let's get right to storm team 4 meteorologist chuck bell now for the very latest on this weather alert day. chuck? >> yeah, aaron and eun, heat is only half the problem we're facing today. heat index values could be up near 105 this afternoon. actual air pressure is near 100. temperatures are already in the mid to upper 70s around the metro. one or two lonesome spots are below 70. 77 in annapolis. so heading out the door first thing this morning, sticky and steamy. temperatures upper 70s before 8:00 a.m. and mid 80s by 9:00 or 10:00 this morning. temperatures near 98 degrees between 3:00 and 5:00 and thunderstorms starts in the mid afternoon time frame. severe thunderstorms are likely this afternoon. temperatures mid 90s, 5:00 to 7:00 p.m. weather slowdowns today, not much in the weather department slowing things down but by this afternoon it could be ugly on the roads. >> no doubt, it will be nasty this afternoon. please be careful.

right now do have a new problem here. 95 northbound at prince william parkway, a crash is blocking the center lane. this is part of the problem. 95 northbound has some construction, now out of the way. now we're dealing with this crash here in the middle leap. you can see 95, not looking so hot. right now going five miles per hour as you're headed through the dale city area. after you're passing dumfries and 234. look at 66 no problems on 66. into town or out of town. looking quite good, 270 rolling along nicely. a big look at the beltway coming up. thanks melissa. today metro will face a new questions about the deadly underground emergency that happened earlier this year. the ntsb hearing will go on for two days and news4's megan mcgrath is outside the l'enfant plaza metro station with more on what we'll hear. good morning. >> reporter: well, good morning, eun. metro is going to be under the microscope later on this morning as the ntsb begins a two-day hearing into that deadly smoke incident that happened in a

tunnel near the l'enfant plaza metro station. a woman died back in january when smoke filled a train that was down in that tunnel. now, the ntsb wants to know what went wrong and what safety procedures need to be changed to make sure that it never happens again. investigators today will focus on a few specific areas including metro's infrastructure and conditions leading to the electrical arcing that produced the smoke down in that tunnel. they're going to look at emergency response and the evacuation. there's been a lot of criticism about how long it took to get people out of the tunnel and to safety. the hearing gets underway at 9:00 a.m. this morning and at ntsb headquarters and will continue through tomorrow. back to you in the studio. >> thanks megan. you can watch everything that happens at the hearing online. we're sending news4 transportation reporter adam tuss there today. follow him on twitter. he'll be tweeting updates.

it's time to move the flag from the capitol grounds. >> that was south carolina governor nikki haley calling for lawmakers in her state to remove the confederate flag from the state capitol grounds. this comes less than a week after a 21-year-old white man gunned down nine people because they were black. "usa today" reports religious and political leaders are flocking to south carolina now to press lawmakers to stay in session next week and vote on the flag issue. debate over the flag and what it means is reaching a fever pitch and now retailer walmart eliminated all merchandise with the confederate flag on it. page after page of confederate themed goods are now gone from walmart's website. one shopper said she's happy to see the item goes. >> but the insensitivity was just terrible so i'm glad that

they have made that decision. >> walmart is the nation's largest retailer. however, confederate flag merchandise still on sale on sites like amazon.com and ebay. it is 5:04. today, the loudoun county school board will reconsider the name of a new middle school. earlier this month, the board voted to name the school after former speaker of the virginia house of delegates john f. ryan. the local naacp wants the school renamed. civil rights group says ryan's contribution to virginia's history may have included supporting racial segregation. the school board now has to decide whether it will rescind the name and reconsider previously rejected options or submit new names. that vote will take place today. 5:04 right now. the police union in d.c. says more needs to be done to ross cute -- prosecute and punish people using all terrain vehicles and dirt bikes. right now, police are looking

