and instagram. record rainfall overnight. one to three inches of rain across much of the area. reagan national set a daily rainfall record yesterday with 2 and a third inches of rain. and more than an inch of rain at dulles international as well. for now we're thankfully back to sunny skies. but boy is it getting warm out there. 82 degrees at 9:00 in the morning with the heat index already in the mid 80s. temperatures will continue to climb. we'll be up in the low and mid 90s for most of the afternoon. that means heat index values can

touch 100 later on today. and thunderstorms not like what we saw last night. here's the heat index value, upper 90s across much of the area. only chance to really cool things down is if you get hit with the thunderstorm chances. by noon, everything is still dry. by 2:00 or 3:00, still maybe a quick little passing shower possible around here. not that one not as likely, but a thunderstorm chance up to 7:00 tonight. fauquier, fredericksburg, down across the northern neck into southern maryland that will be the greatest risk for seeing the isolated thunderstorms later on today. things will quiet down after 7:00 or 8:00 tonight. if you're going out and about, severe weather threats today, main threat if any of the thunderstorms get going, a flash flooding concern. a lot of high water already across the area. here's our severe weather event yesterday in review. starting late last night. there's the woundup

thunderstorms here. i put it into motion, there goes bill. the center off the circulation off the jersey ocean, out to sea. you may run into severe weather in boston. yesterday, we were right in the middle of the bull's-eye. today, the focus for any real potential for severe weather is west of the blue ridge west of i-81, into the mountains of west virginia and southwestern pennsylvania. if you're driving to pittsburgh or morgantown, little better risk for you hitting se voor weather down there. and then again, future weather carries little chance for a shower into tomorrow as well. but i think most of us will be missed by the rain drops here. here's your seven day forecast. 30% chance of storms today between 4:00 and 7:00. tomorrow, low and mid 90s. 97 on tuesday. thunderstorms late tuesday night. that'll take the edge off the heat a little bit. highs back into the mid and

upper 80s for wednesday, thursday and friday. more unsettled. >> i didn't see the graphic there. developing now a manhunt is underway in new orleans. what we're learning about a suspect who escaped from the back of the police car, then killed a police officer who was driving him. and a victory walk like no other. why this teen got a standing ovation as he crossed the graduation stage. well andrew maybe the best way to sum up the prospect of president obama's trade agenda in congress is from that old frankenstein movie, it's alive! >> that's right. the reality is that the house passed a stand alone trade promotion authority bill or tpa which now heads to the senate. and the whole game now is whether or not a good chunk of the 14 senate democrats who voted for obama's trade agenda last month are willing to pass tpa as a stand alone measure with the promise that trade adjustment assistance or taa will pass at a later today.

you're watching "news4 today." >> it's a great story. a northern virginia teen takes no small step following a swimming accident that left him quadriplegic. parker hollow's recovery has been nothing short of miraculous. >> he was in school full-time and graduated with honors. news4's aaron gilchrist shows us the real victory was in every small step. >> reporter: it's the moment every student waits for. >> parker scott hollow. >> reporter: and moment parker hollow worked so hard far, standing to his feet to thunderous applause. taking steps his hilton high school class hadn't seen in three years and steps doctors didn't think was possible. >> it was great. i tried not to think too much about it. just focus on it. it went by in a flash. >> reporter: it almost didn't happen. we introduced you to parker last

summer. parker was in the waters off ocean city when a little dive left him with two fractured vertebrae near the top of his spine and a 4% chance of ever having movement below his shoulders. fast forward to 2014 from his wheelchair, parker showed me around the retrofitted basement and showed the growing ability to walk again. we followed him to physical therapy where his progress has been astounding. >> i think in the last year the most has changed. so right now, it's not so much just physically improving but lifestyle improving. >> reporter: although he used a wheelchair for the graduation procession parker says as soon as he got a little feeling back in his legs, he was determined to be on his feet to get his diploma. still there was extra planning and even a practice run before graduation. >> you want to live in the moment, you know, like take it all in. but at the same time, i don't want to get overwhelmed.

>> reporter: when we talked before the ceremony, he said the school year was a bit overwhelming with classes and therapy and now he's foe uscussed on the school. >> i want to go to school and drive myself. once i drive that'll change everything. >> reporter: and as his parents watched parker's triumphant march with tear filled joy -- >> he did it. he did it. and he did it so well. just looked beautiful. >> reporter: they say change had filled every day since parkerer's injury. >> he's kept his head down. took one step at a time every day and here we are. you know? a lot of hard work. >> never thought we'd see this day happen. it's amazing. i'm so proud of him. >> reporter: aaron gilchrist, "news4 today." >> i love that one. >> i know. he's inspiring so many more people because of his story. and it's been hard. it's been hard. you can't underestimate that. >> he didn't give up. >> good for him. >> good for you, parker.

