and a new push in d.c. to go after the people riding dirt bikes and atvs through the city streets. the tough new penalties riders could face. plus, the potential for severe weather right now showers moving out of the area. but we have the potential for flooding. storm team 4 meteorologist tom kierein has the conditions you'll see on your way to work. >> yeah those showers passed over the metro area in a couple of hours. they're pulling pay way to the north and the east. heavy downpours likely moving in later tonight from the central shenandoah valley, northern virginia, much of maryland. watch out for high water that's going to be this evening when the storms do roll on through. and if you're walking to the metro or to the bus stop this morning, some walkways are a little damp from the overnight showers. a little sun breaking out. heading back home dry walkways in the upper 80s. those storms arriving tonight. a look at the severe risk zone.

80 pages long. big take away so far, it limits iran's ability and access to build a nuclear weapon over the next decade. also, the country would open up military sites to u.n. inspections. in return, irans gets hundreds of millions in sanctions released. good and bad reaction continue to pour in. >> it is an important achievement for all of us. >> this is a bad mistake. >> and in the next phase of the story, what is congress going to do here in washington? it can still vote to disapprove the deal, but how much power that vote carries? that is still the big question. this is a big story that we'll continue to follow throughout the morning. we'll bring you another update before the hour is over. back to you. thank you. the top politicians will be talking about your safety on metro. u.s. transportation secretary anthony fox scheduled a meeting about quote urgent safety issues for this afternoon.

at that meeting they'll discuss metro's financial problems and the search for a new general manager. they will talk about the safety fox says riders and employees need and deserve. a d.c. council member is proposing new penalties for people driving all terrain vehicles and dirt bikes in the district. this comes as police are looking for persons of interest who were seen on dirt bikes in the shooting death of a reporter. news4's megan mcgrath is live at the wilson building in downtown washington with a look at this proposal. megan? >> reporter: well eun, all terrain vehicles and dirt bikes you're not allow to drive them on district streets it is illegal. but many people do it anyway. if you're caught, the penalties aren't that stiff. now council member kenyan mcduffie is trying to change that. later today he's going to introduce legislation that would create a tiered system where the penalties both fines and jail time would increase with each offense. police are looking for more than

a dozen people of interest in the shooting death of reporter charnice milton. surveillance video shows them riding atvs and dirt bikes. now under this legislation, let's take a look at the penalties here that would happen. first offense you could face 30 days in jail. and second offense, 90 days in jail and $500 fine and have your license suspended for up to six months. a third offense, 180 days and $1,000 fine. you could lose your license for a year. now currently there's just one penalty, 30 days and a $250 fine. and that's for how ever many offenses you have. the police union has been vocal in calling for tougher penalties. they say that it's a serious issue out there. it's a danger to the public and that there need to be tough penalties. the bill will be introduced later today. we'll of course be following it. back to you in the studio. >> thank you. in the day ahead, the

23-year-old son of a police captain is expected in federal court, accused of an isis inspired terrorist plot. alexander ciccolo has a hearing today. his father reported him to the fbi in the fall after learning he was plotting to attack college cafeterias. the young man was under constant surveillance and the attack was unlikely. lawyers will ask a d.c. judge to release man who is awaiting a retrial for murder. ingmar guandique was found guilty of killing chandra levy and however the judge ruled that the testimony was from an unreliable witness in this case. the lawyers will be asked for him to be set free until the retrial next march. prosecutors are reviewing the results from an invest into the death of a woman in fairfax police custody. 37-year-old natasha mckenna died in february when sheriff's

deputies tried to transfer her out of the fairfax county adult detention center. mckenna who had been diagnosed with schizophrenia was tasered multiple times. news4 spoke with mental health advocate pete earley on an ad hoc committee to reform police practices in fairfax county. ed roessler hasn't addressed the reason why mckenna became combative in the first place and police tell news4 there's video of the incident and it has been reviewed. there is a new push for federal aid for baltimore after the unrest in that city three months ago. several democrats signed a letter to the president asking him to recognize the violence there as a major federal disaster. this is according to "the washington post." last month, fema ruled it was not a major disaster and didn't deserve federal financial aid. maryland governor larry hogan is appealing that decision. if you live in rockville and planning to sell your home soon, a quick heads up for you. today the montgomery county council will consider radon testing before you can sell.

