right at the icc. only have a left shoulder at this point as far as we know getting by. a fatal crash there. so here is what we know right now. a fuel spill cleanup that is underway because of the fatal accident that happened a couple of hours ago. right now, megan mcgrath is telling me the ramp to the icc is closed. the best alternate is 95 or b.w. parkway. right now on our maps we are seeing about a three mile backup. megan mcgrath is out there on the scene right now. megan, tell us what you're seeing and of course that left shoulder, that's still the only thing there getting by. >> reporter: right. all of this traffic is only squeezing by to the left on the shoulder. you can see the backup behind me here. you just mentioned a three mile backup. the ramp to the icc is closed. this is happening on the northbound side of i-95 and it is a fatal accident. we have just learned the name of the man who was killed. 62-year-old randy jury from

halifax pennsylvania. he was part of a construction crew working on i-95. around 1:30, a tractor-trailer headed north at the exit for -- for the icc exit, 31, that truck hit a construction vehicle. the truck then hit another construction vehicle. one with an electronic arrow on it. that vehicle struck the construction worker who died later at the hospital. now, the truck driver was also injured. he's been identified as ray bolden, and he's at an area hospital. major, major delays here in this area. northbound 95 at the icc, if you normally get off here on to the icc you are not going to be able to do it. this is a problem. they have got tow trucks on the scene but things are still blocked. with the work around, we'll go to melissa mollet. >> all right. best work around, megan, for this this morning is either b.w. parkway or route 29. megan is out there this morning. we'll be tweeting about it and

hydroplaning followed by the potential for damaging winds. also, hail is possible in some storms later today. you can see storm team 4 radar in the immediate area right now is dry. but this, eun is the system that helps produce some severe weather later today. that i'm tracking right now in parts of indiana and illinois. you can see lots of heavy rain with it. humidity increases throughout the day today. i'm going to be tracking the timing of those storms coming up in ten minutes. >> thanks, amelia. 5:04, a developing story. a second prison employee charged in connection with helping two convicted killers escape in upstate new york prison will be arraigned today. gene palmer posted bail early this morning. he is accused of passing frozen meat that contained tools to the inmates. they used those tools to escape. a prison seam stress said she smuggled hacksaw blades in raw ground beef. he said he did not know it contained them inside.

larry hogan could announce a big decision about the purple line today. he scheduled a news conference about transportation infrastructure. many suspect that's code for the purple line. hogan has raised some concerns about the project's $2.5 billion price tag in the past, however, it could create jobs and could improve a lot of commutes. >> i think it's great for -- to manage the traffic and be able to get around for people that like to take the metro system. >> now this will be hogan's first public appearance since he announced he has cancer earlier this week. we expect to find out when jesse matthew will be going on trial. the judge may recuse herself. defense lawyers want her out because she was involved early in the case. matthew's trial probably won't happen until next year. he was convicted last week of attempted capital murder, abduction and sexual assault in a separate 2005 attack. a woman from bladensburg will be sentenced today for

abusing disabled adults. zainab kamara went to hospitals and rehab centers to offer people a safe living home. it was her home and it had no heat and cockroaches. a judge could give her a prison sentence of as many as 176 years. everyone is watching the supreme court this morning. it could rule today to legalize same-sex marriage nationwide. the court might rule on how people in virginia and west virginia pay for health insurance. the question there -- can the government subsidize people who don't have access to a state-run exchange? coming up a little later this morning, we'll talk to tracie potts about how the white house congress and presidential candidates plan to deal with the rulings. it's all over! finally, virginia have pieced together a championship. >> congratulations to the university of virginia, the cavaliers are your 2015 ncaa

itself to hate. that's not going to happen. >> confessed killer dylann roof now has federal public defenders. a lot of people think that means he'll face federal charges in addition to the nine murder charges he faces. d.c. homicide detectives want to know who dumped a body in the potomac river. this is a separate incident from the man's body police pulled from the tidal basin yesterday morning. d.c. police have not identified either of the victims. if you recognize the man you see here in this video, firefighters want some help from you in prince george's county. he's suspected of setting fire to the tucker's bar and lounge in upper marlboro. look at photo here on the nbc washington facebook page. a firefighter was hurt. that fire caused more than $2 million in damage and left 20 people without jobs. police are trying to figure out how a car crashed into the

sister station in phoenix. the pilot with the air national guard was on a night training mission. the plane ruptured a gas line when it crashed, sparking a brushfire. that's the red flow you see in the pack there. officials are investigating what happened. the u.s. ambassador to france is reiterating that the u.s. will cooperate with any investigation after the latest wiki leaks revelation. wikileaks claims the nsa spied on the last three french presidents between 2006 and 2012. the white house denies the claims and president obama called francois hollande and said that the u.s. has abided by a commitment that we would not target the communications of the french president. people in denver will spend the day clean up the mess left behind from the massive storm there. i want to show you some video yesterday. yesterday's storm did some bad flooding and some trees were taken down too. this rain came down so fast, a lot of streets looked like a river. thousands of cars stranded as a result.

