brazil onpolice officer killed in a tragic accident at the world police and fire games. developing right now, our newsroom is getting flooded with complaints from people with no water hours after crews told us they fixed the problem. >> "news4 at 11" starts now. >> off the top at 11:00 we're less than an hour away from the fourth of july. and tonight we have live team coverage to make sure you're ready for the big holiday weekend. hundreds of thousands of people are going to be on the mall. and news4's darcy spencer is live with what to expect down there. but first keeping a close eye on the forecast. >> absolutely. we've had a little bit of change there. we've been tracking all of them right now on our storm team 4 meteorologist veronica johnson has what mother nature has in store for you. >> that's right, guys. it's still looking wet for the morning, but now i'm seeing less my moderate or big heavy rains coming through for the morning. it's still looking like we're going to have the pop-up thunderstorms during the afternoon.

again not anything terribly heavy for the morning hours. showers coming through the area right now. we're wet through prince george's county and rain around areas near hancock. so saturday morning, yes, some scattered showers. we're 70 to 74 degrees. then a pop-up thunderstorm. and i'm going with late-day sunshine now. i do think we're going to start to see the clouds thin out in just a couple of minutes. when i return, we'll have your fireworks forecast for you and a look at all the events going on around town. >> all right, thanks, veronica. if you have plans to celebrate the fourth in downtown d.c., we have a lot of information for you. news4 has everything you need to know about tomorrow's goings on. let's begin with darcy spencer. >> wendy, as you know, one of the great things about the fourth of july in washington is the capitol fourth concert. every year the night before they hold a full dress rehearsal. they brought back a little disco.

♪ ♪ shake, shake shake, shake your booty ♪ >> kc and the sunshine gang rock the capitol dress rehearsal. thousands turned out for the sneak peek on the west mall. >> we come every year for the dress rehearsal. it's just the same as tomorrow without the fireworks and big crowds. >> what are you looking for? >> barry manilow. ♪ >> reporter: but early on there was rain. many came prepared with umbrellas. one couple brought a shower curtain liner. >> it should be letting up soon. so a little rain can't ruin our evening. but i'm hoping it will end. >> reporter: security around the capitol and the national mall heightened for the fourth of july weekend there is no specific threat. >> there is always the potential threat especially in the nation's capitol. but i feel very confident in our national security. >> reporter: tourists and locals

packed the mall for the festival. many in town for tomorrow's parade and main attraction. >> fireworks and just camaraderie of everybody enjoying themselves and having a good time celebrating the fourth. ♪ and the rocket's red glare, the bombs bursting in air ♪ >> reporter: she had just an amazing voice. if you are planning to come down to the concert tomorrow, keep in mind the gates open at 3:00 tomorrow afternoon. it is free. no tickets are required. be prepared to go through security. the concert itself starts at 8:00. back to you. >> thanks darcy. it is going to be a jam-packed day for you tomorrow. let's take a look. the folklife festival starts at 11:00 in the morning. but if you would rather take in a game of baseball the nats play the giants around the same time. then at noon, the foo fighters all day kicks off. but the foo fighters don't take the stage until after 9:15. as for the capital fourth

concert on the mall it starts at 8:00 and the fireworks show at 9:00. >> with all the events going on tomorrow it's going take a bit longer to get around town. metro expects as many as 700,000 passengers to ride the buses and trains saturday. but you'll pay all peak fares until midnight and garage parking is free. as the night goes on metro will increase the number of trains in service. >> what we're going to have is service ramping up starting around 2:00 to near rush hour service starting around 6:00 until after the fireworks to be able to handle that capacity crowd. >> you could go to our website or to get more information on how to get around as well as the fireworks finder. just search "fourth of july." and more than four hours after crews say they fixed that massive water main break in the laurel area some people say they still don't have any running water. crews started fixing the break near the little pawtuxet river around 3:00 this morning. 16 hours later, the county announced all fixed. customers could start using

