tonight. what works are claiming now and why many of you are upset by opm's latest move. >> plus the white house responds to talk of a terror threat of the fourth of july while security is noticeably changed in new york. >> all new at 11:00, news 4 learning that d.c. could hit the brakes soon on its police body camera program. >> a vote by d.c. council could put the entire roll-out on hold. live outside the wilson building to explain, jackie? >> jim, the thinking behind this amendment is that a body camera program doesn't have the sufficient piece, the sufficient effectiveness unless the public can see that video. since news 4 first reported on this last spring, on the plan to equip most d.c. patrol officers

with body cameras, there's a concern over whether how and how much would be made available to the public. would they be subject to the freedom of information act. now we are told the cost of doing that is estimated at about $1.5 million a year. the amendment being voted on tomorrow calls for d.c. mayor mural bouser to add that money to the 2016 budget which begins october 1st or the entire body camera program could be delayed. we requested a comment from the mayor and police chief and both have in the past expressed reluctance to make the videos widely available to just anyone. one of the reasons is privacy of crime victims. back to you. >> jackie, thank you. the system the federal government uses to screen job applicants is shut down tonight. federal workers and contractors who have to apply for security clearance are in limbo for

weeks. darcy spencer is live at headquarters to explain the impact for you, whether you have a job or you're applying for one. darcy? >> jim tonight, the opm is working to fix this problem let's make it clear they want this fixed as precaution. there is no vulnerability to the system that they have announced yet. they want to make sure that this site is not targeted by hackers. the popm shut down the massive data base for thousands of people applying for upgraded security clearances. an alert on the eequip website says the agency defected vulnerability in the system that posed a significant risk so it's been taken offline. >> ther very high level of frustration about all of this. >> an afternoon anchor on federal news radio on d.c. says the data base contains highly sensitive information. opm says the move is not the direct result of malicious activity. rather opm is taking this step

proactively as a result of our comprehensive security assessment to ensure the ongoing security of the network. >> it strikes me that this is a positive move on part of the agency. to say we want to really lock this down before we put people's information at risk. >> taking down the site will affect thousands of people who are trying to get clearances. either for first time government workers or contractors and those trying to get higher level jobs. while it's not directly associated with the massive opm data breach, it is another frustration and concern over whether the personal information you submit can be stolen by hackers. >> a hundred percent security, everybody at some point, is either going to be hacked or is going to be targeted for a hack. >> so again, what does this mean if you are trying to get a job or trying to upgrade your security clearance? you know, we really don't know

at this point. the opm says it is possible some people could be given temporary employment or temporary upgrades but again we simply don't know. this site is expected to be down for the next four to six weeks. back to you. >> and we have learned tonight that the largest union representing federal workers is suing opm over the breach. the american federation of government employees is accusing the feds of negligence. the suit says opm has been warned for years of problems with data security and failed to take steps to safeguard employee information. it's not clear what kind of damages the union is seeking, but it wants the suit to be a class action suit. >> a lot of you are just glad to be home tonight after a long and frustrating commute. the red line was trending on-line for most of the night due to long delays. you can see the huge crowds waiting on plat forms in the videos of pictures you sent to us. metro says the disabled train was the source of all of the problems.

the family of maryland man killed in the deadly amtrak crash outside philly is suing the transit company now. eco lab executive bob gill der sleeve jr was in the train. he was the last victim to be identified. the suit accuses amtrak of negligence and outrageous conduct and it could be combined with more than a dozen other lawsuits already filed. >> a number of synthetic marijuana overdoses. fire

on safe. they have dealt with more sex abuse cases in the last year. a music teacher pleaded guilty to abusing 14 students as far back as the 1990s. >> keeping a close eye on greece and soar investors in the u.s. stock market. 6:00 in the morning there and greece is about to default on a billion-dollar loan. dow dropped 350 point from the threat of that default. some investors are worried that as the crisis in greece comes to head, it'll make other markets, includeing ours, more volatile. >> thank you. he is talking over the next couple of days with he could learn a whole lot more about how these men made their escape. david sweat is reportedly speaking to investigators tonight. he already revealed the original plan was to drive to mexico. with you prison worker joyce mitchell never showed up to drive.

sweat also said he split up with richard matt because he believed matt was slowing him down. sweat was captured after being shot twice in the back. a legal expert says the officer who shot him had the right to use deadly force because sweat posed a significant threat. the prison guard who may have helped matt and sweat escape appeared in court today to be arraigned. gene palmer is accused of delivering tools to the men hidden inside ground meat. but prosecutors say the guard was not a willing accomplice. >> armed with rifles in force in new york tonight after the fbi warned about potential isis inspire aid tacks. over the fourth of july holiday weekend. no specific threat has been made. but white house officials say they remain vigilant. >> our intelligence communi and national security professionals long identified so-called lone wolf attack. as one of the most dangerous threats that they face. >> there has been no word about

team by no longer attending teams or purchasing redskins gear. church leadership says the mascot is hurtful to native americans. it also noted how the symbolis many of the confederate flag recently provoked calls for its removal. you won't even notice it because it will literally pass you by in a second. but that small moment in time has the potential to cause a whole lot of problems on wall street tomorrow. companies across the globe will be watching markets closely at 8:00 p.m. when an extra second is added to the clocks. the leap second is needed so that we can sync up with the earth's rotation. but it could also make computers systems go hay wire. to avoid a disaster, both the nasdaq and new york stock exchange will shut down 30 minutes early. that's a lot of seconds. >> yeah. >> i think we need to decide how we spend that extra second. it doesn't happen very often, right? >> at 8:00 p.m.