for 14 persons of interests in the shooting death of reporter milton. the union says police officers arrested 147 people for dirt bike and atv related charges in the past year and a half. but more than half had their charges dismissed. 33 were found guilty and all had their jail sentences suspensioned. a weather alert day here in the metropolitan area. here's a live look at the temperatures and the mercury is only going to rise. already 79 degrees here in washington. 70 degrees in culpepper. the latest on what could be the hottest day of the year as well as storms in our area. we'll bring you updates at 5:11. a major decision in montgomery county. why the next time you call into work you could get paid for the day. and new developments in prince george's county. why they want to know whether you recognize this man in this picture after two recent incidents invol

i want to show you a picture here. prince george's county police say this is the man who inappropriately touched a girl in a cvs store earlier this month. it happened in the new carrollton area. the man also touched a girl in the beltway plaza mall last week. if you want a closer look at the pictures we have posted them on the nbc washington facebook page. the redskins trademark case goes to court today. a group of native americans challenged the trademark last week. in response dan schneider sued the group and the native

americans want a judge to dismiss the lawsuit. their appeal starts today, but we won't find out a decision until later this week. coming up on nine after 5:00 on a storm team 4 weather alert day because we're expecting extreme heat and storms today. >> and storm team 4 meteorologist chuck bell with our forecast. good morning. >> good morning aaron and eun. could be one of the top three or four or five weather days of the year around here. definitely going to be a cooker out there from a heat and humidity perspective. temperatures now 74, rockville, 77 in college park. 79 at reagan national. so hour by hour planning out your day temperatures mid to upper 70s this morning. mid 90s by lunch time today. upper 90s to near 100. not even taking into account the heat index. heat indis -- indices will be in the 105 range.

you're watching "news4 today." >> 5:14 right now and larry hogan is facing a long couple of months. by now you've probably heard he's fighting cancer. it is advanced aggressive non-hodgkins lymphoma. he said he's attacking it with humor. >> i'm taking pain killers and the doctor said don't make any serious decision or i think you ought to just rest up and stay home. well, i'm doing a press conference at 4:00. he said that's a bad idea. >> yeah hogan also joked yesterday about losing some of his hair. but it was an emotional press conference. he says he plans to stay at

work. he'll undergo about 18 weeks of treatment with chemotherapy once every three weeks. doctors tell us most treatments won't require any long term hospitalization for the governor. >> aggressive lymphomas respond very well and very quickly to the therapies that we prescribe for the patients. >> we should note that doctor isn't treating governor hogan. the governor will take some time off because of the fast growing nature of this cancer. a little more on the man who will be stepping the in for governor from time to time. lieutenant governor boyd rutherford has been in public service for years now but this is his first elected office. he worked for bob erlich and for former president george w. bush. governor hogan said rutherford steps up a lot and has his complete confidence. it is 5:15. friends, supporters and politicians took to social media

after governor hogan announced his fight against cancer. martin o'malley wished him the best in overcoming that challenge as well. prince george's county state's attorney also -- also showed her support for him saying that they're praying for a speedy recovery. and anthony brown said hogan and his family will be in his prayers. baltimore's mayor also sent her support through twitter. the announcement comes five months after he entered office. today we could see a final vote on a bill that would require paid sick leave in montgomery county. the earned sick and safe leave bill requires businesses in the county to provide employees the opportunity to earn up to seven paid sick days a year. workers could be allowed safe time to handle legal services for domestic violence, victim services and for counseling. for 11:00 this morning. should be happening at the montgomery county council building that's in rockville.

charles severance will have one trial to defend himself against three different murder charges. he is charged with killing three people in alexandria over the course of ten years. yesterday, a judge denied a motion to split the cases up. even though it was his lawyers who wanted separate trials. severance's trial starts this october. the man accused of beating a metro passenger may soon accept a plea deal. according to our news partner wtop, william nelson was granted a continuance yesterday after appearing in court. nelson was caught on camera beating the metro passenger earlier this month. this happened on a green line train. the video went viral and was viewed by millions of people. nelson will now head back to court next tuesday. 5:17 now. already hot out there today. you need to drink plenty of water through the day and pay attention. there's a massive bottled water recall underway right now. 14 brands of bottled water in this recall because they may be contaminated with e. koli. wegman's brand.