their water again. but we got a lot of calls tonight about service still being off. and we're trying to get answers for you. so far no one from the department of public works has returned our calls. 30,000 people were without water for the day. and surveillance cameras got a good look at him. d.c. police say this is the man who robbed the wells fargo bank on alabama avenue in southeast this morning. this is the second time this week that a man wearing a fisherman's hat has robbed a bank in the district. but right now investigators say they don't believe there is a connection. he was just 22 years old and his mother's pride and joy. but shakon elliott tibbs died last night what when is alexandria's first murder of the year. he was shot to death. so far no suspects are in custody. his mother didn't think she would ever have to grieve like this again. >> i really lost a son at the age of 8. he was hit by a drunk driver.

and now him they were 20 years apart. >> investigators have not revealed a motive for the murder but are asking witnesses to come forward. he was supposed to be headed home to brazil this weekend after a once-in-a-lifetime experience. tonight fellow officers and athletes are paying tribute to a police detective who died in a bike crash. the world police and fire games is mourning the death of carlos silva. jackie bensen is in reston where they held a memorial for him. jackie? >> reporter: well i want to show you what is going on rear height now. take a look behind me. this is a memorial that i'm going call a living memorial because people keep coming up even at this hour and putting down flowers and votive candles and police patches. part of the outpouring of tribute to brazilian police inspector carlos silva.

[ bagpipes playing ] . with little time to prepare organizers crafted a service of solemn dignity and honor, befitting the loss of brazilian police officer carlos silva. he died yesterday afternoon after a tire blowout caused a chain reaction collision during a bicycle race that was part of the world police and fire games. fighting tears, his teammates remembered the man known for his wide smile and love of his job and his family. >> to be shown to the world the police of brazil. a perfect man, a perfect father, coworker best friend and a human being that i can't explain with words. >> reporter: team members and rs were brought to tears as a recording of brazil's national anthem was played. chaplains from the fairfax county fire and police department spoke words of

people rushed to the hospital tonight their car crashed into trees. this happened on new hampshire avenue in the brookeville area. two people trapped had to be pulled from the car. no word on what caused this. also new tonight, the wind may be to blame for a deadly helicopter crash at a hospital in colorado. it had just taken off from a hospital in frisco, colorado when it crashed into the parking lot. there were no patients on board, but the pilot was killed. a paramedic and a nurse on board badly injured. the ntsb is investigating. a long-time leader in the mormon church has died. boyd packer was an elder say it'sman of the church of latter-day saints and gave some of the boldest speeches in the church's history. he died of natural cause at the age of 90. did you go to nautilus for middle school?er >> oh my goodness.

dozens of people say it was terrifying and traumatic. trapped on board a ferris wheel that got stuck 400 feet in the air. the orlando eye stopped working this afternoon because of a computer malfunction, and it took firefighters three hours to get all 66 riders off the ride. the good thing is no one was seriously hurt. but some people did complain of heat exhaustion. and floodwaters are wiping away some holiday plans in illinois. campgrounds parks that are usually packed for the fourth buried under as much as eight feet of water in peoria.

and there are serious health concerns now that that floodwater has overtaken the sewer system. new tonight, donald trump is double do you think on immigration. he is making more controversial comments, this time in reference to a murder in california. police have arrested a man for shooting and killing a woman on a san francisco pier. we've learned that francisco sanchez is a career criminal who has been deported to mexico five times. and when trump heard about that, he released this statement. this is yet another example of why we must secure our border immediately. this is an absolutely disgraceful situation, and i am the only one that can fix it. nobody else has the guts to even talk about it. trump called out other republican candidates in a tweet criticizing them for not speaking up. fights like this one have some parents and teachers at forestville high school in prince george's county demanding a change. that school used to be a full military academy, but declines

