a shoot-out with police at that second facility. federal prosecutors say the attack is being investigated as an act of domestic terrorism. now more on the suspected shooter, abdulazeez. he was a naturalized citizen from kuwait. he had an electrical engineering degree and he lived with his parents. several years ago his father was investigated for a potential connection to a terror organization. nothing was found though. police arrested abdulazeez back in april for driving drunk. today, the suspect in a july 4th murder on a metro train listen in court. jasper spires it's in connection to a separate assault case. on july 2, he tried to rob man on wisconsin avenue. two days later police say spires stabbed kevin sutherland to death on a metro train pulling into the noma station. he's due in court for that case

next man. a man will be sentenced in connection with the death of a pedestrian. james chandler entered the alford plea in this case. he hit and killed philip snod grass while under the influence of pcp. snodgrass was walking on the sidewalk while struck. chandler may face up to 30 years in prison. right now, we have new video of a terrible tornado in illinois. this is about 200 miles from chicago in the small rural town of cameron in warren county. the tornado hit last night, right around dusk. look at that funnel cloud. you can see lightning and hear the voices of those stunned by looking at this. the good news, no one was hurt. that's what we understand. but a lot of damage right now and that is what people there are waking up to. thousands of people in that area are without power this morning. back to you. 4:31 is our time right now.

i want to get you caught up on the forecast if you're just waking up. >> storm team 4 meteorologist tom kierein. this is my kind of summer weather, tom. >> yeah, it's still pleasant. we have just a few clouds passing over the metro area. a live view from the storm team 4 tower camera. the city lights reflecting on the bottoms of clouds passing through. it's a partly cloudy, not too humid morning. in the 60s. near 70 in the metro area and then by 8:00 the low 70s. a few clouds beginning to build and then during the afternoon, highs will be climbing into the upper 80s. you will notice it's getting more humid. quite uncomfortable by later this afternoon. near the bay a bit cooler. highs in the low 80s. farther north and west low to mid 80s. shenandoah valley, a beautiful day there too. getting more humid, upper 80s around fredericksburg over to near culpepper and charlottesville and now melissa as this road closure.

what's happening now? >> again more on the road closure. just got off the phone with megan mcgrath. here is what's shut down in capitol lights. outbound lanes shut down at addison lane and then inbound at central avenue shut down at pepper mill drive. so you have to work your way through the neighborhood. wide look at the beltway, overall don't have any problems if you're looking at the beltway. b.w. parkway, 95 29 everything rolling along nicely there. 270 at montrose, northbound and southbound looks good. little bit of an issue northbound as you pass 27 for the descalso exit. looks like we have road work that should be clearing up in a couple of minutes. more on the closure coming up. 4:33. police are trying to figure out out how a woman lost control of her car before hitting and killing a mother of eight. maria posadas was hit on a sidewalk in montgomery county. this happened yesterday morning near randolph and veirs mill

roads in wheaton. the driver hit a utility pole and then struck posadas. we learned several have been hit and killed in the same area. if you saw the incident police would like to hear from you. disturbing new details about the man accused of fatly beating a maryland child over a piece of birthday cake. he's been charged with abuse before. police say robert wilson beat 9-year-old jack garcia unconscious inside a hagerstown apartment after accusing him of stealing a piece of cake. the boy died five days later. in 2010, frederick county prosecutors charged wilson with abusing the daughter of a woman he lived with. those charges were dropped in a plea deal. wilson and oriana garcia face child abuse charges in jack garcia's death. in video may be hard to watch, but d.c. police need your help catching these men. a group of violently -- they robbed a man for his bike near 11th and "r" streets on saturday. the whole thing was captured on

camera. police are offering a $5,000 reward for the men involved in this assault and robbery. right now, tropical storm nangka is barrelling down on japan. it's been downgraded from a typhoon. this is in the western end of japan's main island. more than 23 inches of rain has fallen. you can hear it. two men have drowned. one of them was trying to fix a window. more than 100,000 people have been told they should get out of their homes because of the threat of flooding and landslides. aaron? >> kristin wright at the live desk, thank you. this morning we expect d.c. mayor muriel bowser to name a new chief for the police dna testing lab. this comes at a troubled time for that facility. the last director of the department of forensic sciences was reportedly fired after a damning report on lab practices. a former head of the fbi will be named a new director.

also, we'll find out whether a former new york congressman is headed to prison. prosecutors say michael grimm deserves two years in jail for dodging tax bills. he pleaded guilty last year. he's asked a judge to spare him prison time. a broken bone in former president bush's neck will heal naturally. the doctors say the broken bone in his neck will heal on its own in three to four months. the fracture to his v-2 vertebrae below the skull didn't lead to any other injuries. we're working to find out when he'll be released from maine medical center in portland. president obama called president bush yesterday to wish him a speedy recovery. we now have a tentative start date for construction on the purple line. "the washington post" reports that the board of public works will pick a contractor by january 15th. construction would then begin on may 16, 2016. four teams of private companies are competing to that are

