>> we'll see you then, melissa. thank you. 6:01 now. new this morning the governor of south carolina expected to sign a bill today that will remove the confederate flag from the state capital grounds there. the south carolina house of representatives passed a bill, that was after hours of emotional, sometimes tearful debate. once governor haley signs the bill, the flag should come down within 24 hours. haley and a lot of her fellow lawmakers are responding to calls from across the country to remove that flag after the racially motivated killing of black worshipers in charleston. at 1:30 this morning after a vote there, haley tweeted it's a new day in south carolina. now a lot of folks seem to agree with her, there was a cartoon posted showing the flag and it said, going, going gone on that cartoon. another person tweeted finally. one state, one flag. efforts here on capitol hill to ban the confederate flag in federal cemeteries is proving

controversial as well. the measure was added as an amendment this week to a bill that funds the national park service. today however, the house will vote again on another amendment the democrats say weakens that ban. today, a judge will sentence a man to prison for killing two people in a crash in prince george's county. ronald hayes pleaded guilty to slamming into the minivan while running from police two years ago. that crash hurt four children. hayes could get up to eight years behind bars for this. prosecutors asked for an even longer sentence in this case though. today, a former fbi agent will be sentenced for stealing heroin from the evidence locker. matthew lowry pleaded guilty back in march. his lawyer wants to let lowry to serve the time in home detention. he said the theft was motivated by addiction not greed. he worked in the d.c. field office. donald trump is in the process of opening up a brand new luxury hotel in the

district. but his controversial comments on immigration is costing him business before he even opens the hotel. megan mcgrath is outside the hotel now where a protest is planned today. megan good morning. >> reporter: well, good morning, eun. all is quiet here along pennsylvania avenue, at least for now. but the backlash against donald trump continues for controversial statements he made about mexican immigrants. later today, a protest is scheduled to take place outside of the luxury hotel trump is building here at the old post office pavilion site. the dump trump protest is scheduled for 1:30 this afternoon. now, the demonstration comes on the heels of celebrity chef jose andres' announcement he's pulling out of the deal to open up a flagship restaurant in the new hotel. he said trump's comments make it impossible to move forward with the project. he said half of his team is latino as are many of the patrons. meanwhile, trump says he has nothing to apologize for. in an interview with nbc news, trump says he will win the

latino vote in his bid for president because he creates jobs. now if you work or drive through the area here near the post office pavilion site, you can expect to see some activity when this protest begins at 1:30 this afternoon. >> megan mcgrath, thanks. 6:04 now. baltimore's police department is under new management. the city's mayor fired anthony batts yesterday. it comes amid criticism of his performance in a recent spike in homicides weeks after the unarmed freddie gray died of injuries while in police custody. mayor stephanie rawlings-blake says the attention surrounding him was a distraction. kevin davis will take over for the department for now. montgomery county could cut tens of millions from the spending plan this year. isaiah leggett proposed more than $50 million in cuts to the departments, schools around some construction projects.

this is according to "the washington post." the paper says he proposed the restrictions because of lower than expected revenue and higher tax refunds this year. you will see a new item at university of maryland concession stands this fall. peer can be -- beer can be sold at the stadium and the xfinity center. a new one-year trial period has been approved. supporters said it would cut down on student binge drinking at tailgating events. today your commute gets easier and safer on route 29 in gainesville. later this morning vdot will open the new intersection between 29 linton hall road and the norfolk southern railroad. this is near the gateway shopping center. the $230 million project takes route 29 over the train tracks, so cars don't need to stop every time a train goes by. the area has been the site of several accidents between trains and cars in recent years. later this morning, we could learn whether plans to expand the kennedy center will move forward. the national capital planning

welcome back at 6:10. developing today in europe, greece has just hours left to approve a new plan for economic reform. banks there will be closed into next week as the country's finances are on the verge of collapse. if the banks fail, greece could end its use of the euro which would have a big impact on the economy all around the world. greece has asked the european partners for a new bailout to prevent that from happening. it is day three of the running of the bulls in pamplona, spain and some good news coming out of here. nobody got hurt. nobody gored, at least today. how about that? five people were hurt a little bit here. some scrapes and bruises. a local hospital official said they treated a few people there. yesterday an australian was gored, tuesday two americans and one british tourist gored. today's run lasted 2 minutes and 27 seconds. then somebody realized you can't

