the defendant released to home detention. he then went missing. and is failed to make court appearances seven times. >> he did not make an informed decision i don't know who dropped that ball but that's how i feel. >> the court file does contain information that was available to the judge about the prior record and seven failures to appear. >> i don't believe that he didn't have the information. >> as i listened to this guy's criminal record that was upsetting to me that he could be out on the street walking around doing this to someone else. >> a former bail who attended the hearing today

says -- >> no bail bondsman that i know would have written a bail for this man. he had seven failures to appear, some of them very fresh who had no fixed address. >> he is one of three people charged with murdering and robbing jonathan harris. one co-defendant has already pleaded guilty and placing the man at the scene of the crime. >> he wanted to break off the relationship. she didn't like hearing that. and what she's accused of doing next was criminal. a woman worked for the dc public school system and tonight she's facing a charge of attempted murder after police say she attacked her ex-boyfriend. >> this is a super quiet townhouse community.

some day that townhouse that townhouse was anything but quiet. the scene, this fire damage they say there is about $75,000 of damage inside. the suspect a teacher's aide in washington. the victim or ex-boyfriend, a 32-year-old man who lives in the house. the two had been dating for about two years. according to court documents tried to end it and that she became upset. that she threatened to kill him by burning him with gasoline and that when he ran away they say she set his house on fire. police are calling it a case of arson, calling it a case of attempted first degree murder. people around here are calling

bring in that cooler air. i will show you how long it sticks around and the heat. >> meridian health care solutions is the name of a company that built the site for enrollment in the affordable care act. when the site opened for business it crashed and thousands of people who did not have health care could not apply. the $45 million settlement is about 60% of what the state of maryland paid for the site. in exchange, meridian gets to avoid any further legal action in the case. >> a new type of government shut down crisis is brewing. the u.s. department of veteran's affairs is warning it will shut down va hospitals unless congress approves an 11th hour rescue plan for the agency.

scott? >> the da won't say which local hospitals would close or close first if the crisis is not fixed by month's end. this is yet another last minute game of chicken on the hill. the va says it's about to run out of money and soon because of a surge of new veterans seeking care. there are two million more medical appointments this year than last year and because of soaring costs for a new expensive treatment for hepatitis c. congress in the coming days must pass a new law allowing a shift of billions of dollars in the budget to hospitals. congressional leaders not happy about it. >> for them to come up at the 12th hour and tell the congress that they need $3 billion more or they're going to shut hospitals down is the most agreejeous thing they have done to date.

they said call headquarters and headquarters said no answer to that question but are focused on providing world class care to veterans and congress needs to act before month's end. a government lab is confirming tonight that a federal police officer who was injured in an explosion has resigned. an explosion happened at the national institute of stan tards and technology on saturday. the officer said he was burned while filling a butane lighter. sources tell news 4 chemicals and a recipe to make methamphatamines were found at the blast site. so far, no charges filed. new video and questions abwhat led to an inmate's death in texas. why the victim's own facebook page could shed light on the case. and a trip to yellow stone

enforcement. here is nbc's jay gray. >> there are lingering questions in texas more than a week after sandra bland was found dead in her jail cell. the 28-year-old arrested charged with assault on a public servant. >> we are looking to find out every single fact that's necessary in order to determine what exactly happened to sandra bland. >> a jailer found bland hanging from a plastic trash can liner. the medical examiner has ruled her death a suicide but her family says that's unfathomable. in the face of growing controversy officials will release dash cam video from the arrest. it's the latest in a string of video clips surrounding the case including this security footage when jailers found her body. this cell phone video that her family shows the arrest. and this facebook post from bland in march.

>> i am suffering from something that some of you all may be dealing with right now. it's a little bit of depression as well as ptsd. >> the district attorney says that may explain her death but has ordered a full investigation into the incident. >> this is being treated like a murder investigation. i have asked the texas rangers to do extensive scientific testing on the trash bag. i want fingerprints run and touch dna tests done. >> that evidence could be turned over to a grand jury in august. jay gray nbc news, dallas. >> three people from our area are dead after a small plane crashed in wisconsin.i wyoming. among the victims a woman from dc and a couple from annapolis. the pilot also died. the plane was headed to montana when it went off its flight path and went into a steep decent.

