good. travel times in ten times. an escaped convict is back behind bars in north carolina. kristopher mcneil was picked up around 1:00 walking along a road 80 miles away from the brown creek correctional institute. police say he scaled a fence on saturday and ran. he is serving time for second degree murder. police arrested a kitchen worker for helping him escape and housing him while he was on the run. cheers of joy from people living around clinton correctional facility in upstate new york. the three-week manhunt for two escaped murderers is over. escapee david sweat is in critical condition after being shot by a state trooper. that fugitive was making a break for a tree line when that new york state police sergeant shot him twice. now, if he survives, sweat will be charged with escape burglary and other crimes. his capture came two days after his fellows escapee was shot and

killed by the police. and a man already serving a life sentence will stand trial for ordering his uncle's murder. brian mayhew had someone kill nico mayhew to stop him from testifying in a trial. he was sentenced last career for killing man in 2011. two others are facing murder charges in nico mayhew's death. the trial should last two weeks. . also in prince george's county, a teacher will stand trial again on sex assault charges. prosecutors say brown sexually assaulted a student inside the school during school hours in 2013. brown admitted involvement, but said the relationship with the 17-year-old student was consensual. the jury could not reach a decision in the first trial back in march. and very soon a new abuse

policy could become the rule at montgomery county public schools. the school board voting on that today. news4's molette green is outside the elementary school to tell us how this will affect you and your kids. good morning. >> reporter: aaron good morning. this new policy puts a lot of emphasis on reporting suspected cases right away. even if you're not sure, they really want to get the cases in the hands of child protective services asap. the idea is to hold school employees more accountable to give them a higher standard. it creates a code of conduct. that's part of the new policy change. add more training and background checks. now just a few months ago at this particular school, police arrested a man -- a former paraeducator here, charged him with sex abuse of a minor. a 15-year-old girl involved in this particular case. there have been other well publicized cases including one against a teacher especially after parents did not hear about

them right away. critics have been very vocal as well. they say new policy is not comprehensive enough. it could lead to some of the same mistakes they say but school leaders counter they have been thorough in the new policy change. the last time it got an update was back in 1986. we are live in silver spring. back to you. >> molette green thank you. right now, d.c. police are looking for two women they say shot a taxi driver in the district. police say the shooting started with an argument on east capitol street yesterday. after the taxi driver was shot he drove to massachusetts avenue northeast where he was able to call 911. we're still working to find out the driver's condition right now. also in d.c. homicide detectives are trying to find someone who shot and killed a man. it happened on 16th street by "e" street yesterday. they have not told us the victim's name. coming up on 6:05. today, the supreme court wraps up the term by handing down the

last three decisions. one is about whether oklahoma can still use a controversial mix of lethal injection drugs and another deals with who is allowed to decide the shape of congressional districts. that could have an impact on elections. and the last ruling is over how far the government can go to limit mercury emissions. the court could also say whether it will hear high profile cases on abortion or affirmative action next fall. your rideore expensive. fares will go up 4%. now to give you an idea of what you'll be paying right now a trip on the fredericksburg line to franconia costs $7.10. so on average, you'll be paying 30 cents more for the trip. danger on the water. what we're learning about three separate boating accidents in maryland that left at least two people dead. and right now some delays on metro. details coming up in a couple of minutes. also, we just got some new

you're watching "news4 today." >> welcome back. investigators with the ntsb are arriving in massachusetts today. a plane crashed into a house there yesterday. four people made it out of that house, but a child and two adults on the plane all died. you take a look here, you can see the crash set that house on fire. although it was pretty much destroyed on impact. well, fishermen in the outer banks of north carolina managed to hook a seven-foot shark on a beach. take a look at the video. here to prove it. once they hooked that shark, they managed to pull it out of the water and on to the shore. this happened just hours after a shark attack along the coast.

