next weather and traffic on the 1s at 5:11. now about that problem on 95, what's going on with it now melissa? >> taking another look, it looks like it's getting better. virginia at 95 southbound through dumfries some of that congestion easing up a little bit. you can see as you live drive here, headed southbound there gets a little nasty through triangle and opens back up. now the delays are about a mile and a half. so that of course is just a little bit better. just spoke with police about this crash in laurel, between whiskey bottom and 198. no problems on the beltway and overall, prince george's county looking quite good. back in ten minutes. see you at 5:11. >> thank you. police arrested a man for a deadly stabbing on board a metro train. he will be in court today. news4's zachary kiesch has new things we are learning about that man. good morning. >> reporter: good morning, aaron. we know this isn't his first run-in with the law. his name is jasper spires. he'll be behind me here at d.c.

superior court at 11:00 a.m. this morning. he's accused of the july 4th stabbing at the noma metro station. now police say spires stabbed kevin sutherland, 24-year-old american university graduate, a political strategist on his way to go meet friends on the fourth of july. he was a man with big dreams and big potential. we heard from one of his former roommates. >> just being with him every day, you miss the little things so much about him. you don't realize that until he's taken away from you. >> reporter: we also learned that spires was arrested on a robbery charge just last week and he was released because of a lack of evidence in that case. police also believe that this robbery -- this was a robbery gone bad on the fourth of july that led to sutherland's death. reporting live here at d.c. superior courting back to you in the studio. >> zachary kiesch, thank you.

5:03. right now the prince george's county police are looking for a suspect in the shooting in oxon hill. someone shot a man near the d.c. border around 9:00 last night and the victim is in critical condition. the police are working to learn a motive. this morning fire investigators in suitland are trying to figure out what sparked an apartment fire. this happened on silver park terrace last night. the fire broke out on the top floor of that building. today closing arguments will begin for prince george's county man charged with ordering his uncle's murder. brian mayhew is serving a life sentence for the killing of man in the district in 2011. prosecutors say mayhew had someone kill his uncle nicoh to keep him from testifying against him in the murder trial. stanley winston and anthony cannon are facing murder charges in the death. the 18 driver in a deadly crash in potomac is out of the hospital and back home.

an attorney for samuel ellis says he's in agony over the crash that killed li and murk. it happened two weeks ago. on the way back from a party, ellis flipped a car and crashed into a tree. police say underaged drinking took place at that party. officers found beer cans inside the car. ellis has not been charged in this crash. 5:04 right now. hundreds of people in the district want renowned d.c. chef jose andres to dump donald trump. a petition says andres should back out of his deal to open a restaurant at the future trump hotel in the district. that hotel set to open in the old post office pavilion next year. it comes after recent comments he made about mexican immigrants. andres is from spain. he replied to one tweet saying his views on immigration are clear, that all men and women should bed respectfully regardless of their status. the shooting and killing of a woman in san francisco fuelling the immigration debate

there. francisco sanchez a mexican national is expected to be arraigned today for the shooting of kathryn steinle earlier this month. sanchez is an undocumented immigrant who has been deported five times. he admitted in the jailhouse interview that he came to san francisco because of the sanctuary status. the city bans police from asking the suspects about their immigration status. he was released even after immigration agents asked local officials to hold him. new this morning a security threat midair. take a listen as the pilot tells passengers what's going on. >> a threat against this aircraft, so we'll have law enforcement come over and take a look. >> so a passenger took this video on his phone. this is shortly after takeoff. u.s. airways flight 1865 was headed from charlotte to st. paul, minneapolis, when it had to go back to charlotte.

welcome back. new this morning the search for the body of a hiker killed in the ice cave collapse is now suspended until the sun comes up. the collapse happened at the ice caves in washington state yesterday. one of the people is in critical condition. these are a popular spot for tourists. the u.s. forest service says they can be incredibly dangerous in warmer weather. the high temperature yesterday was 80 degrees. a florida state football player is off the team after video surfaced of him hitting a woman in a bar. it shows deandre johnson and the woman jostling for position on the bar. johnson swings back at her face. police charged him with misdemeanor battery. it is 5:11.

