both were taken to the hospital. one man is expected to be okay while the other does have life threatening injuries. crime scene investigators will be at the scene this morning collecting evidence. also in prince george's county, police are investigating a crime scene on swan road in suitland. they say officers responded to a call for a shooting. found an injured man there. police would not say if that man was shot, stabbed or attacked in some other way. we are also waiting on them to tell us what the condition is at this moment. we are following a developing story in calvert county. today, searchers are expected to look for a man presumed drowned in the chesapeake bay. now, the calvert county sheriff's office is looking for the body of doug brown. deputies found the body of his brother yesterday afternoon. both vanished while swimming at cove point beach in lusby friday night. the costa brava restaurant posted a message saying it is closed because of a quote, death in the costa family. doug is a co-owner of the

business. on friday night, witnesses say the brown brothers struggled to swim against the tide. went under the water. a boy who was swimming with the brothers made it back to shore and alerted family members. we'll give you all the updates we have on the nbc washington app. we know the name of the man shot and killed in the district. he is 23-year-old antone -- antonio mccaller. there's a $25,000 reward this this case. right now president obama is about to take off for ethiopia. the country is the final leg of the african trip. earlier today he did give an impassioned speech in front of a huge crowd in nairobi, kenya. kenyas considers the president a local son since his father was born there. during his speech the president spoke about the sacrifices his

father and grandfather made growing up. >> i believe there is no limit to what you can achieve. a young, ambitious kenyan today should not have to do what my grandfather did and serve a foreign master. you don't need to do what my father did and leave your home in order to get a good education and access to opportunity. >> the president is the first american president to visit kenya. well hillary clinton is denying accusations she sent top secret information from her private e-mail account while she was secretary of state. friday federal investigators asked the justice department to examine e-mails to see if anything was leaked. clinton says if any of her e-mails violated the rules it was because they were deemed classified after she sent them. a spokesman for clinton also said when she'll testify about the 2012 attack in benghazi. however, the committee investigating the attack said it's still finalizing its plan.

the loudoun county sheriff's office looking into the robbery at bb&t bank. investigators released these pictures of the suspects. deputies say on friday two men entered on east broadway in lovettsville. one man handed a teller a note demanding money and the other pulled out a gun. this is according to the sheriff's office. the suspects got away in a blue suv. this morning we are learning more about the man suspected in the movie theater shooting in louisiana. police say john "rusty" houser shot and killed two people, hurt nine others before turning the gun on himself in lafayette. his family said he had a history of mental illness. they had him committed to the hospital against his will. yet he was still able to legally buy a gun in alabama. gabe gutierrez has more. >> reporter: newly released dispatch recorders of the first responders racing to the movie theater. >> get up to the grand theatre on johnson. we have an active shooting over there. >> reporter: two people shot dead and plus the gunman, nine wounded. >> headquarters to units at the

grand, it is safe to enter. >> reporter: police say the shooter, 59-year-old john "rusty" houser had planned his get away. he walked out this door but turned around when he saw officers. do you think if those officers hadn't arrived so quickly, he could have escaped? >> absolutely. because his vehicle was parked in such a manner they felt he'd get in and drive away. >> reporter: houser had a history of mental illness. his family tried to get him treatment for bipolar disorder and committing him to a hospital against his will in 2008. while the gun he used was purchased legally in alabama last year, some experts questioned whether that involuntary hospitalization should have raised a red flag. >> if he's adjudicated as a mental defective, in other words

a danger to himself or others or not able to handle his affairs because of his mental capacity he is barred from having a firearm. >> reporter: his wife recently filed for divorce and lost his home to foreclosure. that may have been the tipping point. >> he started to get dark on us quiet and withdrawn. >> reporter: he had a troubled past. >> probably a good description would be a time bomb. >> reporter: still authorities say they're no closer to a motive as lafayette remembers its victims and rallies around its wounded. including two people who were shot while managing to pull the fire alarm to warn others. >> it took a lot for them not to think of themselves a and do what they did. they will always be a hero to me. >> gabe gutierrez reporting there. today, you can get a free ride to the airport in honor of the first anniversary of metro's silver line. and that is not the only freebie you can take advantage of today. news4's derrick ward is live at the wiehle-reston station. what have you got? >> reporter: yeah, we're here in

the ride line at wiehle-reston and that's where the freebie is. this represents the new mode of transportation. take a look, we have the bus terminal here and right over here, this is a big feature of this. this is a secure bike station and that gets into what they're calling the intermodal phase of this station. and you know this station sees about 9,000 people on your average weekday. planners expected 8,000. all the silver line stations got up to 60% of their expected ridership. so you'll get this free ride if you are going to dulles on the dulles airport silver line flyer today and tomorrow. that's usually a $5 ride. a bit of a savings for folks involved in this. they're having a free screening of "despicable me." something for the young folks and older ones too.

welcome back. we have a traffic alert to tell you about in montgomery county. right now, crews are reconfiguring the lanes at the intersection of georgia avenue and randolph road in wheaton. traffic will be down to one lane during the construction. crews should finish by the monday morning rush.