the council will look at extending food truck hours from 5:00 a.m. until 10:00 p.m. right now trucks are only allowed to operate from 9:00 a.m. until sun set. they're considering a new surcharge on tips given to taxi drivers. that would raise money for improvements and the council will look at creating incentives for developers to add more affordable housing. their meeting starts at 10:30. you have one more chance to catch taylor swift rock nats park. her second and final show will kick off at 7:00 tonight. ♪ even through the beginning of some rain, swift played everyone in the sellout crowd last night. i was there. at a one point, there was a bit of a technical difficulty because there was an extendible stage. she was out there and it stopped working. but she continued the performance. such a pro. eventually, the stage came down. she finished the whole show.

this time has historic significance. it's believed to relieve people of their sins. eun, a very very sad outcome for what's supposed to be a sacred celebration. >> indeed. angie goff from the live desk, thank you. 6:17 now. developing story this morning we're hearing from this girl's father. the 16-year-old was on a small plane with her grandparents when it crashed this weekend in a mountainous washington state area. took two days for her to make her way out of the woods by following streams and waterways. her father says he's proud and impressed with her survival skills. >> she watches a lot of survival shows with me. so i can't get out and do a lot of the stuff anymore so i watch it on tv. so survivor man should be proud of her. no, i think it's good -- she did good. >> she sure did. the teen is now in the hospital being treated for dehydration. otherwise, she is okay.

right now, no sign of the plane and no word on the fate of the girl's grandparents. in the day ahead, federal investigators will look into a deadly cargo plane crash in afghanistan. that crash killed six members from michigan and one from kentucky. the boeing 747 crashed just after takeoff from bagram air base in 2013. it was headed to dubai. the plane was carrying 207 tons of cargo including mine resistant vehicles. the national transportation safety board will meet at 9:30 this morning. and 26-year-old oriana garcia and 23-year-old jacob barajas are charged with second degree murder. 9-year-old jack garcia died after police say he was beaten for eating a piece of birthday cake without permission in hagerstown. investigators say his uncle handcuffed him to the chair, and his mother's boyfriend, 30-year-old robert wilson, beat him unconscious. wilson still charged with assault right now since he was arrested before jack died.

police say the mother turned away paramedics when they were first called to that home. she said the boy was congested. paramedic were called back four hours later. jack later died. and closing arguments in the man accused of opening fire in a colorado movie theater. james holmes killed 12 people and hurt 70 others. his lawyers have one last chance to convince jurors he was going through a psychotic episode. prosecutors say holmes methodically planned the attack. and the family of eric garner will receive a settlement. that's the result of garner's death while in police custody nearly a year ago. video of a policeman putting garner in an apparent choke hold went viral and created a nationwide uproar. the medical examiner ruled the death a homicide. a grand jury decided not to

indict the officer. we are learning how much one of maryland's next candidates for congress has raised in his campaign. glenn ivy says he's raised more than $275,000 so far. he's running for donna edwards seat. she will run for barbara mikulski's seat. in virginia a new report says lobbyists are spending a little bit less on local lawmakers. just released disclosed reforms show lobbyists spent $456,000 on dinners and gifts for lawmakers in richmond between last november and april of thiyear. that number was about $472 -- the year before and in the 500,000s in 2013. the changes could be because of former governor bob mcdonnell's recent corruption case. your commute over the 495 can be faster. the agency wants the lanes to go all the way to the 270 spur.

vdot says another bridge will be needed to address future traffic volume increases. a traffic alert for you this morning. major lane closures on 395 in d.c. for months to come. the closures are part of the effort to extend the third street tunnel and make room for the capitol crossing development. this won't take place during the peak driving hours. all lanes are open from 5 to 11 p.m. and then 5 to 11 p.m. in the southbound direction. it will be cut to one lane in each direction in the district. these lane closures will be in effect until january of next year. a few months there. >> yeah. we'll talk more about roads in a second, but first we want to time out your storm chances for the day ahead. and tom kierein has that. >> yes. some heavy downpours likely again tonight. just like we need more rain. it is likely going to be moving in but not until after you get home from work today.

