out and some move into our area. around cambridge area, the storm system is moving out of the watch area. the severe thunderstorm watch that's up until 9:00 covers the area. i would not be surprised if a warning is issued as it makes its way eastward towards salisbury. we have more storms to the north. frederick maryland, they're getting heavy rain. with any of the storms, there's the potential for some hail. look at what i think is going to be moving into our area between 11:00 p.m. and midnight. scattered storms now. but look at this line with a lot of lightning with it. any storms that we get, while that watch goes until 9:00, i do think they pass that. there's a chance for high winds and flash flooding. i'll give you more of the timing of the storms and of course looking forward to the fourth of july weekend in a couple of minutes. >> thanks veronica. takoma park police officer indicted in a terrifying road rage case. he tailgated a family's car on

route 50 and pointed a gun at them. despite the charges, the police department is standing by the officer. bureau chief tracee wilkins joins us to explain what's going on here. tracee? >> reporter: this is an officer who is already under investigation for an incident that happened on route 50 last year. now -- just last month. now he's looking at charges associated with this incident as well. the police department says that this is an officer who worked hard has made arrests here and was once officer of the year. >> he's actually been very calm and collected in some of the most serious situations. >> that's why the chief of the station can't imagine that officer travis ala loses control behind the wheel. >> it was not an officer with disciplinary issues with. complaints of excessive force or things like that. he's in fact to the opposite. >> today, ala was indiepted by a

grand jury and facing charges along with a weapons charge after he allegedly tailgated a family's vehicle forcing them to change lanes before he drove in front of them and slammed on his brakes. happened on route 50 westbound on route 301 last july. >> when he went to pass them a second time he pulled out a handgun and pointed it at the victims in the car. >> this will be the second traffic case that led to the officer being investigated. this past march, his vehicle rear ended a car carrying a father, his 19-year-old daughter and her boyfriend. all three were killed. after ala's unmarked police car flipped over their vehicle. he's not been charged as that case is still under investigation. back in march a family member of the crash victim said this after the crash. >> it's got to be very hard for travis. so we are thinking and praying for him because we know that he's probably carrying a heavy burden. >> ala was on administrative duty due to the crash

investigation. this time he had to be suspended because he's charged with a felony. >> does he have support from this department? >> yeah, he's got support. again, he was a valued member of this department and he is -- he was a productive member. >> before coming here, he served in the marine corps and worked for the annapolis police department. he has a very good record. no court date has been set yet. at takoma park, i'm tracee wilkins. back to you in the studio. thanks, tracee. police are searching for a driver that fired shots at a car in the district. it happened a few hours ago. it happened near exit 1. police say the gunman bailed out of his car and ran away after ring the shots. that area is where the d.c. police training academy is located. that academy was briefly locked down as police searched for a suspect in that shooting. it is the same area where two

men were found shot inside an suv one month ago. pedro alvarado died at that scene. a second man survived but still has a bullet lodged in his face. that victim says a black pickup truck followed them from virginia before he opened fire. nobody has been arrested in that case. disturbing new details in the murder of a toddler whose body was found in a swing at a playground. police say the child's mother was pushing him on that swing for two days. 3-year-old ji'aire lee died of dehydration and hypothermia. the discovery was made at wills memorial park in la plata maryland in play. so far, no charges have been filed. the boy's mare was taken to the hospital for a mental evaluation. the child's father told news 4 he was fighting to get custody of his son before that tragedy. d.c. police will not be getting body cameras as soon as the mayor and police chief had promised. today the counsel sim voted to

delay the program. news 4's mark segraves broke the news on twitter last night. he joins us outside the wilson building where reaction is still coming in. mark? >> reporter: that's right, doreen. the police have had a pilot program with these body cameras for several months with a small group of officers testing them out. as you said the mayor and the chief wanted every police officer in the district to be equipped with niece body cameras. but the mayor also wanted to restrict who could see the videos. and that caused the split with the d.c. council. today, the council put the brakes on that program. they say the mayor has to come up with the money to fund the program and a policy for public access to those videos. >> i'm very disappointed in that i was one of the original ones that thought we should purchase all the body cameras, purchase them now. >> while some see today's move by the council as a setback for police accountability others, ice union, see it as a victory for open

government. >> i don't view it as a setback. i think it's a win for transparency. it's a set back for the mayor who was trying to blunt transparency. >> it's unfortunate we complete funded 2400 body cameras. we had the opportunity to put all our patrol officers in body cameras and have that accountability for residents. >> it may delay it. it will come eventually and the proper way with the rollout taking place and with citizens having the ability to ask the government to see what their government has been doing in their name. >> it's unfortunate that we're delaying the process. at this point in time in this country, we need those body cameras. we need to know what's going on and folks need access to it. to delay purchasing them i think is the wrong way to go. >> reporter: now i just spoke to mayor bowser firsthand and she told me she's going to find the $1.5 million to fund the first year of this program and she's already working on a policy for public access to the

video. but it could be months before this program is back on track. back to you in the studio. >> starting tomorrow, you may notice crews installing sharp metal spikes at the top of the white house fence. the secret service says it's a temporary fix and an effort to prevent people from jumping over that fence. the agency already installed a temporary barrier to push visitors back on the north side. that move came in response to the fact of several people getting over the fence, including one guy who made it all the way inside the executive mansion. we're told this temporary fix should take about six weeks to install. to politics. the republican race for president just got even more crowded with new jersey governor chris christie putting his name in the ring. nbc's dave wagner reports. the announcement came with a combination of big personality and political punches. >> thank you, new jersey. >> in the high school where he