in the past two weeks, seven people have been attacked by sharks on the carolina coast. the fishermen eventually released that shark back into the water. so the shark was not harmed. >> witnesses say it seemed to be okay when it swam away. but the threat seems to be greater to the sharks than the people -- people threat to sharks is greater than -- >> yeah. people have been asking have there been more shark attacks in the previous years and it depends on the water currents and when it reaches 80 degrees that's when you see them closer to shallower water. >> be smart about being out in the water. take a look at this sunshine, the sun is up. it's a beautiful picture. when you step outside, it gets even better. >> i know, it's setting us up for a great day tom. >> it will make you smile. that bright sun with the low humidity will be with us for the morning, the midday and the afternoon commute. so all green lights weatherwise

just in, more people getting out of their homes because a wildfire is just coming too, too close. it's burning in central washington state. it started sunday and it's been growing quickly ever since. evacuations jumped from 200 people to 1 how,000 thousand. they're in emergency shelters. a handful of homes already

the ground and more are on the way. not helping the situation, 108 degrees out there on sunday. dry conditions and windy. one big question remains this morning and that is what sparked the fire. aaron? >> all right. kristin wright. 6:15 now, and some brand-new video this morning of a daring water rescue in frederick, maryland. look at the video here. a helicopter lowered a basket to rescue two teenagers. they were trapped on the rocks here at lake linganore dam. you can see the water rushing over the rocks here. eight people had to be rescued. crews could not find a 62-year-old man. on the eastern shore, a child died in the boat crash. this happened on kent island. during the thunder on the narrows race there yesterday. take a look, maryland natural resources police say that this boat's driver lost control then crashed into the spectator boat that was full of people. three of them are recovering right now. a 7-year-old died. also at kent island, crews will be looking for a missing man

from silver spring. his boat flipped in the water and then capsized there yesterday. and nobody's found him so far. rescuers did pull four family members from that water, but we are told that the missing man was not wearing a life jacket and didn't know how to swim. the leader of one of washington's most loved landmarks is now calling for the removal of confederate themed decklations. the national cathedral has two stained glass panels that bear the images of the flag. they were put up in the 1950s by the daughters of the confederacy. yesterday, the dean spoke to worshipsers worshipers about the flag. and he said it's a symbol of white supremacy. >> the fact that so many find it so offensive should be enough of

a reason to fold it up and put it away. >> the governing body has final say on whether to remove the panels. and in tunisia the officials are searching for additional gunmen. the man was carrying an assault weapon and it was taken moments before the friday attack. these are pictures of memorials left behind afterwards. the police said he acted alone, but he had accomplices who supported him before hand. the man's father and two roommates were the taned. there's a new terror warning ahead of the fourth of july holiday. they're worried about isis carrying out low level attacks. the "today" show will have more on the height upped alert and what you can do about it. 6:17 now. a controversial vendor that provides food for d.c. schools is poised to get a new contract. chart wells thompson hospitality settled a lawsuit, and the suit

said they sent food that was late and even spoiled in some cases. the d.c. council is set to vote on a new contract tomorrow. nobody appears ready to challenge the new contract. well you could see a significant tax cut in the district a year sooner than you were supposed to. the d.c. council will vote on a plan proposed by mendelson. they weren't supposed to kick in until 2017 and they went to families making less than $60,000 last year. mayor bowser and others are not on board with this plan. they want to see the money used for d.c. schools or affordable housing. aviation investigators on the ground in alaska trying to figure out why a sightseeing plane slammed into a cliff on thursday. eight cruise ship passengers and the plane's pilot were killed there. a father and daughter from montgomery county among the victims. it went down near the monument in alaska that's a steep mountainous terrain that sees

frequent high winds. take a look at this massive dust storm sweeping across the state of arizona. it moved through phoenix yez. visibility dropped to less than one mile at times. well, several trees ended up knocking down on to cars and fortunately though, no one was seriously hurt. right now, three hikers are in the hospital after nearly being struck by lightning. eight people were at a camp site at denver. a dog did die. three adults were taken to the hospital. one of them we're told is in serious condition. >> coming up on 20 minutes now after 6:00 on this monday morning 63 degrees outside the studios right now. >> yeah. >> no humidity to deal with. >> nice quiet dry. but just a little breezy. we want to check in with storm team 4 meteorologist tom kierein. so good, tom. >> this is a gift for late june or early july to get a break

isolated storm on wednesday. otherwise, partly sunny with highs near 90. then on thursday, an afternoon thundershower possible. partly sunny, highs in the mid 80s. and we'll stay by that average on friday, highs in the mid 80s. an average storm maybe on friday. then on saturday and sunday for the fourth of july weekend temperatures into the mid 80s. and some afternoon and evening storms may interrupt some of the parades and perhaps some of the fireworks displays on saturday evening with some passing thundershowers. then on sunday, looks like the best day of the fourth of july weekend. it will still be nice. not too humid. great beach and pool weather. partly cloudy sky. we'll have the temperatures remaining a little bit near or below average for the next seven days. next weather and traffic on the 1s, a look at the variety of neighborhood highs from the mountains to the bay.

