you're looking live. soon the cuban flag will be flying over that building. the changes tank place throughout the day as the u.s. and cuba re-establish diplomatic ties. also watching developments from here out of california. from the live desk, where severe storms are causing some serious flooding and have even out part of an interstate. but first we'll start closer to home. the conditions you're going to be dealing with over the next six hours as we brace for today's heat wave. >> yes. yesterday was our hottest day of the year, so far got to 98 degrees. i have been forecasting right here in the metro area for over 32 years and every summer we get days like we got yesterday. maybe once or twice in the summer, well, we're going to nearly repeat that again today. doesn't make me any less concerned about it. there's a partly cloudy sky now. the clouds beginning to push off to the east. giving us more sun and we'll get partly cloudy skies. we'll be soaring to the upper 80s by 10:00.

a few hours. news4's molette green is live on 16th street northwest where they're setting up right now. a historic day molette. >> reporter: yes, it is. angie, good morning. i'm standing in front of what is now again being called the cuban embassy here in washington. you can see the empty flag pole behind me. there it is. not empty for much longer as of later today. there's security gates that are now in place. that went up just about an hour ago. diplomatic relations restored and kicked in officially after midnight, between these two countries. the u.s. and cuba. and here again is what is going to happen as of 10:30. the embassy officially reopened its doors. the cuban flag goes up during a ceremony with hundreds and a plaque to be unveiled outside the front of the building. now earlier this morning, we saw cuba's flag added to the state department there. this afternoon, that's where cuban -- the cuban delegation

will meet with the secretary of state john kerry and meet there and talk and there will be a press conference a little later today. security is expected to be tight here as a big step forward still comes with a lot of concern about human rights of course. and back here in this country, there is still congress making a decision about lifting the economic embargo still in place. we're live here along 16th street. back to you. >> molette green for us, thank you. and the u.s. embassy in havana is now officially up and running. however, it's not yet flying the american flag. that won't happen until secretary of state john kerry is available to go there some time this summer. crews have been updating the signs and business cards at the new u.s. embassy, however. we'll put all the new pictures and video up online and you can watch the ceremony as it happens with the watch live tv now button. you'll find that on the nbc

washington app. today in d.c. the suspect in a quadruple murder is in court. follow nbc washington on twitter for updates in this case. daron wint's hearing is this morning. d.c. police say he killed the savopoulos family and a housekeeper on wood lawn drive northwest back in may. he has changed lawyers twice. police believe there are other suspects in the case but have not arrested anyone else so far. and we're working to find out the charges against man accused of triggering a police involved shooting in prince george's county. bladensburg police say a man used his car to pin an officer against another vehicle. the officer then shot at the suspect. this all happened outside a hospital on kenilworth avenue after midnight sunday. the officer had been trying to arrest the officer during a domestic assault call. the officer is on administrative leave this morning. a developing story out of california right now. there's no word on when a section of interstate 10 will reopen after heavy rains led to the collapse of an elevated part of the freeway. now, this could cause

significant traffic problems for days. news4's kristin wright is following the overnight developments from the live desk. >> you're right. this is going to be a huge problem because this is how people drive from southern california to arizona. heavy rains and flooding over the weekend caused an i-10 bridge to just collapse. you see a car stuck there. one person hurt, countless others stranded. rain over the weekend in california breaking records in what is typically the driest month of the year there. david? >> thanks. this afternoon we'll learn a lot more about how metro plans to work with local fire and rescue crews in the near future. metro is going to hold a press conference on the new fire and rescue liaison position. they'll coordinate among the different agencies when there are emergencies. this comes after a woman died in smoke at l'enfant plaza. a second man has died after

a motorcycle crash in north carolina. the victim is kenneth jefferson from chester field. he was a member of the black eagle riders club. the bikers were on their way to a rally when the driver of a tractor-trailer apparently fell asleep behind the wheel and slammed into the six riders. this in greensboro. arnie morris is from woodbridge and he also died. the truck driver, david serna failing felony hit and run charges for not stopping after the crash. we're working to learn the name of a motorcyclist killed in a crash in gaithersburg. he was riding along frederick road when a car made a u-turn and hit him saturday night. the biker died at the hospital yesterday morning. the driver of the vehicle we're told did stay on the scene. montgomery county police are still looking into this crash so no word on if that driver is doing to face any -- going to face any charges. today a special project is taking place at arlington

for the first time in three weeks, banks in greece are back open. customers though still