starting off this morning it is a murky morning. a little sun trying to break through. looking east, we had some overnight showers. now on the eastern shore and we have a large area under a flash flood watch including northern virginia into the central shenandoah valley. some of the storms tonight could produce enough heavy rain to produce flooding up through central maryland as well. watch out for high water tonight. you're traveling and going around this evening. right now though, no problems. no problems all the way until 5:00, 6:00, and out of the mountains, but after that around 7:00, some thunderstorms start to roll in the panhandle of west virginia, from martinsburg up to hager town. then into loudoun county and fauquier and up across the potomac into montgomery county, prince william, stafford and spotsylvania and then 9:30,

prince george's county looking good. 270 at shady grove, northbound, no issues and southbound looking pretty light as far as volume goes. back at 6:31. new this morning nobody was gored in the final bull run pamplona, spain. however, six did have minor injuries. it sees thousands racing with the bulls. in all ten people including four americans were gored in this year's festival which is now over. well, there's been another black bear sighting in our area. they live around here, you know. >> i guess so. >> the bear was spotted eating from a bird feeder in the river point community in leesburg yesterday morning. animal services in loudoun county are asking you to remove bird feeders because bears love to snack on them too. so they're bear feeders for some people. they're also asking you to remove other items that could be an easy food source for bears like your trash can. >> i'm calling my sister. she has three small children. >> the bear will go after the

bird feeder first. a ban on heading the ball in soccer may reduce the number of concussions. a new study by the university of colorado says the ban would help eliminate player on player contact though. the study says players are more likely to get a concussion during heading the ball than any other soccer plays. but it's not the only cause of injury. the injury comes as players made contact as they're heading the ball. the study shows most injuries reported in soccer are to lower parts of the body, not to the head. most injuries again because of all the kicking. that's why they wear the shin guards. that makes sense, right? some "news4 your health" that can help you questioning or have you questioning how long you're actually sleeping each night. this is especially true if you have insomnia. a new study that shows people aren't great at judging how much they're sleeping. people who don't sleep much tend to overestimate their sleep and some people with insomnia are underestimating their sleep.

deal with the u.s. and other world powers. that deal reportedly limiting iran's nuclear program and opening military sites for u.n. inspections in exchange for lifting economic sanctions. this deal is already facing major backlash in israel and other parts of the world. president obama expected to speak about this deal from the white house in about 30 minutes. you can watch that live right here on nbc4. but first, the potential for severe weather today. these showers are moving out, but a new line of storms threatens to bring strong winds and flooding. tom kierein has the conditions you'll see on your way to work. tom? >> yeah, the showers passing north of us are on the eastern shore. raining pretty hard in chester town. won't last long. dry pavement. song roads damp -- some roads damp to our north. a little patchy fog in some of the rural areas and then during the afternoon, hot and humid.

her. he offered her money to come with him and she walked away. he then tried to force her to live with him. d.c. police need your help identifying persons of interest in an armed robbery. look at the surveillance video here. this happened early yesterday morning at mack's tire service in northeast. that's in the noma neighborhood. a store clerk appears to fend off a man when a robber pulls a gun. d.c. police say they're looking for four persons of interest. if you recognize anyone this this video call d.c. police. this morning, muriel bowser is expected to address the growing problem of synthetic drugs in the district. city officials say the drugs often called k-2 and scooby are contributing to the recent spike in d.c. crime. at a community crime last night a former synthetic drug user told news4 one of the draws to the drugs is the price. mayor bowser willnews partners for the ask the mayor

segment. president obama will travel to philadelphia to speak at the naacp convention. he is expected to talk about criminal justice reform and improving the criminal justice system was part of his eulogy for the minister gunned down in south carolina. we are learning new information about a mexican drug lord who escaped from prison. mexican leaders say joaquin guzman must have had inside help to escape from the maximum security prison. he is also known as el chapo. investigators are prison employees including the director. this is the second time el chapo has escape from prison. after the first escape he was on the run for 13 years. in the day ahead homeland security secretary jeh johnson will be in the hot seat. he will testify before the house judiciary committee. he'll talk about enforcing immigration laws. this comes in the wake of the california woman who was shot and killed at a san francisco pier. police arrested an undocumented worker who had been deported to mexico five times.