that's coming up at 6:31. melissa has a crash in mary field. >> yeah at prosperity avenue, we have the right lane blocked. again i wanted to mention that one. only accident that we have around town right now. but we are starting to see some slowdowns. so take a look right here. 95 northbound here as you're headed through dale city. right there at dale city that little curve going ten miles per hour because of the slow down there. 66 inbound not so bad. 270 here top of 270 before you hit clarksburg it is slow southbound, then clear all the way down to the spur. you don't have to worry too much after that. beltway, everything moving along quite nicely. so is route 1. back in ten minutes. >> thanks, melissa. nasa officials now looking for -- forward to friday. the next time they'll launch a supply capsule into space. you probably saw this dramatic video of the supply capsule blowing up in its flight yesterday. it's the third time in eight

months that the capsule failed on a trip to the iss. this one had science experiments, a replacement space suit and lots of food and water on board. and right now, solar powered plane that's captured the world's attention is across the pacific ocean. the solar impulse took off from japan and now it's headed towards hawaii. we have been tracking the impulse as it attempts to make at around the world with zero fuel. the plane originally took off for hawaii on june 1. but diverted to japan because of the bad weather. the crew waited a whole month for the weather to be right because there's no place to land once the plane gets over the pacific ocean. a quick traffic alert for you if you drive through one part of prince george's county. crews are going to close a lane on northbound branch avenue and temple hills starting at 9:00. that lane closure goes from manchester drive to offway. crews will be shifting the traffic as they continue a major interchange reconstruction project. that lane closure will last

until tomorrow morning at 6:00 a.m. don't forget to pack the sunscreen for you and the kids if you're headed outside today. sunscreen with a high spf factor is a good start to preventing skin cancer. you can also wear sun protective clothing to block harmful rays. researcher at the baylor college of medicine says diet can play a huge role. foods rich in omega 3 fatty acids and green tea slow the growth of tumors. you might want to ask your pediatrician to pay closer attention to your child's teeth. most do not visit the dentist until 3 or 4, but a new study shows they had fewer missing baby teeth and cavities if they went to their pediatrician. including early oral care is an important step to improving kids' dental health. >> start early. some good habit in the there.

right now changes are in the works around those popular express lanes on i-95 and the beltway in virginia. crews are set to begin adding new road striping around the toll lanes. how it could help you avoid a

safer by making it easier to know when you're entering the express lanes. news4's derrick ward is live in springfield with more on where you will see the new indicators. good morning. >> reporter: good morning, again, aaron. well, you know, this is much needed if you believe a survey that was conducted by transurban the company that runs the express lanes. they want to clear up some of the confusion. now they surveyed about 1,200 drivers motorists who take the areas around the express lanes and about 50% of those folks say that they're not quite sure how exactly to get on to those express lanes. how and where. so what they're going to do is put some purple lines inside the existing lines. that is the white or yellow lines that are already in the road. and will give you plenty of warning that the express lanes are coming up. so if you're in the lane you can get out if you don't want to be in it. and doing it abruptly, well, that's never a good thing. the lanes are going to start popping up on 95 northbound as you go up to dumfries. cardinal drive, these entrances on to the express lanes and also

in the franconia and springfield parkway area. look for them on southbound 95 around -- between lorton i guess and route 2 -- 123. also on 495 on the beltway, going to see them northbound around the old mixing bowl. that is the exchange between 95 395 and 495. some of that work should have started already. it will be starting soon and it's expected to continue into next month. we are live in springfield. derrick ward, news4. >> thank you. and this morning we expect to hear more from montgomery county council's president about maryland governor larry hogan's purple line plans. george leventhal welcomes the decision but he says it will create challenges. the purple line is a light rail project that would connect montgomery county and prince george's county. larry hogan wants the county to pay more to help the state pay