new information into the live desk right now on the search for those two missing boaters in the potomac. we told you about earlier this morning. we just got a news release from the coast guard in. it shows pictures of the two missing boaters, identified as charles zinter and melissa zar. what happened was their yacht

club made a call to authorities last night around 11:00, reporting that the two of them had not come back. so that led to several agencies searching the water overnight. a maryland state police chopper was the first to find the boat there. there you see on the right side of your screen. the boat they were in. however, the two of them were not in the boat. so right now the coast guard is asking for anyone with information on the whereabouts of the two to please give them a call. meanwhile, the search for them continues this morning in the potomac. >> all right, kristin, we put that out on facebook and twitter as well. 16 after 6:00 right now, and a maryland state trooper in the hospital after being hit by a car in howard county. that state police employee hit wing tong during a traffic stop in jessup yesterday. the car driven by the state

police employee drove off the road hitting tong and the suv he had pulled over on i-95. the two drivers -- two other drivers were taken to the hospital and they're expected to be okay. police and d.c. leaders are trying to calm fears of neighbors in columbia heights after a shooting on a playground. d.c. police met with neighbors at a community meeting last night. the playground was packed with children when a gunman ran through the area. he started to shoot at some men in the alley. no one was hurt and the gunman escaped. the silver spring man could spend 60 years in maryland for stabbing two people at a metrobus stop. a jury found this man guilty of stabbing two people. at the top left, you can see one person hunched over a bit, clutching the spot where he was stabbed. the victims both survived. now to the mistrial in a big

case in prince george's county. brian mayhew is not going to face additional jail time for allegedly ordering a hit on his uncle. prince george's county prosecutors say that mayhew had someone kill his uncle nicoh to keep him from testifying against him in the murder trial. prosecutors now considering february for a retrial date. 6:18 now. new this morning an american who was once a towering figure in soccer is now banned for life from the sport. chuck blazer was banned yesterday by an ethics committee for fifa. that group runs international soccer. blazer has pled guilty of charges of racketeering and tax evasion. he began to cooperate was investigators several years ago and that cooperation helped lead to the massive bribery scandal that's taken down much of fifa's leadership. the woman who once settled a lawsuit against bill cosby now calling on a federal judge to release all of the 2005 deposition. that's after 16 pages of that deposition were made public this week including cosby's testimony

that he obtained quaaludes with the intent of using them to have sex with women. it is not clear whether -- what or even if cosby discussed other behaviors or acts in that deposition. now despite the recent ref revelation, bill cosby's star is not going anywhere and neither is donald trump. the stars are for professional achievements and for a celebrity's political, philosophical or irrational behavior. later today civil rights leaders will ask the chamber for the stars to be removed. bill cosby's star has been on the walk of fame since 1977. trump got his in 2007. u.p.s. says it's taking disciplinary action after one of the drivers was caught kicking a dog. take a look at this video. we're just getting this video in of the confrontation. the driver kicked the little

white dog and when the owner confronted the driver, he pushed the owner. the u.p.s. did not specify what actions they took but did apologize to the dog's owner. today bicyclists in the district are taking action to protect fellow bicyclists from dangerous drivers. the problem is drivers are making illegal u-turns across pennsylvania avenue. today a group plans to form a human shield starting at 4:30. so far this year there have been at least three reported incidents of drivers hitting people on that block. commuters you have a few more months before a new vre station will open in your neck of the woods. vre is still expected to open in late summer. that could mean some time in september though. the station being built in the crossroads industrial park right off the u.s. 17 bypass. it was supposed to open in late 2013. but some technical problems some funding issues all slowed the project down. it is now 6:20 today.

