about the safety fox said riders and employees need and deserve. the traffic alert this morning major lane closures on 395 in d.c. for months to come. these are part of the effort to extend the third street tunnel. these lane closures won't take place during peak driving hours. all the lanes will be open from 5:00 to 11 a.m. and 5:00 to noon in the southbound direction. 395 will be cut to one lane in each direction in the district. these lane closures will be in effect through january of next year. your commute over the american legion bridge could be a little faster. vdot wants to extend the beltway express lanes into maryland. the agency wants the lanes to go all the way to the 270 spur. vdot says another bridge will be needed to address future traffic volume increases. good morning if you're just waking up. we want to get you up to speed

on the forecast. >> storm team 4 meteorologist tom kierein with a look at what we can expect today. good morning. >> good morning. we have showers right along 270 from near rockville and then up near the frederick county line. this is moving off to the east, this one downpour quickly moving on through. don't have any reports of any lightning or thunder with this. but a brief downpour coming near lleytonsville and south of damascus and then another batch north of mt. airy in southeastern frederick county. elsewhere the pavement is dry. we have some residual high water here in the shenandoah valley. shenandoah county into northern page county from yesterday morning's heavy downpours so watch out for some road closures this morning. and temperatures right now are mild and rather muggy. in the 70s around the metro area. reagan national at 77. how is the commute so far? >> we have some construction hanging around. that's okay. should be out of the way by about 5:00 a.m.

this is 66 eastbound between the beltway and leesburg pike. that's still happening this morning. taking a look at 66, 95 look at that, no major issues inbound or outbound there. everything rolling along quite nicely. i can tell you this is anything because of how much moisture is on the camera lens. 270 at father hurley boulevard getting some of the rain starting in germantown right now. so be careful this morning. wide look at the beltway, overall no major problems here as you take a big look at the inner loop and the outer loop. we are fairly dry looks like we'll get some moisture at some point. tom said the beltway at old georgetown road rolling along nicely. see you at 4:41. >> thank you melissa. this morning a mother and an uncle are charged in the death of a maryland boy. 26-year-old oriana garcia and 23-year-old jacob baja ras are charged with second degree murder. 9-year-old jack garcia died after he was beaten for eating a

piece of birthday cake without permission in hagerstown. his uncle handcuffed him to the chair and his mother's boyfriend, 30-year-old robert wilson, beat him unconscious. wilson is still charged with assault right now since he was arrested before jack died. the mother turn away paramedics when they were called first to the home. she said the boy was congested. paramedics were called back four hours later and the boy die on july 5th. new this morning out of washington state the father of the little girl who survived a talking for the first time. he's amazed she survived. >> well, her survival -- you know, i can't get out and do a lot of the stuff anymore so i watch it on tv. survivor -- should be proud of her. no i think she did good. >> after two days of searching, this 16-year-old girl was found in the wilderness. but still her step-grandparents

for atvs. surveillance video shows them riding atvs and bike rises and the police union said violators in the past have gotten off without penalties. a quick heads up, today the montgomery county council will think of requiring raiden tests before you sell and looking at extending food truck hours from 5:00 to 10:00 p.m. right now trucks are allowed to operate from 9:00 a.m. until sunset. the council is considering a new surcharge on tips given to taxi drivers that would raise money for improvements and the council will look at creating incentives for developers to add more affordable housing. today's meeting starts at 10:30 a.m. right now prosecutors are reviewing the results into the deft -- death of a woman in

police custody. mckenna died after she was being transferred. mckenna was tasered multiple times and news4 spoke with mental health advocate pete earley, on an ad hoc committee to reform police practices in fairfax county. ed roessler has not addressed the reason that mckenna became combative. >> she was in jail for nine day, that she was handcuffed, had leg irons on. when she only 130 pounds she had six deputies around her in a controlled environment, yet somehow she's responsible for bringing all this on. >> police tell news4 there is video of the incident and it has been reviewed. in decision 2016 democratic candidate hillary clinton will head to capitol hill today. the former secretary of state will meet with house and democratic lawmakers and will meet privately with the congressional black caucus,

