the fourth of july festivities they have mapped. take a live look, here is the big bridge. we will be monitoring traffic and any trouble spots throughout the hour. >> we have live team coverage. meteorologist veronica johnson has the friday night forecast but we start with mark segraves live down on the national mall. mark? >> reporter: well, they are getting ready for tomorrow and there is a lot going on this fourth of july. you can see behind me this is the stage on the west lawn of the capitol getting ready for the national symphony concert with barry manilow and others. this is the 35th year for that concert. but things tomorrow start off at 11 in the morning and there are events that will go all day long until the final fireworks just after 9 p.m. in many ways the july 4th celebrations downtown will be like previous years. >> one thing people may not be thinking of is the national park areas are no-drone zones. so you can't operate land, takeoff drones from national park areas.

>> reporter: the folklife festival is under way. the national symphony will play and, of course, thousands will crowd onto the mall for the fireworks, but some things will be different, including a huge rock concert featuring the foo fighters as well as a baseball game. here's where you will find the five major events. the folklife festival on the mall runs from 11 till 5 with a concert at 4. the nationals play the giants 1591:05 tomorrow morning. the foo fighters concert with eight bands at rfk stadium starts at nan. the national symphony with barry manilow and others on the capitol grounds at 8 p.m. and the fireworks cap off the day at the other end of the mall. actor bradley whitford is hosting this year's capitol fourth concert for the first time. what could possibly go wrong? >> absolutely everything. that's why you want to watch. >> reporter: now the fireworks will hit tomorrow night at

9:09.30 and last for 17 minutes. you don't have to wait until tomorrow night. still time to come down to the u.s. capitol for the rehearsal concert. that kicks off at 8:00. you will be able to see all the bands and the film phony that will play tomorrow. vj shout weather going to look tonight for that concert? >> for the concert this evening, we are just fine. we are talking about a few showers that will be moving into our area but only a few and they are very light. some interruptions tomorrow, but mainly during the early part of our day as you will see. let's talk about this evening first. there's the showers, we have been tracking them. about an hour and a half from getting into areas of fairfax county and through prince william county. you can see just how light they are off to the west, around straussburg your evening forecast, if you are going out mid-70s by 9:00. isolated shower around and a better chance of rain as you get very late, 11 p.m., to midnight or so. and this time tomorrow evening yes, when the fireworks start going off around 9:00 there

could be an isolated thunderstorm around the area but most areas are looking dry right now. so some interruptions early part of your day. lesser chance happening as we get later and later into the day tomorrow. so, again, looking dry for most locations just a couple of minutes amelia segal will be back with a beach forecast from ocean city and rehoboth down to virginia beach and the outer banks. >> thanks, vj. breaking right now, a house is going up in names in prince george's county. this picture just coming into the newsroom crews are fighting a fire in the 3600 block of stone haul drive in beltsville. we know it is a single-family home and nobody has been hurt. we will get more information and update this later. right now, repairs are under way after a massive water main break left thousands of people without water in the laurel area. it has been 15 hours since the break and still no water flowing from the faucets. we found out the problem has delayed a summer tradition. >> i'm meagan fitzgerald where

some 30,000 residents are without water. in the meantime, they are told to grab a bucket and fill up at a local home depot. anne arundel public works officials took these pictures this morning, a water main broke in a wooded area. crews didn't find the busted pipe until 5 a.m. near loss creek and bayou bend boulevard. free water available in jessup near the water storage tank but officials say laurel park is closed today. they are hoping to reopen tomorrow, but will water be restored to homes by the fourth of july? we will have those answers coming up at 5:00. >> this is chris gordon at the alexandria police department, where detectives are investigating the city's first homicide of the year. the victim's family says he was hanging out with his cousins here on north fayette street when he was shot. 22-year-old shishen elliott tibs of wood bridge, virginia, was transported to an area hospital where he later died. his mother said she had a special relationship with her

son. >> he was my best friend. he really was. 'cause me and him, we shared a lot of things. we shared a lot of things. that he was there for me. >> reporter: all new at 5:00, why the family says they felt compelled to go to the spot to see for themselves where shishen was shot. >> thanks chris. a memorial is forming tonight at the reston town center for a police detective from brazil who died in a bicycle crash in virginia. tonight at 8:00, fellow officers are planning a vigil to honor effective carlos silva. he was riding in the world police and fire games road race yesterday when another rider blew a tire and caused a chain reaction. two other cyclists were critically hurt in that crash. they are still in the hospital. coming up, zachary kiesch talks to other competitors about this loss. first at 4, a woman from southern maryland is being held without bond right now, accused of giving drugs to kids. deputies arrested tabitha cassidy early this morning.