the fringe festival is back in d.c. the first performance starts at 10:00 a.m. it consists of a lot of independent theater productions, mostly in northeast washington. you can see the shows from today until august 2. you have to watch from the edges. facebook is sending a big message by changing a small icon on many of the pages. you take a look here. this is the friends icon. you see it in the upper right-hand corner. on the left, you're looking at the old icon and you may notice the woman is slightly behind the man in that icon. a female designer at facebook says she didn't like that, so they changed the logo to the image you see on the right. you can see the two silhouettes i guess more equal. >> standing side by side. >> or maybe the woman is in front of the man right now. do you see it that way? no? >> because you can see both of her shoulders maybe. that's like when we stand over there -- >> we talk about this all the time. >> who is standing in front of

ingredient list. it is called bella rosa parmesan cheese. you can return the cheese for a full refund. if you drive a land rover we have multiple recalls to tell you about. land rover said there's a problem with the door latch in some of the cars. it can cause them to open while driving. the company is recalling range rovers and range rover sports made between 2013 and 2016. land rover is recalling thousands of cars because the sunroof can fly off. now, if you own an affected car, land rover will fix it for free. two nfl players are learning some tough lessons about the dangers of fireworks. giants defensive end jason pierre-paul had to have his right index finger amputated after it was injured by fireworks. c.j. wilson lost his index and middle fingers.

back on. the search comes after metro gathered your feedback on what qualities would make a good metro leader. they're expanding the search to include those with financial management experience. a final decision is expected this fall. jack requa is currently the acting gm. also at the metro meeting, board members will be discussing a proposal which could have a big impact on your morning routine. there is a proposal on the table to add service cuts to relieve an on going issue. news4's zachary kiesch is at the rosslyn metro station with more on the proposals. good morning. >> reporter: yes, good morning eun. you might be asking why this is going forward. it's to address bottlenecking in the rosslyn tunnel. that's why we're here in rosslyn. if it happened it could impact a lot of riders. here's what it looks like. fewer trains on the orange, silver and green lines. more trains on the blue lines. blue line rider, it means a wait

of about 12 minutes now, down to about 8 minutes. and no changes on the red line. again, this is a proposal that will be presented to a metro committee today. this is to address the bottlenecking happening in the rosslyn tunnel. reporting live here in rosslyn, zachary kiesch. back to you in the studio. now the problems on the blue line, they're having a ripple effect on other lines. metro documents say that since the opening of the silver line last year the number of trains arriving on time has dropped. trains starting at east, draintrains from vienna they're all hitting that bottle in exin rosslyn. you can check out the plan on the nbc washington app. search metro. we are learning new details surrounding the abandoned baby in the district. d.c. police say a woman charged with leaving the baby in the stroller was high on synthetic pot. the stroller was left just

across from the d.c. court of appeals on tuesday. officers arrested latanya cooper blocks away. court documents say she smoked k-2 after leaving the baby on the street. the child is now safe. d.c. police say a brutal murder in the trinidad neighborhood was not gang related. the man's body was found burning last month. and zakias blanding was arrested yesterday. he knew the man, heineken mcneil. and the police department is calling this man a person of interest. take a look here, you can see he has dreadlocks, however, a bit different to see his face. d.c. police say he possibly shot at a car on 295 last week and it happened near the exit for the national harbor and beltway. no one was hurt. right now pope francis is touring the eastern bolivian city of santa cruz.

it's the second stop of the pope's three-nation south american tour. pope francis praised bolivia for including the poor in the political and economic life of the country. later today he'll lead a mass at the city square of christ the redeemer. you normally think of ocean city as welcoming everybody, but some are trying to keep some of the neighborhoods tourist free. a new rule was approved for year round neighborhoods. it would make it illegal to rent houses for less than a full year. the summer population is about 40 times the number. how about a little jazz to wipe those flight delay blues away? the summer jazz series is getting underway today. it happens on most thursdays, throughout august 13th. there's caribbean, contemporary and r&b jazz. the ones at reagan national are

new this morning a frightening moment on board a flight out of chicago.

