"news4 today" continues at 5:00 a.m. >> "news4 today" starts now. >> and good morning, everybody. i'm aaron gilchrist. >> i'm angie goff. welcome to "news4 today." okay. so we're talking about what it feels like out there. i don't care what the temperature says. it is -- i guess the best word to describe it, tom mentioned gak, the total gak factor out there this morning. >> that's a meteorological term. as we have showers and thundershowers approaching us from the west the leading edge of some relief on the way from the gak. right now we are getting some showers and thunder and lightning and coming near frostburg. to the east of washington a couple showers in anne arundel county south of annapolis. those are crossing the bay, headed over to the eastern shore. a few sprinkles here in southern prince george's county. that's a tracking east as well. temperatures are muggy and mild.

night on maury avenue in oxon hill. officers responded to the call and found a man shot to death. police say it doesn't seem to be a random shooting. but if you have any information police would like to hear from you. today a murder suspect released by the montgomery county judge is expected back in court. that judge released dion sobotker last wednesday on a half a million dollars unsecured bond. we brought you this story first on 4. he never showed up to get his electronic monitoring device on thursday and by friday, a warrant was out for his arrest. >> we are still looking into whether or not he had some help to be kind of -- over the last several days of whether or not he was assisted in not having the monitoring that he was supposed to be. >> now sobotker is one of three people charged in the death of 26-year-old jonathan harris during a robbery in december. originally sobotker was being held without bond. today, this man will be sentenced for trying to rape an

employee at a mr. smoothy in rockville. the man was convicted of assaulting an employee in 2013 and missay he punch -- and police say he punched the victim as he tried to assault her and she was able to fight back. today, metro officials will be asked about the deadly l'enfant plaza accident. a house committee wants know what is being done to fix the electrical issue that led to the smoke-filled tunnel incident. this morning a new officer will coordinate information between them and first responders. there's also a meeting about taxis in prince george's county. they're holding a meeting this afternoon and they'll review the exam that taxi drivers have to take before allowed to work there. 5:04 right now. predatory towing could become -- could be coming to an end in montgomery county. news4's meagan fitzgerald is live outside where members are

voting on a bill today. meagan, good morning. >> reporter: good morning, aaron. many folks here in montgomery county will tell you predatory towing is a big issue for them. many folks saying that they have paid upwards of $150 just to get their car out. one of the areas of concern is predatory. meaning that people are actually standing by and watching folks as they park their car and leave to go somewhere and then a moment later they come back and their car is gone. this is the issue that they're really concerned about. people spotting and then of course towing their cars away. council member roger berliner introduced a bill that would crack down on what many are calling the unfair practice. the bill would also crack down on spotters looking for cars to tow away. also, tow companies would need photo evidence of those who broke the rules. there would be a single regulated fee to pay if your car is towed away. now, the council is expected to meet here at around 9:30 this morning. at this point we don't have an

indication of which way they will vote, but of course we'll be on top of this story and let you know as soon as they make that decision. >> meagan fitzgerald, thank you. right now, banks are open for a second consecutive day in greece and this is a big deal. people are lined up right now in greece to get in and take care of their business. banks are reopening after being shut down for about three weeks because of greece's whole financial crisis. with restrictions though. people cannot -- there's still a daily withdrawal limit of $65. but now they can't take out more than $454 a week and on top of that, the people there in greece cannot cash checks right now. only deposit them. so aaron, tough times in greece right now for sure. >> all right, kristin wright, thank you. it's 5:07, just about now and sources tell news4 federal police lieutenant resigned following an explosion at a government lab in maryland.

this is a story you saw first on 4. that blast happened at the national institute of standards and technology in gaithersburg on saturday. sources say firefighters and police saw the lieutenant throw something in the trash and then put a duffel bag in his car. when investigators noticed he had burns on his hands, he said they came from filling the butane lighter. it involved chemicals used to make meth. police arrested a man they say posed as police officer years ago in montgomery county. this is nicholas morales-macedo. they say that morales-macedo pretended to be an officer back in 2012. they say he met a woman from the internet, hand cuffed her and took her to a hotel in silver spring and then sexually assaulted her. they tracked down morales-macedo through a hit in the dna database. well, today we could see one of the last big names enter the republican field. ohio governor john kasich is expected to announce the presidential bid this afternoon in columbus. and he is not to be overlooked. he's from a critical swing state

