>> all right. thank you. tonight there is great hope and deep skepticism after nearly two years of negotiations produced an agreement to reign in iran's nuclear program. >> president obama calls it an opportunity to move in a new direction but he will surely face a fight in congress. chris is here to break down the deal. >> u.s. officials believe iran was just a few months away from building its first nuclear bomb. this deal pushes back that time line more than a decade. here's what we know. certain limits for at least ten years. it would keep them from producing enough material to make nuclear weapons. but there will be new provision for inspections.

they will get billions of dollars of relief and some say it will allow iran to rebuild its terror networks. lawmakers can vote to approve or reject the deal. >> i will remind congress that you don't make deals like this with your deals. i am confident that this deal will meet the national security interest of the united states and our allies. >> the deals that we have out there in my view, from what i know thus far is unacceptable. it's going to hand a dangerous regime billions of dollars in sanctions relief while paving the way for a nuclear iran. >> we're learning more about how this deal could affect you personally. iran is a big oil producer. if sanctions are lifted that could add hundreds of thousands of barrels a day to worldwide

reserves. that could drop the price of gas to $2 a gallon by the end of the year. >> next wednesday marks one year since iranian police locked up a washington post reporter. his name is jason rezaian. he is the post bureau chief. iran eventually charged him with espionage and distributing propaganda. he strongly denies those charges. tonight the executive editor and families renewed their calls for his release. there is new video just into our newsroom, it's surveillance video that shows a guy fighting off a man as he tried to get into an apartment building. >> one lane of the outer loop is still shut down as crews clean

up from the massive truck fire. it has caused a traffic nightmare. and the inner loop has to the dallas toll road in virginia. >> and riders break the law and often get away with it. a dc councilman is pushing for stiffer penalties against people who ride dirt bikes and atvs in the city. it is an issue that received a lot of attention after video was released showing several people wanted for questioning in connection with the high profile murder of a reporter that happened back in may. >> reporter: this is one of several cases that really put pressure on leaders to come up

with stiff penalties for lawbreakers. >> they go fast and furious through streets and neighborhoods. give them a license to drive them and let them drive them. >> but atvs, mopeds and dirt bikes are illegal and some residents want city leaders to give police clear orders. >> they can't chase them and i support that. it creates more of a risk for innocent bystanders. but what we have seen the dirt bike riders who are intimidating pedestrians and other vehicles and it's something that needs to be stopped. if you're caught in any public space with your illegal bike you could go jail. a $250 fine or both.

and more jail time for the third offense. 1,000 dollar fine. >> it is for the bike. if you not going provide me with anything to take it somewhere else, why i got register it? >> it sounds like a worthy deal. >> and this comes just weeks after a dc reporter was gunned down in southeast and police belief the shooter or shooters were on dirt bikes at the time and got away. several steps to go before this becomes law and about 30 minute ace go dc police sent a statement saying they will speak about this during a public hearing on this. that's not expected to happen until the fall when council returns from its recess. reporting live from northwest dc back to you. >> thank you, molette. tonight more local police

departments are moving ahead with plans to equip officers with body cameras. hi david. >> and they tell me picking out the actual cameras really a small part of a very complex process. the bigger challenge for them? storing all that data and figuring out how to secure it. >> for most of us have to understand, for green tech usa it's the language they used when talking about storing police evidence. >> digital evidence has to be recorded in a way and handled in a way such that i's immutable. it can't be challenged in court saying the data has been deleted or edited or altered. >> that evidence coming from body cameras.

testing the camera to find out if your area uses body cameras. get the complete list. >> for a second time now congressional leaders from maryland are asking the federal government to declare ball moore a disaster area. it is to get the city to pay mounting bills from unrest back in april. >> it says the facts speak for themselves. baltimore had to spend a lot of money and spend it quickly in april. among the many bills that baltimore is facing at least $1.6 million to pay the bills of other police departments to help during the unrest. city officials tell the news 4 i team that the city will have to tap out its rainy day fund with no firm plan on how to replenish it. city officials and community activists and homeowners all say

last month a violent fight broke out between two passengers on the green line and in april a 69-year-old man was attacked on the escalator right after he got off the train. today dc mayor addressed the issue. >> as a young single female traveling solo, what can i expect from a safety standpoint to combat these situations. >> we want to send the message loud and clear that anyone intending to do harm to metro staff metro passengers is going to be dealt with immediately. and with a strong response. >> officers can't be in every train car so the agency relies

on cameras to prevent and help solve crime. a lot of concern about safety on metro right now but what can the mayor do about it? >> first thing is she talked to the chief of police about making sure that they are dealing with metro officers in the city. secondly she has board members that she has appointed to the board and ask where are the police. there are not many of the 500 of them. but maybe there needs to be more police presence around this very busy metro system. >> more than a million people ride the system every day. what's the message? >> i think the message is that this is a spike in crime. the system is safe. people should be able to ride without fear that something is going happen.

she met today the mayor met with the governor of virginia. >> it's a challenging problem. >> it's just so important that the metro is such a huge bonding agent for this entire region. >> tough to manage with all of the government. what about she has comments about donald trump news about immigrants. >> she took a very firm stance on the radio station. some people don't want that hotel on pennsylvania avenue to be built under his watch. it's a critical development. she wants trump to apologize and walk back those words. she wants the project to go forward. >> okay. thanks. >> a look at our weather now.

