friends on wtop 103.5 when you hop in your car. 5:01. a neighborhood is on high alerpt after a possible bear attack. >> and news4's megan mcgrath is in great falls this morning. >> reporter: good morning. there have been several bear sightings in the great falls area including behind the firehouse. take a look at this still photo that was taken. a bear is walking around. actually, the back side of the bear going behind that stone structure. it is also believed that a bear attacked a dog on river park lane earlier this week. well now later on today, trail cameras are going to be installed in the area near that attack. animal control officials trying to gather more information get a handle on exactly what they're dealing with here and try and track the bear's movements and see if maybe there's more than one bear that's in the area. now, on tuesday, 6-year-old -- a

6-year-old lab named blue was found with claw marks on her side. her owner initially thought that she was attacked by a raccoon and when the veterinarian looked at the wounds that vet said no they think it was most likely a bear that attacked the dog. blue's family very concerned about what happened as you would imagine. this was -- this apparently took place in their yard and they're concerned about the safety of their children. actually, limiting the children's activities in the yard. now, here's the rule of thumb here. if you see a bear, do not approach it. try to make yourself look larger and back away, facing the bear. but a lot of folks on edge and want more information and experts are trying to get more information with the installation of these cameras. back to you in the studio. >> thank you. 5:02. charles county investigators are looking into the officer involved shooting. deputies responded to a home on charlton court for a domestic

incident last night. they found a man waving a knife around and threatening to kill himself. deputies say he eventually moved toward them and that's when one of them fired. the witnesses say that officer did not have to shoot. >> he had both hands in the air. >> was this a justified shooting? >> i don't think they had to shoot him, no. >> why not? >> because he was nowhere near them and he wasn't lurching towards them or anything. he was threat to himself. >> the man survived but it is not clear whether he's been charged. the deputy who fired is a nine-year veteran of the force and has been reassigned. an update now to the breaking story we brought you at this time yesterday. we know now what led up to the shooting on the g.w. university campus. devon holland stole a car and tried to hit a police cruiser with it. holland and a younger boy started to run away and the officer shot at them the bullet did not hit anyone. police arrested both holland and the boy. they charge holland with

assaulting an officer and unauthorized use of a car. new charges against a man accused of beating a boy to death. second degree murder and child neglect was added to his charges. wilson beat jack garcia last month because he ate a piece of birthday cake without asking. garcia's mother and uncle are facing murder charges for the boy's death. today, a man accused of killing three prominent residents is headed back to court. charles severance lawyers will ask the court to throw out some evidence. news4's julie carey will keep you up to date. you can follow her tweets @julie carey nbc. prosecutors say they will not pursue the death penalty in this case. breaking news into the live desk right now. defense secretary ash carter has arrived in baghdad unannounced.

today, just this morning, this is his first visit to the country since taking office in february. the surprise visit comes at an important time in iraq as the government there tries to overtake the city of ramadi back from isis. so this is going to be a big test. not only for iraq but for the u.s.'s strategy in iraq right now. we have 36 -- or 3,300 troops there involved in training iraqi forces and providing security for u.s. personnel. carter is not expected to make any big announcements while he's there. aaron? >> thank you. 5:05. a hearing about the iran nuclear deal happening on capitol hill this morning. secretary of state john kerry to testify before the senate foreign relations committee at 10:00 a.m. congress has to approve the agreement which rolls back sanctions on iran in exchange for increased oversight and an end to its nuclear program. president obama has said if

lawmakers reject the deal, he will veto their decision. isis is now a bigger threat to national security than al qaeda. fbi director james comey made those comments at the aspen security forum in colorado. he said the use of social media by isis to inspire americans to violence here at home is a bigger threat than external attacks plotted by al qaeda overseas. when asked if chattanooga gunman abdulazeez may have been inspired by isis he said we don't know yet. and last month the federal transit administration issued a scathing review of metro. it pointed out 90 safety issues, 77 of those on the rail side alone. 13 on the bus side. today metro will provide an update on how they're addressing concerns to improve safety for employees and riders. we're waiting for metro transit