pilots aborted takeoff due to the fire in one of the engines on the southwest airlines plane. emergency responders met the plane on the tarmac. everybody is safe there. the passengers hopped on a different plane headed to boston. but they did have to wait a couple of hours. the obama administration is taking more steps to prevent a repeat of the amtrak derailment in philadelphia. the federal railroad administration is drafting rules that would require cameras inside of the cab of amtrak locomotives. it would record the engineers' actions. the investigators have not figured out why it accelerated into the turn and killed eight passengers in may. there's no word on when the action will take place. the producers said get to the weather pretty quickly. >> that means tom kierein has your forecast. >> hey good morning. we have some lingering clouds and a little bit of sunshine. it's a warm and humid morning and the storm team 4 radar

now at 6:45. the coast guard sent us a flyer with a picture you see here on the screen. this is a search going on right now in the potomac for two missing boaters from northern virginia. >> one of many stories we are working on this morning. kristin wright has more from the live desk for us. >> that's right. the search is going on right now for this couple. we have -- we have that picture to show you. charles zinter and melissa smarr. the coast guard sent us that flyer showing them and their boat. so their boat has been found. but not the couple. authorities got a call from the landmark yacht club last night around 11:00 saying the two of them had not come back from their boating trip. so that led to a huge search in the potomac. and then the boat was found anchored in the potomac. it was found in the stafford county side of the river by a

exchange for hours yesterday. the government says it was not a cyber attack, but the issue is still raising some security concerns. nbc's gabe gutierrez live in new york where trading will start in a couple of hours. gabe? >> reporter: aaron, good morning. the opening bell is just a few hours away and as you mentioned the two problems started yesterday morning. just after the opening bell. small problems that began to cascade, but it wasn't until 11:32 a.m. that stock officials shut it down. this all came on the same day as united airlines suffered its own glitch which brought down that airline for several hours. fuelling fears of a cyber attack. the fbi and the white house say that terrorism is ruled out, but there's still many questions about what caused this glitch. trading did not resume until 3:10 in the afternoon yesterday. overnight, software updates may

have played a role but officials say at the exchange said the exact cause has not been determined. the dow closed down more than 200 points. not because of this glitch, but also because of the financial problem in greece and china. back to you. >> all right. we'll get more from gabe gutierrez on the "today" show in a couple of minutes. thank you. some presidential candidates are now saying yesterday's trading glitch is a clear sign the u.s. should be tougher on wall street around big banks. former maryland governor martin o'malley said in a speech yesterday he'd like to reinstate the glass steagall act. that separated banks' commercial practices from the investment practices. o'malley wants to tax high frequency trading and double funding for regulators. the fbi said the computer problem at the stock exchange was not connected to the one that grounded hundreds of united airline flights. united now says it's waiving the change fee if your flight was one of the hundreds affected by

a quote router issue. the problem delayed hundreds of flights and cancelled dozens more. you have until tomorrow to make flight changes without having to pay the fee. today a judge will sentence a man to prison for killing two people in a crash in prince george's county. ronald hayes pleaded guilty to slamming into the minivan while trying to escape police two years ago. the crash also hurt four children. he could get up to eight years behind bars. prosecutors have asked for an even longer sentence in this case. also today, a former fbi agent will be sentenced for stealing heroin from an evidence locker. matthew lowry pledz guilty to stealing it inmarch. his lawyer wants the judge to let lowry serve his time in home detention. lowry worked in the d.c. field office. new this morning the governor of south carolina expected to sign a bill today that will remove the confederate flag from the state house grounds.

around 1:00 this morning the south carolina house of representatives passed the bill that was after hours of emotional, sometimes tearful debate. now once governor nikki haley signs the bill, the flag should come down within 24 hours. haley and fellow lawmakers were responding to calls from across the country to remove the flag after the racially motivated killings of black worshipers in charleston. about 1:30 this morning after the vote, haley tweeted what you see here. it is a new day in south carolina. the social media response was swift and mostly full of praise. here's a cartoon actually showing the flag going, going, gone. the cartoon says here. another person tweeted, finally one state one flag. efforts here on capitol hill to ban the confederate flag in federal cemeteries is proving controversial. the measure was added as an amendment this week to a bill that funds the national park service. today however the house will vote again on another amendment that democrats say weakens that