parking but it's not just signs. kelly garcia often warns people personally. >> do people listen? >> yeah, no. and they usually get towed. >> but some say the towing companies are over aggressive. today the council voted to crack down. spotters who eyeball potential laws and point them off to the tow truck. council members say that helps especially in residential areas. it gives time for those who might get towed to get a parking pass from someone who might be visiting. >> we have created a way to control what is going on in a much more systematic way. now i spoke to a representative of an organization called towing and professional recovery of maryland. they have got about 100 towing companies and some of the things already covered in state legislation and they say it

actually makes it harder on people who want to get to their apartments or some other business because and can't because of an illegally parked car. they don't know whether they will fight this or not. >> there is a new effort to do fast track. the project would begin with widening route 1 to six lanes. rapid bus transit would be added between alex & dree ya between 2028. today some leaders in virginia and some of the candidates said the changes need to happen sooner. they're calling for solutions to speed things up. >> two people found dead in fairfax county just hours apart. police say they're not connected but there are new questions about the circumstances

drowsy driver. first a suspicious death. a woman found dead inside a parking garage. >> and evidence recovered atop the nine level garage could shed light on what happened there. the discovery was made off of dulles station boulevard in herdon. darcy? >> reporter: well, fairfax county police were out here for eight hours investigating today. her body was found on the backside of this parking garage. police still don't know who she was or why she was here. the woman was found with head trauma next to a nine level parking garage. police are calling her death suspicious. possible evidence relating to the victim was found on the upper levels of the grang. it's used by hundreds of office workers every day. >> saying hey, go across the street and park. >> the mystery is disturbing for people who work in the area and

live in the apartment building just steps away. we don't know who she was or how she died. >> it's very concerning. i worked over in this building over here. you know, hearing about something like that is very traumatic traumatic. >> her body was found off of dulles station boulevard. police have not yet identified the woman. they only describe her as in her 20s, white with red hair. >> as we determine who the individual is that will help detectives figure out exactly what happened. >> scene backs up to the woods where work is being done for a new project. this man saw something that caught his eye earlier this morning while exercising. >> a car came by. when he turns around, it was too dark. i couldn't see the make or the color of the car. the cops are around telling me i cannot do my exercise because they found a body.

>> thank you. just hours before police were called to herdon someone else found another body while walking in the woods in the mt vernon area. police believe it's a man. no word on his identity. and they do not think this case is related to the one in her 4 don and don't consider this one suspicious suspicious. >> right now a hearing is underway about safety on metro. a house committee wants to know what's being done to fix the elect call issue that led to the smoke incident back in january, a deadly incident. he told the national transportation safety board that he repeatedly asked for her mission to trourn the platform but he was told to stay put as passengers were coughing and choking on his train. people on the train were screaming kicking and banging on the doors. >> about 22 million passengers

>> it's hard to imagine what was going through a mother's mind as she walked police trying to break into her hot car with her toddler and infant locked inside. the mother was loading her kids into her car and she put her purse on the seat when the toddler locked the doors from the inside. the temperature was approaching 90 outside so the mother called 911. police broke a window and got the children safely out of the car. and two charges of misdemeanor death after employeeing into two bikers. there is a change.org petition

calling for felony murder or at least manslaughter charges to be applied in similar cases rather than misdemeanors. more than 1500 people have already signed the petition. two bikers were killed when a man named daniel swerved off a highway in north carolina and hit the group on friday morning. they were on the shoulder. one of the bikes had broken down. police believe the truck driver fell asleep behind the wheel. >> heavier traffic. a larger number of pedestrians and more expensive housing. it's a forecast for the dc area in the next 20 years. that's when the population could hit nearly 800,000. she says the city is booming but investments need to be made to match the growth. >> we're going to invest in our metro and part of the things that all of us mayors are talking about is what the

i knew that. that i had to get out no matter what. >> in many cases of domestic violence survivors stay with abusers for financial reasons or because they lack support to leave. that's why a group of dc lawyers is offering their services to victims for free. here is the story of one woman who got away by getting help she never knew was there. >> it's painful but this woman is shining a light on her personal story. >> put the cord around my neck and saying he was going to kill me. it caused me to break a cord. >> rivers recalls the day her boyfriend choked cut, and held her hostage after she said she was leaving. >> i knew i was dealing with a person who was going to kill me. i knew i had to get out no maer what. >> she left but didn't feel safe. she stayed in a sheller for almost a month.

that's when she learned about the dc volunteer lawyers project. a network of more than a thousand local lawyers who represent women and families in need for free. >> i needed that at that time. i had been assaulted. i didn't know what the next steps were. >> she thinks if more knew about what they did, more would seek help and they would get it fast. >> they are able to provide full service to the client from the minute they report the incident all the way through the end of their court process. >> it's a small group that has won big praise recently from the vice president. since it began in 2008 it has helped 3,000 women. >> i didn't know what i would do. >> we helped her through non-legal issues like getting her abuser's belongings out of her house. now we're advocating for this.