they say she had been hosting a party for some kids in her home in lexington park and they claim she tried to teach a 6-year-old to smoke pot. cassidy is also accused of giving marijuana to 13 and 14-year-olds who were at that party. no word on her relationship to those children. we are all being asked to keep an eye out for a missing child who may be in our area with a convicted sex offender. haley wilson is from tennessee and she is 14 years old. police think she is traveling with a guy she met online named benjamin shook. investigators say shook and wilson were last seen in sugar grove, virginia, when someone dropped them off near a camp ground last week. the u.s. marshals is offering up to $5,000 for any help finding her. another body pulled out of the water here in the district. investigators say someone walking along the anacostia river this morning made this latest discovery near benning road bridge. right now, we don't know who the victim is or how the victim died. this is the fourth body to be

pulled out of the water in our area in the past two weeks. police are looking for a thief who has been leaving a trail of selfies behind. they say this is the guy who stole a woman's cell phone in the hollywood area of st. mary's county. he has been taking photos of himself. if he looks familiar call police. a group that wanted to plaster ads of the prophet mohammed on buses and trains is suing metro. the american freedom defense initiative says the transit agency violated its free speech after refusing to post the ads. after the mohammed submission, metro banned all political and religious ads for the remainder of the year. the cartoon featured in the ad won a contest in garland, texas, that was the site of a deadly shooting. you hear the warping every year and this is the reason why. a woman in our area has severe injuries to several fingers after fireworks exploded in her hand. it happened yesterday in capital heights, maryland. investigators say the fireworks were illegal and this is only the second fireworks injury in

late wednesday night a has. a hazardous chemical released dangerous fumes. 87 people were hospitalized for links to that chemical exposure. a man is being detained in a mental health facility after threatening to kill the president. brian dutcher told a security guard at the lacrosse public library, he would take out president obama if he got the chance. then he told a local police detective he was serious. the president was in lacrosse yesterday to talk about his proposal to make workers eligible for overtime pay. a baltimore police van door was left open and what one person

more trouble for the baltimore police department which has already been the center of so much recent criticism following the death of freddie gray. nbc's kate amara has response to a controversial sign seen inside a police van. >> reporter: the department has launched an internal investigation after a viewer sent us four photographs of a city police wagon parked and left open. on the inside of the back door is a sign attached or possibly stencilled on "enjoy your ride, cuz we sure will." these were taken on baltimore street. the sign's placement makes it clear this is a message for people who are arrested to see

after they are put in the back of the van. and the doors are shut. when we asked the department told us, yes, it's real and said the photos have triggered an internal investigation. here's the statement from the department -- this incident also comes at a bad time for the baltimore police department with six of its officers charged in connection with the death of freddie gray. so in addition of questions of who posted the sign, when and how did it go undetected by police brass until now, there is also the broader question what kind of message does the sign send about the agency to the

people who live here? in the newsroom, i'm kate amara wbal, tv-11 news. neighbor confessed to killing a husband and wife in arizona and now he is talking about how and why he buried their bodies. jose valenzuela was an electrical contractor and had known mike and tina careccia for years. he shot them inside his home on father's day. police think he was high on meth at the time. he buried the bodies in their backyard and moved their car away from his home. he said he did meth with the car careccias but their family can't believe that. >> i'll sceptical about, especially tina. she was very, very dedicated to her children and she seemed focus on that. yes, i'm skeptical. >> the couple's family got worried when they found tina's purse at home. her husband, mike, was a pilot for united airlines and they had five kids. a new study seems to confirm a disturbing trend that police

say they have been seeing for years. as many as 30% of deadly attacks in our country are inspire or set off by previous mass shootings. researchers at arizona state and northeastern illinois university says the -- the research says the so-called copycat effect can last about 13 days after a larger deadly public tragedy, like what we have seen in columbine, at virginia tech, fort hood and just last month in charleston. they also say shootings are more common in states were guns are legal. we have been hearing lot about church fires down south, but the justice department says it hasn't discovered any links between them. investigators are still looking into the fires which have burned through churches in five states over the past couple of weeks. preliminary investigations show two of the fires were started by natural causes and one was an electrical fire. earlier this week, a senior law enforcement source told nbc news the number of church fires so far this year is not out of the ordinary.