morning, though we're looking dry. that's a good thing. we've got thunderstorms moving east. this one around sussex, the main -- heading towards salisbury. the severe thunderstorm watch come down but still again, the possibility of some strong maybe isolated storms moving through in jonesville some more heavy rain. this line, coming through areas of west virginia it will be stepping into our area around 11:00 p.m. as it does so it will produce i think, pockets of heavy rain. so your evening planner forecast we're at 88 degrees now. heavy rain chances. we get into 10:00 11:00 and midnight, 1:00 in the morning we'll be cooling off too. just a few gusty thunderstorms is what we could see. areas mainly far to the west that will slow traffic down and we could see into the early part of the night moderate and heavy rains until 2:00 a.m. in the morning. by early tomorrow morning, roads should be all clear.

d.c. is a no drone zone. that's the message from the federal aviation administration as we approach the fourth of july. the agency released a video reminding everyone specifically tourists that all drugs are banned within a 15-mile radius of national airport. that means no drones if you plan to watch fireworks on the mall on saturday. violators face a stiff fine and possible jail time. it could be one. of the busiest fourth of july celebrations in years. hundreds of thousands of people will stream to the mall saturday

and smoking of synthetic drugs. d.c. police have new powers to crackdown on sellers after a spike in overdoses and violence. >> at the shelter this weekend an outsider came in and smashed the office window. it's not the first time the staff at the shelter has been attacked by people high on synthetic marijuana. >> ten stitches over my eye. i just came out of a cast. so i took my share of licks here. >> from someone high on synthetic drugs? >> yes. >> two patients were transported by ambulance last night after overdosing on synthetic marijuana in the 400 block of second street northwest. earlier this month 11 people outside the cc and b sheltery. douglas page one of the administrators at the shelter says people who don't live there are hanging around selling the synthetic marijuana in packets which he says is causing overdoses and violence.

>> a number of attacks upon some of our staff members. as well as attacks when they're fighting amongst each other. >> today, d.c. council passed emergency legislation requested by the mayor which allows d.c. police to shut down stores temporarily. it dramatically increases the fine for selling synthetic marijuana. they can revoke a store's business license for extended periods for multiple violations. d.c.'s attorney general says he is making this a top priority. >> we're going to seek to stop selling it at stores and on the streets and to the extent we can shut down a store to send a message, we will do that. >> the new law was passed unanimously and because it was emergency legislation, it takes effect immediately. that's the latest live in northwest washington jim back to you. >> thanks, chris. family and friends are gathering now at the high school

of two recent graduates who were killed in an awful car crash. a memorial service for calvin li and alex murk begins at 7:00 tonight at wootton high school. those kids were killed when the car they were in wrecked on thursday night after they left an underage drinking party. the driver and a third passenger were injured. police say alcohol was a factor. potential terrorists may be stocking up on fireworks. the kind of fireworks you get at the local shopping center. law enforcement is being warned that the criminals may use the consumer fireworks to build improvised explosive devices. northern virginia bureau reporter david culver is in fairfax county with details. >> doreen, here's the concern. recent intelligence we should point out isn't pointing to any specific threat. but the worry is that would-be terrorists would pick up commercial grade fireworks, really consumer ones to get at

little stands like this one, they would pick them up tamper with them and use them in an attack to hurt a crowd of people. >> this here, somebody can take this off -- >> the main focus our fire marshal basic fireworks safety, avoiding deadly burns. since mid-june they've been inspecting dozens of these retail stands across the county. >> we're looking to make sure that the fireworks, as you can see here, no leaking black powder they're not destroyed. >> we walked along with captain hollingsworth and javon wilson. >> each one has been tested. >> the new firework concern coming from the northern virginia regional intelligence center. it's warning law enforcement terrorists could be trying to get their hands-on these to make potentially deadly improvised explosive devices. in 2010, firework components were used in a foiled car bombing plot in times square.

more recently, gunpowder taken from fireworks sparked the deadly boston marathon bombing. this is what federal agents recovered. law enforcement looking for those buying a large amount of fireworks or anyone who may have disassembled fireworks. they're also looking closely for injuries, burns or odors on the person or in the residence and even plans drawings or sketches of public places. no matter what the threat, captain hollingsworth doesn't want fear to extinguish the celebration, stressing caution. >> at the end of the day, trying to make sure everybody is safe. >> no specific threat to anything in northern virginia. just a warning to be vigilant. we ran through some lists of what to look for. very specific signs. we did that at 5:00 as well. i tweeted out both of the lists. you can get a copy of that and share is out as well. you may find it helpful. back to you. >> david culver reporting't texting or talking on the phone, but he sure was distracted. we'll tell what you this driver was doing moments before this

what a close call for a guy in florida. surveillance video of the guy -- the man says he was messing with his gps and didn't see the bridge opening. he was cited for reckless driving. kind of like robbing peter to pay paul. metro is announcing a plan to improve the wait times on the blue line by cutting service on four other lines. the goal is to run blue line trains every eight minutes instead of every 12 minutes during rush hour. in order to make that happen, there would be fewer trains on the orange silver green and yellow lines. that would mean slightly longer