right now, nasa spacecraft speeding toward pluto. right now, we are about to learn a lot more about that dwarf planet. all because of a group of scientists in laurel, maryland. storm team 4 meteorologist chuck bell at the applied physics lab there where everyone is sort of waiting and hoping to see something spectacular later on today. chuck? >> absolutely right. waiting for the images to start coming back a large crowd of folks have already started gathering here. media and science folks, all mixing together, coming up with what will be the most exciting things about this. it will be an interesting day for sure. this is doug ellison, he works for the jet propulsion lab out in southern california. and he's one of the visualization folks for nasa. we were talk about all the numbers and the how far it is and how fast it is, but there's a lot of strange real world applications that come out of all of the nasa projects so give us some of the highlights the little things that affect every day that life that affects space programs, past and present

right here on nbc4. 6:48 right now. also today a young american is expected in federal court accused in an isis inspired terror plot. nbc's ron mott is live in springfield, massachusetts w look at what he's working on for the "today" show. good morning. >> reporter: good morning to you. you mentioned the 23-year-old suspect, he's due here in federal court this afternoon. for detention hearing. he was arrested july 4th after the fbi says he expected a cache of weapons from the undercover operative. he had been on their radar since last fall. he's the son of a boston police captain and a police source in boston tells us that the father turned in his son after becoming alarmed at his radicalization. we are told that the father and son are estranged and that the son suffers from mental illness. he was beinged mecally medically checked out and he stabbed a nurse in the head with a writing pen. she'll be okay. so this story is still developing. some scary details indeed. the plan was to execute an attack against unspecified

colleges and universities in this country and he wanted to broadcast the execution of students on the internet. back to you in d.c. >> more from ron on the "today" show at 7:00 a.m. thank you. today lawyers will ask a d.c. judge to release a man waiting for a retrial for murder. ingmar guandique has a hearing this morning. five years ago a jury found him guilty of killing former d.c. intern chandra levy, however, a judge ruled later that the testimony from the prosecution witness was unreliable. guandique's lawyers now say that they'll ask for him to be set free until that retrial next march. a d.c. council member wants police to crack down on people driving the all terrain vehicles and dirt bikes in the district. kenyan mcduffie is looking at tough new penalties and this comes as police are looking for persons of interest in the shooting death of a reporting. news4's megan mcgrath live at the wilson building with a closer look at this proposal. megan?

>> reporter: well, eun, atvs and dirt bikes are illegal in the district of columnia. you're not supposed to drive them on public streets but plenty of people do it anyway. if you're caught the penalties aren't that stiff. well, kenyan mcduffie is trying to change that. later today he'll introduce legislation that will create a tiered system so that with penalties both fines and jail time, they would increase with each violation. now, police are looking for more than a dozen of people of interest in the shooting death of reporter charnice milton. surveillance video shows them riding on atvs and dirt bikes. the first offense, you can face 30 days in jail $250 fine. second offense 90 days, $500 fine. you can lose your license up to six months. a third offense, 180 days, $1,000 fine and possibly lose your license for as long as a year. now, currently there's only one penalty, it's 30 days in jail and $250 fine no matter how many

times you were caught with violating the law. the police union has been calling for stiffer penalties and this bill will be introduced later on today. back to you in the studio. >> thank you, megan. right now, prosecutors are reviewing the results from an investigation into the death of a woman in fairfax police custody. natasha mckenna died in february when she was being transforred out of the adult facility. she had been diagnosed with schizophrenia and she was tasered several times. we spoke with pete earley on an ad hoc committee to reform police practices. he said ed roessler has not addressed the reason that mckenna became combative in the first place and the police say there's video of the incident and it's been reviewed. scam artists are trying to cash in on the pope's upcoming visit to the u.s. new york governor cuomo said someone is selling fake tickets

today taiwan will announce it is giving $1 million to build the memorial. right now, organizers are trying to figure out if they can raise $20 million in private donations. the project has been in planning stages for 15 years. last week, the memorial won final approval for its overall design despite objections from eisenhower's family. 6:57. here are 4 things to know. today, kenyan mcduffie is introducing a measure to crack down on the dirt bike riders in the city. less than an hour to go before nasa spacecraft passes by pluto. it's travelled more than 3 billion miles to take pictures and gather information. some of which we can see later today. and today the 23-year-old man accused of plotting an isis inspired attack on college students will face a judge in massachusetts. the man's father is a boston police captain. he told the fbi his son's activities last fall.
