"news4 today" continues right now at 5:00 a.m. >> "news4 today" starts now. >> 5:00 on the dot. i'm aaron gilchrist. >> i'm angie goff in for eun yang. welcome to "news4 today." are you ready for it? things will warm up again. >> we knew it was coming. tom kierein has a look at the headlines this morning. >> yeah. it's gotten more humid too. we have a clear sky in washington but to the best clouds are two deucing -- producing scattered light sprinkles. those are staying well west of the metro area. the closest shower is coming in southwestern washington county that's going to scoot there and then move into frederick county. perhaps a few sprinkles along

15, 340 and right near downtown frederick over the next half hour or so. here is our hour by hour storm timing for later today. we'll be fine through the morning hours. by noontime, maybe a few more light sprinkles. panhandle of west virginia and out of the mountains. around 2:00 we may see a line of thunderstorms along the blue ridge. east of winchester near hagerstown. that gets closer to washington between 4:00 to 7:00 p.m. and that's when we'll get isolated thunderstorms coming through. a look at the hour by hour temperature changes over the next 12 hours. next weather and traffic on the 1s at 5:11. now melissa has breaking news. >> breaking news, take a look at this video tweeted in to us at first 4 traffic. p this is 202 landover road, a car fire. just got off the phone with police we know one right lane is blocked here this morning. so just a warning there. taking a look back here at my live camera for you right now, 95 southbound there in maryland near 198 we have the left lane

blocked here because of some road work but a much better situation here. now delays are less than a mile. things look to be moving on the camera. we don't have any problems, 66 and 95 rolling along nicely and the beltway at river road looking good. see you at 5:11. >> thank you. 5:02 now, and today the council will ask muriel bowser to let you view the police body ssue and one of the main questions is whether the images would be part of the freedom of information laws. the council will discuss that point today. also up for debate is how would police put the images out to the public? making body camera video available to the public would cost $1.5 million a year according to mayor. coming up, zachary kiesch will explane what happens if -- explain what happens if she rejects the cost. a new abuse and neglect policy is in effect in the montgomery county schools. it was unanimously approved last night. teachers will all be trained in how to recognize abuse.

there's also a new set of standards about how staff are supposed to support abuse victims and schools will implement more rigorous background checks for teacher, contractors, as well as volunteers. >> we're working to find out why someone shot a man on south capitol street. this happened in front of a liquor store in front of a bus stop last night. the victim was breathing when paramedics took him to the hospital. several people recovering from synthetic drug overdoses in the district. according to the fire department, four people were taken to the hospital last night. these new cases were reported around second and "d" streets northwest. this show shows fire rescue personnel on the scene there. earlier this month at least 1 people overdosed -- 11 people overdosed on second street northwest. the family of a man from maryland is suing amtrak over the deadly train derailment in

philadelphia. bob gildersleeve, jr., he and seven others died when the train sped into the curve and derailed last month. his family is actcusing amtrak of negligence. they're more than a dozen filed in the aftermath of the crash. a d.c. firefighter who died on the job will receive a special honor today. kevin mcrae died while fighting a fire in northwest washington last month. today a resolution will be made to make november 22nd kevin mcrae day this year. he would have turned 45 on that day. you may want to avoid the upper potomac river. the maryland department of natural resources is urging boaters to avoid the potomac from cumberland, maryland to great falls, virginia. high rushing water can be dangerous for boaters and swimmers. that advisory will last through thursday. today we could find out the final schedule for pope francis' first visit to the u.s. he will declare a saint during

an elaborate mass in the district. news4's derrick ward is live at st. matthew's cathedral northwest where we are waiting for that big announcement. good morning. >> reporter: good morning. yes, indeed, we will be learning the details in about three hours or so here at the cathedral of st. matthew. but from what we know already, the pope will be quite busy over the three days he's expected to be here, september 22, 23 and 24. now, during those three days the pope is expected to address congress. both houses of congress. that's a first. he will visit the white house and he will give mass at the national shrine of the immaculate conception. that's where he's expected to canonize a person. what's going to happen, in the six-foot perimeter fence that's going to go up all around the vatican embassy. papal security folks say it will fit in with the motif there. it won't stand out, but it will allow for some security.

