marlboro where there's a lot of flooding going on. >> reporter: indeed it's high waters, not high winds that caused the damage here. we're looking south to the show place arena, appropriately named water street. it is starting to subside now, but you can imagine where it was earlier. look at the rocks and the trees around here. the water line was up to the guardrails. now look at what happened in montgomery county. they had some seriously high water issues there as well. areas of silver spring. some of the low lying areas, underpasses beneath the beltway had flooded out. so drivers had to take caution as they travelled through the areas. and any of the low-lying areas of course were problems during the height of the storm. we have a lot of rain, unbelievable how much. you figure it's still running in some places. back here in upper marlboro they decided this bridge on water street so it would not wash out like it did. but even with that new design in place, they had to close traffic here and closed it over to pennsylvania avenue at the
10:03 am
height of it. most has opened up. we have seen some people come driving through here. you can still hydroplane and that would be an issue. so nothing seriously damaging the infrastructure as far as we can tell here in upper marlboro. a lot of people were lucky. but of course as we said the people in leonardtown had pretty high winds and did some significant damage to some buildings there. we are lucky here until the next one. we are live in upper marlboro. that's going won the -- what's going won the weather, chuck? >> well, a chance to dry out, and a two-day stretch will dry things out. tower view looking sky ward from the tower here in northwest washington. yes indeed, bubbling cumulus clouds this morning but these clouds should be with time anyway start tock move out of the area and taking anything in the way of cloudiness out of our skies by later on this afternoon into early this evening. weather headlines finally a chance to dry out. air conditioners can be on

his car near the exit to middlebrook road. he was 53 years old. a chevy chase mother and her daughter died after being electrocuted in the basement. the 29-year-old mother and her 4-year-old daughter stepped into some water that somehow became energized. news4's darcy spencer reports on a device that many of us have in our basal that could have led to the deads. >> reporter: a mother and a young child undergo an electrical shock in montgomery county. fire and rest crew crews were called around 4:30 in the afternoon after a rainstorm had apparently flooded their basement. a family member came home and found the victims. >> reporter: firefighters arrived on the scene within minutes. they immediately initiated cpr and transported the adult female and child to the hospital. >> reporter: fire officials say
10:06 am
they believe the shock was connected to the sump pump in the basement. they're usually hard wired into the electrical system and investigators are checking to see if there could have been a problem with the pump that led the water to become energized. >> something to do with the sump pump. the floor -- ground floor basement area was saturated in water. there was some deep water in the stairwell area where the sump pump was being operated. >> reporter: neighbors also have sump pumps in the basement and they were concerned something like this could happen. >> never mentioned any issues with it, so hopefully not. something worth checking out now and looking into after this incident. >> that was darcy spencer reporting. a montgomery county firefighter also suffered a shock trying to rescue the two victims but he is doing okay. right now, eight people are recovering from a boat crash that killed a man. it happened in frederick maryland. the boat went over the lake linganore dam. the police say stephen embrey

>> we have new numbers out of taiwan where news outlets now say more than 500 people were hurt in an explosion at a big event. take a look at this video that we have. they say a powder ignited by the stage at the water park in taiwan that's a thousand people in the crowd. about 180 are in intensive care right now. 's not clear why why that powder exploded. however, the event organizer can face charges for what happened. police in colorado are trying to figure out who's leaving threatening messages on the property of a historic black church. nbc's kelsey kenny talks about how it takes on a whole new urgency following the shooting in charleston. >> so the major concern for me was the membership that their safety would be taken care of. >> reporter: the flyers accused the church of being devils for the kkk. and seemed to randomly reference colorado springs chief of police pete carey.
10:12 am
>> any time you hear kkk especially to certain cultures, that sends a signal to us, look out. >> reporter: they also send an eerie threat. black men be aware, you are the target. >> you get somebody off the street that read those flyers and think oh well i'm going to do something about that. copycat. >> reporter: yet another version of the flyer lists names and organizations like former mayor and the naacp. the flyers were first posted on the trees around the church on june 14th. that was before the charleston church shooting. but the problem got much worse after. >> it wasn't as bad the first week. couple of flyers. second week, flyers everywhere. so to us that was a concern. and it still is is a concern. >> reporter: pastor joiner says security walks a fine line but they're taking action to protect their parishioners.

