[ sirens ] a recorded announcement followed e-mails and internal notifications that this was not a drill. >> we want to be able to set up a perimeter around make things safe for the thousands of people on this campus. >> reporter: the word went out for everyone of the more than 8,000 employees and nearly 300 in-patients to stay where they were. traffic in front of the facility was stopped completely and cleared. there was no shortage of police agencies involved, both within facility and without. >> u.s. customs montgomery county police metro transit, "ncis", montgomery county sheriff, maryland state police, the security and law enforcement personnel that are on this campus, howard county, maryland, police, national institutes of

health police, atf, fbi, secret service and department of homeland defense. >> reporter: security teams began a systemic search of building one, 20 floors had to be cleared, every square foot searched. nearly five hours later, another siren, another announcement, this one much more welcome than the first. it was the all-clear. >> all-clear. all-clear. resume. >> reporter: and of course, the best possible outcome in the situation and no one is criticizing the person who reported what they thought was a gunshot. this is exactly what authorities want people to do. they want to be able to sort this all out. jim, back to you. >> derrick ward, thank you. a better look at the walter reed national military medical center. this map gives you an idea why it took so long for police to search that campus, 243 acres. today's scare happened in building one. that's the tower in the front of the complex. it's a prominent building that can be seen as you drive by on rockville pike. for three hours, workers inside the complex were told to shelter

in place while many outside waited for any sort of group date. news4's meagan fitzgerald continues our team coverage. she was live on our air for hours today. >> reporter: many of the folk wes spoke with were leaving gate two behind me here at 2:00 when they were given the all-clear, of course, very relieved this ordeal was over and very grateful to law enforcement for their, aggressive response. >> your attention. your attention. all personnel are directed to shelter in place. >> reporter: this is not the scene anyone wants to walk into when trying to head to work or make an appointment. >> some reports of a possible active shooter but there's nothing confirmed yet. >> reporter: questions looming around walter reed medical center of whether or not a shooter was inside. some employees received text messages. others were waiting to hear from people they knew inside. but mostly, everyone had a sense of calm even though they didn't

have much information about what was happening. >> what i've learned is how wonderful the reaction is the security personnel. so it's very comforting. >> reporter: what was even more comforting was when the all-clear came at around 2:00. >> resume all operation. >> reporter: when those on lockdown were able to leave and go home. >> we hear that there's an active shooter alert, told to get inside under cover get down that what's we did >> a lot of calm because a whole bunch of military veteran, combat veterans so, we are all -- kind of all of us have experience. >> reporter: while many veterans say they found security in their own experiences others say they turn to a higher power and believe that whatever was happening was under control. >> no. i have strong faith. and do you what you're supposed to do and if things happen, then they happen. >> reporter: yeah and one woman we spoke with said you know, it might have been an inconvenience

but it also shows that people are aware of their surroundings. if they see something or hear something, they are saying something and that's precisely what law enforcement want to get across to people, is that importance of letting them know if they see something suspicious. now, coming up at 6:00, we spoke with a woman who was inside during the lockdown. she detail what is that experience was like. wendy? >> thank you. during that lockdown one worker inside walter reed did speak us to by phone about what happensing inside the secured rooms. we have been in hiding. we have to basically evacuate all the hallways, turn off the light, put all the patients and personnel in safe areas, safe zones and lock up all the lights. contact our family about what's happening. the scare at the national naval medical center comes just days after a similar lockdown at the washington navy yard. at that installation, a worker reported hearing a gunshot thursday about 7:30 in the

morning and police ordered everyone at the navy yard to shelter in place. teams combed the campus. police found no signs of a gunman or no sign of a shooting. our team coverage continues with news4's tom sherwood taking a closer look at the massive police response at both military facilities. [ sirens ] >> reporter: it was bethesda today. the navy yard thursday. almost back-to-back police alerts within days of each other, prompting massive responses from law enforcement and military officials. montgomery county police captain paul starks on rockville pike today. >> military, federal county, state. who's coordinating all of this? >> it's a -- it's a joint venture. of course we are assisting our many local and federal partners here on the scene also fire rescue, too on the scene not just a law enforcement action. >> so it's rockville pike returned to normal today, security consultants and officials say they all have a to