we will see how that works itself out as well. he'll visit new york and philadelphia and a lot of historic events and aspects to this tour. once it begins here later this fall. as i said later this morning we'll know details about what he's going to be doing once he's here. we're live in northwest washington. derrick ward, news4. new this morning, president obama pushing to get you a working to find out the details of a new overtime rule. what we're learning so far is straight ahead. well, take a look at the current temperatures right now this morning. this is the second day in a row that we are waking up in the 60s and the 70s. but how warm are things going to get? tom is working on your hour by hour temperature forecast and will bring that to us in our next weather and traffic on the 1s. and he's set to become the 14th republican to be enter race for the white house answer this morn -- and we're already getting a glimpse at his campaign.

welcome back at 5:10. we expect some new information from the white house today about a plan to raise pay for the middle class. president obama is proposing a new rule about overtime this week. right now, if you make more than about $23,600 a year you're not guaranteed overtime by law. the president wants to double that threshold to more than $50,000 a year. and again, we expect to have more information about that as the day goes on. so a florida man, he's really lucky to be alive after accidentally doing this. boom! jumping the draw bridge with his car. you can see the black suv go right through the barricade and then up and over that rising bridge in palm beach. police say this was not a stunt. the driver was actually playing around with his gps. didn't see the bridge rising. he was cited for reckless trying and we know that -- driving and we know that using your

navigation system there's reasons that there are accidents. >> it's dangerous. 5:11. time for weather and traffic on the 1s. tom kierein sell thing us that butte -- is telling us that beautiful weather we saw yesterday is coming to an end. >> it was a dream, gorgeous, perfect summer day and now the humidity has increased. we have a clear sky here around the bay. eastern shore and in the metro area. to our west clouds have been producing a few scattered light sprinkles. this moving area of green on the storm team 4 radar. these sprinkles are pulling out of loudoun county and frederick county, moving off to the north and east, briefly coming on through. there's the sky over washington now showing clear skies. the predawn glow in the eastern horizon. our hour by hour temperature changes over the next 12 hours by 8:00, should be in the low 70s. by noontime mid 80s. by 5:00, the upper 80s and a chance of severe thunderstorms coming through. a look at the severe threats next weather and traffic on the 1s coming up at 5:21. melissa has breaking news.

i'm molette green at the live desk with a developing story. liberia now reporting an ebola death. the first recorded case since that country declared it was free of the deadly virus just last month. the victim, a 17-year-old, has now been buried and out of public contact. back to you. a big vote today from the d.c. council. it will ask mayor muriel bowser to allow you to view police body cameras. >> it isn't just about who can see the videos but it's becoming a budget issue. news4's zachary kiesch is live outside the wilson building to explain more on how this could jeopardize the body camera program. >> reporter: good morning. this really hinges on public access, you know? one school of thought says if these body cameras are intended for transparpsy, then on some

level it really, really is imperative that the general public has an opportunity to see this video. it's been kind of a back and forth debate since this came on the table in the spring. but they will vote on that today today. here just behind me at the wilson building. i want comes with a price tag. about $1.5 million a year to provide this video to the public. council will vote on that amendment to have that added to the 2016 budget. the deadline for that is october 1st. if not the body cam project altogether could be delayed. now both muriel bowser and police chief cathy lanier have been a little reluctant to have this video go public because of privacy concerns. proponents of public access cite the freedom of information act. they'll have that vote again today, just behind me here at the wilson building. reporting live back to you in the studio. >> zachary, thank you. well, you could see a significant tax cut in the district a year sooner than

