aw if you want to breast feed out in public in the commonwealth in places like the grocery store and the gym. aaron? in the day ahead, crews will start security upgrades at the white house. they're installing sharp metal spikes on the top of the fence there. those removable anti-climb features will take about six weeks to install. this move is in response to several people getting over the fence, including one man who made it into the white house mansion. the secret service and the national park service working with other agencies to develop a long-term solution. this morning several girl scouts are waking up indoors following thunderstorms that washed out their camp at the white house. last night president obama and the first lady, michelle obama talked to the girls who were camped outside the white house. those campers were moved to a conference room once heavy rain started to fall. 50 fourth graders from d.c., maryland, virginia, west virginia and oklahoma taking part in that camp. it's all part of the first lady's let's move campaign. >> we predicted that.

morning commute and watch out for that. low 70s with sunshine and mostly sunny this afternoon dry roads temperatures reaching near 90 degrees by mid to late afternoon. by late afternoon back up into the upper 80s. now, let's check on those roads. breaking news in bowie right now shut between 50 and 450 because of a downed tree blocking the road there. an issue for folks headish in ishishing ishing into or out of town. couple reports of standing water there both eastbound and westbound. 200 block of independence avenue. road shut down there, as well, because of a tree is what we're hearing. alabama avenue southeast between 10th and 12th. power outage there. foxhall closed at cathedral and another problem in northwest wisconsin avenue at jenifer street. right now 270 at montrose and no problems showing you this because, again, most of our main roads around town are okay. most of the highways not so bad

>> the driver of the car is in critical condition. another passenger in the car walked away fine. montgomery county police say evidence from investigation will be turned over to the state's attorney office to determine whether charges will be filed. i'm mollet green with a developing story. another black church in the south burned down last night. we want you to look at video just in from the live desk. nothing left of the mt. zion church about 50 miles from charleston. now, when the sun comes up investigators will go up with canine teams to try to sniff out why this church went up in flames. there were lightning storms in the area last night, but this is the same house of worship that kkk set fire to back in 1995. it is the latest in a string of black churches that have gone up in flames since a gunman shot and killed nine people inside a

historic church in charleston. that is the latest. back to you. >> mollette thank you. a u.s. embassy could be up and running in cuba. today, president obama will reportedly announce plans for the new havana embassy and for a new cuban embassy here in washington. right now both countries only operate interest sections in each other's countries. several lawmakers establishing ties with c for an embassy there. the u.s. trade embargo is still in place. coming up in just a few minutes, we'll talk with tracie potts on how that could affect that embargo. european leaders scramble for a way to fix greek crisis. greek defaulted on its debt at 1:00 a.m. local time. this morning asian markets are anxiously trading up as developers eye development. pressing new terms for a possible third bailout. today euro zone finance ministers will hold a conference call on that new proposealproposal. last night thousands rallied in

athens against greece leaving the euro zone. 4:36 and today the arlington county school board will meet to consider adding gender identity to discrimination policy. that would impact teachers and other employees. it would prevent the school system from discriminating against transgender candidates in its hiring process. also today the minimum wage is going up in parts of our region. in the district it will go up to $10.50 an hour. muriel bowser will talk about that today and in maryland the minimum wage will go up to $8.25. the first increase took effect in january. the group dedicated to saving sweet briar college delivered money to the school. $5 million is twice what was called for in the plan and it was delivered two days early. former students have rallied

rnlsh welcome back. the nsa will keep collecting your phone records until about the end of the year. in may a federal appeals court ruled that they had to stop the program because it was illegal however, a higher court just overturned that ruling on appeal. the nsa will end the program for good, but congress says it has another five months before you have to do that. if you use the highway in virginia, your commute is about to get easier. an extra lane is about to open. adam tuss has learned that vdot to open an extra lane to traffic next week. that lane will stretch an hour and a half to the end of the expressway merge. if you have driven in this area you know how horrible the bottle neck is. v-neck is aiming to have the lane open for next tuesday's morning commute.

new this morning just looking over a new report on spending to fix up d.c. schools and in it the d.c. auditor outlines a list of failures. it shows the department of general services staffer in charge of school modernization contracting was unfamiliar with basic terminology and accounting practices. between 2010 and 2013, the district spent more than $1.2 billion on fixing up schools, but auditors could not track down evidence that more than $168 million worth of expenses had been approved. we're just going through this report. it's lengthy. it also shows agencies spent money on the wrong projects and broke rules. that is the latest from the live desk, back to you. >> mollette thank you.

