pass this bill, but they did actually by a wide margin. 94-20. governor nikki haley put out this tweet that says it is a new day in south carolina. haley herself reversing her position of on the confederate flag. she is expected to sign this bill today and then the bill requires that the flag be removed within 24 hours her signing it. back to you. >> thank you, kristin. efforts here on capitol hill to ban the confederate flag in federal cemeteries is proving controversial. the measure was added as an amendment this week to a bill that funds the national park service. today, however, the house will vote again on another amendment. the democrats say weakens that ban. 5:01 right now. today, the outcome of a board meeting at metro may have a big impact on your morning commute. zachary kiesch has more on how

it could affect the metro riders. zachary? >> reporter: yeah, good morning, aaron. blue line riders would be the real winners here. this is a new proposal being presented today to metro board committee. again that's going to be later on today. this could lengthen wait times during peak times for most riders. red line would not see any impact, but again blue line would be the real winner here. a wait from 12 minutes down to about eight minutes. it will be presented today and then expected to go to the public hearing in september. reporting live here at the rosslyn metro station, zachary kiesch. back to you in the studio. >> thank you. some problems on the blue line are having a ripple effect on the other lines. metro documents say that since the opening of the silver line last year the number of trains arriving on time has dropped. trains started at reston east and vienna and the blue lines at franconia springfield are hitting the bottleneck in

deserves respect regardless of immigration status. now, despite his disparaging comments, trump said there's nothing to apologize for. in an nbc news interview he said he'll win the latino vote because of his record of creating jobs. >> you can look at the jobs in washington. i have many legal immigrants working for me. they love me i love them. i'll tell you something, if i get the nomination, i'll win the latino vote. i will win it. because i'm going to create jobs. >> now, trump talked about gun control and what he thinks about the other presidential candidates. you can watch the interview on the nbc washington app. search donald trump. it is now 5:04. developing this morning i.t. departments now making sure there aren't any other big problems in the system. the new york stock exchange and united air lines. glitches shut down systems for both of those companies yesterday. the director of the fbi says the glitches were not related to a cyber attack. the new york stock exchange had to suspend trading for 3 1/2

hours because of quote, technical configuration problems. it didn't explain what that means. we learned the system upgrade may have caused that problem. united said it's waiving its change fees through tomorrow if your flight was one of the hundreds delayed by a glitch there. the problem also cancelled at least 60 flights. united called the glitch a router issue. it was the second biggest digital problem in two months. and humid day. take a look at the current temperatures out there. we're not even talking about the humidity. get ready for more storms as well. tom is back with a look at where the storms can hit hardest today. new details in the fight against isis. what a candidate

the u.s. strategy against isis is evolving and will be re-evaluated that's the message from the next chairman of the joint chief of staff. a nomination hearing will be

held later on today for joseph dunford. he says the u.s. is making moderate progress against isis but the strategy should be changed if the effort stalls. dunford wants to evaluate whether change can be made to u.s. training programs. a woman who once settled a lawsuit against bill cosby is calling on a federal judge to release all of the 2005 deposition. that's after 16 pages of the 2005 deposition were made public this week, including cosby's testimony that he obtained quaaludes with the intent of using them to have sex with woman. it is not clear what or even if cosby discussed other behaviors or acts in the deposition. his lawyers have yet to reply. coming up your weather and traffic on the 1s. a lot of heat, a lot of humidity, maybe a little rain. >> let's find out all about it. storm team 4 meteorologist tom kierein has your forecast. hey, tom. >> yeah it is humid. we are getting rain along 81 between luray and winchester.

