brother. it's very hard for me to say these words. i was his roommate. and actually, yesterday we talked a little bit of the world fire games. >> reporter: declining the assistance of a portuguese translator, alexander manzan, also taking part in the world and fire games spoke about 48-year-old investigator carlos silva. he was killed in a horrific chain reaction crash after experiencing a tire blowout during a bicycle race held in prince william county forest park this afternoon. it was part of the world police and fire games hosted by fairfax county. >> he is a hero. he was doing what he is supposed to do, and that is to maintain readiness. >> reporter: just before 10:00 p.m., officer silva's body was escorted from the hospital by an honor guard from the fairfax county police department. >> he loved what we do. he loved to be here. he loved to train. and most of all, he loved his career and his daughter.

>> reporter: investigator silva is survived by a 13-year-old daughter. and officials here have asked us to ask you, everyone who is listening to send thoughts and prayers for the two officers who remain hospitalized here in critical condition. back to you. >> all right, jackie. there won't be any shortage of prayers going their way. tonight d.c. police chief cathy lanier is praising the coordinated response to what turned out to be a false alarm at the washington navy yard. an employee thought she heard gunshot there's this morning, and law enforcement didn't take any chances. we saw a huge show of force. the chief says the woman who called this in did the right thing. she spoke up after a gunman killed 12 people nearly two years ago at the navy yard, local and federal agencies have been practicing their active shooter response. but employees in building 197 never expected to go through this again. >> they say, you know, what is the chances of lightning

striking twice. well, never thought it would happen again. heard someone yelling get out of the building stay away from the cafeteria, get out of here. and everyone started running towards the exits. >> authorities locked down the navy yard for about two hours today so they could search each building one by one. >> d.c. police say that heavy law enforcement presence we all saw today is good practice for the real thing. mayor muriel bowser also made it clear the district will respond to credible threats. >> when we talk to our residents and visitors who want to celebrate independence day in the district of columbia, should it be very clear to everybody that we take clear and credible calls from our citizens and employees very, very seriously. >> people we talked with today said they were looking forward to enjoying the holiday and wouldn't let any potential terror threat change their plans. new at 11 tonight, we're hearing from the passengers of a flight that had to be diverted from dulles airport. a woman started making threats

on board a united express flight from st. louis to dulles and the pilot had to land the plane in columbus, ohio. >> i was told to put my tray up my computer away. and we were only about halfway through the flight. and then we just took a nosedive right towards the ground and did a really quick landing. i looked around. this isn't dulles airport. >> officers arrested the woman. an agent isolated the passengers and their bags in a far corner of the airport. a bomb-sniffing dog checked them out. they didn't find anything and united put them on a different plane back to dulles. a group that wanted to put up ads on metro featuring a cartoon of the prophet muhammad is now suing the transit agency. the american freedom defense initiative says that metro violated its free speech rights by banning political and religious advertising for the remainder of the year. the transit agency made that decision in may shortly after the prophet muhammad ad was submitted. the cartoon featured in the ad won a contest in texas, a contest that was attacked by two

men with connections to isis. a developing story tonight for all of you going through the process of applying for a federal security clearance. the office of personnel management says it will keep doing background checks but you will have to use old-fashioned hardcopy forms and questionnaires. earlier this week opm shut down the equip system and online databases that is used to complete and submit background forms. the site could be down for four to six weeks. whether you're hitting the road or staying close to home, this is a fourth of july story you'll want to hear. travel experts say it's shaping up to be an especially dangerous weekend on the road. news4's shomari stone is live near the beltway and chevy chase to explain why. shomari? >> reporter: well, chris, tonight hundreds of drivers have already jumped on the beltway for the fourth of july weekend. aaa is warning them to be careful and vigilant.

>> a little nerve-racking. >> reporter: nicia jordan isn't looking forward to driving to new jersey this fourth of july weekend. >> definitely worried about the traffic. hopefully, hopefully we're leaving early enough. >> reporter: she will hit the highway early friday morning to beat the traffic. and she is going to be extra careful. the national safety council predicts around 400 people will be killed on roads during the long independence day weekend nationwide. the most since july 4th 2008. local aaa officials are concerned because this year's fourth of july falls on a saturday. gas prices are relatively low. some people could drink alcohol. and you can't forget rain is in the forecast. >> when you mix huge numbers of people on the roads with holiday celebrations which unfortunately mean some unfortunately will choose to drink and drive and you add rain that's a recipe that unfortunately leads to tragedy. >> reporter: aaa says around 800,000 people will drive on d.c. area roads this weekend.

i think in terms of the rainfall, new data showing the moderate rains are going to be coming into our area much, much later now. and the heaviest rain is going to be trending more away from the area. so some good news there. more towards the south and west. let me show you what i mean. earlier today, i had the bars way up. much higher by friday evening. now some showers for friday evenings that more moderate rain is going to wait until any thunderstorms start firing off. that's going to be saturday afternoon. you can see the one-inch totals way over here now, culpeper and fredericksburg instead of way up here. still some wet weather will be moving through. but lots of dry periods. i'll show you when those will fall, the dry periods with maybe a little sunshine along with your fireworks forecast. we'll have that coming up. >> thanks vj. tonight the justice department says it hasn't found any connection between the church fires that have broken out over the past two weeks. preliminary investigation show two of the fires were started by natural causes and one was an electrical fire. investigators are still examining the other fires and say they will bring charges on

hate crimes if they have enough evidence. more than $3 million is going to charleston to help mothers of emanuel church and their families. anonymous donors have pledged the money for education. the scholarship was fund was started in honor of the reverend pinckney. he and eight others were killed last month during a bible study at the church. the fund is still accepting distributions and it could provide a college education for dozens of families. the sister of the man accused in the church massacre has pulled a go fund me site she was using for a canceled wedding. amber roof's site had raised more than $1600. we have this screen grab for you before she pulled the page. the profile said $5,000 to cover lost wedding costs, pay bills and fund a honeymoon. the couple said they would donate 10% of the money raised at the church. the shooting at the church

found inside a burning trash can. police say somebody shot 19-year-old heineken mcneil of southeast d.c. before he was burned. he was found in the trash on holbrooke terrace in the trinidad neighborhood. police are offering a $25,000 reward if you have any information which will lead to a conviction in this case. a little boy from maryland is in the hospital tonight and police say his mom's boyfriend put him there over a slice of birthday cake. the boy is in critical condition. the boyfriend is charged with first degree assault. police say the mom's boyfriend got mad because the 9-year-old ate a piece of birthday cake without permission. robert wilson allegedly dragged him into a bedroom, handcuffed him and beat him up. the little boy is from hagerstown, but he is being treated at children's hospital in d.c. a familiar name is joining the race for the white house. virginia's former senator jim webb is now in the mix for the democratic nomination. webb made the announcement today in an e-mail to supporters. he admits his bid is a bit of a

long shot but says america needs quote, a fresh approach to solving problems. last month an nbc news/"wall street journal" poll put him well behind hillary clinton but ahead of former maryland governor martin o'malley. republican candidate rick perry was in d.c. today for a speech focused on race. during an appearance at the national press club, the former texas governor criticized a lack of effort by republicans to appeal to black voters. he also said black families should hold democrats accountable for decades of what he calls unsuccessful anti-poverty programs. perry is promoting policies aimed at black voters like education reform and changing sentencing laws to keep nonviolent drug offenders out of prison. four couples are suing a court clerk in kentucky because she won't issue marriage licenses to same-sex couples. the aclu is joining the suit against clerk kim davis who says her christian beliefs prevent her from going along with last week's supreme court ruling. to get around it davis has