you're watching "news4 today." >> welcome back. same-sex marriage and the confederate flag. two issues front and center over the last week. >> joining us to talk all about it is moderator of "meet the press," chuck todd. nice to see you. i wanted to start off with the president and his trade deal. didn't lose its legs this week. the president was widely praised for his powerful eulogy down in charleston. was this more than a good week for president obama? >> well, you talk to his staff and they call it the best week of his presidency. apparently he feels similarly on that too. look, it was sort -- this is
10:17 am
a -- you know, i may write a chapter ten days in june, but when you assess the obama era and, you know, did america shift essentially, and i think you saw a shift. and the thing is all of them are tied when it comes to race, marriage equality. trade in many ways. it's about, you know, acknowledging where the world is today with trade globalization is here to stay. this is how the economy works. you won't be able to protect manufacturing the way people wish that you could. same-sex marriage, again, a movement in the progressive direction. throw in the discussion on race and all of a sudden, now we're having a different discussion on the confederacy. that the battle flag reflects not heritage. so i think you have to look at it all together and sort of properly get the week in perspective. >> certainly is a sea change. acknowledging how things are changing but there are a lot of people who don't acknowledge a lot of this stuff and that's a whole host of issues coming up.
10:18 am
>> if you see this sort of movement, transformational movement today, and you had -- the last time was in the '60s and it powered the conservative movement in the '70s and 80s and culminated with reagan. the question is, is there a similar sort of reaction? i mean, in the conservative movement where is it? this one feels a little more powered by public opinion than the '60s did. the courts were i a head of public opinion in the '60s. but i think that that's going to be part of the republican we'll learn. you have some going to rural america, the southern base of the republican party and saying, you don't like these changes do you? and trying to tap into that a little bit. but you have other republicans that are looking at the change in america saying oh no we have to sort of put that in past. >> man, that's incredibly divisive. >> it could be a divisive primary. i think you're already seeing the same-sex marriage reactions show you some want to have this base argument. and i think some want to have
10:19 am
the general election argument and how that plays itself out in the primary is going to tell us about whether republicans can win the white house. >> all good stuff that you'll get into -- >> a heavy show. >> yeah. you can join chuck for "meet the press" right here every sunday right after nbc4's "news4 today" at 10:30. >> well, you can't fly to wilmington on one airline. it is officially ending its service in new castle in delaware. seven different airlines have tried flying into delaware in the last 50 years but they all vulcan selled -- all eventually cancelled service. >> did you ever fly into wilmington? >> i never did. but there's chance you have. >> change -- >> you bet. >> the international airport is not far away.
10:20 am
>> all three airports are bustling and busy today. you know this as a transportation guy. >> i know. reagan can't handle it anymore. >> and the skies look clear today. so far. >> so much nicer day to be outside today. so much rain we have had this month, all kinds of flora and fauna are trying to take shape on the front lawn of channel 4. a rolling stone may gather no moss, but this is a different story. >> who knew you were a photographer? >> i can take a picture. there's the moss and just down from the moss, mushrooms are growing all over the place. area shutterbugs take some pictures of the things that are growing in your yard that maybe you aren't used to seeing this time of the year. a lot of very big bullfrogs around as well. outside this morning, sunshine. yes indeed still fighting the clouds a little bit for now. but sunshine is making a come back. it will turn more and more
10:21 am
breezy by the afternoon, staying cooler than average for a couple of days. more and more sunshine getting in. but the potomac is looking more like the big muddy today. a whole lot more in the red color. all that red dirt being washed off with the heavy rains yesterday. 73 now at national airport. southwest winds not much of an issue but the winds will pick up with time later on today. so plan on a breezy to briefly blustery afternoon this afternoon. but where the sun's out temperatures are warming quickly now. 77 fredericksburg. 75 luray. 72 winchester. where the clouds are thicker frederick county, up to the pennsylvania border temperatures in the 60s. long run on sunday what a nice day to be out running today. a bit of a breeze, but temperatures upper 70s to 80s. that's a bargain. and probably in the low 80s down to fredericksburg. partly sunny. breezy, 79 at 3:00. 80 degrees with mostly sunny skies by 3:00.
10:22 am
your evening looks just as wet. breezy, sunshine. 69 though by 11:00 p.m. and a lot of the suburbs are in the 50s by tomorrow morning. here comes the clouds though panhandle of west virginia. wave clouds across the shenandoah valley, but east of the blue ridge, across most of fairfax county 100% sunshine right now, but the thicker clouds across northern maryland. a few spits of rain near pittsburgh so i couldn't rule out a five-minute long sprinkle along the pennsylvania and maryland border. as long as you go far to the west you'll be fine and dry, but if you fly up to boston you might have flight delays there. here's the check of the seven day forecast no 90s do i see on your seven day forecast. fourth of july next saturday looks warm and rain free. temperature 89 degrees which means 80 for the fireworks.