in enrollment led the academy to admit local children who do not have to follow the military rules. parents want the full military academy back. but a prince george's county spokesperson says that is not on the horizon. and they're cute, but these two lion cubs are soon going to be heading to an animal sanctuary after concerns that they could attack people. the 10-month-old cubs are living in a crowded refugee camp in gaza. their owner bought them, purchased them from a struggling zoo. an animal rights group picked the cubs up today. they'll head to a sanctuary on sunday when the israeli crossing reopens. >> those cubs get pretty big even by the age of 2. >> they shouldn't be around people. they really should be in a sanctuary. so what is the -- 9:00. >> yes. >> let's just look at 9:00 tomorrow night. let's just start there. >> we'll have our own fireworks. not any mother nature fireworks

going off. it's not looking stormy. i'm optimistic because with every run the last couple of guidance that has come out says it is looking dry for 9:00. so thumbs-up there. but still some wet weather will be moving through during the early part of our day especially there it is. you can see that we've got a brief interruption possible from some of the weather, but no need to change your plans. and that's the good news. one of the other things that we're going to find, folks that even when we're not on the air, you can still watch our forecast. we're going to be updating it constantly on nbcwashington.com. so here it is. at 7:00 a.m. and 11:00 a.m. your higher chance to see the rain is a 60% chance by the afternoon, only a 30 or 40% chance. by 7:00 8:00, 9:00, we're down to a 20% chance. we get better and better throughout the day. we start out humid and overcast. yes, there will be rain early. upper 60s to low 70 your wake-up weather. take a look. here is storm team 4 radar. the showers moving through the area now.

but not seeing anything heavy. i'm not seeing any lightning here. all the heavier rains down here around norfolk and areas just south of charleston in west virginia. going to the nats game you will need the poncho, because there could be some showers around. that game starts at 11:05. again, showers best chance early. we could have a delay. maybe the seventh inning stretch. 78 the temperature. 80 degrees with limited sunshine throughout the day tomorrow. so temperatures are going to be held down. and it could be one of our coolest fourths in quite some time in more than a decade since 2004 there is the pop-up storm i'm talking about that could fire during the afternoon. so just be ready to go to take things inside. we have rain coming through around 5:00, 6:00. some embedded thunderstorms. by 9:00 mainly dry across our area. and you can see how the clouds really even started thinning out. maybe a little shower around fredericksburg or way up to the north. so for the concerts, it's looking dry for the foo fighters. they're at rfk on the national mall. maybe a thunderstorm coming

through briefly. and most likely the fireworks, they're just fine. they get a green light too. we get up to a high of 82. areas north and west hagerstown martinsburg. mid-80s down to the south. here it is the fourth of july fireworks. again by 9:00 we're mostly going to be looking at some thinning clouds and dry conditions. 9:00, 75 your temperature as we go into early sunday morning, some late-day fog for saturday. 73-76. as we move on into sunday, take a look at these temperatures. while we've been on the cool side we're going to start to see some temperatures closer to 90 degrees start to pop early next week. tuesday, 89. close to 90. we're at 90 i think on wednesday. and even upper 80s for friday this time. so, again, all important, just have a backup plan ready to go there could be a little brief interruption. but fireworks time, we're fine. >> all righty. good to know.

i'm melissa mollet with your traffic. some info for this weekend. on the rails saturday trains running on metro from 7:00 in the morning until 3:00 sunday morning. the mall entrance is going to be entry only after 9:30 at night because of all the folks enjoying fireworks on the mall. the smithsonian station will be open all day. just a little info for you there. here is some advice i would say. try to ride just one line if you can and transfer if you can by walking. it's going save you some time perhaps and keep you away from some of the bigger crowds. the peak fares are going to be starting after midnight saturday into sunday because of those big crowds. and there is no schedule track work. that helps a lot. roadwork, no scheduled roadwork around as well. only emergency roadwork could pop up. as far as parking for a capitol fourth, going have restrictions in place. new jersey avenue between c street and constitution. those restrictions happening. have a good one. have a safe one. see you later. >> thanks, melissa. >> did you get all that?