of this crash and first 4 traffic melissa mollet is monitoring the rails for you. but we begin with news4 green at the kensington station with a live look there. good morning. >> reporter: good morning. we got new information from the maryland transit administration. we know that all the brunswick lines are scheduled to run as normal. i want to give you a heads up. some of the trains will be operating with just one conductor and this heads up we got word about 20 minutes ago that train number 874 leaving martinsburg with two fewer rail cars. so it could be slow going on boarding and of course delays for you as well because it's going to get crowded. if you can, hop on train number 876 out of brunswick running with an extra rail car. you're looking at the crash scene video out of silver spring during the evening rush. the maintenance truck driver walked away without a scratch with -- after that train carrying more than 600

passengers slammed into it. luckily, no one on the train either hurt. they had to suspend service of course last night because they had to clean up the accident scene and clean up the diesel fuel spilled on the tracks and of course all that delaying passengers for hours and moving into the morning rush for you. so pack your patience when you get on board. this is the latest, live from kensington. back to you. >> molette, thanks. working to find out more about an accident that left a fairfax boy dead. this happened just before 7:00 yesterday morning in gordonsville. the crash happened when a car and an suv crashed head on. three other people are seriously hurt. and remain in the hospital. we are learning that the young boy who was riding in the car died at the scene. d.c. police arrested more than two dozen men in a prostitution bust in downtown d.c. police say 30 men are facing charges as part of the new prostitution enforcement operation that began last today.

this comes as ward 2 council member jack evans introduced a bill called honey i lost a car. it would require the police will tow a car if it's probable cause that they picked up a prostitute. police need your help finding this man, he sexually assaulted a woman in the district. i happened in an alley on 19th street northeast near bening road yesterday morning. well, in the coming weeks we could learn more about what happened when freddie gray died in police custody in baltimore. a judge ruled evidence can be shown to the public. the baltimore's state attorney wants to prevent it from being released. he died of a severe spinal injury while in a police van back in april. six police officers are facing charges for his death. 5:20 now. in "news4 your health" a canadian study finds erectile dysfunction may double as a man goes undiagnosed with diabetes. it jumped from 1 in 50 to 1 in

10 in men with erectile dysfunction. they suggest the importance of screening all e.d. patients for diabetes. the study did not find any association between erectile dysfunction and undiagnosed hypertension. we hear about concussion in football but a new spotlight is putting pressure on soccer. aking safety measures a step further. all injuries must be checked out off the field and headers are a -- and headaches are a big concern. they make up a third of the concussions for boys and more than a quarter for girls. >> with arms up rather than arms down like that, that's very important in terms of prevention. and improper heading technique when you're heading the ball. >> so player to player contact remains the dominant cause of concussions right now. >> we did a piece on concussions in young people a few months ago. it's

homeless man in new mexico. there was a suspicious car that slows down. you can see a small fire too. the man suffered burns all over his body. he remains in the icu nearly two weeks after that incident. a man accused of killing five people in a house in california is now a suspect in another murder. police in modesto, california believe that martin martinez also killed a 2-year-old boy. they say the boy died of a head injury while he was in martinez's care last year. police charged him with killing two women and three young girls this past weekend. one of the girls was his daughter according to police. today police in texas will release dash cam video from the arrest of a woman who died in jail. that comes as we get our first look at the moments police discovered sandra bland's body. take a look here. police say she hanged herself inside her jail cell last week. surveillance video here from the county jail shows a female

attendant discovering bland's body around 8:55 in the morning. jail officials say it shows no one entered or left bland's cell in the 90 minutes before her body was found. bland's family doesn't believe her death was a suicide. the state trooper arrested bland last week after she reportedly became combative during a traffic stop. today the father of a woman killed in san francisco is expected to testify on capitol hill. kathryn steinle was shot and killed while walking on a pier earlier this month an undocumented immigrant is charged with the murder. the suspect came back to the u.s. after being deported five times. the victim's father will testify before the senate judiciary committee at 10:00 this morning. the committee is looking into immigration enforcement. the california bridge that collapsed because of heavy flooding recently passed a safety inspection. according to cal tran, it got the green light from inspectors back in march. at least one driver was trapped

after heavy rain caused a 30-foot section of the freeway to collapse on sunday. california is in the middle of the historic drought. officials believe water rushing through the normally dry desert quickly eroded the land around that bridge causing the collapse. we now know who could fill the last vacant spot on the federal reserve's board of governors. president obama nominated economist katherine dominguez. the white house says she brings a lot to the table including expertise in international markets. dominguez must be confirmed by the senate. new details in the so called mansion murders in d.c. the new evidence leading investigators to think that daron wint is not the only suspect. beefing up security, the changes taking place at military recruiting centers after last week's deadly shooting in chattanooga. looking live outside the nbc4 studios are you tired of walking to work in all the humidity? it