a space case involving the internet. the organization that assignsism p addresses in north america ran out of those addresses on wednesday. the addresses identify every device that's connected to the net. when the system was designed 30 years ago, it offered 4 billion possibilities. a new system is rolling out that offers more than 340 trillion combinations but for now, anyone needing an ip address will have to wait on a list or buy one on the open market. it's been a five-day 5,000-mile journey powered by the sun. the impulse two airplane broke a record for longest solo flight when it landed in hawaii today. the fuel-freely if the from japan to hawaii was the riskiest leg on its journey around the world and the pilot fought through exhaustion a cramped cockpit and bad weather. this afternoon, we are waiting to hear when it will take off on the next leg of its journey to arizona. well, let's take a look at our weather this afternoon.

we have got folks outside grilling and they don't want any wet hot dogs tonight. >> yeah what do you think, vj? >> don't want any wet hot dogs tonight or especially tomorrow. and what the weather will really be providing some interruptions to some of our outdoor plans, but nothing that's going to have to be postponed. let me show you what i mean. the travel weather, heading out on the road tomorrow, looks like there is a lot of rain around the area indeed, some scattered showers and even thunderstorms hitting early in the day. this is 7 a.m., but watch what happens, there is d.c. pennsylvania here, virginia there. push the button. we get into around lunchtime, there's less rain showing up. and in fact a lot of that rain will be down here around fredericksburg, down i-95. you could see that's the weather front again pushing south. that's 3:00 tomorrow afternoon. so the chances continue to push more toward the south by tomorrow afternoon and tomorrow evening. let me show you in another way, for tomorrow afternoon and for -- actually, that's saturday afternoon, saturday evening, we will have moderate rain chances

for the afternoon, but then the chance really drops by the evening hours and so does are the intensity of anything that we get. we are still looking for some of the higher rainfall totals pocketed right down here, culpepper, around fredericksburg. in the green, a half-inch of rain or more around areas of gaithersburg, montgomery county and toward baltimore. d.c. could get a little bit more than that half-inch amount, too. humid and overcast for early in the day. again, scattered rain looking pretty likely. at 6, at 7, 8, 10 a.m. in the morning, 67 to 72 your temperature. grilling forecast for tomorrow, between 2 and 4 p.m., some pop-up thunderstorms, be ready to bring in briefly, cover things up. 81 by 6:00 just an isolated storm. so, best chance is during the afternoon, really to get out there maybe catch a little bit of filtered sun, still plenty of clouds around. again, watch for that pop of thunderstorms to get the kids back out of the pool. see the chances at 7 and 11 a.m., they drop by 3 p.m. and

is a serious health threat in the united states. public health officials say at least 48 million americans get sick with the disease every year. u.s. department of agriculture representatives say many cases can be prevented by adopting good food handling practices. >> you want to make sure you wash your hands and surfaces often. make sure you separate your raw meat and poultry from ready-to-eat foods. cook your meat and poultry to a safe, internal temperature and chill foods promptly. >> reporter: rinsing raw meat doesn't make it cheaper. all it does is get your sink very dirty. >> because that water splashing all over your sink, that bacteria gets everywhere else. it can get on your counter tops on other foods on yourself, on kitchen towels. >> reporter: food-borne illnesses are more common during the summer months because harmful bacteria multiply faster when foods heat up in warm temperatures. experts say meat and poultry should be put on the grill right away once they are brought outdoors and kept at temperature above 140 degrees or warmer until they are served. >> if you're not going to eat

