disappointed. what upsets me is that it is always easy to blame the person with mental illness. >> reporter: peter is an advocate for p em with mental health issues. he has reviewed county police chief's statements on the february death of 37-year-old natasha mckenna. mckenna, who had previously been diagnosed with schizophrenia, was tasered while she was in fairfax county adult detention center p. county police chief confirms video of the incident in which a taser was used multiple times on mckenna does exist and was reviewed. he also tells news 4 an analysis of that weapon took longer than expected. >> qualified vendor to do an independent analysis to make sure it was working and prnt to the manufacturer's specifications and wasn't

tampered with was crucial report. >> he doesn't ment nine days. leg irons on. she only weighs 130 pounds and had six deputies around her in a controlled not controlled environment and yet she is responsible for bringing all this on. >> there was a lot of information to digest but it is important to note that the chief did say that mckenna had been in the deteng fairfax county center for nine days before her death. mckenna's death was ruled accidental. >> jackie, thank you. you? at 11:00, the new york city man who died in police custody will be getting millions of dollars from the city. eric garner's family in new york city agreed it a $5.9 million

settlement. the family initially filed a $75 million lawsuit. garner, you'll recall died in police officer's choke hold last year. the city medical examiner found that choke hold contributed to his death. a grand jury declined to indict the officer, a federal investigation continue. >> we are tracking new development for the case after little boy beaten to death over a birthday cake. just hours ago, hagerstown police arrested his mother and uncle and charged them with second degree murder. here is our first look at them. detectives say they were physically abuseing the little boy before the assault that killed him. officers found jack garcia with bruises all over his body and not breathing. they say the 9-year-old ate a slice of birthday cake that wasn't his so his uncle handcuffed jack it a chair and the mom's boyfriend beat him

unconscious. the boyfriend, robert wilson, has already been arrested. there will be a vigil to take a stand against abuse. she turned away an ambulance that came to talk to her son and said he was just a little congested. haguerstown police take them into custody this afternoon. >> we are getting new insight into the dangers and draw of those synthetic drugs. d.c. enacted lerjemergencies action. we have a lock at why young people take them in the first place. >> what affect does it have on you? >> an uncool high. >> talking about why he stopped taking drugs, he went to a community meeting in southeast d.c. >> because the high kind of takes you to another place.

chicolo p. he is the son of boston police captain. investigators say he purchased pressure cookers and planned to explode them in college cafeterias. his father reported him to the fbi last fall and investigators have been tracking him ever since. >> tonight we are working to find out what caused a fire on a tour bus. a bus from baltimore caught fire in memphis. not in was hurt but some of the 55 passengers were overcome by the extreme hot weather in memphis. >> we're working for you with this traffic alert. right now major lane closures are in effect in the third street tunnel because of the capitol crossing project. these lane closures won't be in place during peak hours. all lanes are open from 5:00 to 11:00 a.m. and 3:00 to 8:00 p.m. in the north bundbound direction. at all other times, 395 is cut to just one lane in both directions. now these lane closures will be

. new at 11:00 tonight the coast guard sent us these pictures. lifeguard stand went missing last week. the coast guard says four of the missing seven stands were found floating out in the ocean. as for the other three stand, the coast guard is asking boaters to report any unusual large items floating in the water. police believe the stands were

pushed out into the ocean for some reason. >> tonight this teenage girl miraculously survived a plane crash then walked through the forest for 24 hours. today she reached a highway where hikers picked her up and drove her to a nearby general store where they called for help. the 16-year-old was on a small plane with her grandparents when it crashed this week end in a mountainous area m washington state. the teen is now in the hospital being treated for dehydration. otherwise she's okay. police say she made her way out of the woods by following streams and waterways. right now there's no sign of the plane, no word on the fate of the girl's grand parents. >> you pay their salaries even though they aren't showing up for work. we found dozens of recent cases of no-show federal government employees. as scott mcfarland and the news 4 i-team show us, they are far from the office while on the taxpayers' dime. >> some of them went golfing.

