right now at 5:00 a.m. "news4 today" begins with breaking news. the breaking news out of d.c. this morning where a woman has died changing her tire on suitland parkway. this happened late last night, d.c. police said a car hit her with with the intersection with stanton road. >> eastbound is completely closed right now. the westbound lanes are back open. police say after the car hit a woman it ran into a lexus. they did not give us the driver or the victim's name. let's get to melissa mollet and what you need to get around the closure. melissa. >> good morning. we now have a live picture of the scene. again, outbound suitland parkway shut down between 295. inbound lanes are open, no problem here. as far as an alternate. good hope road to pennsylvania avenue to branch avenue. wide look at the beltway. as we're taking a big look here, 95 overall, much of that road work is out of the way.

degrees. next weather and traffic on the 1s. a look at the drive time forecast, aaron. >> developing now, we just learned the wheaton metro garage is now open following a deadly shooting last night. this happened around 7:00 last night. police responded to shots fired near the wheaton mall and found a man shot multiple times inside the garage. they also found a gun. two men being questioned as persons of interest in this incident. we'll get an update with derrick ward in about ten minutes. new photos into the live desk of a daring rescue off cape cod. 113 people were rescued from this grounded charter boat after a 911 call came in after midnight. now, no one was hurt. the charter boat was eventually towed back to the dock. right now, they're still looking into what caused this problem. eun. >> thank you angie. we're watching for new developments in the lyon sisters disappearance.

police hope to find significant developments later today. we're told that officials from bedford county virginia have been will. sheila and kathryn lyon vanished in 1975. investigators have been searching a rural area in connection with that case. this afternoon president obama holds a news conference on the nuclear deal with iran. the deal lets that country keep a limited nuclear program under the watch of inspectors. israel is furious about this. you see the prime minister here, in d.c., lawmakers could try to put up some obstacles too. a little later this hour, we'll talk to nbc's tracie potts about how exactly the president plans to gather support. today, you can head over to a public safety meeting in nome ma. charles allen says this is in response to the recent violence in that area.

will contract out the lanes on 95. we could also learn that it will be entirely state-run. in maryland a first 4 traffic alert. starting tomorrow night inbound crews will shut down lanes near connecticut avenue. they're making emergency repairs to the overpass above the road. maryland state highway say there's a problem with the concrete on the bridge. they're going to be on the three lanes every week now until that issue is fixed. governor larry hogan is expected to endorse chris christie for president. christie campaigned with hogan last year. and christie has been wearing a hogan strong bracelet since hogan announced he's fighting cancer. we will see a special announcement in indianapolis today. today, teachers group have endorsed hillary clinton. the teachers backed bernie

sanders for president and they're upset with the american federation of teachers for choosing clinton. randy wine gard is on super pac that supports clinton. right now lawmakers trying to redraw the state's congressional map box judges say the map reduced black voters' influence. your time is 5:15. we're following a developing story out of wheaton. two people are being questioned in connection with a deadly shooting inside the wheaton metro garage. >> that shooting shut down the garage. we're getting an update on the morning rush hour. derrick ward live with the details. derrick. >> reporter: good morning, it's indeed open after a normalcy that happened yesterday after 7:00 p.m. when montgomery county police and metro transit police came to reports of shots fired. when they got here, they found an adult male who had been indeed shot in the garage. a short time later two people people montgomery county police are calling persons of interest, have been taken into custody. all. garage was indeed closed but again at last check montgomery

county police are still questioning those people they call persons of interest. we expect the identity of the victim to be released later today. we're live in wheaton, derrick ward news4. 5:17 your time now. police departments in our area now have a lot of new body camera options to consider. companies put some of the latest technology on display at the dulles expo center. they included cameras, one with a stealth mode and lots of different ways to store data. there were also consultants to talk about privacy and security concerns. >> the member of the public wants a copy of the letter which they're entitled to. how is that then provided to them, and on what basis? >> now, a single camera can sell for hundreds of dollars. one company told us its cameras encrypt the video so officers can't delete anything out in the field. it's 5:17. today, the smithsonian will distance itself again from comedian bill cosby. a portion of cosby's art

collection is currently on display at the african museum of art. now the smithsonian plans to hang a sign there saying the exhibit is about the art and not a tribute to cosby. a concerning new health risk. a new study reveals some breast cancer survivors may gain more weight than women with no history of the disease. researchers found that cancer patients gain nearly four pounds more within five years of their diagnosis. and those women with chemotherapy put on a additional 11 pounds. these findings are concerning because weight gain links to a future risk of diabetes and heart disease. a new study examines how much your kids exercise. researchers at iowa state say it's not enough. they found six of ten elementary, middle and high schoolers don't meet fitness levels like aerobic capacity and

thunder showers that did come to the north and now northeast of us are well up into pennsylvania. and we're beginning to dry out though. still damp along 270 and interstate 270 on frederick county. and 81 and along the blue ridge, some of the roads still damp in the overnight downpours. temperature, in the 60s from hagerstown to winchester and luray. a nice morning. you can open up the windows and it's less humid. low to mid-70s around the bay. here's hour-by-hour timing of it. a few more showers today, not likely the downpours or strong storms that we had yesterday. this is by noon time, these areas in green, maybe some showers here are northern suburbs, eastern suburbs, maybe a smaller chance developing around noon time. then between noon to 2:00, they might start turning into thunder showers with anne arundel.