restricted on most transactions including withdrawals. the reopening as well as higher taxes on restaurant food and public transportation all aimed at restoring trust with the e.u. this after the third bailout deal averted bankruptcy. you may have trouble believing what washed up on a sunny florida beach, but take a look at this. it might look a little like trash but it's actually a world war ii flash bomb. someone saw it wash ashore on the west coast of florida near tampa bay. and watch what happens here. boom. bomb squad evacuated some nearby buildings and blew that up. apparently everybody on the beach as you can hear them they were cheering it on. these flares, they were dropped out of planes they would light up the sky so they could take surveillance pictures. because they're so old -- >> i'm glad they found it before somebody else did. all right, tom kierein is standing by and tracking some heat advisory zones for us.

>> these are newly updated since yesterday. these counties and areas in orange include washington alexandria, arlington. much of the northern neck and southern maryland and the eastern shore. prince george's and fairfax county included. southern fauquier and spotsylvania. this is in effect from noon until 8:00 p.m. for this afternoon. with that combination of high heat and humidity. a look at the hour by hour feels like temperatures for the rest of the day, next weather and traffic on the 1s at 6:21. what is happening now? >> still have the single-tracking on the red line. it's small section of the red line still causing delays this morning. single-tracking between shady grove and twinbrook. 270 lots of folks on vacation. headed to the spur with the county bus lot on your right. no issues and light volume. as far as travel times go, 95 north quantico to the beltway looking good.

breaking news here at the live desk. four construction workers from italy have been kidnapped in libya. it's going to be complicated getting them out of the country. italy closed its embassy in libya in february. warning italians not to go into the country because of the dangers to foreigners there. libya has really slid into more chaos since 2011 after gadhafi was overthrown and killed. it's become somewhat lawless there, allowing for kidnappings like these to happen in high numbers. >> thanks. 6:15. a developing story out of afghanistan. military officials there saying a nato air strike killed eight afghan soldiers and hurt five others. the strike happened this morning in the logar province. military officials believe the nato strike was a mistake, due to bad coordinates in the area where the taliban is active. the accused gunman in

tennessee travelled to the middle east within the last year. a spokesperson for the gunman's family says mohammed abdulazeez's family was hoping it would get him away from drugs and alcohol and they also say he suffered from depression. the fbi says last week, abdulazeez shot at two military facilities, killing five people. this week the five service members will be laid to rest. >> he's my life, he's my word. i have half a heart left. he's gone. >> as the families prepare for the funerals, lawmakers working to make recruiting stations safer. governors are working on arming recruiting officers. the editor of a satirical french magazine will no longer have pictures of the prophet muhammad. al qaeda's yemeni branch took responsibility for the attacks, citing their disrespect by

publishing caricatures of the prophet muhammad. despite the decision the editor says they have the right the criticize all religions. today, a landmark deal is expected to be approved over iran's nuclear program and the u.n. will start rolling back sanctions that have hurt the economy. those sanctions can be put back in place if iran doesn't hold up its end of the deal. this comes as u.s. defense secretary ashton carter arrives in israel. leaders there are furious over the plan. we're working to learn what caused an explosion on the government lab in gaithersburg. this happened at the national institute of standards and technology. happened saturday night. an agency spokesperson confirmed that blast but not what sparked it. we're told the security guard who was hurt is indeed recovering and ist is run by the u.s. commerce department. four people recovering this morning after their plane crashed and then caught on fire. we can show you images of that wreckage. this is nearly nothing left what

you see here. the single engine plane reportedly registered to the owner in virginia beach. now, authorities say it crashed just three miles south of henderson check executive airport in nevada. two of the four suffered critical burns. we are working to get the names, still don't know what caused that crash. new information this morning on a deadly midair collision. this between an f-16 fighter jet and a cessna plane. the pilot of the fighter jet was warned about traffic ahead just moments before that impact. the crash happened above charleston, south carolina earlier this month. the ntsb released the preliminary report saying the f-16 couldn't maneuver in time to miss that smaller plane. the father and son aboard the cessna airplane died. the air force pilot ejected safely. a traffic alert that will affect a lot of sdk commuters -- d.c. commuters starting in three hours. 27th street will be closed between military road and broad

branch road. the department of transportation said they're replacing the 27th bridge and that means it will be closed to cars, bikes and pedestrians until september. now, detour signs will be up to help you get around. more costly repairs are on the way in virginia as well. our news partner wtop reports that virginia tried to repair all of its roads potholes and bridges. the total cost would be a staggering $10 billion. virginia is aiming for more achievable goals instead. in each of the next two years, virginia's department of transportation will likely spend about $760 million to pave and fix the roadways. the department would need another $832 million for bridges next year alone. gas prices they're shooting up on west coast, but they're pretty steady around here. starting off the week, in d.c. $2.90. that is down a cent from yesterday.