these cases for the epa's office of inspector general. >> this isn't as rare as we think it is. >> it is not rare. i say at epa, it is just a fraction, small percentage. but beganagain i don't know what i don't know. >> audits obtained by news 4 i-team found more than 60 workers across the federal government doctored time sheets to sneak out of work while on the clock. we found this is happening at federal federal agencies throughout the city, not just the epa. department of transportation, labor department smithsonian, nasa. all costing taxpayers about $1 million just since 2012. a jury convicted herman ransom a top official with urban and housing development with theft for going to the casino while on the clock. a d.c. based worker worked on his swing at a local golf course bragging on an e-mail everyone's in. and he was using slick leave to

get out of the office. williams says government managers should be cracking down on no-show workers. >> had managers done their due diligence, they could have prevented this from going further. >> that wouldn't have stopped altina pierce. why? because she was the time keeper at epa. pierce managed her office's time sheets. she figured out a way to doctor them. >> they can't police themselves that's why they need an internal watch dog, that's why they need the inspector general. >> many of the inspectors general are underfunded. nearly every major federal government inspector general instituted hiring freezes or reduction in training or travel because the tight budgets. even though they save money by reducing fraud. >> $1 spent with the inspector general they can save upwards of $12 to $20. >> in the meantime most hardworking civil servants risk getting a bad rap.

wind out of the southeast at about 3 miles per hour under cloudy skies. notice the numbers though. cool all day today and temperatures in mid to upper 70s and 69 degrees at culpepper. 72 in gamingersburg. i mentioned the rain. most of us dry but notice right over towards annapolis, baltimore, and st. mary's county. we are looking at very heavy rain here and this rain not moving a whole lot. it is moving over annapolis for about the past half our or so. this is the area we could deal with, with potential slight areas of flooding. it is not affected a lot here but we could see flood awning area roadways. same thing thing down towards st. mary's county. all close to the bay. nothing else going on in our region but that's not the case all night long. we have one boundary that came through. almost a storm that made its way through indiana, ohio, kentucky. numerous severe weather reports. 70, 75 mile an hour winds. making its way down to the south

and east. still a boundary here. i expect to see a few more showers, maybe a rumble of thunder overnight and back towards chicago more thunderstorms, maybe even a tornado warning earlier. we are in this kind of pattern. however most of the severe weather is just down south and west as the ridge stays down south and west too. so monday, 11:00 no worries out there. just a few of those showers. watch what happens around 4:00 in the morning. notice shower activity from that boundary moving across the region. you will wake up tomorrow and there may be wet roadways but most of us will be dry. look around 7:00. everybody on the dry side and even during 1:00 hour. thinking of getting lunch outdoors. once again shower activity back toward the west. most of us tomorrow remains dry. isolated shower can't be ruled out. but it is really until 8:00, 9:00, 10:00. even 11:00. here is 11:00. here is another line that tries to develop and moves through the area. that's where we could see

stronger storms. not expecting anything severe. but any strong storms this would be the time to get those strong storms in here. that's what we will watch out for. impact forecast tomorrow. mostly on the low side. but moderate because of humidity and because of that scattered shower and thunderstorm chances. high temperatures tomorrow mid to upper 80s across the area. 88 d.c. 89 down towards fredericksburg. 74 degrees at 8:00. once again dry i think 12:00 and 4:00. storms to the west at 8:00 with a temperature of 84 degrees. 86 degrees on wednesday. starting off with cloud cover. then sunshine late in the day. couple of nice days. how about this. two in a re, thursday and friday. both beautiful. highs in mid to upper 80s before we good right back to the 90s. 95 on sunday. maybe a little heat wave as we hit 94 monday as well. >> that sounds good. >> thanks. >> we've got a new spin on the home run derby. that leads it a happy fan in cincinnati. jason's next with sports.