taking a look at our top stories here. the faithful are gathering for sunday services at the site of the church massacre in south carolina. here's a live look at the emanuel ame church in charleston. you can see the ceremony going on here. the memorial for the nine people gunned down at the church. many people around here waking up to storm damage. this tree fell outside a home in fairfax county. the tree damaged one car. it happened at bexly lane in fairfax. no one was hurt, thank goodness. we continue to follow some breaking news on top of the beltway as well. maryland state police tell us the ramp from the inner look to i-95 is shut down. >> a tractor-trailer jackknifed there. no major injuries. police aren't sure how long the ramp will be shut down. we want to update you, we're getting a tweet from montgomery county fire, smoke at the bethesda metro station. something we're seeing over and other again. so we have to see how that develops as you head out. keep that in mind if you head

and later on this afternoon, highs up close to 95 degrees. only an outside chance of a thunderstorm today. we'll talk about the timing on those and whether or not they have any chances of becoming severe. coming up in a few more minutes. >> thanks, chuck. well, this morning fredericksburg police are trying to find out who killed a man in his apartment. they say someone shot tayshaun dorsey in the head yesterday. happening in his apartment in gray stone court in fredericksburg. he was 25 years ode. we are following a developing story. officers are searching for two prisoners who escaped two weeks ago in new york. they're look for them near the new york/pennsylvania border. witnesses spotted the two in the area last week and a prison worker has been charged in the escape and a corrections officer placed on leave. another prison on the loose in new orleans. he somehow got ahold of a gun and killed a police officer.

the man, the prisoner, travis boyce is still out there. now the church massacre in charleston, south carolina. mitt romney says the confederate flag at the state capitol should be taken down. here's his tweet and he writes to many, the confederate flag is a symbol of racial hatred. he says remove it now to honor the charleston victims. in the wake of the shooting, some of those running for president are calling for better gun control laws. nbc's white house correspondent kristen welker has more. >> how it could be possible that we as a nation still allow guns to fall into the hands of people whose hearts are filled with hate. >> reporter: democratic front run ever hillary clinton made an impassioned call for change in wake of the charleston church massacre. >> i know that gun ownership is part of the fabric of a lot of

law abiding communities. but i also know that we can have common sense gun reforms. >> reporter: clinton pushed for expanded background checks, legislation that president obama championed in the wake sandy hook school shooting which failed in congress. and she said the shooting in this case is race. >> america's long standing struggle with race is far from finished. >> reporter: martin o'malley reacted with an edgy press conference and argued that stiffer gun laws are necessary. >> i refuse to act as if this is the new normal. every country has violent, hateful or mentally unstable people. what's different is not every country is awash with easily accessible guns. >> reporter: many republicans say tougher gun laws violate second amendment rights making it difficult for gop candidates

you're watching "news4 today." >> well there's a big push to improve your drive times around d.c. many of you have said that the traffic lights are out of sync and now the city is doing something about it. >> red lights, green lights. red light, green light. right now the city says drivers are seeing more green and every green is saving time. >> if we could get like realistically i mean a minute would be fine. you know? i think a minute for each traffic light with people coming back and forth, i think that would be great. >> the exact calculation varies by day, but ddot put this from "e" street to "h."

before the signals were timed and on the right, after they were timed. the tweaks just in this corridor saved drivers two minutes. >> we changed the cycle lengths and really provided more green time to a lot of the vehicles. >> oh, yes, but d.c. is filled with cyclists and pedestrians as well. what about them? well, they're get more time at busy cross streets. >> especially periods, the morning peak periods, the evening peak periods. >> tom chiles says he's noticed a better flow. >> certain routes i find conducive to biking and i tend to optimize for those routes. >> ddot said it's not done yet. the signal retiming started in wards 8 and 7. finished downtown. and is now moving to upper northwest. and they say they'll be working in northwest now and you should be seeing improvement soon in this area. >> a lot of people will love that. thanks, adam. it seems like sweet briar college may be staying open.

of beautiful rainbow shots across the area. if you have one of the pictures you'd like to share with me, @chuck bell on twitter. and on instagram, forecast for you. flood warnings the one lonesome spot of a flash flood warning in fairfax county. rainfall overnight was in one to three inch rain. be on the lookout for some standing water. parts of route 1 in the belvoir area may be closed due to flooding. it's getting warm outside, 82 in washington. heat indexes already in the mid 80s. as i mentioned the longest day of the year from daylight perspective. we get 14 hours and 54 minutes of daylight today on the summer solstice. back to 12 hours by the middle of september on the equinox and winter solstice, only 9 hours and 25 minutes of daylight. so today the longest day of the year. tomorrow will be three seconds shorter in daylight. so sun rises and sunsets will start to get closer together