you're supposed to today. the d.c. council will vote on a plan proposed by council chair mendelson. this will fast track the tax cuts for the wealthiest residents. now the first wave of the tax cuts went to families making less than $60,000 last year. mayor white houser and some council members are not on board with the plan. they want to see the money used for d.c. schools or affordable housing. the convicted murderer who teamed up with another to escape from prison is now spilling details about their time on the run. david sweat reportedly told police he ditched richard matt days ago. sweat was arrested on sunday and now he's saying that matt was slowing him down. researchers -- searchers say that matt had blisters on his feet. the two originally planned to run for mexico. their get away driver, joyce mitchell, didn't show up. the men ran for canada instead and traveling at night. sweat may have spent his last night in a camper. authorities say the men got their hands on some food a gun

and other supplies. sweat had maps bug repellent pop-tarts when he was captured on sunday. a man once behind bars and cleared of wrong doing is now filing a lawsuit against the district of columbia. "the washington post" reports kevin martin is seeking $30 million for his wrongful conviction. this is a picture of him after a judge exonerated him last year. district prosecutors reviewed his case and found dna evidence at the crime scene ruled martin out. he spent 26 years in prison for a crime he didn't commit. martin was convicted of the 1982 killing of a woman in southeast washington. 5:19 now. i want to bring you an early look at matt lauer's exclusive interview with chris christie. today we expect christie to announce he's running for the white house and he'll be the 14th candidate to enter the gop primary. standing out in the crowd is going to be a challenge. christie is known for his trademark blunt talk. and he says he's not afraid to

mix it up with voters. >> the 134 town hall meetings in new jersey alone. you know i did one up here in new hampshire. i'll do another one later this week in new hampshire. i love doing it. i'm very comfortable in those moments. >> matt lauer's two-part interview will start airing tonight on "nbc nightly news." we'll see the rest of that interview tomorrow morning on the "today" show. donald trump says he may sue nbc. that's after nbc cut its business ties with him. nbc says it made the decision after trump's quote derogatory statements about immigrants when he announced his presidential bid. trump said mexican immigrants were quote bringing drugs and bringing crime. he said some of them are quote, rapists. he slammed nbc and says he won't apologize. >> nbc's stance on immigration is very weak. very weak on immigration. >> now, this decision means that nbc universal will not air trump's miss usa or miss universe pageants. nbcuniversal is the parent

company of news4. in "news4 your health" a new study found drinking the sugary beverages like soda and energy drinks may be linked to as many as 184 deaths worldwide. researchers at tufts university says they may be linked to death from diabetes, cardiovascular disease and cancer. they say it's time to remove the drinks from the food supply. they look at that data over a 30-year period and researchers focused on sugar, sweetened ice tea, sports and energy drinks and homemade sugary drinks. bugs. they usually are not a good thing in a restaurant. but there's a burger chain that is now adding bugs to the menu. take a look. this is way back burgers new oreo pie made with peruvian flavored cricket powder. that drink got positive feedback

clear sky in washington. we have it now in the mid to upper 60s, nearby suburbs. around 70 in washington. in the low 70s around the bay. shenandoah valley, in the 60s this morning. now we have 5 -- we have a threat of severe weather later today and it's in this yellow zone from pennsylvania through maryland, virginia eastern and west virginia and down in the carolinas and in the midwest. if you're traveling that way and if you're running into storms, it does include the immediate d.c. metro area. much of maryland and eastern and west virginia for later this afternoon. now, the main threat are from high winds. from isolatedññr storms coming through. looks like the timing is going to be between around 3:00 to around 8:00 p.m. there's a smaller threat of hail, heavy rain and a lower threat of an isolated tornado. and that's again between 3:00 and 8:00 p.m. highs near 90 before any storms arrive. then tomorrow, upper 80s and a little bit less humid and partly cloudy. only a slight chance of an