hispanic and asian pacific caucuses. this is her first formal visit to the capital since announcing her candidacy in april. we are working to find out if donald trump's sign will be taken down. charles allen is questioning if the sign has a proper permit. he said a letter friday to the department of consumer and regulatory affairs, and allen said it may be interpreted as a campaign sign for the presidential candidate. lawyers for consumer and regulatory affairs hope to respond quickly to the permit question. right now, nasa's new horizons spacecraft is getting closer and closer to pluto. nasa says it will arrive at about 7:49 this morning. we could learn secrets from dwarf planet's surface as early as today. now the journey has covered nine years and billions of miles so far. nasa has put out a graphic essentially explaining how precise this journey had to be. it's essentially like throwing a

strike in baseball from about 3 billion miles away. the spacecraft has to hit this box that -- go back, has to hit the box that you see right here in order for this to actually transmit or gather information, critical information from pluto and one of pluto's moons as well. this box is about 60 x 90 miles wide. new horizons will spend less than half an hour in the prime location. even smaller box inside really is the one that's the prime spot. nasa says it's right on target at this point. however we won't find out if this experiment really worked until about 9:00 tonight when images come back. >> a strike from 3 million miles away. i bet you matt scherzer could do it. looking live outside where temperatures are already in the 70s. but how warm will it get where you live? tom kierein has your neighborhood highs. brazen robbery caught on camera and police hope you can i'd if i the people on the

4:46. back to our breaking news this morning out of austria. a landmark nuclear deal has been reached with iran. this has been pursued for decades now. i want to go to nbc's tracie potts for a look at what this deal looks like and what will happen next on this. tracie, good morning. >> reporter: hey, good morning. we are following this developing news out of vienna that they have reached a deal on iran, we are getting lots of reaction this morning. what we have not heard yet is from the white house. eventually, we'll hear from president obama and of course keep in mind that the lawmakers here on capitol hill have to approve this deal. and that's not an easy thing.

they are reluctant, republicans and some democrats. they have got a 60-day clock once they get the paperwork to do so. this deal we're hearing out of vienna vienna would allow for international inspectors to go into iran's nuclear facilities, they're saying they'll continue enriching uranium. but they will allow for inspection of their nuclear facilities to make sure they're not building a nuclear weapon. in exchange this is a big deal, the united states and other nations will agree to drop economic sanctions that have been crippling that country. we're waiting to get a lot more information, we're getting a lot of reaction rolling in on social media. iran's president spoke just a few moments ago and of course president obama expected to speak later this morning. >> all right. tracie potts, thank you. we have some new video out of india here at the live desk. after 27 people are killed in a stampede. this happened at this religious

festival. people were trampled to death. dozens hurt as thousands pushed forward to bathe in the river. now officials say it all started when some pilgrims were trying to get their shoes which had fallen in the rush to that river bank. it's believed that bathing in the river can rid people of their sins. we expect to stay on top of this story and bring you the very latest as we get it. back to you, eun. >> thank you. we're following a developing story in the search for an escaped mexican kingpin. joaquin guzman must have had inside help to escape from a maximum security help. he is known as el chapo which means shorty. investigators are questioning 32 prison employees including the prison director. this is the second time el chapo has escaped from prison. after the first escape he was on the run for 13 years. we're waiting for the official announcement, the associated press reporting the pentagon plans to end the rule that says transgendered people

can't serve in the military. it's one of the military's last barriers based on someone's gender or sexual identity. once that comes out, the dod will have six months to figure out how to implement the change. today, president obama travels to philadelphia to speak at the naacp convention. today he is expected to talk about criminal justice reform improving the justice system was part of his recent eulogy for the minister who was gunned down in charleston, south carolina. ♪ that is the maryland state song sung every year at the preakness stakes. now the song maryland my maryland is under fire because it was written by a confederate sympathizer in 1861. last week a delegate from frederick county proposed having that song replaced by a poem. a long-time annapolis resident suggests replacing the song with my home, my maryland.