and north charles county. after that, by 4:00 p.m., any of those showers beginning to pass through and to the eastern shore. and then overnight tonight, lower humidity moves in. the sky clears out. and a beautiful day on the way tomorrow. afternoon high today mid to upper 80s before we get the showers coming through. and maybe a little thunder and beautiful tomorrow. low humidity sunshine, great beach and pool weather. another nice summer day but a little more humid on friday. upper 80s. here comes a heat wave, saturday to low 90s with showers saturday night possible. mid-90s could get a shower late in the day. maybe during the evening or overnight on sunday, monday tuesday, still hot, highs 90s and quite humid. melissa is checking in on what's happening with the roads. >> i want to show you again, suitland parker that earlier fatal crash that shut down suitland parkway.

continue to search for the missing and deadly floods in the appalachian mountains, more than 50 people are missing from the storms monday. >> a mall in kenya is about to reopen. the westgate mall in nairobi was the site of mass killings two years ago. it's taken a long time to reopen. president obama will visit kenya and could check out that mall later this month. today marks one year since a malaysia airlines plane was brought down over eastern ukraine. mh-270 was shot down carry killing all of the people on board. international inspectors are expected to release the official cause of that crash in october. investigators believe a surface-to-air missile fired from pro-russian rebels brought down that plane. the wreckage is now housed in the netherlands. new this morning, the teen

who survived a small plane crash in washington state is out of the hospital. autumn beach told police she was flying home with her step grandparents on saturday when they ran into bad weather and crashed into the side of a mountain. she sur vievdvived two days in the woods and made it down to a main road when a driver spotted her. recovery teams have not yet reached the wreckage. autumn's step parent, both presumed dead. >> the nationals will not have home advantage if they make it to the world series. the american league won the mlb all-star game last night. bryce harper started the game but nats pitcher max scherzer didn't get the chance to play. the 2018 all-star game now, that much closer that it will be played right here in d.c. say good-bye to the life-size toy soldiers at fao schwarz. the iconic toy story on fifth avenue is shutting its doors.

celebrating this morning. good morning, i'm eun yang. >> and i'm aaron gilchrist. coming up on this wednesday forecast. we want to get you a look at the weather headlines. >> good morning. sunrise at 5:55, we're seeing the clouds breaking up those thunder showers we had last evening are long gone. county-by-county highs, prince george's low 80s. same thing in montgomery mid-80s in prince george's and the surgeon part of the county and fairfax county it.s in washington. chance of a passing shower between noon and 4:00 p.m. the rest of northern virginia looking nice today. a passing chance of a thunder shower, a smaller chance in southern maryland. thunder showers mainly around 2:00 to 4:00 p.m. in the 80s. to the north and pennsylvania forward county frederick washington panhandle, cumberland should be in the 80s there. shenandoah valley is looking beautiful there. great weather there partly cloudy only a small chance of thunder shower.

temperatures in the low to mid-80s. how are the roads? >> looking better. the problem has cleared suitland parkway. at stanton road now open inbound and outbound from an overnight fatal crash there. we had police on the scene pretty much all night there. 95 northbound a disabled car off to the right side of the roadway. 66, no problem. check wtop when you hop in your car. 275 moving out nicely. indian head dibebris on the roadway. we're the first administration to actually stop the program, roll it back, set up a system going into the future. >> that is secretary of state john kerry giving a fiery defense of historic nuclear deal with iran in an nbc interview. this morning, the white house is pitting in those last-minute preps ahead of the president's 1:00 p.m. press conference.

he faces skepticism. nbc's tracie potts is live on capitol hill. how does the president expect to gather support? >> first of all, by a press conference. he know, it's better than a ten second sound bite. president obama will try to get his message out directly to the public but as make no mistake, he's talking to lawmakers who have 60 days to accept or rejacket this deal. while secretary of state john kerry says it's certainly better than nothing than the ten-year limits on iran's nuclear program. here on capitol hill republicans especially are quite skeptical. house speaker john boehner has already said he thinks it's a bad deal and they'll do everything they can to make sure this does not happen. similar sentiments from mitch mcconnell. however there say question of veto. even if it gets to the president's desk he's already said he'll veto it.