>> pat i would take the umbrella, pack the poncho, but i think for fireworks, about 90 to 95% of us are going to be just fine. if you are heading down to the national mall to see the fireworks display there here is what you can expect. first i want to show you sky cast four, take you throughout the evening hours the sun is going down, notice we are looking at for the most part, mostly cloudy skies, once the fireworks start to go off. dry conditions, i think. so 6 p.m., a storm is possible temperature around 7. 9 p.m. most likely dry for the fireworks show. mid-70s. so mild. midnight, still at 72 degrees. here is the latest on storm team4 radar, where i am tracking some rain making its way into fauquier county, eventually moving into prince william county. if all also remains equal, this could start to bring rain drops inside the beltway before 7 p.m. coming up in a little bit veronica's going to have the foo fighters concert if you are heading to -- if you're heading there exactly what you can expect. i'm melissa molette with

your first four traffic. info for this weekend. on the rails, saturday trains running on metro from 7 in the morning to 3:00 sunday morning be. the mall entrance entry only after the 9:30 at night because of all those folks enjoying fireworks. smithsonian station open all day a little info for you there. here is some advise, i would say try to ride just one line, if you can and transfer, if you can, by walking. gonna save you some time perhaps and keep you away from some of those bigger crowds. those peak fares starting after midnight saturday into sunday because of those big crowds and there is no scheduled track bork. that, of course, helps a lot. roadwork, no scheduled roadwork around town this weekend as well, only emergency roadwork could pop up. as far as parking for capitol fourth, of course going to have restrictions in place new jersey avenue between c street and constitution those restrictions happening there. have a good one, have a safe one. see you later. changes coming to the i-95

forecast coming up. in news for your health, researchers trying to develop an hiv vaccine just received some promising results. the team of scientists in boston tested the vaccine on monkeys. half of the animals given the shot saw complete protection against the simian immunodeficiency virus, which is very similar to hiv. scientists hope these results can lead to evaluating how that vaccine might work on humans. more attention being focused on the vaccination battle, now that the nation has recorded its first measles death in 12 years. health officials in washington state say a young woman died after contracting measles during an outbreak in her area last spring. they believe she was exposed to the virus when she was in the hospital for something else. someone she came into contact with during her treatment later developed measles. >> she had a very devoted family and this family is never going to be the same because of her death. >> now the measles patient had

it is one of the most popular tourist destinations for folks from our area. right now, folks there are on high alert because of sharks. nbc's sarah daloff has the latest from the outer banks where seven people have been bitten in the past three weeks. >> reporter: waves of visitors are expect aid long the coast this weekend but after a string of people bitten by sharks off the coast of north carolina, worry of more potential attacks are keeping some close to the shore. >> i don't normally worry about this at all, but because of the frequency and the -- and the distribution, i'm concerned. >> first responders respond to lifeguard beach. we have a subject have an an injury from possible shark. >> reporter: the latest victim, andrew costello now in good condition after a shark bit him on the leg, hip and both hands. it was north carolina's seventh

shark encounter in three weeks, a record. but this weekend, officials have decided not to close any beaches. >> i am reviewing, also with a public safety personnel, to make sure that we have the personnel in place to respond to any potential emergency. >> reporter: in writesville beach so far, no dangerous encounters. officials and vacationers hoping it stays that way through the holiday weekend. but even experienced surfers are extra alert for danger. >> more likely -- less likely to go out, let the kid goes out and paddle out by themselves. >> we will go in the water but we are a little nervous. >> reporter: watchful eyes on the water and what could lie beneath the service. in wrightsville beach, north carolina sarah daloff, nbc news. three days after richard matt broke out of prison, his daughter got a letter from him in the mail that's according to the buffalo news, which reports the letter was postmarked before june 6th the day he escaped. and it reads, "i always promised you i would see you open the

outside. i'm man of my word." well that never happened. federal agents shot and killed matt last week. authorities say his daughter had no idea he was planning an escape. more than $3 million is going to charleston to help members of mother emanuel ame church and the church's families. anonymous donors pledged the money for education. the scholarship fund was created in honor of mother emmanuel's pastor, the reverend clementa pinckney. pinckney and eight others were killed last month during bible study at the church. maximum thrust and liftoff. >> and with that, an unmanned russian cargo rocket is on its way to the international space station. the rock setet is carrying water, food, spare parts and experimental equipment and should arrive sunday. two recent missions failed so the iss crew is anxiously awaiting its arrival. a mother in california has a facebook photo to thank for a long overdue family reunion. hope holland says her son,