new this morning, an american who is a former high level fifa official has been banned from the game of soccer for life. his name is chuck blazer. he's a former executive committee member of fifa. he actually worked with prosecutors under cover when he was in trouble for tax evasion some years ago, he worked under cover when investigators were investigating the recent scandal involving bribery and corruption. a panel says that he has been now expelled from all fifa related activities for life. ♪

hospitality workers complete with a mariachi band marched in front of trump hotel yesterday in chicago. they're protesting donald trump's recent remarks on immigration when he said mexican immigrants are quote, bringing drugs, they're bringing crime, they're rapists. we could see similar protests here in the district today. this is as the gop presidential candidate is defending his comments. news4's megan mcgrath tells us more about the donald trump effort today. good morning. >> reporter: well, good morning, eun. continued backlash against controversial comments made by donald trump about mexican immigrants. a protest is scheduled later today outside of the luxury hotel site that trump is building at the old post office pavilion. the dump trump protest is scheduled for 1:30 this afternoon. the demonstration comes on the heels of celebrity chef andres' announcement he's pulling out of

opening a flagship restaurant in the hotel. he said his comments make it impossible to move forward with the project, half his team are latino as are half his patrons. trump said he has nothing to apologize for. trump said he'll win the latino vote because he creates jobs. now, if you work or travel along this stretch of pennsylvania avenue outside the old post office pavilion site the site of trump's future hotel, expect to see some activity as this protest gets under way right around 1:30 this afternoon. back to you all in the studio. >> thanks, megan. 5:17 now. today a man who killed two people in a car crash will find out how long he'll be in prison. ronald hayes pleaded guilty to slamming into a minivan while trying to run from police two years ago in prince george's county. he was 18 at the time. that crash also hurt four children. he could get up to eight years behind bars about prosecutors have -- and prosecutors have asked for an even longer sentence in this case.

also today a former fbi agent will be sentenced for stealing heroin from a locker. he may face seven to nine years in prison. his lawyer wants a judge to let lowry serve his time in home detention. he says the theft was motivated by addiction not greed. he worked in the d.c. field office. baltimore's mayor said the city needed a change in leadership which is why she fired the police chief. anthony batts was on the job for nearly three years. his firing comes after criticism of his performance in a recent spike in homicides weeks after the unarmed freddie gray died of injuries while in police custody. >> it is clear that the focus has been too much on the leadership of the department and not enough on the crime side. it is with the utmost urgency that we get the crime surge under control. >> yesterday's announcement came

on the same day the local police union released a report criticizing the department and the commissioner in particular for their handling of the riots and unrest following gray's death. the city's deputy police commissioner kevin davis will take over for the department for now. and we're getting to know who the new chief in charge is. kevin davis has a long history with law enforcement. starting with the prince george's county police. in his 20 years with the department, davis rose through the ranks to deputy chief in 2009. now in 2013 davis took over as police chief in anne arundel and resigned in 2014. then a month later in january of 2015, officials named davis baltimore's deputy commissioner and now he in a new role as the interim police commissioner. schools, library hours and the police body camera program could be affected by a proposed $50 million cut to the montgomery county budget. county executive ike leggett proposed it to make up for lower

than expected revenues. $10 million would be cut from the school budget, expected library hours would be scaled back and the body camera program would be delayed. the county council needs the approve that -- to approve that plan. you will see a new item starting this fall -- beer can be sold at the stadium and the xfinity center. a one-year trial period was approved. supporters says it would cut down on student binge drinking at tailgating events. new this morning if you drive a land rover we have multiple recalls to tell you about. doors can open while you're driving in range rovers and sports made between 2013 and 2016. not a good problem. that is a problem with the door latch in those cars. land rover is also recalling about 500 cars from 2012 and 2013 because the sunroof can fly

off. if you do own an affected car, land rover will fix these problems for free. this is a serious issue there. doors opening? >> sunroof? >> like they forgot to glue those. >> steer clear of the land rovers on the road. that could be dangerous as well. serious. all right, 5:21. a safer forecast this morning. clouds creating some problems for some folks right, tom? >> yeah, we had some lingering effects from the heavy downpours from yesterday, late afternoon and early evening. but those storms are we may have a little residual high water to watch out for. and this morning storm team 4 radar is showing one light shower between luray and winchester along 81. that's tracking across the blue ridge and getting close to front royal and culpepper. the rest of the morning should be fine. it's the later part of the afternoon that will likely see some storms beginning to develop. now, around 4:00 in the afternoon, the storms get going