laurel crash. >> update an the laurel crash. we spoke with police, it is still there. a tow truck on the scene there. between whiskey bottom and 198 is where this crash is. it is an overturned vehicle which is why it can take a little time to get out of the roadway here. 95 south through dumfries, loosening up a bit. 57 miles an hour. 66 into town and out of town don't have any issues there. 270 at shady grove road, moving along nicely. and near 270 this is the road work that popped up yesterday. it is still hanging around this morning so a warning there with the right lane blocked. back at 5:21. while you were sleeping a southwest airlines flight was forced to make an emergency landing. >> what caused the plane to land before it was supposed to as well as a look at some of the video just coming in to the newsroom this morning. and the end of a 495 express

so we'll be watching this one closely today. the world will be watching really. an emergency summit happening today of eurozone leaders in brussels. this is all about greece's financial problems. right now, european leaders putting major pressure on greek leaders to come to the table with serious and credible proposals. the prime minister of greece urged people there to vote no in that bailout referendum, voters did in fact reject it in brussels today. the prime minister is expected to negotiate some sort of rescue deal with lenders. greece some speculate could be out of the european union. eun? >> thank you, kristin. your time right now is 5:17.

crews are preparing to open an extra lane on the inner loop of the beltway. vdot will open up the north shoulder from the end of the 495 express lanes to the g.w. parkway. news4's megan mcgrath is live on the road now with a look at what you can expect. good morning, megan. >> reporter: well, eun, we are pulled over on the shoulder of the express lanes where it merges and people have to go over into the regular lanes. it can be a real choke point during rush hour. you can see what we're talking about. we'll start to drive it here and you can see the end of the express lanes and the barrier in between. traffic has to merge or has to then merge into those regular lanes and it really slows things down. well, what we'll start to see here is that beginning as soon as today they are going to be opening the left-hand shoulder lane to give another lane of traffic. kind of ease that merge and

hopefully make things a little more smoother during the rush hour period. now, it's going to be beginning at 7:00 this morning. they're going to open that left-hand shoulder lane to traffic during peak periods. we're talking about a 1.5 mile stretch from the end of the express lanes to the g.w. parkway. we are talking about the inner loop side of 495. now, this is going to happen during two periods during the day. 7:00 a.m. to 11:00 a.m., 2:00 to 8:00. they'll have green arrows and red xs. back to you in the studio. >> thanks, megan. we now know what larry hogan wants to cut in the proposed purple line project. . hes to cut $210 million from the proposal. the governor wants to change the wait times between trains. hogan wants montgomery and prince george's counties to pay more to get this project done. that 16 mile light rail line would connect bethesda and new

carrollton. hours until the deadline, the negotiation is led by secretary of state kerry in vienna hit a roadblock late yesterday. iran said as part of my deal it wants the u.n. to lift the arms embargo. the u.s. says it will not enter the wrong type of deal with iran. coming up, tracie potts will explain the other points that world leaders are having trouble agreeing on for this deal. today, the u.s. secretary of defense will answer some questions about the fight against isis. ash carter will testify before before -- about the terror group before the senate armed services committee today. the chairman of the joint chief of staffs will testify as well. the u.s. has launched 5,000 air strikes against isis since its started fighting that group about a year ago. walter reed military center is open without any issues right now.