baltimore, philadelphia to new york city and boston. so if you're traveling anywhere from here northbound today up i-95, be on the lookout. there could be big-time airline delays. here's the way future weather times out the thunderstorm chances. quiet through lunch time. 2:30 this afternoon, first line of storms getting going into the metro by 2:30, 3:00. what's likely to be a much more powerful line between about 5:00 and 7:00 this evening. so be on the lookout for that. temperatures 98 today with the severe weather. 88 tomorrow with sunshine and lower humidity. thursday nice as well. just in time for the weekend, clouds come back and rain chances too. but it will not be 100 degrees this weekend. it will be in the 7 0s with showers. melissa? >> thank you. again, taking a look at 95 in virginia. still our slowest spot, but getting better. live camera, 95 northbound at prince william parkway the crash in the center lane has been cleared out of the way.

trying to clear the roads of the fallen trees and downed power lines. aaron, back to you. >> angie thank you. 5:24. we are waiting to find out whether another mass shooting in philadelphia is related to one from this weekend. police say someone shot seven people yesterday. two of the people in critical condition right now. police recovered a shotgun, the same kind of gun a shooter used in a block party in philadelphia this past weekend. the man accused of firing shots at george zimmerman pled not guilty. the man faces attempted second degree murder, aggravated assault and other charges. he answered a written plea. annerson said that zimmerman threatened him with a gun. police say he has a fixation on zimmerman and he had been admitted to the mental institution. new york city will add close to 1,300 new police officers to the force in the coming years. it's part of a new $78 billion budget proposal by the city

council. the city council proposed the extra officers despite mayor bill de blasio objections, but de blasio eventually agreed. the added officers will cost the city about $170 million. about 300 of the new hires will be assigned to counterterrorism efforts. there's a new push in maryland for tougher prison sentences for people who commit crimes in front of children. wilson young created a change.org petition that calls for lawmakers to add five years to who commits a crime in front of a child. young took action after someone killed her niece kaya. the crime happened in front of kaya's 2 and 7-year-old children. the 7-year-old called 911. >> something like that happens in front of the children and having them faced with that dilemma all of their lives, to have my niece's life not gone in vain i decided to be a change agent. >> lawmakers are expected to call on wilson to testify as they consider changes to the law. you can find out more about

walking along silver hill road ands a all of a suddened her in a -- and assaulted her in a vacant home. >> very rarely do you find two independent women at two separate locations just a few blocks away, and you're able to track down that suspect and he confesses. >> bell faces up to three life terms in prison if convicted. congress wants some answers about how hackers stole information from the federal government. the senate holding a hearing about federal security today. the office of personnel management said hackers stole information from federal workers a few months ago. we could learn how long it could take to replace tens of millions of faulty air bags in cars all over the world. takata recalled millions of air bags because they can explode. senators are holding a hearing about what is being done to fix that problem. the air bags had been linked to eight deaths in this country. and today the white house is watching democrats closely as the senate takes a crucial

procedural vote. if today's measure passes that could ultimately lead to a victory for president obama on his hard fought trade bill. senate republicans are hoping they can draw enough pro trade democrats to their side. several democrats have said they will vote for this measure. 5:33 now. we have some brand new 2016 poll numbers to tell you about today. the debates are just around the corner and these kinds of polls play a huge role in deciding who will be on stage. hillary clinton, she's 60 points ahead of vermont senator bernie sanders. on the republican side, jeb bush is looking strong. he is shoring up some support among conservatives and that's a group that was expected to have some doubts about him. only the top ten republicans will be on the stage for their party's first debate in august. that means senator lindsey graham, ohio governor john kasich and others are in trouble right now. almost 5:34 now and donald trump will be catching one

republican leaders. he is headlining the red, white and blue dinner. that dinner starts at 7:00. we know who will preside over the seven police officers indicted in the death of freddie gray. judge barry williams, and the arraignment is scheduled for next week but because the officers offered guilty pleas in writing -- because they entered not guilty pleas we should say in writing they are not expected to appear at the arraignment. fairfax county police may soon make some changes to the use of force policy. a committee reviewed it and released a report with 71 recommendations and that says the department should add a duty to intervene statement. officers who see another officer use excessive force should safely intervene. a group also recommends crisis intervention strategies to help