in the mountains and come into the shenandoah valley. it's after that that they'll be getting closer to washington. by 5:00 p.m., may be coming into frederick county loudoun county, pan handle of west virginia. then coming into the metro area but much of the storm activity is going to be just to the north of washington during this time period. generally between 5:00 and 9:00 p.m. it will turn pleasant as we get into tomorrow and the weekend. lower humidity does move in. afternoon highs hot today into the low 90s. after the storms go by that lower humidity arrives tomorrow. perfect summer day on friday and again on saturday. highs in the upper 80s. great beach and pool weather. and not very humid on sunday as well. but getting hotter. sunday afternoon into the low 90s. then the heat and humidity continue to build as we get into next week. highs each day, low 90s. monday, tuesday wednesday, quite steamy. we could get some afternoon

statistics. in our area, virginia expects higher results than maryland and d.c. well, today your commute finally gets easier on route 29 in gainesville. later this morning, vdot will open the new intersection between 29 linton hall road and the norfolk southern railroad. that's right near the gateway shopping center. the $230 million subject takes route 29 over the train tracks so the cars don't need to stop every time a train goes by. several accidents have been between trains and cars. the kennedy center expansion project is up for discussion. the national capital planning commission is talking about the project to renovate and expand the kennedy center. it includes more performance space and new areas for trians and bike riders. the project won't be finished for at least four more years. new details on pope francis' visit to washington. where you can watch his address since you probably won't get a seat inside the assembly. taking a live look outside this morning, should be pretty calm for your walk to work but

we are taking a look at some new video of the running of the bulls in pamplona, spain. this time five people hurt in today's run. those five treated for bruises. no one actually gored. but earlier in the week, there were some others who were gored. an australian on wednesday two americans and a person from britain were gored in the first run on tuesday. back to you. >> all right, kristin thank you. 5:31 right now. trooper is in the hospital after being hit by a car in howard county. the maryland state police employee hit that state trooper wing tong, during a traffic stop in jessup yesterday. the car driven by the employee drove off the road hitting tong and the suv he had pulled over on i-95. the other two drivers taken to the hospital. they are, expected to be okay. d.c. police want your help to find a man they say assaulted someone on 295. the police department put out this new video of a person of interest. take a look. they say this man shot at a car on 295 last week near the exit

for the national harbor and the beltway. you can say the man has dreadlocks. he's carrying something in his hand. tough to look at his face though. if you recognize him, because this video is from the cameras near where the shooting happened call police with any information. a silver spring man could spend 60 years in prison for stabbing two people at a metrobus stop. take a look at this video from rockville metro station. reginald cooper was found guilty of stabbing two people at the bus stop there last december. if you look closely at the top left, one person is hunched over, clutching the spot where he was stabbed. the victims both survived. now to a police trial. brian mayhew will not face additional prison time for allegedly ordering a hit on his uncle. mayhew is facing a life sentences for killing a man in the district in 2011. prosecutors say that mayhew had someone kill his uncle nicoh to keep him from testifying against him in the murder trial.

>> the crime that he's accused of in this case in my mind really is some of the most serious charges you can face which is executing a witness. stanley winston and anthony cannon were also facing murder charges in nicoh mayhew's death and the jury could not reach a verdict. prosecutors are now considering february for a retrial date. presidential candidate and former maryland governor martin o'malley says the u.s. needs to be tougher on wall street bankers. the issue appears likely to be a centerpiece of his campaign. that includes reinstating rules that separate banks commercial and investment practices. he wants to tax high frequency trading and he wants to double funding for regulators. we know you'll have a couple of chances to join the masses and hear pope francis speak in september. he may greet the public while he's here. held a make a brief appearance on the west front of the capitol the day he addresses the joint

