what parents are saying tonight about the arrest of a counselor charged with sexual abusing a minor here at an exclusive local camp. plus, millions of federal workers, their information already stolen. what some in congress tonight want to give them free for life. >> "news4 at 11" starts now. >> new reaction from parents tonight about the arrest of a camp counselor in montgomery county. >> jose valenzuela is charged tonight with sexual abuse of a minor. his accuser, a student at the holton arms creative summer camp. news4's chris gordon outside the school tonight with more on these charges. chris? >> reporter: well, the camp is called creative summer. and what police say happened here has created a reaction bordering on disbelief. when parents picked up their campers they learned that a counselor was arrested for sexual abusing a minor. >> that's awful. i've been sending my kids here

since they were 3 years old. that's incredibly surprising. >> reporter: 43-year-old jose valenzuela, known as jolly, taught magic at the holton arms creative summer camp program. charging documents say he inappropriately touched an 11-year-old girl at the camp between june 30th and july 3rd putting his arms around her and asking her to sit on his lap. she told her parents and they called police. valenzuela is being held at the montgomery county detention center. >> surprise. we've been at holton arms for several years. and they have been so thorough in their background investigations. safety has always been a priority. so i would be very surprised and very shocked. >> reporter: holton-arms school sent us this statement saying holton-arms puts the highest priority on the emotional well-being and safety of our students. we are and always have been committed to providing a secure environment for our children to learn and play. the school conducts comprehensive background checks of our summer counselors annually. we take these types of

allegations very seriously. do you still have confidence in the creative summer program? >> i do. i do. it's a great school. and -- i guess it can happen anywhere. >> reporter: police want to know if it has happened before. >> we're asking if anybody who has attended the camp between 2012 and now, or has had any previous contact with mr. valenzuela of an inappropriate nature to please contact us. >> reporter: now, the montgomery county police special victims unit is conducting this investigation. that's the latest live tonight in bethesda. jim, back to you. >> chris, thank you. also new tonight volunteer firefighters robbed while working to keep you safe. someone has been breaking into their vehicles while they're parked in the fire station lot. it's been happening since april. at the burtonsville volunteer fire department in montgomery county. shomari stone live there now with the pictures just released by police tonight. shomari? >> reporter: well, jim this is downright despicable.

these firefighters put their lives on the line every day, helping the community. and the last thing they need to deal with is walking out of this firehouse to their car or their suv and seeing that someone broke into it. that's exactly what happened to them. right now police want your help identifying the suspect. here he is in this surveillance image. investigators say he has been stealing items such as laptops out of cars and suvs in the back parking lot here at the burtonsville volunteer fire department building at 13900 old columbia pike. the suspect broke in the volunteer and career firefighters' cars between april 10th and june. tonight we talked to a captain here at the firehouse. let's hear what he has to say. >> we're glad we got a picture of him. we hope to catch him soon. sooner than later. you always don't like when your privacy is invaded. no one likes that. and especially when you come here and you're out running calls, and someone is doing that

when you're out, that can be particularly irritating. >> reporter: we can all learn from this and broaden it. police recommend that you keep your car doors unlocked. and the inside, on the dashboard, or inside between the seats, make sure you don't have your belongings or items visible from the car window. live from silver spring, i'm shomari stone news4. we saw a flash flood watch pop up tonight with some of the rain moving in. doug, that going to be a problem for us overnight? >> i think it could be a problem if you're out on to the roads say between 2:00 and 6:00 in the morning. after that, i think things get better. but let's take a look at the radar and show you. we already have some showers popping up across the region. heaviest shower through southern fauquier county right along 66 seeing some of the showers too. and just off to the west, here is the system moving our way. you can see a little spin here in the atmosphere. once this moves into our region, it is going to see the coverage of this rain and the intensity of the rain both go up. and that's why we do have a flash flood watch for parts of

the shenandoah valley. prince george, d.c. fairfax and prince william county could see 1 to 2 inches of rain. i'll talk about the timing of this coming up for you. it's saturday. we want to see how much of it can be dry. i've got that in my forecast. >> thank you, doug. the families of the people killed in the charleston church massacre are reacting to a bombshell revelation from the fbi tonight suspect dylann roof should never have been allowed to buy a gun. roof was arrested in february carrying an illegal drug called suboxone. it's used to treat dependents on opiate drugs. because of that arrest, his handgun application should have been denied. but when the fbi conducted a background check, they were directed to the wrong police department which had no record of his arrest. >> when i found this out, it made me angry you know. and i wasn't angry at dylann. i was angry at the system. >> i thought that being that it was an fbi check that they were very thorough.