maryland prices are cheaper at an average of 200 -- 2.71. in virginia drivers out there you're paying about $2.54 for a regular gallon of gas. average gallon in west virginia, $2.75 right now. angie check out the video. strong winds causing big problems. this was at a hot air balloon festival in wisconsin over the weekend. at least one balloon broke free. that's what you're looking at right there. the wind so strong the balloon dragged an suv across the field and into the tent. several people there trying to control the balloons suffered some minor cuts and bruises. all of the balloons eventually grounded as a precaution. probably a good decision. great decision there. scary situation. around here, gosh, we are hoping for some kind of a breeze. >> we would love some wind right now. doesn't sound like it will happen as we start off with tom kierein in the weather center. it's a hot one out there tom. >> yeah, we haven't changed much

since yesterday. got up to 98 and reagan national, hottest day of the year and now this morning it is still very humid. you can see the humidity hanging over washington, live view from the camera. breaks in the clouds. feels like temperature, well, by by -- this is -- another few minutes or so it will be in the upper 80s to near 90 to around the bay. and then by lunch time the feels like temperature in washington will be 101. elsewhere, the upper 90s. that's just by noontime. then by mid afternoon, the peak of the heat feels like temperature in washington at 103. leesburg may be at 103 as well as frederick, eastern shore too 102. fredericksburg feels like 104 by mid afternoon. as temperatures will be reaching generally the mid 90s. not quite as hot as yesterday. then this evening not much relief. this is as of 7:00 p.m. feels like temperature will be down to around 100 degrees in the metro area.

of americans didn't realize you could change your auto insurance. well, if you live in fairfax county, today is a wonderful day for your kids to learn more about how police do their jobs. today is the first of two kids and cops days this summer. this is for kids between the ages of 5 and 12. the event is from 8:00 this morning until noon at the sherwood community center. there will be demonstrations as well as safety talks and of course the kids get to hang out with the officers. good news for former president h.w. bush waking up at home this morning. doctors treated him for the broken bone in his neck which he suffered after taking a fall at his home in maine. his neurologist said that type of fracture is pretty common with seniors and falls. he is 91 years old. in "news4 your health" a new study says doctors tend to overuse medications when it comes to newborns. anti-reflux medications, long term antibiotics and breathing tests are often unnecessary.

today is a weather alert day. you're going to feel that heat as soon as you step out the front door this morning. >> today, our region is under a heat advisory which means it's going to feel like well over 100 degrees and we have team coverage of the heat. tom kierein is tracking temperatures in your neighborhood, but let's begin with meagan fitzgerald in northwest with ways you can stay cool today. hey. >> reporter: good morning. and you know, it's still early in the morning but we can certainly feel that humidity already starting to kick in. i know we say it a lot, but you can't say it enough. hydration. drink as much water as you can. those folks who are out and about who don't have access to air conditioning -- wait a couple of seconds as this truck passes by here. but for those folks who want to get out of the heat, go to the cooling center like the one behind me on 14th and "u." get in the air conditioning and drink water.

it's especially important for those folks with heart issues or other health issues to stay out of the heat. if you're fortunate enough on this monday to take a dip in the pool or to get around water, that's obviously a good idea to do to sort of cool off. but overall, folks are being told to stay out of the heat if you can and hydrate as much as you can. wear light clothes. that's another tip that officials are giving folks. just to stay safe because as we know, this heat can certainly be dangerous if you're not taking the proper precautions. again, we have a long list of all of those cooling systems on our nbc washington app that you can download. and tom obviously it's going to be hot again, but i guess a glimmer of good news, not as hot as yesterday, is that right? >> not as hot. i saw a runner go behind you, and she had her water. it will be a hot one. here are the neighborhood highs today in north of washington

montgomery county, howard, frederick and loudoun counties in the low 90s as well as the pap handle of west virginia. right in the metro area, mid 90s. inside the beltway and nearby neighbors, mid 90s. it will be reaching the low 90s right around the chesapeake bay. partly cloudy sky. only a small chance of a passing thundershower later this afternoon. now we've got some delays on metro. melissa, what's going on with that? >> had first problem on the red line, now another issue on the yellow line. yellow line delays to mt. vernon square. red line is still single-tracking the morning. you can see a little bit of volume there moving, so that's great here for folks this morning. 270 at falls road, nice light volume. no major issues there and prince george's county, top of the beltway looking the same and all the main routes into and out of town, no major issues.