police responded to 20 blown manhole covers across the city, but nobody was hurt. in california, a thousand people are wondering whether they'll be able to return to their homes. a giant wildfire near los angeles getting closer to their land. in northern california a fire near lake tahoe could force some people to evacuate as early as today. firefighters say the dramatic drought out west is to blame. a news crew in pennsylvania helped to save the life of a man suffering from a drug overdose. the nbc crew from wpxi were set up ready to take a live shot when a man watching them lost consciousness in his car. you can see here dave clark jumped into action gave the man cpr. instead of a live shot they captured his heroic efforts. >> if we weren't there and he wasn't curious why we were there, he would have been on the road. and it could have been him and who knows who else? >> when paramedics arrived they

3:00, most of us still dry and a temperature of 86. that's our high for today and 82 in the suburbs. coming up in ten minutes i'll have a look at the nationals forecast for the game this afternoon that starts at about 4:00 p.m. 5:33 now. a huge day at the supreme court, we're watching for rulings on both same-sex and the president's health care as a look at what might happen. >> reporter: good morning. three more days and today is the first when we expect the court to come up some decisions. let's talk same-sex marriage because what if court is being asked to decide are two separate questions. is there a fundamental right given equal protection under law for same-sex couples to get married in every state and if not, do states have to recognize marriages from other states? the other question they're going to be looking at is obamacare. the affordable care act. the subsidies that millions of people are getting including in virginia to help them pay for their health insurance.

there are four words in this 2,700 page law that they're focusing on -- established by the state. in other words, in states like virginia that are using the federal exchange, are people even entitled to those subsidies? if they go away could the entire system fall apart? we are expecting to get decisions within the next few days, possibly as soon as today on those two big cases and five others still pending before the court. >> all right tracie potts live on capitol hill thank you. now, if you live in virginia the affordable care act decision could affect hundreds of thousands of you. terry mcauliffe says he's coming up with contingency plans. >> for the first time in their lives many people are getting access to quality health care. so this would have a dramatic impact. i do believe the law will be upheld, but you know, who knows what could happen. >> i'm getting -- >> that was governor mcauliffe talking to wtop. he did not say what his contingency plans are. if the court rules against subsidies premiums can skyrocket for about 380,000 people in the

take a look at this video from a security camera. the man running here escaped from police custody in new york city. it may be hard to see here, but the man is handcuffed and still on the loose. police say that arnold was arrested for attempted murder and attacked the officer who was guarding him. that officer was not seriously hurt. today, the fairfax county schools is voting on adding gender identity to their curriculum. they're adding it to classes for family life. parents will be able to opt their child out of this curriculum. approaching 5:41 on this thursday morning. your weather and traffic on the 1s. we begin with some cool air. >> storm team 4 meteorologist amelia segal with a look at the

come today. this has a big impact on two major maryland counties in our region. the governor has been quite critical of the cost at nearly $2.5 billion. and asking his transportation secretary to look for cheaper ways to do this and possibly asking prince george's and montgomery counties to pay even more. but we don't have confirmation that the governor will address the purple line later on today. we know this is a major transportation infrastructure announcement. all eyes have been on this particular long awaited plan to bring light rail connecting bethesda in montgomery county to new carrollton in prince george's county. we are talking jobs and easing traffic, but it does possibly get taxpayers who don't use public transit to actually help pay for this. now we're going to send out push alerts inside our nbc

mistakes that led to his capture. >> he just relaxed and you know, didn't really keep under cover while he was in nairobi. so they were able to, you know, zero in on him. >> a judge sentenced olhlo to more than three years in prison. the maximum allowed by law. he could face an additional five years for fleeing to kenya. virginia governor terry mcauliffe is forming a commission to see if the state's parole abolition in the 1990s was a good move. he says the state spends more than $830 million to house tens of thousands of inmates. yesterday on wtop radio mcauliffe said he wants that commission to study if inmates are being held for an unnecessarily long time. and he call for better rehabltation of prisoners so they could be released. mayor muriel bowser said the d.c. jail will reintroduce face to face visits between inmates and relatives. they were eliminated in 2012.

mayor bowser says all criminals will be released back into society and the face to face visits will make sure they'll have an easier time becoming productive citizens. an apology is not good enough, that's what the victims' families are saying about the apology from dzhokhar tsarnaev. a federal judge sentenced him to death yesterday. the 21-year-old gave a speech and he said he was sorry for the irreparable harm he caused and said he prays for the victims. >> everybody was waiting for him to -- to do something great. and he did -- he did his thing. he got what he deserved, you know? my son is still suffering.