people polled here. as of this morning, trump is still retweeting people defending him and he's retweeting a video critical of john mccain. tracie potts is following the latest. good morning to you. >> reporter: good morning. we'll get two new perspectives on this what do southerners think of donald trump and his comments on veterans and john mccain? he is headed down to south carolina for a big kickoff there so we'll get a sense of that. also, what do veterans think? president obama is headed up to philly to talk to the vfw convention and many of them have been critical of these comments from donald trump. john mccain didn't defend himself in new york last night, but lindsey graham did. a south carolina politician by the way who's running for president against donald trump. he said that john mccain is in fact an american hero for serving -- for being taken as a p.o.w. for 5 1/2 years. so we'll get some new perspectives on that today. there's one person at least who hopes at least for one day all this goes away and that's ohio

governor john kasich. he's expected to announce his own run for presidency today. if you're keeping track, i believe that's number 16 on the republican side. aaron? >> we will keep counting. today, the president will speak at the veterans of foreign wars 116th convention in pittsburgh. he signed a bill that will allow all honorably discharged veterans to get an i.d. card to prove their status. the president will head to new york for his seventh appearance on the "daily show with jon stewart." then later this week, the president will head to kenya, the home country of his father. kenyans have been patiently waiting for the president to make a homecoming since his election in 2008. but the president faces criticism in the country despite his ancestral ties. many think the obama administration is falling behind in the investment in africa. >> i can comment he's done a lot

of things, we have been waiting for him for a long time. he has never came. but now yes -- he's coming to his mother country. >> we learned about a second piece of evidence linking a man to a quadruple murder at at mansion in d.c. we'll have more on that. yeah, angie, talking about daron wint. police arrested him for killing four people at that mansion after they found his dna on a pizza crust. we told you about that. well, at this hearing a police detective testified that wint's dna was also on a construction vest in one of the victim's cars. now the detective also said that police recovered three-quarters of a $40,000 ransom in this case. the fbi's investigating lots of potential connections to last week's shootings in chattanooga. a sailor and four marines died in the shootings. the fbi says while looking at one tennessee apartment complex, a 15-year-old pointed what looked like a rifle at agents.

they convinced him to put it down and it turned out to be an air gun. there's also a new kind of response to the shooting. take a look at the video here. it shows volunteers guarding recruiting centers in alabama and georgia. the military is increasing security at those places. several states are also moving to equip national guard troops with guns. meanwhile, the department of defense says it is not planning to arm army reservists or recruiters. d.c. leaders say they need parents to help stop underage drinking. a survey by the department of health shows 22% of teens say they have used alcohol before the age of 13. 6% of boys 11 or younger say they drink alcohol. the district launched a new campaign called there's a reason. the federally funded program targets parents through pamphlets and outreach activities. more momentum for sweet briar college. the all-women college says it will continue the study abroad programs. they had shifted to hollins university as sweet briar

parking lots looking at these cars so that they can get ready to tow them away. now, the main -- you may recall an i-team investigation about this specific issue, about a company that was literally towing 700-plus cars in one month alone. their main strategy was hiring these spotters to closely watch these drivers in these private lots. moments later, their cars were hooked up and hauled off. this bill that was introduced by council member roger berliner would make this practice illegal and towing companies would also need photo evidence to provide drivers in this law. now, we also understand that there would be some rules around how much these drivers would have to pay if their car is towed away. now, the council is expected to meet at 9:30 and we're expecting a vote to come some time this morning. back to you. >> all right, meagan fitzgerald thank you. well they're talking about

county in maryland should change its english only rules. the county council is holding a public hearing at 7:00. the english only ordinance has been in place for three years and one of those sponsoring the ordinance said it's tarnished the reputation. and terry mcauliffe is now asking a commission to study reinstating parole for nonviolent felons. republican lawmakers in the commonwealth are upset about this. they say the current criminal justice system works by keeping violent criminals behind bars. it has been 20 years since virginia abolished parole. the commission will make its initial recommendations by november 2. soccer fans are facing another seven months with sepp blatter at the helm. he is refusing another round of calls to step down as president of fifa amid two massive criminal investigations into bribery and money laundering. blatter announced a task force and the next election.