no major problems on the beltway there. m street looking quite good and no problems, 95 starting to get the slowdowns in dale city as we approach the 5:30 hour. not terrible not so great though. a little bit of a slowdown around that curve. going to be back in a couple of minutes. see you at 5:31. 5:25. and new this morning almost 40 people are dead after an indonesian air force plane crashed into a residential neighborhood this is the largest city in the country. the hercules c-130 crashed two minutes after it took off. the air force says the pilot told the control tower they needed to turn back because of engine trouble. at least two are dead after a man set himself on fire aboard a train in japan. the man poured oil over his head and lit the fire, killing himself and another passenger. at least nine others were hurt. one seriously from smoke inhalation. next tuesday a grand jury

will consider a perjury charge in the case of two missing maryland sisters. 65-year-old patricia welch wave waived her right to the preliminary hearing and it was sent to a grand jury in bedford county. the prosecutor said welch was charged after appearing before a special grand jury investigating the disappearance of 10-year-old katherine lyon and her 12-year-old sister sheila. >> any time we have a witness who is not being truthful or is holding back information, that most certainly hinders the investigation and that's why we have maintained our appeal. anyone that may have knowledge help us. >> welch is married to richard welch who is a person of interest in this case. the couple owned land in ped ford county and -- bedford county and that's where they believe the lyons sisters are buried. they were last seen walking to a shopping center in wheaten in 1975. developing this morning, asian markets on the rise now. investors are hoping that u.s. markets may recover yesterday.

the investors yesterday tried to deal with the possible greek default and today the government is supposed to repay nearly $2 billion in debt. if that does not happen there are fears the greek debt crisis could lead to the messy exit from the european union. you can see people in greece are lined up at atms trying to pull cash out amid all the uncertainty. some new details in the opm data breach. why it can affect federal workers when it comes to doing their jobs. looking at the current temperatures outside, they might say 60 and 70 now but expect the mercury to go up by about 20 degrees. tom will tell us how warm it will get where you live in his county by county weather report with weather and traffic on the 1s. and where kids can get a free healthy meal all summer long. stay with us.

afternoon storms there as well and near the pennsylvania border low 80s. and in the shenandoah valley, we'll have a possibility of some storms coming in. a little bit earlier in the day. that's going to be perhaps right around maybe 2:00 or so, and temperatures there will be the low to mid 80s during the afternoon. we have had problems early on on the roads. what's going on what's the latest? >> take a look at this one. they moved the camera to give us a better look of what's going on here. maryland at 95 northbound at scaggsville road, we have that crash off to the right side. looks like it's slowing things a tiny bit. nothing to worry about this morning. again an update on b.w. parkway at landover road, a car fire, that is out of the way for us this morning. 95 southbound near mine road in maryland, only the right lane getting by because of road work. 66 headed into town and out of town no issues.

remember to listen to our friends on wtop 103.5 when you hop in your car and we'll have travel times in ten minutes. 5:33. today, a massive database could be shut down for up to six weeks. you have to wait if you're applying for a security clearance for a job. a data breach was found in e-qip and we spoke with francis rose from federal news radio about what all this means. >> this is going to turn into a kind of a domino effect where the people who are already in the pipeline are potentially affected by this too. just because of the sheer volume of people that the office of personnel management and the federal agencies who rely on security clearances are trying to put through the pipeline. >> now opm says this move is not a direct result of any malicious activity. the agency says, quote, rather opm is taking this step proactively as a result of the comprehensive security assessment to ensure the on going security of the network. the largest union representing

federal workers is suing opm over an earlier data breach. the american federation of government employees is accusing the feds of negligence. the suit says opm had been warned for years of problems with data security and failed to take steps to safeguard employee information. earlier this month, hackers broke into opm's system and stole records of up to 18 million current and former federal workers. california's governor now has 12 days to veto or sign a controversial new bill about vaccines. it would require all parents to vaccinate their kids. if they don't, they have to home school them. you're looking at some opponents of the bill with petitions. they say they have tens of thousands of signatures. >> the key here is that our children's rights are being taken away from them because parents don't want to fully vaccinate them. >> we took steps with this bill so that we can again re-establish that community immunity we need to protect our schools and our community. >> right now parents in