not gone into reasons for another trial. they say they'll file a more in depth motion next month. a memorial service will be held today in hyde park to remember those who died in a terror attack ten years ago. one survivor had the chance to thank the police officer who saved her life yesterday. 52 people died in the attacks that targeted the london underground. three bombs went off within a minute of each other in two subway trains and a bus. the special service will also take place at st. paul's cathedral later on today. new this morning passengers are safe this morning after an emergency landing forced by a blown tire. pilots turned southwest flight 211 back around and landed in phoenix after they discovered that blown tire on the main landing gear. it had been headed to san francisco. sky harbor airport said passengers were taken back to the term natural and were

good. live picture here, beltway at st. barnabas a little bit of volume but rolling along. back with travel times in ten minutes. >> see you then, melissa, thank you. 5:31 now and today a maryland state trooper is headed to court after forcing a woman to perform a sex act on him. investigators say that brian tucker agreed to pay the woman for sex. the woman told police that tucker forced her at gun point to engage in other acts. he's been charged with a first degree sex offense and a gun charge. the gun in question is not the trooper's service weapon. and he was not on duty when this allegedly happened. we're just hours away now from a potential deal with iran on its nuclear program. no one knows exactly what that deal will look like since leaders haven't come to the agreement on several points. secretary of state john kerry is leading the attacks in vienna and he says they could go either way. nbc's tracie potts has more on what iran is asking for and what the u.s. is look to give. tracie, good morning.

>> reporter: eun good morning. the u.s. is willing to lift economic sanctions that have been crippling iran's economy in exchange for getting inspectors in to look at their nuclear program. but now iran is asking for more. they want the arms embargo lifted so they can buy and sell weapons. russia's behind that. they have been wanting to sell iran a defense system. china is behind a partial lift of the arms embargo. but the rest of the negotiators including the united states are not and that seems to be a sticking point on the last day of negotiations. it's a soft deadline. the state department has acknowledged it could get pushed a few days if it looks like they're making some progress. we're getting updates in vienna and it looks like the u.s. and the negotiating partners, france, germany, britain, china and russia have already met this morning. that meeting is over. we're waiting to find out when they're going to sit down with iran and meet that midnight deadline. >> tracie potts, thank you.

a federal trial will begin in virginia that challenges political boundaries. the house of delegates redistricting plan they say is unconstitutional because it gerrymanders a dozen districts. the lawsuit says the concentration of african-americans are packed into 12 districts. therefore diminishing black voters' influence in the other districts. today lawmakers are expected to take another vote to decide whether to remove the confederate flag from the state capitol grounds. it was overwhelmingly passed yesterday, it was the second of three required votes before the proposal goes to the house. the measure would have to pass by a two-thirds majority there. a 6-year-old boy in maryland is on life support and his mother's boyfriend is being charged with child abuse. the washington county sheriff's office says aaron vanmeter beat the boy in a home last week. vanmeter admitted to using excessive discipline. and a 9-year-old boy who was

beaten for secretly eating a piece of birthday cake has died. jack garcia was at the children's national center with injuries to his back, legs and stomach. hagerstown police say robert wilson handcuffed and beat the boy last week for eating cake without permission inside the apartment where he lived. wilson who's the mother's boyfriend is being held on $1 million bond. garcia celebrated his 9th birthday just days before he died. 5:34 our time right now and the mother of alexandria's first murder victim of the year attended a community meeting on violence. alexandria's police chief listened to impassioned comments from community members last night. someone shot shakkan elliott tibbs to death last week and someone said it was a symptom of more violence in the community. and his mother said finding her son's killer help the crime situation. >> and i hope that somebody would take heed to what i'm saying and feel the need to come forth because coming forth for me is helping you.

welcome back. we are waiting to hear from the lawyers of comedian bill cosby now that a bombshell testimony has been made public. cosby once testified in court that he bought drugs with the intent of giving them to women with whom he wanted to have sex. this has re-ignited the firestorm. lawyers for other accusers say that cosby's testimony supports their clients' claims and they hope to use that testimony against him in defamation lawsuits. the documents were released after an associated press lawsuit. we're working for you with the scam alert in st. mary's county. the sheriff's office says

the fourth of july as it approached the noma metro station and apparently robbery gone bad. the victim is kevin sutherland. but what's really interesting here is spires. i think a question a lot of folks have is how did the guy who was arrested just days prior for finding himself in a similar situation similar behavior, making threats and attempted robbery, finding himself back out on the streets, this time it led to the death of 24-year-old kevin sutherland, the american university graduate, a political strategist. a guy that friends -- a guy that friends says had big dreams and hopes for the future. again, spires was arrested on robbery charges last week and he was awaiting trial in that case. again, police say they think this was a robbery gone wrong. he'll appear here in d.c. superior court at 11:00. reporting live in northwest

