well right now the confederate flag is no longer flying at the south carolina state house. the honor guard took it down just a little while. it was a brief, short ceremony of huge crowds to watch the historic moment. let's listen in for a second. [ cheering ] >> the flag coming down just a little after three weeks of the killing of people at a church in charleston. in that renewed calls for this moment, for the confederate flag to be removed from the south carolina sit capitol. the flag was handed over to the director of the south carolina confederate relic room where it will be displayed after 54 years of flying above the south

carolina capitol. >> thank you christen. there will soon be a legal challenge to virginia's decision to remove the flag from the license plates. it go go to court to keep the state from banning the plates. the governor asked the attorney general to work on phasing out the vanity plates. >> breaking news right now. former virginia governor bob mcdonald sentence up held. we have more from the news room. >> the ruling handed down by judges in richmond. we've been reviewing it this morning. it appears to us the appeals court judges didn't just reject some of the arguments. they rejected all of them including his claims there were instuff jury instructions in his case and there were problems with the selection of jurors and problems with the government's evidence. in each case the appeals court

said no. all of it was sustainable and suitable and correct. this is not just a repud dags of bob mcdonald. people are arguing this case sets a bad precedent. no lunch with a lobbyist is safe if this is up held. >> it is up held. >> thank you scott. the mother of two missing germantown children is not competent to stand trial. a judge ruled her not competent. police say she was the last person to see a four-year-old and two-year-old. the kids went missing in september and she refusing to see where her children are. we were inside the courtroom for this morning's hearings. we'll have a live report later this hour. >> hackers stole data belonging to a staggering 21 million

people. that's one in every 15 americans but only son-in-lawme of them will be getting help in monitoring their credit. what are we learning today? >> reporter: we are learning the protections are only going to be extended, at least the free credit monitoring are only extended to the initial people in the breach group but 21.5 million people have been affected. that means among the next 15 people that walk along this sidewalk here, at least one of those people would have been affected. this breach extends not only to government employees but to the families and specifically applicants to government jobs that required security clearances. social security numbers and pass words that people used for the clearance applications may have been compromised. a lot of people use the same pass words for different things. this has called for heads to

roll. we talked to someone who follows cyber security and says privatization is not the way to go. >> i think this tells us that companies and federal agencies really need to slow down on the amount of personal information they're collecting and when these kinds of problems arise i think people have to say just stop. it's too dangerous. >> and we are hearing that what the government is doing is looking at some defendant of defense contractors to see if they can expand coverage to additional people under the contractors at the department of defense uses. some announcements are expected in that respect in the next few days. experts say to be vilkgilant and proactive about your bank account and your credit card numbers numbers. it's a quieter day today. take a look at this wild video.

right now here come the world champions. you're looking at live pictures of the ticker tape parade for the u.s. women's national soccer team. more than 20 million people watched sunday as team usa dominated japan, winning 5-2. nbc news reports little girls wrapped in the american flag began lining up in the early morning hours to cheer on their team as they winded their way through lower manhattan. pretty exciting. first of this kind of parade in quite a long time. everybody is turning out to cheer on the wonderful women. >> beautiful day in new york and a beautiful day here. today's weather emoji is loving the cooler temperatures. heading to the pool today, wear plenty of sun block. strong sun this time of year. great beach weather. by 1:00 in the mid 80s.

a big announcement this morning in a high profile case. a special grand jury just issued an indictment in the more than year old shooting of a fast mart clerk. >> we are joined live from the sheriff's office with details. >> reporter: good morning. great relief here at the sheriff's department and in the western part of the county. the victim if you recall shot twice in the head. left bleeding on the convenience store floor by a man who fled

carrying the medicine cabinet out of the fast mart. 14 months later, a county man has been indicted for the crime. derek sprout is already in joil in north carolina for an armed robbery there. news 4 was the first to interview the shooting victim when she was released last year. though she was shot, she managed to call for help and told us her determination to see her family again helped her pull through. she still suffers from daily pain as a result of the injuries. it was a team of investors in the county the foib and the atf who worked together to solve the case. the sheriff says even after months went on it remained a top priority. >> it's just been a horrific case from day one, and i've been in the business 48 years. it's one of the cases that you think about every day.

>> reporter: now, again the suspect is jailed in north carolina. the sheriff says he expects no problem in having derek spout's extradited here. they said because this was a special grand jury that did this indictment, they are not able to reveal any details about how they connected this crime to him. >> thank you julie. a second celebrity chef is making plans to open a restaurant at trump's old hotel. the company employs many immigrants and trump's recent comments do not align with his values. another chef pulled plans to open a restaurant in that hotel. meanwhile the federal aviation administration wants nothing to do with donald trump. the agency says they'll rename

right now d.c. mayor getting ready to sign a tough new law. it toughens penalties for businesses that sell synthetic drugs. >> they are linking the rice in crime with the sale of those drugs. >> reporter: good morning. it is an alarming trend. police say they've seen quite a jump in crimes related to people who are high on synthetic marijuana. and in about a half hour the mayor is going to sign emergency legislation giving police greater power and cracking down on businesses that sell synthetic drugs. >> scoop by snacks, spice, k 2 and bizarre-o. those are a few of the names and they're behind an alarming spike

nearby state museum will weather it will be displayed in the confederate relic room. >> the decision to take down the confederate flag in south carolina is leading to other changes. 15 years ago the naacp started an economic boycott of the state when lawmakers decided to keep the flag. others joined the boycott. it banned south carolina from hosting any championship events. now that the flag is down, the bans have been lifted. the universities in south carolina are now eligible to host championship or march madness games. it'll be a while before that happens. most march madness sites have been chosen through 2018. south carolina can also host ncaa regional games and it's not just basketball here. football bowl games can also come back to south carolina.

are vulnerable. we have more on this. >> reporter: even the fbi director is at risk. every place i've lived since i was 18. all my foreign travel all of my family, their addresses. >> social security numbers, fingerprints, health records, financial histories of one in every 15 americans stolen from government computers. officials say the hackers had access for more than a year. >> lack of a single answer or even some sense of that answer overall from administration is very troubling. >> reporter: lawmakers grilled the head of the office of personnel management the first time it happened. >> i want to know why you didn't incrypt the information. >> an adversary possessing proper credentials can often decrypt data. >> reporter: she admitted they breached 10 million times a month. they're urging the president to

do something. >> fire the chief information officer and demonstrate that you're in control. >> reporter: the head of the opm says she's not stepping down and the government says they have no indication the information has been used against anyone. tracie potts in washington. >> the army will cut more than 4 00 soldiers from three bases in virginia. the forced budget cuts affects different bases. the closest base to us in the district will take the biggest hit losing about 250 soldiers. the u.s. army will lose around 40,000 soldiers because of the cuts. the army says unless budget changes are made, there may be cuts needed in the next few years. and while positions are lost the country may not be able to meet its current deployment.