so i was surprised that they weren't very thorough. >> the fbi director says he is sick over the mistake and wishes he could turn back time. tonight, for the first time in more than 54 years, the confederate flag is not flying on the south carolina state house grounds. it's now in a nearby museum. a chorus of cheers greeted the removal of the flag this morning in columbia. about 10,000 people packed the streets around the state house to witness the historic event. an african american man who carried that flag away talked about the significance of the moment. >> what did you feel while you were doing that? >> like i said, just a sense of honor knowing that the people of south carolina have come together to make this happen. >> a multimillion-dollar display will be built for the flag inside the military museum. back close to home, a man wanted for a high profile shooting and robbery could soon return to the region to face charges. we learned today derrick sprouse

was indicted by a grand jury for the shooting of kelly wood at a fastmart store down in spotsylvania in march of 2014. cameras caught the attack. woods survived his fight, getting shot in the head. sprouse is in jail in north carolina on an unrelated charge. last night we told you about new stronger warning labels on some very common medications. they're on drugs called nsaids like advil aleve and motrin and some arthritis meds. the fda says there is a higherest risk for heart attack or stroke with these painkillers. today dr. alan taylor joined us to talk about when you should take the drugs and what kinds of risks you might face. >> you're always best getting away with the shortest treatment at the lowest strength. nabi the naproxen, the aleve. for the individual person the risk is very small. particularly if there is no heart disease or heart factors. if you're going to need long-term treatment or high dose treatment, that's the time to

pause, talk with your doctor and make sure they're the right medicines for you. >> dr. taylor says the new warning is to primarily raise awareness about the risk of the popular pain receivers. d.c. cracking down on synthetic drugs. mayor murrial bowser signing emergency legislation to fight the problem. the new law allows law enforcement and other officials to take quick action against businesses that sell the illegal products. repeat offenders could have their licenses revoked. the mayor today said these drugs are much more dangerous than pot. >> i don't want anybody to be fooled. these chemicals are nothing like marijuana, and they can lead to terrible consequences, including seizures, suicidal behavior, violence, criminal behavior,an and even death. >> bringing criminal cases against synthetic drug users is tough because the city does not have a field test for synthetic drugs, and the chemicals used to make them often change. a traffic alert tonight that you'll have to keep in mind for the previous week.

at midnight, randolph road will close to all traffic at nebel street just off rockville pike near the montrose crossing shopping center. it won't reopen until next saturday. the road is closed so that csx can do railroad track work. to get around the closure, you can use twin brook parkway or nicholson lane. there is a push on capitol hill tonight to offer lifetime fraud protection to those of you who may have had your personal information stolen in that massive opm breach. right now opm plans to offer three years of id and fraud monitoring. because the hackers got their hands on so much sensitive information from so many people some lawmakers say three years of protection just is not enough. >> it may do nothing now or they may do something years from now. and i think the government owes our federal employees and retirees at least that. >> opm director katherine

two u.s. senators now support an effort to get the white house to revoke bill cosby's presidential medal of freedom. senators kirsten gillibrand and claire mccaskill say they agree with a group collecting signatures on a white house. it follows the release of an old deposition of bill cosby obtaining quaaludes and giving them to women he wanted to have sex with. it is known as the highest civilian honor in the country. new comments from republican presidential candidate donald trump. and they're not likely to silence his critics or his supporters. tonight in los angeles, trump responded to people who have criticized him for saying some mexican immigrants are rapists

and criminals. he did it by introducing family members of people who were killed by undocumented immigrants. and blamed the media for not being clear about what he said. >> they will take some of my statements tonight. and instead of starting from the beginning, he'll start from the middle of the sentence. they won't say my statements that i have a great relationship with mexicans, that a lot of mexicans work for me, that by the way i sell very expensive apartments to mexicans. i love the mexican people. i love their spirit. they won't say that. >> trump also criticized american leaders for negotiating bad trade deals with countries like mexico antsz for paying to keep criminals from other countries in american prisons. for the first time in three decades, the city of new york held a ticker tape parade for the women's sports team. the world cup winners were feted with ticker tape cheers, even the keys to the city.