session of congress. his speech in the capitol will be broadcast on jumbo screens on the national mall. it will be the first time a leader of the catholic church addresses both houses of congress. today a community of bicyclists are taking action to protest bikers from dangerous drivers. the problem is vehicles making those illegal u-turns across bike lanes on pennsylvania avenue. today a group plans to form a human shield during rush hour. starting at 4:30. prepare for traffic at the 1300 to 1400 block of pennsylvania avenue northwest. the group says they'll create barriers where ddot doesn't. well, how about a little jazz to wipe those blues away. the summer jazz series gets under way today. that series happens on most thursdays through august 13th. there will be caribbean, contemporary, classical and r&b jazz. the performances at reagan will be held near the security spot

the obama administration is taking more steps to prevent a repeat of the amtrak derailment in philadelphia. the federal railroad administration is drafting new rules that would require cameras inside the cabs of amtrak locomotives. the cameras would be used to record the engineers' actions. it's something the ntsb recommended after the crash. investigators still have not figured out why that train accelerated into a turn, derailed and killed eight passengers back in may. amtrak has said it will install cameras on some trains. no word though on when that will happen. 5:39 now. you think your commute in this

area is bad now, but a new study says it will get worse. it all comes down to the lack of new housing, especially affordable housing close to d.c. george mason center for regional analysis says d.c. will fall more than 226,000 housing units short of what will be needed by the year 2023. that means people have to keep moving further away to find an affordable place to live. the commute will be longer and the economy close to d.c. could suffer as a result. it's very expensive to live in d.c., in the surrounding areas. yeah. 4:40, weather and traffic on the 1s. >> it's warm and humid. right now, storm team 4 radar showing a few sprinkles right along skyline drive between big meadow and 211 and up near 66 and front royal. that's moving into northern rappahannock and northern fauquier county. low clouds this morning breaking up. and we'll have the sunshine out.

are missing in the potomac river in stafford county. the incident was reported last night around 11:00. we know right now that the coast guard is assisting stafford county and trying to locate these two individuals. again, two people missing. some sort of incident reported last night at 11:00 and the coast guard assisting with trying to find the two people. they're searching the potomac river as we speak. we'll have more throughout the morning. thank you, kristin. we continue to follow two developing stories this morning after two major glitches. one involving united airlines. the other in new york stock exchange. more on what united is doing today to make it up to customers, but first let's check in with landon dowdy at cnbc and the impact on the market. good morning. >> hey, eun, good morning to you. well, the new york stock exchange says an internal technical glich and not a cyber attack likely caused wednesday's trading halt that lasted nearly four hours. it's the longest outage in

recent memory and technical glitches aren't that uncommon. most famously, there was the flash crash in 2010 that sent the dow plunging 600 points in ten minutes. trading is up, stocks went on the nyse went on uninterrupted as they routed through the nasdaq. the nyse handled all the stock trades ten years, but it's now 25% as it competes with other dozens of exchanges. the impacts of yesterday's trading halt is limited but it could make it harder for exchanges to argue against greater oversight from regulators. anyway, the world will be watching at the opening bell today. >> for sure. thank you. and united said it's waiving its change fees through tomorrow if your flight was one of the hundreds affected by a glitch at united. we brought you the breaking news at midday. hundreds of flights were grounded and dozens were

right now, storm team 4 radar showing one little area just getting a few sprinkles along skyline drive. and it's heading off into northern rappahannock, northern fauquier county over the next few weeks. maybe towards prince william81, winchester, the photo taking by liz lewis, posted yesterday. as we go forward hour by hour into the afternoon, through noontime until around 5:00, everything is fine. but around 3:00, 3:00 and 4:00 they'll develop the storms into the mountains in shenandoah after that. between then and 5:00, near hagerstown and frederick, and then around 6:00 and 7:00 they'll be getting closer to the metro area. mainly for the northern suburbs, they may get the thunderstorms