california don't have to vaccinate their kids if they don't believe in them or oppose them for religious reasons. kids in need can get a free summer lunch in prince george's county. six lrments school -- elementary schools and libraries are offering free lunches. you can find the complete list on the nbc washington app. you won't be able to attend the popular adams morgan day festival this year. organizers cancelled the festival because of debt from last year. in a statement on facebook organizers say quote, please be patient as we organize a new festival of fun and celebration of this diverse neighborhood. "the washington post" is reporting the group reportedly owes the district nearly $30,000 including about $19,000 for police officers. the group hopes to bring that festival back next year. today our fallen heroes will be remembered in the district. a candlelight vigil will be held at the national law enforcement memorial in northwest. it will happen between 8:00 and

some lawmakers are pushing for a change inside a troubled liquor agency. the news4 i-team has been investigating over the last year. the montgomery county ad hoc liquor control committee started meeting after the i-team exposed problems with the department of liquor control. some of the biggest complaints from restaurants involve glitches with a new county computer system for ordering alcohol. especially special order products. well, today the ad hoc committee will introduce the resolution recommending lawmakers amend the state laws to allow private businesses to sell wholesale special order

beer and wine products instead of the county. a public hearing on the resolution will be held next month. to read the resolution, two to our app and click on investigations. this morning we are waiting to find out the final schedule for pope francis' visit to the u.s. we do know the pontiff will spend a few days in the district. news4's derrick ward live in the cathedral in the northwest where a press conference is expected today. >> reporter: indeed, that news conference is expected at 8:00 today. we should fill in the details about the pailpal visit, but we know he'll be here starting september 22 and ending on the 23 and the 24 and he'll be busy. he will attend a white house welcoming ceremony, he'll give mass on the national shrine of the immaculate session. and he'll address the congress.

an interesting aspect, the pope has weighed in on the issue oglobal warming and he received some push back from politicians some of whom will be in their seats during that global session. he is expected to name a saint, junipero serra, a missionary, and that's not without controversy as well. some native americans feel that serra was -- did some inhumane treatment of native americans in california and on the west coast and he was beatified back in 1988. so pope francis will be finishing that process. but again, we'll know the details in a couple of hours and we'll bring them to you as soon as we can. live in northwest. derrick ward, news4. back to you. new this morning if you plan on using metro this weekend there will be some schedule changes. you can head over to the nbc washington app for some of the changes. it will run on a saturday

schedule, which trains will run less frequency. on saturday, metro will increase trains about 2:00 in the afternoon to handle those headed for the fireworks on the mall. today, the d.c. council will adopt a special resolution to honor a firefighter who died on the job. kevin mcrae collapsed last month after a fire. today's resolution will make november 22 lubts kevin mcrae day today. that's his birthday. thousands of dollars for $30 worth of tolls. i was flabber fasted man. >> so are a lot of people. they're now suing the company that runs the 495 and 95 express lanes for excessive penalty fees when it comes to tolls. transurban runs the express lanes. if you ride them with a low balance on the e-zpass you will

patriot lane. there's a $25,000 reward in that case. no word on a suspect just yet. there were two shootings earlier that were related. the suspects have been arrested in both of those cases. and right now you will need to show a good reason to obtain a permit to carry a concealed weapon. a concealed hand gun in the district. at the district's request, a federal judge is allowing d.c. to enforce the current law. it requires potential gun owners to prove they have a good reason to fear for their lives or property in order to obtain a permit. the same federal judge struck down that law. we continue to follow the latest developments on the greece bailout. we are learning european bank leaders are trying to reassure everybody that banks can weather the crisis. more on that in a few minutes but first let's check in with landon dowdy on the impact that the crisis is having here in the u.s. hi, landon. >> good morning to you. the market is suffering the worst day of the year on monday as investors react to greece's debt crisis. the country could default on the debt today. if it doesn't make a loan