that song was composed and performed in 1976 for the naval academy glee club. more women who say bill cosby raped them are coming forward. two women identified themselves to ask for the full release of a deposition from ten years ago. part of it came out last week. it included testimony from cosby where he said he gave drugs to women in order to have sex with them. the women say that's not enough. >> this is about ending his on going abuse of the media, the system and women and we're the only ones who can do that. >> cosby has been accused of sexually assaulting more than a dozen different women. he denies the claims and has not been charged with any crime. all right, guys give yourself a pat on the back this morning. d.c. men are apparently among some of the most handsome men in america. >> is that right?

line it's just near laytonsville and it's going to be near ashton, ulny here in the next few minutes. lighter rain up into carroll county. moderate downpour east of frederick moving over to westminster. we have some residual flooding from yesterday's morning downpours in the shenandoah valley. this green zone watch out we have some closed roads there in parts of shenandoah valley from the aftermath of that morning rain. here's the hour by hour timing. this is as of 5:00 this afternoon. we'll stay dry, it is after that we'll begin to see some thunderstorms get closer to us. by 7:00 p.m., shenandoah valley up to hagerstown. getting closer to the western suburbs by 8:00 p.m. coming into northern virginia. then downpours from fredericksburg up to washington and near baltimore. that line comes on through by 10:00 p.m. and pulling into

you're watching "news4 today." >> a warning for walmart shoppers in virginia. if you recognize this man, you may be able to help police in prince william county. a woman in her 20s said that man touched her inappropriately in dumfries' walmart. right now, herndon police are looking for a man that tried to kidnap a girl. that girl was waiting for the school bus on spring tide place yesterday when a man in his 30s or 40s walked up to her and the man offered her money to come with him but she walked away. police said he tried and failed to physically force her to leave

with him. this morning we're learning more about the dangers and the draw of synthetic drugs. d.c. enacted emergency legislation last week to deal with the sales of the chemicals. city officials say the drugs often called k-2 or scooby are contributing to the recent spike in crime in d.c. at a community meeting last night, a former synthetic drug user said one of the draws to synthetic drugs is the price. synthetic marijuana is much cheaper to buy. also we're learning that the drugs are hard to detect in probation tests. >> and the tests are developed to test for kacannabinoids or synthetics. they can't detect all of them. >> d.c. police can shut down any police caught selling synthetic districts for several days. businesses could also face a $10,000 fine for a first offense. they risk losing their licenses if caught a second time. some "news4 your health" now on a test that could uncover a

so called silent cancer in pregnant women. the new study that results from a common prenatal test that also points to cancer risks for the mother. this is from analysis of 100,000 noninvasive blood tests used to detect fetal abnormalities like down's syndrome. women who had false positive results and gave birth to healthy babies were later diagnosed with cancer. this research was published in the "journal of the american medical association." and a time capsule will be opened. the time capsule was buried to celebrate the hotel's tenth anniversary and there are instructions written in stone to open the capsule on july of 2015. the hyatt says it will open later this year as they celebrate the hotel's 25th anniversary. they say they have been busy with the world police and fire games this month. really cool to see what's in there. >> yeah. we'll be looking out for it for

sure. stay with us, "news4 today" continues now at 5:00 a.m. >> "news4 today" begins with breaking news. >> good morning. i'm angie goff with this breaking story out of vienna where an historic nuclear deal has been reached. a look of world leaders here taking photos a short time ago. taking a picture together after this deal with iran was struck. it curbs the country's nuclear program in exchange for billions of dollars in relief of sanctions. key parts include keeping iran from making enough material for a nuclear weapon for ten years. it also ups inspections at facilities that includes military sites. here in washington there's been some pushback over this deal. some don't think it's tough enough. congress could hold a vote and still disapprove the deal. we're working to find out when we can expect to hear from president obama on all of this. this is a developing story. we'll continue to follow it.