officers handle people with mental illnesses. the report comes nearly two years after a fairfax county police officer shot and killed john geer. he was unarmed at the time. the police department filed a wrongful -- settled a wrongful death lawsuit with the family. and some language barriers with testing new body cameras. tom manger tells wtop that officers are having a hard time explaining to witnesses that they're being recorded. it's an issue for people who don't speak english. many people act differently when they know they're being recorded. chief major still supports the use of body cameras. sweet briar college will stay open at least for now. a judge reversed the decision to close the women's college. the nonprofit alumna group is urging students who had transferred or looking elsewhere to come back. staff members have also been asked to return to their positions. it requires saving sweet briar

to find $2.5 million by july 2 and an additional $10 million to save the college. the change in management is a requirement also under the new plan. the d.c. public school chancellor -- >> she said we need rigorous teachers and engaged content. she testified before the educational committee. a review found the district's poor and minority students are far less likely to perform at grade level and graduate high school in four years. now this follows some sweeping changes that began in 2007. new overnight we confirmed the name of a person on board a small deadly plane crash in california. the death in the entertainment world -- is talking about this morning. we'll have more on that in a moment. another day, another warning where officials want you to be extra vigilant about a rabid animal. live look outside for now.

repairs will begin today on a retaining wall that collapsed and caused water to wash up several coffins. the damage took place at the cedar hill cemetery in suitland. that's where zachary kiesch is this morning with more. good morning. >> reporter: yeah, good morning eun. those heavy rainwaters that we got last saturday certainly did a number at the cedar hill cemetery. at least one coffin was washed up after a retaining wall was knocked down with those heavy waters. take a peek here and see what visitors discovered when they came here on father's day. investigators say that severe flooding caused this wall to give way. my colleague chris gordon was out here yesterday and he discovered several head stones near a river bed. the manager said it was only one family that was affected and the reality of the situation is a is that this isn't -- is that this isn't the first complaint out here. more than a dozen complaints. a state oversight committee will look at the complaints. it says affected families will

have plots moved at no cost, but the good news today is that fixes will start to bring some fixes here at the cemetery in suitland. back to you in the studio. >> thank you, zachary. 13 before 6:00. new details about the search for two escaped murderers. new york state police found some items they believe are linked to richard matt and david sweat. the men escaped a maximum security prison earlier this month. prison worker joyce mitchell gave the men power tools that they used to break free. >> and next thing they asked me -- i asked her, she said i have something else to tell you and i said what's that? their plan is they want to kill you. >> did you say, did you help these two prisoners escape? >> she said -- when she first started telling me that she gave them the hacksaw blades.

>> that was joyce mitchell's husband lyle. you can see his exclusive interview with matt lauer later on on the "today" show. james horner has died in a plane crash. the single engine plane went down yesterday in the national forest about 100 miles north of los angeles. he was the pilot. no one else was on board. aviation officials are trying to figure out what caused that crash. he wrote prominent movie scores including those for "titanic." the police say that most illegal all terrain arrests go unpunished. and right now they're looking at 14 persons of interests in the shooting death of reporter charnice milton. d.c. offices arrested 147 people for dirt bike or atv related charges in the past year and a half. more than half of those violators had their charges dismissed, 33 were found guilty and all had the jail time suspended. it is 5:49.

the loudoun county school board will reconsider the name of a new middle school. earlier this month the board voted to name the school after former speaker of the virginia house of delegates john f. ryan. the local naacp wants the school renamed. the civil rights group says ryan's contribution to virginia's history may have included supporting racial segregation. the school board now has to rescind the name and consider previously rejected options or submit new names. that vote will take place today. a charles county shelter that has helped thousands of men is being forced to shut down in ten days. the house of help city of hope shelter is being forced to relocate after the owner decided to sell the property. the founder of the shelter dr. shirley holloway is concerned the men who are living there will be will be forced back on the streets. it's not clear where the shelter will relocate. today, roger goodell will decide whether to let tom brady play this year. he is appealing his four-game