police to release video of a man they're looking for. he's wanted for pulling an emergency line. he missed his stop pulled the leffer and now police are looking for. it led to the serious serious delays on metro during rush hour. some new information on how a deck collapsed in howard county. the rim joints of the house itself were rotted, causing the deck to fall away from the house. you see it right here. those rim joints connect the deck to the house. five people were on the deck at a town home. everyone is expected to be okay. new this morning the international space station has several new members on board. one of them right here from our area. how long it's expected to stay in space. a figment of their imagination or a real threat? a latest search for a lion

three new crew members on the international space station including one from fairfax county. they docked a few hours ago. kjell lindgren is one of the new astronauts on board. he'll spend five months in space. the city of milwaukee officially on lion watch. even though there's no evidence that one, police are taking new reports very seriously. milwaukee police following up on a woman's claim that she spotted a lion in her neighborhood. see that right there where that light is zeroing in on, she gave officers a cell phone video of an animal that appears to look

you're watching "news4 today." >> 5:17 now. texas governor greg abbott said sandra bland's family deserves answers. she was arrested for failing to signal. video of how she was tweeted sparked outcry and then she was found hanging in her jail cell three days later. investigators want to ensure that justice is served here. new booking documents show bland told police she had tried to kill herself in the past after losing a baby. bland's family rejects claims she she suffered from mental health issues. this story has a lot of people wondering what their rights are if they're pulled over. no one wants to see a situation escalate, but no one wa have their

rights violated either. news4 spoke to the local aclu chapter to get a better sense of what is lawful. the legal director wouldn't comment on the bland case specifically, but he told us cooperation is key to making sure any situation doesn't escalate. he also gave us this general advice. >> you have a right to remain silent and you can do that. you shouldn't get out of your car if you're not asked to get out of your car and try to engage in an argument with the officer. but if he tells you to show license and registration, show your license and registration. >> now the aclu recommends turning on your interior lights in your car. rolling down your windows halfway. and putting both hands on the steering wheel to allow the officer to do his or her job well. today in annapolis, there's a big rally to talk about police reform. the aclu and naacp and amnesty international are among two dozen different groups staging a

rally at 2:00 this afternoon. if you're in annapolis, you'rell see them on lawyers mall. they want to increase community policing and limit abuse. the people in charge of a baltimore event now say that they will not put on a show that features a person in black face. a former baltimore police officer wants to put that show on to raise money for the officers charged in freddie gray's death. he said he sold more than 600 tickets however, a big wave of backlash led the venues to cancel the performance according to "the baltimore sun." a lawyer for the indicted officers said they would not accept any money from the show. a bold burglar will spend more time after a rash of burglaries. tyrone bean has been charged in the rockville area. he didn't bother using doors or windows to break in. he would enter utility closets at apartment buildings, cut a hole in the dry wall and crawl

into the apartment. it seems burglary is a thirsty business. after drinking a root beer in one house he left behind his dna. >> we count on criminals to make a false move, make a mistake and they will be caught eventually. and that led to his downfall. >> bean will now face another ten years in prison. he is currently serving time in virginia for similar crimes. in "news4 your health" this morning veterans are still suffering with post-traumatic stress disorder from the vietnam war. researchers in new york say almost 300,000 veterans still suffering from the effects of their time in vietnam. it has been 40 years since that war. the new study says there are twice as many veterans with deteriorating mental health than those with improving symptoms. well, people living with cystic fibrosis got a huge helping hand. i had the honor of hosting the breathe easy bash last night. 16 young professionals who spent the last few months raising nearly $50,000 for research and

road, that's moving along nicely and looking pretty good. northbound and southbound. and then the beltway at branch avenue, inner and outer loop, no major issues. back at 5:31. a troubling situation out in oklahoma. here at the live desk we're working to find out more about two teenagers arrested after five of their family members were found dead. the victims were found in a house along with a child who is now in critical condition. this is in broken arrow, outside of tulsa. the teenagers 16 and 18 years old were arrested near that house where the bodies were found. a police sergeant telling nbc news the crime scene has taken a heavy toll on police officers and that this is just unprecedented in the city of broken arrow. many questions this morning, we're working to find out answers. >> thank you. developing right now, firefighters are battling a fast moving wildfire in napa county, california. take a look at some of the video here.

