$2 million in damage and left 20 people without jobs. police are trying to figure out what caused a car to crash into a pizza restaurant in montgomery county. here is some of the damage. you can see broken windows and the front door is damaged. this is little cesar's. we are working to find out more about the crash. the intersection of braddock and ox road is still closed. fairfax county police sent out a tweet this morning. the closure remains in place as repair crews are fixing downed power lines after severe weather hit earlier this week. that area of fairfax county around braddock road is still seeing some power outage. we checked the dominion virginia website and there are about 100 people still without power today. so we still have a few more calm hours so folks can do clean-up as they need to, but things are going to get unsettled. >> meteorologist amelia segal is here with more. >> good morning, eun. it's looking like the best time for storms is the evening hours.

if you have plans to go to the pool or the park today, i would still go and know that that threat of storms likely holds off until later. a great day to download the nbc4 app. right now temperatures in the 60s and 70s. 73 in washington, the suburbs in the low to mid 60s. future weather at 8:00 a.m., dry. clouds quickly increase by noon. plenty of clouds in place across the area. notice at 2:00 p.m., only isolated showers. and by 5:30 we start to track some areas of thunderstorms and heavy rain west of washington. once we hit 7:00 p.m., notice this heavy rain moving through the d.c. metro area potentially severe storms again during the evening hours. 9:00 p.m., potentially some hail and gusty winds. a look at high temperatures in ten minutes but you're continuing to track breaking news.

>> breaking news once again. maryland 95 here at the icc. the northbound lanes at this point this morning, all of the northbound lanes are shut down right now. we only have traffic getting on to the icc here on the left shoulder. that is your only way around this fatal accident. megan mcgrath will be there shortly. right now a fuel spill clean-up underway. a jackknifed tractor-trailer there. as we zoom in a little bit, you can see some construction inner look at the toll road. 270 into and out of town looking fine. back in ten minutes. new developments now, the second prison employee arrested in the escape of those two inmates in new york. posted bail. gene palmer was release from bail on $250,000 bail. the corrections officer is charged with destroying evidence and promoting dangerous contraband. a prison seamstress said she smuggled hacksaw blades and

tools inside raw ground beef. the district attorney says palmer took that frozen meat to david sweat and richard matt's area in the prison where inmates are allowed to cook. palmer's attorney says he didn't know anything was in the beef. sweat and matt escaped almost three weeks ago. police now have zeroed in on a cabin where investigators have found the inmates' dna. >> kristin, thank you. 4:33 right now and today the first funeral will be held for one of the nine charleston massacre victims. sha ran do singleton's funeral will begin at 2:00. from trauma to love and forgiveness, bible study resumed in charleston mother emanuel ame church. people packed into the same room

hey, i want to show you some video from a security camera. the man running escaped from police custody in new york city. the man is still on the loose this morning. police say arnold was arrested for attempted murder and he attacked the officer guarding him. that officer was not not hurt. and fairfax county schools is voting on adding gender identity and sexual orientation to part of the curriculum. they're poised to add the

we have breaking news right now. a construction worker is dead this morning after an accident involving a tractor-trailer in laurel. this happened at the icc in laurel. maryland state police tell us a truck hit two different construction vehicles. right now, police and clean-up crews remain on the scene. traffic is just squeezing by on the left shoulder. we'll have much more on the traffic impact from your first 4 traffic and melissa mollet. and news4's megan mcgrath will have more from the scene at 5:00. developing right now, a

military plane crash in arizona. the f-16 went down five miles from the airport. this picture shows the red glow there from the fiery aftermath. a pilot with the 162nd wing of the arizona air national guard was the only person on board. he was on a night training mission. we don't know his conditions right now. the plane ruptured a gas line and that sparked the brushfire. military officials are on the ground there investigating what exactly happened. your time is 4:45. today we're keeping a close eye on the supreme court. in a few hours we could see a ruling on either same-sex marriage or the possibility the president's health care law. these are cases with huge ramifications. nbc's tracie potts is live now. walk us through what could happen today. >> reporter: sure. the two that you mentioned we're really watching closely for, eun. let's start quickly with

same-sex marriage. two constitutional questions -- is there a fundamental right with equal protection under the law? the other question -- do states have to recognize marriages in other states? now, taking a look at some of the people who are benefiting from the subsidies in obamacare. the court is going to have to decide if those subsidies are constitutional based on just four words in that 2,700 page law. and those four words are established by the state. in other words, there are 34 states that are using the federal exchange. theyn't the set up their -- they didn't set up their own exchanges. are people guaranteed the right to get the subsidies because the law says if they're established by the state. there are both sides to this. some are concerned if the subsidies go away it's billions of dollars. there could be what analysts call a death spiral. in other words, helping people come -- healthy people come out of the system and it's case that