for it. and the man who stunned a courtroom by offering forgiveness to a shooter will say good-bye to his wife today. well, yesterday, vice president joe biden surprised worshipers by appearing at sunday services at emanuel ame church. he said he visited the church before and he knew pastor clementa pinckney. we know the names of a mother and daughter who died this weekend. firefighters telling us that crystal puderbaugh and her 4-year-old daughter were electrocuted in their home in chevy chase. firefighters say electrocution can be a dangerous problem during big problems. news4's darcy spencer talked to one expert about how to stay safe in your home. >> anything with electric that's in water is never good. never work with a sump pump as it's plugged in. there's all kinds of electricity going through this thing. if it's plugged in and you put your hand in it, you can shock yourself. >> well, firefighters believe

that sump pump caused the shock that killed the family members. 6:34. more republicans joining the race for president. ohio's john kasich expected to announce his bid as soon as july 21. he's reportedly planning to head immediately to new hampshire, south carolina iowa and michigan. now, kasich is not the only potential candidate to watch in coming days. tomorrow new jersey governor chris christie expected to announce his bid and two weeks from now wisconsin governor scott walker said he'll tell us if he's running for president too. if kasich, christie and walker all join the race that means the republican field will have 16 candidates at this point. today, mayor muriel bowser celebrates the start of the popular summer job program for young people in d.c. bowser is holding a round table at enlightened incorporated the this morning. she's honoring some of the fellow community members as well and speaking tonight at the caribbean community recognition awards. maryland governor larry hogan says he's feeling strong and healthy after his first

round of chemotherapy. in a facebook post yesterday, he said he feels humbled and uplifted by the outpouring of support. he said he wasn't having side effects to the chemo. he revealed last week he had been diagnosed with an advanced stage of non-hodgkins lymphoma. he's pledged to keep working while undergoing treatment. a lawyer now combing through an offer for a new baseball stadium in spotsylvania county. we said it would be near south point parkway and route 1. and the supervisors hired the lawyer to double-check the proposal that they're sending to the hagerstown suns. the paper said supervisors would pay most of the cost but they are asking for a rent payment of $250,000 a year. 6:35 right now. we continue to watch developments out of new york this morning. after the capture of david sweat. the second inmate who escaped from a prison there. the new information we're getting on his condition and a

events kick off in a couple of hours for today's sessions of the world police and fire games. we were at national harbor yesterday for the dragon boat races. thousands of police officers firefighters, other law enforcement, emts paramedics are all here for the international games. they happen every two years. all the events are free and open to the public. the competition runs through july 5th and nbc4 is a proud sponsor of the games. if you ever need an ambulance in loudoun county, get this. you can now expect a bill.

loudoun county supervisors approved a new program to charge you if you need an ambulance ride. now, this is according to leesburg today. the site says a ride could cost between $470 and $770. however, the bill would go to your insurance company first. supervisors also say you'll always get a ride even if you cannot afford to pay. coming up on 6:41. kind of weird to say at the end of june, but if you're cold natured you might need a jacket this morning. >> after all that rain a sight like this. a perfect scene. you can see the plane taking off into the sunset. the skies are clear. tom, it feels good out there. >> it does. it's in the 50s though, but that sun feels warms a it jumps into the sky. high sky angles. drink plenty of water, we'll have the low humidity, you'll need your sun block sunglasses and short sleeves but ditch the umbrella for today. dry sidewalks.

after being shot by a state trooper. his capture came just two days after his fellow escapee richard matt was shot down. nbc's stephanie gosk has more on the capture. good morning to you. >> reporter: hey good morning. that capture took place right around here. you can see this very rural area. we're really close to the canadian border here. what's interesting about this, this morning, this wasn't a tactical team or a phalanx of law enforcement with special rifles. this was just one guy, one state trooper, a 21-year veteran out on the roads. officials say he was paying attention and that's why this manhunt has come to the end. coming up on the "today" show, we'll have more details, exactly what went down in the moment and more about what we know about what happened in this last week. people here are very excited that this lockdown of this area is finally over. aaron? >> stephanie gosk along the