deadly stabbing. new at 5:00, a maryland state trooper accused of forcing a woman to perform a sex act on him. investigators tell us officer brian tucker agreed to pay the woman for sex but during that enkoirngten encounter, the woman says tucker forced her at gunpoint to engage in other act. he has been charged with first degree sex offense and a handgun charge. the gun in question not the trooper's duty weapon. it is a sad case that so many of us have been following and tonight the maryland boy who was beaten for sneaking a piece of birthday cake has died. 9-year-old jack garcia was in children's national medical center with injuries to his back, his legs and his stomach. his mother's boyfriend robert wilson, is now being held on $1 million bond. hagerstown police say wilson handcuffed the little boy last week for eating cake without permission inside the apartment where he lived. and a teenager -- >> a teenager from our area

drowned in what appears to have been a terrible accident at lake anna in virginia. crews pulled 19-year-old justin briggs' body from the lake yesterday. briggs is from fairfax and graduated from langley high he had been reported missing after attending a fourth of july celebration at a lake house. investigators believe he may have slipped on the edge of a dock pontoon boat and hit his head before falling into the water. the secret service opens up on a rare tour that you will see how they are preparing for the pope's visit and what changes are in the works. new details about a deadly home invasion. how police say the homeowner knew the man he shot and killed sneaking in through a window. the baby abandoned. we are going to heart first 911 calls.

jackie bensen has word from the u.s. attorney's office. >> reporter: we asked the u.s. attorney's office why spires was out of jail after that earlier arrest for what we also understand was a robbery. we are basically told that based on the evidence that they had at that time, based on the charges they could bring against him based on that evidence, and the fact he had a minimal criminal record, the -- they let him go he was allowed to go until the next court appearance. but still, a lot of people have a lot of questions about this -- why this man was still out on the street. now, we are told the patrol officers from the fourth district arrested spires again this afternoon, in the 4800 block of georgia avenue north best. it's not clear why police were able to identify and release a picture of spires just hours after the fatal stack, which happened saturday after near at metro's know ma station. the victim, 24-year-old kevin sutherland is a graduate of american university who had brief cubs wouldly worked on capitol hill. now, coming up on news4 at 6, we

will hear a detailed statement from the u.s. attorney's office attempting to answer the question that many people have when they are learning the facts of this case as to why spires was out on the street in the first place. live at d.c. police headquarters jackie bensen, news4. >> a young man in leesburg remains in critical condition this evening after shooting went off during a fight. the victim in this case is 21 years of age. we are told he was shot several times friday night along rhonda place southeast in leesburg. jacob consistencicy is now being held without bond. we are told the police think they also have the gun used in this shooting. a prince george's county teacher is accused of calling a student a little osama bin laden. now a civil rights group is calling for a federal investigation. the teacher at benjamin tasker middle school in bowie was heard saying, you terrorist you little owe sam marks you have a bomb in your locker. it came after an argument between students this past school year. the council on american islamic

relations says such offensive remarks are particularly troubling because they come from a faculty member who was entrusted to maintain a safe, inclusive classroom and serve as an example for her students that's a quote. president obama says the u.s. military is making progress against isis in iraq and syria but a lot to do overseas here at home he spoke after a pog briefing on isis that wrapped up about an hour ago. >> we are doing a better job at preventing any large-scale attacks on the homeland. on the other hand, the small individual, lone wolf attacks or small cells become harder to detect and more sophisticated using new technology and that means we are going to have to pick up our game to prevent these texts. >> republican critics have urged president obama for more robust response to isis but the president said today's review did not include any plans to send additional forces overseas. south carolina lawmakers take an important step in

removing the confederate flag from state house grounds. in a special session this afternoon, the state senate voted to take don't flag. the bill now moves to the house. that flag has been controversial in the state for decades but momentum to take it down gained steam after the church mass sack they're killed nine people in charleston. the suspected shooter showed an affinity for the confederate flag. >> it is not about the history. it is not about heritage. it is not about hate. it's about how to heal wounds that stretch back many many years. >> if the bill pass the house it moves to the governor, who says she will sign it. a summer celebration outside and suddenly, a deco lapseko lapses. we have details about the incident that sent a northern virginia family to the hospital and a warning of -- the warning signs you need to look for. and neighbors are calling for change in the community where a d.c. family was tortured and murdered.