35-year contract to build and operate the line. the purple line is a light rail project that would connect montgomery counties. all the rail cars are back in service today. metro pulled all 100 rail cars for safety inspections after reports of door problems. one passenger took this video that shows the trains moving while the doors were still open. the cars were eventually replaced or will be replaced by the new 7000 series rail cars. gridlock in congress could mean your commute won't be much shorter any time soon. wtop reports local be put on hold if congress doesn't come up with a new highway funding. that's according to virginia's transportation secretary. congress might end up passing a short term extension and that's to keep construction going through the summer. 4:37. a live look outside this morning as you get ready for your day. some good news you made it to friday. tom will tell us what you can expect on your walk to work at

valley. so you need long sleeves early this morning, but then later this afternoon short sleeves. you won't need your umbrella today, but sun block and sunglasses. we'll be hovering in the upper 60s with clouds coming and going. partly cloudy in the afternoon. highs reaching the upper 80s. you'll notice it's getting more humid. a look at the heat wave on the way for the weekend next weather and traffic on the 1s at 4:51. now, melissa has breaking news. >> breaking news in capitol heights. we have the section of central avenue shut down. this is a one-mile stretch of central avenue. closed at addison road, inbound shut down at pepper mill drive. as far as an alternate, not a great alternate in that area. i would say just to avoid everything altogether, take pennsylvania avenue or landover road. either way you'll get passed this issue. prince george's county, no other issues at this point this morning so that of course is

we have breaking news right now in capitol heights where a security guard is shot and killed on the job. news4's megan mcgrath just learned some new information. she's live on the scene now. megan? >> reporter: well, eun, you see behind me here that investigators are still here in the parking lot area of this apartment complex here on cindy lane. we have an investigator back there with a flash light. he's been walking around in the parking lot.

he's focusing on a number of different cars here that are parked right along that tree line there. there is a vehicle that has its trunk open and door open. you can see all of the evidence markers that are here on the pavement as well as in the grassy area there next to that gray car. here's what we can tell you. a little after 1:00 this morning, that's when shots rang out here on the 5 block of cindy lane in capitol heights and two people were shot. we're told that they were security guards. one of those security guards was killed. not a lot of information beyond that however. no lookout for suspects and we do have a number of road closures in the area. they're focusing their attention here on this parking lot here. this apartment complex. but we do have a road closure on 214 which is down a little ways at the light. we're not exactly sure why 214 is closed, but it is at this point, closed in both directions, between addison and

pepper mill. we're not sure if there was a secondary crime scene or not. we'll hopefully bring you more information when we talk to you next. one person is dead, another injured. the lookout is still on going for those responsible. back to you in the studio. >> thank you, megan. 4:47. developing this morning, you may notice more federal police officers on your way to work on metro. if you work at the pentagon or navy yard, security will be on high alert. this comes after yesterday's deadly shooting at two military facilities in tennessee. nbc's edward lawrence live on capitol hill with more on how law enforcement has been preparing for attacks like these. edward, good morning. >> reporter: good morning, aaron. i saw yesterday and also today significant police presence at union station which is right near, next to the u.s. capitol here. federal authorities are increasing security in some cities just in case. now, the fbi has considered this a act of domestic terrorism.

several officials say there are indications this may have been inspired from overseas through social media and the internet. because of that security has been stepped up at some federal buildings and military facilities across the country. just last week, the fbi director told congress this is a pro isis group that's tweeting out of syria, calling for attacks on anyone in uniform. security will remain in place throughout the weekend at least. federal authorities are especially worried about today and that's because today is the last day of ramadan and those isis or pro isis tweeters have been talking about a month of destruction during ramadan, and they're concerned because this is the last day of ramadan. on capitol hill edward lawrence. >> thank you. we the jury find the defendant, james eeghen holmes guilty of murder in the first degree after deliberations. >> the trial of the colorado movie theater shooter now enters a new phase. whether james holmes should be sentenced to death for his crime. he was found guilty of killing

12 people and wounding dozens of others. jurors rejected the idea that holmes was legally insane when he opened fire in the movie theater. the jury deliberated for a day and half before returning guilty verdicts on 165 counts. among those in the courtroom yesterday were survivors of the attack. >> i looked at him when the verdict came out because i wanted to know, what is his response, and there's just nothing. which i mean, that's how i feel towards him is nothing. he's -- he's nothing in my life and i don't want to give him any energy. >> experts say the sentencing phase could prove even more emotionally wrenching as survivors describe the impact of the shooting on their daily lives. if one juror disagrees with a death sentence, holmes will be sent to life in prison. corrections officials investigating the death of an inmate in cumberland, maryland, prison as a possible homicide.