randolph road between nebel street and parklawn, the road work there, it's shut down until saturday. >> thank you, melissa. today in rockville you can go to the community meeting to talk about a monument that honors the confederacy. rockville leaders want your input on what to do with the confederate soldier statue in the rockville square. the confederate symbols have come under scrutiny since a shooting at a black church last month. the meeting about rockville's monument is at rockville city hall and this is going to happen at 6:00 p.m. we know that the county is trying to save more than $50 billion in next year's budget. today we expect to hear more about how the county executive plans to do that. today, two committees the montgomery county council are going to meet to discuss the plans. the county is making spending cuts in part because of the recent tax revenues haven't been as high as expected.

they have to make their final decisions in over a week. by this time next year you can see police in prince william county wearing these -- body cameras. it's partnering with fairfax county police to learn more. now, the department has hosted an expo last week and they looked at about 35 different vendors. there's a vigil in colorado today to remember the victims of the deadly movie theater shooting. last week the jury convicted james holmes of killing people at the theater. four were students at the community college outside of denver and the school will dedicate plaques to the students and remember them all with a vigil later today. a court deputy by bill koss by details how he had affairs with several women. cosby admits to paying a woman off to not tell his wife what he was doing. addressing the assault questions cosby said he was good at reading nonverbal signals when a

woman would consent to sex. the decades old deposition is from a lawsuit from a woman who accused cosby of drugging and molesting her and cosby has not been charged with any crime. new numbers out this morning show that even though same-sex marriage is now legal, the divided on what that means going forward. according to the associated press gfk poll, support for gay unions is down slightly from earlier this year. the public is evenly split over whether people with religious objections should have to issue a marriage license to same-sex couples. again, the public is almost split over whether it approves or disapproves the high court ruling. an arsonist caught in the act. take a look right here. he's caught attacking a piece of lgbt art work. the man right here is splashing something on the mural and then he lights it on fire. this is in san francisco's

mission district. it happened ahead of the gay pride exhibition last month. vandals spray painted this same mural twice in june before that arson incident. family members of those killed in a plane crash caused by a pilot say they are not accepting money from the airline. the families say that compensation that german wings is offering is not enough. the airline offered $27,000 and plus $11,000 for each immediate member. lawyers say they felt offended by the offer. co-pilot andreas lubitz deliberately flew a plane into the mountain side killing all the people on board including a virginia mom and her daughter. right now you have a chance to ride metro's newest rail cars on the orange line. the new 7000 series rail cars went into service this morning. the 7000 series features electronic signs, no slip flooring instead of the carpeting. they made the debut back in

well, everyone is still talking about this video on facebook and twitter. pro surfer right there face to face, attacked by that shark. the terrifying encounter unfolded on live television during a surfing competition many south africa yesterday. the world surfing final was getting under way when nick fanning there was waiting for his wave. the shark knocked him off the board, pulling him under. >> i was waiting for the teeth to come at me. i was swimming like agh! >> did you get a couple punches in? >> i punched it in the back. >> i'm like -- he's going under. i felt like i couldn't get there quick enough. >> well amazingly no one was hurt. the surfers did not get back inside the water and instead fanning and wilson the guy that was so emotional right there one of his friends, shared first place. and wilson went on to say we coexist with sharks and we like to surf the greatest waves and with that comes danger.

but despite the fiery condemnation, trump himself not backing down. >> and peter alexander joins us now. peter, what is trump's plan here? >> i think it's a good question. clearly he is not backing down. he's not apologizing for those comments about senator john mccain's war service. in fact he's out with a new op-ed this morning touting his record on veterans issues where he claims that mccain has made america less safe. as you guys noted the start of the event at iowa, trump said mccain who served five years as a prisoner during the vietnam war was a war hero because he was captured. later he acknowledged he respected those who were captured but his controversial comments in many ways have freed up republican rivals who may have been afraid to take on trump until now, to let him have it. trump insists the jealous rivals want him out because he's leading the pack, but he said he's not going anywhere. this morning we'll speak to donald trump live. we will hear for first time from john mccain.