right now at 5:30, a frightening three hours ends at walter reed with nothing found but just like last week at the navy yard, a report of gunshot sent the huge medical complex into lockdown today and led to a huge police response. >> chris lawrence is at our live desk with a closer look at how this all unfolded. chris? >> reporter: a massive sweep but no evidence of a gunman or shots fired at walter reed. this all started this morning just before 11. someone called 911 and said they heard a gunshot inside building one. police put the campus on lockdown and around 11:40 alarms started going off. a signal for workers and patients to shelter in place. 12:40, we saw workers evacuating the building with their hands up. and as they were coming out, police and canines searched all 20 floors of that building them didn't find anything and just before 2:00 this afternoon, officials finally gave the all-clear. it was a tough tense few hours

for everyone at walter reed. last week, same sort of put the washington navy yard on lockdown police didn't find any evidence of a shooting there either. >> all right, thank you chris. a lady home inraising is in prince george's county involved two former romantic partners according to police. it happened early this morning in upper marlboro a homeowner reportedly shot his ex, who is accused of breaking into the house much as news4's strays wilkins reports, neighbors in that community are on edge tonight. >> nothing random. i have been here for over 13 years. there's no incidents like this ever happened. >> reporter: people who live in upper marlboro's exclusive meadow gates estates knew right away today's deadly home invasion was somehow personal and they were right. >> i have been here 15 years. the first time anything happened like this. >> reporter: according to prince george's county police, the man who tried to enter this home inside this gated community knew the homeowner. police say the two had been

involved in a romantic relationship. this is a very quiet community and something that's very unusual. >> what did you hear this morning? we spoke with someone by phone who was inside of the home at the time of the shooting. he said he heard the gunshot and then heard the suspect yell out, "you shot me. you shot me." the homeowner cried out "i didn't mean to. stop breaking into my house." the suspect has been identified as craig corbin jar of baltimore. the shooting happened just before 3 a.m. core bip was found dead on the property. >> you have the right to defend your home. people can't just go around busting in windows with screw drivers. >> reporter: will there's not word if the homeowner will face charges at this time. he is not in police custody. >> i don't want our home owners to think this it is something they need to concern themselves. it was an isolated incident and everything seems to be calm right now. >> reporter: at 6:00 turns out has been arrested inside of this home before. in upper marlboro, i'm tracee wilkins, news4. some neighbors near the northwest d.c. mansion where five people were murdered now

want that house to be torn down. people who live along woodland drive here behind the cathedral say what happens to the savopoulos family is still taking a toll on they will. many children walk past the house to get to school every morning. their parents say the sight of the mansion is a constant reminder of the tragedy. so far news4 has no indication that the home will be condemned. a deadly shooting on a san francisco pier is refocus the debate on immigration policy on what's called deportation sanctuary. the alleged gunman, fran cisco sanchez, admitted to killing kate steinly. he says it was an accident. sanchez is an illegal immigrant from mexico who has been deported five times before last wednesday's shooting. in a jailhouse interview he said he kept coming back because he knew that the local police would not turn him over to the feds. homeland security secretary jeh johnson today urged so-called sanctuary cities to stop resisting and start working with them on deportations. >> you have an undocumented in

of what they say are repeated instances of shots fired during the night in the months and weeks leading up to the homicide. leslie zuban is president of the residents aassociation, lived in the area since 1980 n recent months, she says she has called police three times during the night when she has heard gunshots. last thursday night, a 22-year-old woodbridge man visiting his family in the neighborhood was shot to death. no arrest has been made yet. she is eager to speak to the police chief tonight. >> as someone who has lived in the neighborhood 35 years, we have rash of shots in decades. we are very concerned because we believe that community policing has really been weakened in this neighborhood and needs to be beefed up again. >> reporter: not everyone in the neighborhood shares her view. at 6:00, another view and what the citizens association will ask the police chief to do

hundreds of people turned out for the first mass of pope francis in south america. he tell celebrated a mass dedicated to family praising them as the bedrock of society. he said miracles occur every day inside a family because of love. he heaps meeting with bishops will come up with concrete solutions to the difficult challenges facing families these days. the pope won't be in our city until september, but law enforcement agencies are already preparing for that visit. >> mark see graves spoke one-on-one with the director of the secret service today about what the papal visit will mean for us and how the agency is preparing. ♪ >> reporter: pope francis arrives here in d.c. on september 22nd and he will be here for three days. he will meet with president obama, say mass at catholic university and address a joint session of congress before heading to new york city and philadelphia. director clancy says his agency is already coordinating with

[ tires squealing ] at the secret service training facility, mark see graves, news4. five members of a northern virginia family are still hospitalized this evening after a 14-foot-tall deco lapsed on the fourth of july. it collapsed because of old rusting nails much the family was renting this house in north carolina, in a north carolina beach. more than two dozen people gathered on the deck saturday evening for a family picture. among those injured a child and a 94-year-old. inspectors found no building code violations when they checked that deck but even well-made decks can have problems. montgomery county's residential inspectors say you should limit how many people are on a deck at once. the more weight, the greater chance that deck could fail. and every deck needs to be well