4,000 acres have burned at this point. this fire is only 5% contained. two communities have been evacuated now. 200 homes are threatened. a new vaccine could be the answer to bird flu. scientists developed a train that prevents bird flu in chickens, 100% of the time. they're now testing that on turkeys. bird flu is driving poultry prices up. and it's killed nearly 50 million birds since march. d.c. voter could get a chance to raise the minimum wage. a $15 minimum wage has been put on next year's ballot. the minimum wage now is at $10.50 it will be $11.50 starting next july. it calls for gradual increases until 2020 when it would hit $15. supporters will have to gather about 23,000 signatures to get it on next year's ballot. the redesign of the $10 bill

d.c. emergency officials say they added gps coordinates to landmarks along the trail. they plan to add mile marker signs as a long term solution. today, presidential candidate donald trump heads to texas. trump will meet with border control agents along the border in laredo to discuss immigration. we are learning that the afl/cio controlled union that represents border control agents has cancelled a planned tour of a section of the border. trump has made immigration a key part of the recent campaign speeches and others are now on the attack against trump. democrats are calling it the donald trump bill. lawmakers are expected to vote today on a bill that will hold back federal law enforcement money from states or local governments that don't cooperate with federal immigration agents. democrats say it unfairly targets some immigrants. just now, new developments in greece's financial crisis. just a few minutes ago, the parliament in greece approved

new financial reforms demanded by the creditors. this is in return for the third bailout granted to greece and this vote that just happened today is the last step, the last requirement before greece can start negotiating this new bailout. here's a live picture of the -- of greece's parliament building where this vote now happened. again, new financial reforms demanded by creditors. the last step so that greece can start negotiating the 85 billion euro bailout. $93 million. >> kristin, thank you very much. a man is accused of shooting and killing an officer yesterday. scott lunger was shot and killed. the officer pulled over the driver of a car that he stop -- that he spotted swerving. the man thought to have ties with a gang in the area fired without warning and the officer shot back.

the man is being treated after being shot. he is expected to be okay. lunger had been on the job for 15 years. the gunman who confessed to shooting nine people in south carolina may face the death penalty. a grand jury indicted dylann roof on dozens of federal charges and that included 12 counts of committing a hate crime. a trial date has been set for july of 2016. in "news4 your health" a new study has an explanation for what seems to be a surge in autism cases here in the united states. researchers at penn state believe that there's actually not been a big increase in cases. instead, they say doctors are using autism to refer to more conditions than they used to. the researchers believe that's responsible for 97% of the increase in the disease. it looks like more d.c. students will be able to pay for college through a popular tuition assistance program. a senate subcommittee approved $30 million in funding for the d.c. tag program.

today, it will go to a full senate committee. the program provides up to 10 grand a year for those who attend college outside of the city. montgomery school students are not making the grade in math. three out of four flunked the algebra class. and 8% passed from last year. some educators have linked the poor exam performance to a lack of preparation and the district's grading policies. 5:35. it sure looks official, but if you live in montgomery county and get a letter like this be warned. the scam authorities want you to know about. looking live outside this morning, isn't that a pretty shot? it'll only in the 60s and 70s in some areas. maybe you need a light sweater. we'll check in with storm team 4 meteorologist amelia segal when we come back with your weather and traffic on the 1s.