it's getting ready to get rough and funky out there. what's up? >> in some areas for sure for another 15 minutes or so we continue with a severe thunderstorm warning. there will be some heavy storms coming through with high winds and especially a lot of rain. there is your heavy storms. 9:00 10:00 11:00. right now we're seeing scattered thunderstorms in much of the area. you can see the storms here around mountain falls. it's front royal. just about ready to cross over those storms. we have got the chance a slight chance to see hail with some of these but our main threat is

very heavy rain. you can see the secondary line coming through areas of west virginia. they are under severe thunderstorm watch until 8:00 p.m. that threat is high, at least moderate and there is a potential for isolated hail. future weather showing the storms as they step in and move through the area this evening. more scattered storms coming through. a lot of folks headed to the concert with outdoor plans as well by 10:30 11:00 we will continue with the storm threat. just after midnight that ended by early tomorrow morning. we will find cloud cover tomorrow afternoon. can't rule out a sprinkle or two coming through our area. look at the rain. remember, the storms were diving more to the south and east. anywhere between a quarter and half inch of rain expected

folks say have been calling the neighbor from hell. we reported the story last tuesday when police served an arrest warrant for a guy name edd condalis. one neighbor recorded him ripping down the fence. sent to a hospital for a mental evaluation. once he's released, they expect to charge him. and maybe taunting authorities. images including this one not verified by nbc news appeared to show the man inside a plane. we should point out a former dea official says it's unlikely that he or his son would reveal any clues to his location.

>> had to have inside help when he tunnelled out of this prison. the prison director here and national prison director have been fired. now officials here and in the u.s. and others are saying this was such a complex operation, this tunnel operation that it had to involve many people outside the prison and inside the prison and the precision that was required to dig a tunnel from a house a mile away coming into the prison and coming up exactly in the cell for chapo. to the shower portion which is out of camera range.

we have new severe thunderstorm warnings coming in. we are posting this latest information on our app. you can see there in these counties, this new warning goes until 7:00 p.m. you can see just south we have got more thunderstorms that are starting to fire up.

these storms are southeast bound. bringing heavy rain and potential for flooding. right now at 6:30, a metro employee gets testy with a passenger after he asked if his daughter could use the bathroom. this evening we're learning what happened after the camera stopped rolling.

now a passenger who asked not to be identified said he decided to wait so long to tell his story until the investigation was complete. >> michael and his 4-year-old daughter's trip to the metro station was memorable. but for the wrong reasons. >> six minutes before the train was to arrive my daughter informed me she had to go the bathroom. >> they went down stairs and asked for assistance and was told the restroom was being cleaned. >> when he came out he seemed upset. at some point in our back and forth i guess he decided that he would let her use the bathroom and that's when i started recording. >> you can't talk to me like that. come here. >> what's your name? come on out. >> hey, hey, hey. don't touch me. don't touch me.

>> according to a police report taken after the incident investigators determined that the cell phone video didn't show evidence of an assault. cameras didn't reveal anything either but a spokesperson released a statement which reads in part obviously the behavior shown on the video is unacceptable to us and appropriate action is being taken. needles to say michael and his daughter's trip was one they will certainly remember but he says he's pleased to know disciplinary action is being taken. >> i do think he should be held accountable. >> now metro spokesperson will not comment on these. if you're interested in reading metro's statement.

police plan to release what they call significant developments in the disappearance of the lyons sisters. we're told that authorities will participate. sheila and katherine vanished from a mall in maryland back in 1975. investigators have been searching a rural property in virginia for several months no case. >> there are new questions tonight about whether vandalism to a local mosque is a hate crime. julie carrie is live where the damage happened earlier monday as worshippers parade inside. >> reporter: this mosque was marking its one year anniversary this week. the association opened last year but they start this second year with a new worry after someone cut the copper cables to their air-conditioning unit they wonder if they were kargted.

elementary school. trails and an area for more. and really good news about the virginia baby nearly killed by botulism. now he's on his way back home to woodstock. he was on both a breathing and feeding tube whenhe arrived at the hospital earlier this month. take a look now. these photos were taken by family members this afternoon as the three month old left the hospital. botulism is so rare only about 100 babies get it each year. a man is being honored as advocate of the year. his name is connor cummings. he's 23 years old. he received the award last weekend for his efforts to push

smoke-free on the campus of one local hospital has a whel new meaning now. one announced it is screening job applicants now for signs of tobacco use just like it screens for illegal drug use. people who test positive won't be hired. it's a policy that's sparking a lot of debate in the community there. chris gordon has more on that and on whether the hospital could face legal challenges from applicants who are denied jobs. >> on july 1, a new policy was put in effect. new hires must be non-smokers. they are tested for tobacco use.

it may sound like discrimination but this employment lawyer says it is legal and smokers have no grounds to object. >> it's going to surprise people but i think it's the next step after testing people for alcohol and drugs. >> in the state of maryland, out of every 100 people, 22 smoke. if a job applicant is rejected they will be given the opportunity to get treatment and reapply for the job in six months. we give them help to help them quit. >> some former smokers appreciate the policy. -- protecting my health. >> others feel hospital personnel should have freedom of