the president will announce he will open an embassy in cuba possibly this month. he is facing opposition. tracie potts has more. good morning. >> it's not clear they have the will to do that at all, but the embassy will open. president obama is ew hours from now. and they're also opening one here, too. cuba will open an embassy here, too. that is the latest in his efforts to normalize relation. ben harden said this is part of the common sense approach to dealing with cuba, but he also warns that there is still some serious issues that need to be worked out. arrest and attention must cease as he put it. flurl we are expecting secretary of state john kerry to head down there later this month to raise the flag and open that embassy after more than 50 years. aaron? >> tracie potts on the hill for

us thank you, tracie. larry hogan hopes to leave the hospital today after finishing up his first round of chemo. the governor posted an update on his facebook page. he's still feeling really strong. he's battling stage three nonhodgkins lymphoma and continues to work during those treatments. the e-mails show senior obama administration officials were aware of clinton's e-mail address. but it's not clear whether officials knew clinton was using a private server in her new york home. the state department is releasing clinton's e-mails in batches after an uproar over her skirting the rules. following three developing stories right now starting out west where wildfires are getting more and more out of control. in washington state 24 families lost everything when a fire destroyed their homes. california and the u.s. forest service has spent tens of millions of dollars trying to contain a fire outside l.a. it's been burning for weeks now.

firefighters say it's now 60% contained. in indonesia investigators working to find out how many people died in a plane crash in a hotel. the 113 people on that plane died. most of them indonesian military members and their families. total chaos there as people try to put out flames and rescue people who need help. not clear right now how many people on inground were hurt or killed. and marijuana becomes legal in oregon today like d.c., however it won't be sold in stores, at least not for now. stores are applying for licenses to start selling some time next year. this morning a police officer faces charges he is accused of pulling out his handgun in a road rage incident in prince george's county. a grand jury indicted officer travis ala with first and second degree assaults along with a weapons charge. he is accused of tailgating a family, forcing them to change lanes before he slammed on his brakes. a witness said he pulled out a

handgun and pointed it at the family on route 15 near route 301 in bowie last july. alan greenburg says ala has support from the department. >> this is not an officer we had disciplinary issues with. complaints of excessive force or things like that. he is, in fact, to the opposite. >> right now ala has been suspended because he is charged with a felony at the time of the incident he was on administrative duty. he is under investigation for a crash that killed three people in march. 4:49 and today you'll see a jump in how much you have to pay to ride vre. tickets cost 4% more across the board. the increase is paying for changes to help you and they include a brand-new spotsylvania station. watch out for big change physical you're one of thousands of drivers who use route 1. traffic being shifted to new lanes near the intersection with

southbound lanes are shut down as well. follow us on first 4 traffic for all the latest. >> thank you. tom is here with us now. i'll tell you, last night it woke me up and i usually sleep through storms and i thought i would lose a window. >> that stupid thunder was loud and a lot of lightning as it came on through. brief, heavy downpours got an inch of rain and right in the district. some ponding of water. if you look at the radar, you can see the storms are long gone and happy to be rid of them as they have pulled away, things are drying out gradually. getting a few lingering sprinkles and patches of green on the storm team 4 radar. just near charleston west virginia. and then east of martinsbering to near hagerstown and down towards the middletown in frederick moving in there over the next few minutes. else where pavement is beginning to dry out a little bit. still some ponding of water. the great news today lower humidity moving in. a pleasant day, but not going to last long as we get into

tomorrow as it will turn uncomfortable to sticky by tomorrow afternoon. we had this kind of up and down humidity change this week and we'll be on the drier side today and it's cooled down. the rain cooled the atmosphere. we're down into the 60s. everywhere from the mountains all the way to the bay except on the eastern shore. a few spots eastern down to cambridge and quantico is at 71. there's the capitol now under a clearing sky. in fact, sunshine breaking out here by dawn and then by 8:00, we'll be into the low to mid-70s. it will quickly jump, though, into the mid-80s by noon. and near 90 by 3:00. just a few high clouds coming through. lots of sunshine today. wear the sunblock if you're out for a length of time and then tomorrow morning low 70s and getting more humid on thursday and back the upper 80s. and now friday is looking kind of wet with showers off and on throughout the day with highs only in the 70s and then for the fourth of july looking good on

you're watching news 4 today. disturbing details coming out of the death of a maryland toddler who was found in a swing. investigators say that jerry lee had been there for almost two days. police found the toddler's mother pushing his lifeless body in the swing back in may. they say he was alive when she took him to that park. medical examiner ruled the official cause of death was dehydration and hypothermia. no word whether charges will be filed. the fbi wants your help finding the robber who held up a u street bank in broad daylight. look at some of the images here. he was wearing a hat yellow construction vest and gloves. this happened about 12:30 yesterday a time when u street here in d.c. is packed with

people grabbing lunch. the robber hit the suntrust bank across from ben's chili bowl. he got away by hopping on a metro bus. a warning from the sheriff's department this morning. deputies wants you to make sure you're locking your garages and cars. after a string of breakins between june 4th and this past weekend four different houses were broken into through the garage. and in two cases, the garage doors were left open and the doors from the garage to the house were unlocked. in the other two cases, burglars took garage door openers out of unlocked cars. davis deejays is out of business after 40 years in the district. since 1975 that company has been a go-to for parties across the dmv. some customers being left with no refunds and very little explanation. one couple is just a month away prom their wedding day and that couple is now out of pocket, coming out of pockt and looking