the officials are waiting for an autopsy, but didn't find any signs of trauma. investigators are questioning the cell mates and other inmates as well. first thing monday morning the u.n. security council will vote on whether or not to endorse this week's nuclear agreement with iran. council members have been briefed by both iran and the countries that signed the deal. the resolution is almost certain to pass. that's because the five countries on the council that have actual veto power were all involved in negotiating the deal. greece is inching closer to economic calm. the banks will reopen on monday, but people will be only able to withdraw a limited amount of money. banks have been closed for three weeks. right now the european central bank is offering greece emergency credits to put cash back into the greek economy. that news bolstered world markets. 4:51 and the anger and frustration was very obvious

last night as federal workers whose data was stolen from the office of personnel management confronted agency staff. hundreds of federal workers gathered in germantown for one-on-one assistance. many questioned how effective credit monitoring can be. since it is publicly known the monitoring lasts only 18 months. maryland congressman john delaney sponsored that event. he didn't mince words about his own concerns for the restimated this, we clearly underinvested in this. we clearly didn't do a good job coordinating, congress didn't take it seriously. the administration didn't take it seriously. the leadership didn't take it seriously which is why we had this breach. >> we know this breach affected a lot of people in this area. if you're one of the victims and you're looking for some tips to keep your data safe going forward, we have a list of tips on our website. head to nbc washington.com and search opm. it's 4:51 now. time for weather and traffic on the 1s. it's kind of a low humidity warm weather, just what the doctor ordered tom. >> yesterday was unreal. >> it was so nice.

>> i kept double-checking the calendar. yeah. yeah, it's july. but certainly didn't feel like it. this morning, still not too humid. quite pleasant. as you step out the door to walk the dog for the morning run, still very nice. but later today the feels like temperature is going to be getting uncomfortable by later this afternoon and tonight. then, here comes icky sticky for the weekend. oppressive humidity will be moving in on saturday. that is going to be in place sunday and all of the way into next week. temperatures right now though are pleasant. it's in the upper 50s. in the shenandoah valley near 60. in prince george's county mid 60s. right now much of fairfax county low 60s. only near 60 in montgomery right near the bay waters but away from the waters eastern shores in the low to mid 60s right now. much of northern virginia as well in the mid 60s. a pleasant morning, a few clouds floating over the washington monument there. a live view from the tower

camera. temperatures by 8:00 will be around 70. then getting more humid, we'll be into the mid to upper 80s by 4:00 or 5:00. then for the weekend, we'll have hazy hot and very humid weather on saturday with highs reaching low 90s. then a small chance of an isolated thunderstorm tomorrow. mainly in the afternoon. might get an early light sprinkle perhaps just to our west and then on sunday, here comes the big heat. into the upper 90s. it may feel like 105 with the humidity. sunday night might get a passing thundershower. into monday, highs upper 90s. the heat index that feels like temperature may be 105 or so. afternoon storm. then into the low to mid 90s on tuesday. near 90 wednesday and thursday. a chance of storms both of those days. breaking news now on the roads. here's melissa. >> breaking news in capitol heights. outbound central avenue shut down at addison road. inbound shut down at pepper mill drive because of the police

the news4 i-team investigation reveals dozens of u.s. army families filed formal complaints about the agency that handles their child care. it's called the army fee assistance programs. the program provides money to

help those parents use private and pricier day-care centers. the i-team found those government subsidies are often sent late. parents are now falling into debt and have trouble getting the phone calls returned. >> they failed their families and everybody here. unfortunately in this one instance, it's not working. >> the i-team found a backlog of 11,000 unreturned phone calls and requests from army families to the government. administrators tell us they're adding staff and working to fix those problems. a montgomery county judge has let a man accused of first degree murder out of jail. deion sobotker is charged with murder. the judge baird decided to release him on the $500,000 unsecuritied bond yesterday and that means he didn't have to pay to get out. judge baird says he doesn't believe the bail system is fair. prosecutors say they're frustrated with the judge's decision.

>> because of the serious nature of the charge and public safety concerns that we have with anyone chargeled with those kind of charges it is something we want to look at. >> harris survived a kidney transplant in 2010. the exchange was profiled on the "today" show. the president of a popular chain of restaurants in maryland will go to jail after pleading guilty to a peeping tom case. kyle muehlhauser was convicted of recording several women in the bathroom. the judge sentenced him to 90 days in jail. muehlhauser was arrested in february a few months after a woman found a small camera in a bathroom stall. activists in annapolis want to put an end to political practices known as gerrymandering. it's where legislators manipulate voting boundaries in favor of one party. in exchange, they want to have independent panels draw the lines. and stay with us.

"news4 today" continues right now at 5:00 a.m. >> "news4 today" begins with breaking news. >> and that breaking news is out of prince george's county at 5:00 a.m. within the last hour, we learned of a deadly shooting in capitol heights. a security guard has died and this is impacting traffic. still a very active crime scene this morning. news4's megan mcgrath live in capitol heights. what have you learned? >> reporter: well, aaron, there are two scenes where police are working. take a look behind me here. this is one of them. 5 cindy lane a parking lot associated with an apartment complex. we have investigators in the back part of the parking lot. they have been looking at a couple of the cars that are parked along the tree line. and the whole area is cordoned off. then if we walk this way up the stairs, this is where the secondary scene is -- or second scene. we are not sure where this all