a look at the next storm chances at 5:51. melissa? >> a little bit of blue berry in the sky. prince william parkway, biggest problem, four miles worth of backups because of the crash that's not even in the middle of the road, off to the shoulder. still slowing us down. more in a minute. a man accused of beating a child to death is now facing another murder charge. police say that robert wilson beat 9-year-old jack garcia to death in hagerstown last month. they added second degree murder and child neglect to the charges against wilson. garcia's mother and uncle are also facing murder charges. a second boy has died from a violent crash in virginia. police say that 9-year-old desmond holmes died earlier this week. his brother quincy died one day before. the boys are from fairfax county. they were in a car on a rural road when an suv crossed the center line and crashed into them head on. the two other people in the car with the boys are in critical condition now. a woman opened up to us about how she was stabbed in southeast d.c.

the woman says that she was biking on 17th street southeast near congressional cemetery when a man stabbed her in the shoulder. it's not clear why that happened. the man didn't take anything from her. the woman did not want to show her face on camera. >> i just moved to the area and it makes it a little harder for me. to be comfortable. >> still scared? >> mm-hmm. >> the woman said she plans to stop biking to work in the future. two parents in new mexico are facing charges for throwing a lit fire work at a homeless man. we want to show you some video. it's a bit blurry, but you can see a flashing light right after a purple van drives by. albuquerque police say that's the fire work they threw at the man and they say they regret that they did. >> i want to apologize to my children and my family and to the man who was hurt. it was just a prank. that was it. >> police also charged the parents with child abuse.

they say the couple's 12-year-old, 10-year-old and 2-year-old were all in the car at the time. we now know why a deck collapsed in howard county. "the baltimore sun" is reporting that the joints holding the deck to the house were rotted and that caused the deck to fall away from the house. five people were on that deck when it came down. tuesday night at a townhouse in columbia. everyone is expected to be okay. i'm kristin wright at the live desk with breaking news out of west virginia. there is a huge fire burning right now in old town harpers ferry. we know that two buildings possibly a third, are on fire right now. there are local fire crews from loudoun county headed there on the scene and also from d.c. and frederick counties in maryland. we're told so far that no one appears to have been inside those businesses when the fire broke out. around 3:15 this morning.

ken ill worth avenue yesterday. the suspects are still on the run. someone shot the guards around mid night as they sat in their cars at the central garden apartment complex in capitol heights. one of the guards died and police believe the men were targeted. a man wanted in the connection with the massive car theft ring is in custody. oluwasheun morrisey turned himself in. swails and felder are still on the run. most were rounded up and indicted last week and police say they stole purses, phones and other valuables from cars while owners pumped their gas. it operated in prince george's county over the past six years. supervisors have to make the deal by the end of july and they're still waiting to hear back from the owner of the hagerstown sun. the supervisors want to keep negotiating but the owner said

he sent his final offer earlier this month. tom brokaw is getting behind the effort to build a memorial to president dwight eisenhower. he is joining an advisory committee for the project along with former senator bob dole. brokaw says he learned while writing about world war ii that veterans very much want to see eisenhower honored. design and funding problems have slowed down the project though. some big improvements headed to half a dozen metro stations in maryland. big developers descended on college park yesterday to reveal their plans. the developers are looking to build a 300-unit and retail development near the college park metro. county officials are looking at five other proposed project sites. >> the develops are happening in the county and it shows this is really the economic engine of the washington region and the state of maryland. >> now, many are hoping a new hotel will be the start of a development boom in that area.

at dawn on this thursday, temperatures nearby suburbs in and around the beltway. in the mid 60s. farther out in the rural areas only around 60 degrees. your drive time forecast is at 6:11. we have had problems on 95. melissa has an update. >> again a four-mile backup headed northbound here right past prince william parkway. spoke with police again because it was looking like the left lane was blocked and it is. that's part of the problem, fewer lanes this morning. going 11 miles per hour as you're headed through the dale city area. prince george's county overall looking quite good this morning. 270 at shady grove road, no major problems. remember, because of the fire at historic harpers ferry, the station on brunswick line is shut down. use duff field or brunswick instead. a neighborhood in virginia on high alert this morning after a bear attack.