d.c., zachary kiesch. back to you in the studio. >> thank you. it's 5:47. we are hearing the 9 11 call when neighbors found a baby aban donned on the road -- abandoned on the road in anne arundel county. >> there's a baby in the street and there's no one around. >> someone from a church nearby found the 6 week old baby girl on saturday night. he asked for his neighbor to call for help. the baby's mother, sandra mcclary, is charged with two counts including child neglect. the judge set her bail at $500,000. she is scheduled to go on trial this week for a series of robberies. the baby is in the care of child protective services. a deadly home invasion in prince george's county involved two former romantic partners. this happened yesterday on blue sage lane in upper marlboro. the suspect's name is craig corban, jr. they say he broke into the home and the homeowner shot him in self-defense. >> you have the right to defend your home.

i mean people can't just go around busting in windows with screw drivers. >> police say corban had been arrested for breaking into that same home in the past. hundreds of people in the district want renowned d.c. chef jose andres to dump donald trump. the petition on change.org says he should back out of the deal to open a restaurant at the future trump hotel. the hotel is set to open in the old post office pavilion in d.c. next year. the petition comes after recent comments the presidential candidate made about mexican immigrants. andres is from spain. he replied to one tweet last week. saying that his views on immigration are clear, that quote all men and women should be treated respectfully regardless of their status. the shooting and killing of a woman in san francisco is fuelling the immigration debate. francisco sanchez a mexican national is expected to be arraigned today for the shooting of kathryn steinle earlier this month. sanchez is an undocumented immigrant who's been deported five times. he admitted in a jailhouse

interview that he came to san francisco because of its sanctuary status. that means the city bans police from asking suspects about their immigration status. sanchez was arrested in april on drug charges but released even after immigration agents asked local officials to hold him. we are learning new information about the new york state prison break. we know why the accomplice ditched her plan to be the get away driver. joyce mitchell looked across the dinner table at her husband and realized he had been good to her. a law enforcement official involved in the search tells the buffalo news that mitchell decided she had to abandon the plan because she knew richard matt would murder her husband. matt and david sweat escaped that night and spent three weeks on the run. matt was shot and killed on june 26th. two days later sweat was captured. the waters off the coast of north carolina are still a dangerous place for swimmers. over the weekend a shark bit a marine. that makes eight shark attacks in three weeks off the coast.

this happened in off shore at surf city. camp lejeune naval hospital said the 32-year-old has a bite on the right hand and forearm. spotsylvania county leaders could take another step toward a new baseball stadium. according to "the free lance-star," the county is considering a new offer about the ballpark. the leaders hired an attorney who drew up a new plan and it's similar to the county's original plan. but asked for higher rent payments and other things from the owner of the hagerstown suns. if you're watching the old town or sections of del ray, you may be cleaning up from a mess this morning. sewer backups and ground flooding caused all kinds of problems yesterday. the city says last month was the second wettest month on record. alexandria storm drainage system is aging and can't keep up with the storm systems. you can make sure your sump pumps are working properly and

three family members and the housekeeper in may. three men in jail this morning after the shooting and killing of a man in fredericksburg. tesean dorsey was shot after celebrateing his 25th birthday in late june. the bullet struck him as he slept. police in fredericksburg are still looking for a second person. they say dorsey was not the intended target. a new report says nearly 2,000 rape kits in virginia weren't tested. that's that's according to "the washington post." virginia doesn't have a backlog kits but police don't ask for tests on every kit. rape kits can help identify attackers, determine if force was used and link crimes through dna. a lawmaker will ask virginia's governor for more funds to test rape kits. a prince george's county teacher is being accused of calling a student a quote little osama. the teacher was referring to osama bin laden, and now a muslim civil rights group is calling for a federal