did republicans get enough democrats to help them override that veto. right now, the numbers don't appear to support that. >> thank you, tracie. a former loudoun county sheriff's deputy pleaded guilty to soliciting a prostitute. 33-year-old philip gray was arrested in february. gray pleaded guilty. the sheriff's office fired gray after the incident. he has another hearing next month for contempt of court. sheriff's office said it was not sure why the information was not released at the time of the arrest. in the district a council member wants to crack down on prostitution by taking away the cars of suspected johns. jack evans introduces a bill called honey, i lost the car. it would require officers to tow a car if the officer has probable cause that it was used to pick up a prostitute. breaking news here at the live desk the former nazi guard

convicted on 300,000 counts of accessory of murder. he was sentenced to years in jails. he was a bookkeeper when jews were killed at the camp. this is likely to be one of germany's last prosecutions. i just checked and you can see the whole story on the nbc4 app. and police caught the man called the neighbor from hell. police said socrates kondilis called police to turn himself in. he say he's been harassing his neighbors for years. kondilis faces up to four years in prison for perjury and obstruction of justice. spotsylvania supervisors may have to organize a special meeting to make a deal on a

baseball stadium. they have until july 31st to come to an agreement with the owners of the hargerstown suns. we've been following developments as sweet briar college fought to stay open. this is according to a report in the chronicle of higher education. the former board eventually voted to close instead. students later raised enough money and former students to keep the school open. a new bill in d.c. would require a permanent note on the college transcript of any student convicted or suspended for sexual assault. a d.c. council member aneat that bonds proposed this bill. it also proposed that schools advocates provided for victims. and a bill to protect seniors. if you live in prince george's county your children's school may benefit from the new mgm casino in national harbour.

the county council voted to use half of the taxes on gayling revenue to public schools libraries and community colleges. that's according to "the washington post." schools and libraries plan to make $120 million. we want to share a bit of good news about the virginia baby suffering from botulism, he's on his way home to woodstock, virginia. benjamin was on both a feeding tube and breathing tube when he arrived. you can see some of the photos here taken by family members yesterday. look at him, as the 3-month-old left the hospital, a little smile on his face. botulism is so rare, only about 100 babies get it every year. glad to see him on his way home. a maryland delegate finds herself in trouble with the law. who she's accused of flashing.

delegates now facing trespass and indecent exposure charges. our news partner wtop acquired court documents saying that the montgomery county police arrested ariana kelly a few weeks ago. she was dropping off her children at her ex-husband's house. his fiancee was there and that apparently upset her. kelly then started arguing with them and flashed them. and no more final exams in montgomery county. the school backed a plan to end final exams in middle school classes. starting with 2016 and 2017, they'll be replaced with test,s s essays and projects. loudoun county recently dropped exams for high school teachers. coming up humidity has the walk to work downright gross for a lot of people. what about today, though? >> chuck bell is out there on the weather deck for us.

between a confrontation with a metro employee and a passenger. a passenger said he took his 4-year-old inside the braddock road station because his daughter had to use the bathroom. he said the station manager rip neal didn't let them into the restroom because it was being cleaned. the man allowed her go inside. >> i guess he decided he would indeed use the bathroom. that's kind of what i started reporting. >> you did not use the bathroom -- >> please! >> you disrespect me. >> hey, get away from me. >> you don't yell at me in front of my daughter. >> investigators determined the cell phone video didn't show evidence of assault. but metro did release a statement saying appropriate action is being taken. we told you big budget cuts are coming to montgomery county that would affect a lot of public service including the fire and ems department. the department needs to cut $4 million out of the budget

after testing people for alcohol and testing people for drugs. >> you can share ma you think about the story on the nbc washington facebook page. the hospital says applicants who test positive for tobacco can receive treatment and reapply in six months. the sewage leak is now patched up, but d.c. water says you still want to avoid the water in the soapstone creek area for a few day. crews discovered a high level of e. coli there in the water and found a sewer line leak there in d.c. that pipe has been fixed. neighbors, though, are concerned about walking their dogs along the hiking trails. >> i come here with my neighbors. yes, i don't let the dogs in the creek anymore. they love it. >> now, the department of environment says it will monitor the bacteria in the creek. that water also flows into walk creek. watch out ahead if you're walking in the district today those construction cranes you see everywhere are coming to life in the form of dance.

now storms in eastern pennsylvania. storm 4 team radar scanning the sky. we have cleared up and the temperatures comfortable. shenandoah valley, and 60s and 70 as fairfax, prince george's around 70s. low to mid-70s in washington. southern and maryland neck of the eastern shore. hour-by-hour timing of any shores popping up areas in green by 11:00. noon time a few of those in the northern suburbs and shenandoah valley mountains. just a few sprinkles. after that, 2:00 to 4:00 thunder showers mainly just east of the washington. prince george's anne arundel, st. mary's as they track farther by 5:00 or 6:00 p.m. lower humidity comes in. you can open the windows. but have an umbrella and he for the afternoon out and about because you might get a passing shower.

95 you're slow near dale city. otherwise, no major problems taking a look at dw parkway, 95 rolling along just fine there. back in ten minutes with travel to show you. new this morning, suitland parkway totally reopened after a deadly crash overnight. someone hit a woman on that road. d.c. police say the woman was changing the tire when a blue pickup truck hit her at around 10:15 last night. the truck then crashed into a lexus. police arrested the driver and completely opened suitland parkway in the last hour. developing in wheaton, things are getting back to normal after a shooting in the wheaton metro garage. one person is dead and we're waiting to learn that person's identity. news4's derrick ward joins us with what that means if you need to park in that garage