people are watching very closely. >> tracie potts live on capitol hill for us, thank you. and the decision on health care could affect hundreds of thousands of people in virginia. so virginia governor terry mcauliffe says he's coming up with some contingency plans. >> for the first time in their live, many people are actually getting access to quality health care. so this would have a dramatic impact. i do believe the law will be upheld, but you know, who knows what could happen? >> i'm getting -- >> that was governor mcauliffe talking to our news partner, wtop. premiums could skyrocket for about 380,000 people in virginia. a big release coming out of the state department. the human rights report will be released. it rates how citizens are treated. attorneys for james holmes are set to begin their case today. the case will focus on mental illness. they are trying to prove to jurors that holmes was legally insane when he opened fire on a

packed movie premiere in 2012. 12 people died and 70 others were hurt. the trial is expected to run through at least august. holmes facing the death penalty if convicted. 4:48. an apology is not good enough that's what the victims' families are saying about dzhokhar tsarnaev. a judge formally sentenced him to death yesterday. he gave a five-minute speech saying he was sorry for the harm he caused. he prays for the victims. >> everybody was waiting for him to do something great. and he -- he did his thing. he got what he deserved. you know? my son is still suffering. >> any closure today or -- >> kind of, sort of. he's still alive, ain't he? >> tsarnaev said there's no doubt he did this and the appeal process will begin automatically now because it is a death penalty case.

new developments in the irs tea party scandal. it's raising some questions this morning. a government watchdog says irs employees erased computer backup tapes and those tapes may have held as many as 24,000 e-mails to and from lois lerner. she's the central figure in congressional investigations over whether tea party groups were unfairly targeted. the employees did it by mistake and not as a cover-up. the casket that washed away in suitland's cemetery will be reburied today. all the rain from saturday's storms buckled the retaining wall at cedar hill cemetery. that was supposed to be fixed tuesday. a spokesperson tells nbc4 only one plot was disturbed. today you can learn more about how body cameras worn by police could impact you. candid camera, the presentation by the brennan center for justice takes place today. that happens between noon and 1:30 this afternoon at the family global academic center on

"l" street. community policing and privacy are parting of the law. hundreds of cameras in prince george's county are broken. according to our news partner, wtop, about 30% revealed that 30% are not working and some have hardware or software issues which include recording problems. others have play back errors or don't turn on. the police department is now starting to phase out the dvd based cameras and will be replaced by those that store information on an internal hard drive. if you're eating hors d'oeuvres or drinking his booze the president said don't heckle him. he asked for one to be removed yesterday. this was an invitation only event. he can't -- we can't make out what the person is saying. but listen here. >> no no no no.

amelia? >> well for today, look at the beautiful sunrise with our city camera as the sun comes up this morning. we'll have for the most part mostly sunny skies and clouds quickly build in throughout the day today. so weather having a relatively low impact on your day. but especially the evening hours, storms will be moving through the area. so that -- at that point, the weather potentially having a moderate impact on your day today. the radar in our immediate area still most likely dry, but as we work our way to 5:00 we're tracking storms moving in. right now temperatures comfortable 63 in rockville. 64 in manassas. 62 in camp springs. washington, the warm spot at 73 degrees right now. storm team 4 radar is dry at this time. but as we get into the evening hours and storms move through the greatest concern today would be high winds. that would produce some wind damage followed by heavy rain that could lead to some isolated flooding or if you're out

driving that torrential rain that leads to hydroplaning concerns. clouds quickly increase throughout the day today. temperatures in the low 80s at that point. a high today of 87. during the afternoon, most of us really look to stay dry. only an isolated thunderstorm possible. but it's during the evening hours. 5:00, 6:00, potentially even 10:00 and 11:00 storms are likely at that point and they could be on the strong to severe side. i want to show you that again with future weather. we're mainly dry across the area. once we hit 5:00, 5:30 that's when areas of storms start to develop as the humidity increases. 7:00 p.m. tracking areas of heavy rain. notice 9:00 p.m. very heavy rains. maybe an isolated tornado is possible in the evening hours. this evening you need to be weather alert and of course doug and veronica will keep you updated.

>> welcome back at 4:58. you can go to a meeting with the d.c. mayor today. mayor muriel bowser wants to talk about a spike of murders in the city. there are a dozen more killings this year than at this time than last year. the mayor believes synthetic drugs can be the cause. >> it's destabilizing many communities, and many people who without the drugs in their system would be law abiding citizens. >> today's meeting is at 7:00 at the fifth district police headquarters in northeast. new information this morning, following a news4 i-team investigation that detailed major complications involving a supposedly permanent birth control. it is called esure. however, the food and drug administration warned of risks related to the device. among them unplanned pregnancies and pelvic pain. it is marketed as a permanent birth control without surgery.