kristi nelson shows us the day full of cheers and smiles. >> reporter: a celebration of girl power. the u.s. women's soccer team waved shot video and took selfies as they rode floats down the big apple's famed canyon of heroes. thousands lined the streets as people in office buildings threw confetti. cheering on the team as they rolled past the sea of red, white and blue. the team ended up at city hall where 3500 fans again cheered for the world cup champions. >> i'm so proud of this group of women behind us. they are remarkable both on and off the field. they are true pioneers in this sport. winning the was pretty special, but today was mind-blowing. >> the mvp agrees. >> the was a dream come true. but having this parade here in new york city was one of the

take a look at the rain right now. you can see storm team 4 radar towards fredericksburg. i'll zoom in on some of the heaviest rain along 66 right here as it makes waymans thatsis a, fairfax county. most of this is fairly light. heaviest storm is right down towards southern fauquier county, moving down 17 towards fredericksburg. but not a whole lot now. but that's going to be -- that's going to change as this area of low pressure, you can actually see a little bit of a spin here makes its way our way. as it does, you're going see all of this rain break out across our region. it's going to be here for a couple hours. let's time it for you. the flash flood watch watch back to the shenandoah valley. in and around the d.c. metro area the prince george, d.c. arlington county, fairfax county, prince william county, these interest same areas that saw all of that heavy rain the other day. that's why we have a flash flood watch in effect for these counties only. it doesn't include montgomery county, charles county or back towards loudoun county. but only in these areas. and we could see 1 to 2 inches

of rain overnight. let's time it out. as we make our way through the 5:00 hour, here comes the heaviest rain, right along 66. but notice to the north, not a whole lot going on up here. yes, some rain in frederick. but nothing too heavy. around the 7:00 hour, still look at this gradient. nothing in hagerstown. baltimore on the dry side. but d.c. and fairfax county getting the bulk of this. as i said earlier i think northern virginia and southern maryland will see the most rain from this. by 9:00 it starts to move out of here. it will be done by around 10:00 or 11:00. and by 3:00 in the afternoon, we have sunshine. still a couple light showers in parts of the area, but starting to break out. i think your saturday afternoon, and especially saturday evening is looking pretty good. what about rainfall? how much will we see here? as i mentioned we could see 1 to 2 inches. look at this. 1 1/2 to 2 1/2 inches in the purple. that's right there through montgomery -- or through fairfax county, through prince william county, the areas under the watch right on in towards the district. that's what we're going to be watching for tomorrow.

if you have outdoor plans maybe get out play a little tennis, take a bike ride. early rain will end and we'll see a dry afternoon. you may want to do it after about 9:00. that's when i think things get a little better. if you're thinking about heading out to the pool, temperatures 81 to 86 degrees by afternoon. not a good pool day say around 8:00, 9:00. i know we have swim meets early in the morning. just going to be rain. could see some thunder and lightning overnight tonight. 90 degrees on sunday. sunday not bad. it's going to be hot but it's not going to be humid. so sunday looking pretty good. monday looking pretty good as well with a high of 89. then tuesday, watch another storm system that will move our way. look at the high. 94 on tuesday. good chance for not just strong storms, but the potential is there for some severe weather. that is something we're going to be watching very closely. of course, amelia segal will be in this weekend. she'll have most latest on that. >> full-on july. thank you, doug. the battle of the beltways gets off to a sweet sta

hey, you may have seen the videos on line of what people say are toy minions cursing people out. but mcdonald's says tonight the happy meal prize does not have a potty mouth. this minion reportedly says, quote, i'll be damned. others apparently have heard some more colorful language. >> oh my, from one of the other plastic toys. but mcdonald's says minions speak minionese, a random combination of nonsense words, much like we use here on news4 every day. the fast food giant apologized if customers interpret the sounds to be anything other than gibberish. if you want to hear more, go to youtube. doug has been playing it. what did you think they said? >> i thought they said weather is great, weather is great! it's a little offensive.