and here's a live look outside on the beltway in prince george's county. a major road project near ritchie-marlboro road cause big delays today. up to three lanes on the inner loop and outer loop could be closed at any time. crews are repairing the road surface. could stop traffic for 15 minutes at a time. a real scary scene out in kentucky where a ride actually tipped over. it had people on board. look at the scene here. what looks like a swing ride fell in bowling green yesterday. we don't know how many people were on it at that time. but we do know that at least seven were hurt. that includes some children. at this time, no one has said why the ride fell. sheriff's deputies said most of those help didn't need ambulances but did go to the e.r. we are following a developing story in up japan. investigators are trying to figure out what caused a small plane to crash. three people were kill and

violence survivors stay with abusers because of lack of resources or financial issues. that is why a band of d.c. lawyers is now offering their services for free. i talked to one woman who got away because of help she never knew was there. it's painful but evonne rivers is sharing her personal story. >> he put the cord around my neck and said he'd pull it. by the grace of god i got my fingers up under it. >> reporter: rivers recalls the day her boyfriend held her hostage and choked her the day she said she was leaving. >> i knew i had to get out, no matter what. >> reporter: yvonne left, but didn't feel safe. she learned about the d.c. volunteers lawyer project, a network of a thousand local

lawyers who represent women and families in need for free. cases range from custody divorce, immigration and domestic violence. >> i needed that because i had been assaulted. i didn't know what the next steps were. >> reporter: lawyer kelly quinn helped her get a restraining order. if more knew what to do they'd seek help and get it fast. >> they can provide full service to the client to the minute they report the incident all the through the end of the court process. >> reporter: they have even earned support from the vice president. >> i didn't know what i was doing. >> reporter: many started as clients and have become life long friends. >> we helped her through nonlegal issues like getting her abuser's belongings out of the house and now yvonne and i are advocating for her. >> reporter: with her abuser in jail she is movingen and she says you can break free. >> know there are resources.

degree mark. 70 degrees is where you start to feel the humidity quite a bit more. 76 now in baltimore. 75 in annapolis and edge water. 75 also manassas and bristow. up into northern maryland, hagerstown mid 70s there. and plenty of warmth out there. hourly temperatures plenty of sunshine out to around noontime. clouds increasing this afternoon and a risk of a couple of showers coming our way. no severe weather, but a rumble or two of thunder couldn't be ruled out. here's the way that future weather handles the possibilities of rain. everyone is dry through at least 1:00 or 2:00. after 2:00 with the peak of the daytime heating we may a bubbling up of showers. you can tell how little coverage area there is of the rain chance today. that's why the rain chances are at 30% and the best chances around town are at 5:00 to 8:00 this morning.

protect you from the pesky things, but many contain chemicals you don't want to spay on yourself or your kids. erika gonzalez has a look at other ways to keep the bugs from biting. >> reporter: like many people roz and joe consider their backyard a summer oasis until the mosquitos took over. >> what we have done is just stick a bottle of some sort of mosquito repellent on the table and i would advise everybody to lather up. >> reporter: not a fan of bug spray, consumer reports looked at candles diffusers and wrist bands. testers filed into an enclosed room meant to simulate a mock picnic table complete with 250 mosquitos. the first line of defense -- an $8.50 off citronella candle and they counted how many landed on the testers. they repeat the test with this portable diffuser which releases

in today's top stories two men were shot overnight. this happened on hubbard road in hyatts road at 1:30 in the morning. one is expected to be okay but the other has life threatening injuries. and a man is presumed to have drowned in the chesapeake bay. doug brown went under in lusby friday night. his brother was found yesterday. president obama is on his way to ethiopia. this morning, the president gave his final speech in kenya before an excited crowd. he also spoke with youth and civic leaders before taking off. he's the first sitting president to visit kenya.

there's the view over downtown, hazy sunshine out here. the sky is mostly clear, but not that bright blue. it sort of has the hazy gray hint to it. a slight chance for a few showers later on today. so not a guaranteed dry day today. not too bad of a heat index yet. already the feels like factors in the 70s and low 80s. germantown, maryland up near 87. hot and humid, a risk of a couple of showers after 4:00 or 5:00. i think you'll be just fine if you get your barbecuing done before that. 9:33. we're continuing to follow a developing story in baltimore county. police are on the scene of a boating accident in the water. this is near interstate 695 at ft. carroll under the key bridge. it happened after 3 xlok this morning. we're working to find out if anyone was hurt. anne arundel firefighters are on the scene. today, gun fire erupted at

the final leg of the tour de france cycling race in paris. police say a car tried to crash into the barricades. police officers shot at the suspect, but they escaped. many of the officers were hurt and cyclists had not reached that point of the race just yet. police are still searching for the suspects. new details about a prostitution bust in the district. d.c. police say they arrested six more men for solicitation, bringing the total to 63 arrests in 11 days. the new arrests took place early friday night into saturday morning. it was all in the trinidad neighborhood. police arrested a man for vandalizing several different spots in the city. take a look at your screen here. police say jones vandalized half a dozen different places including a law firm, a bank and a church. we are told this shows him spray painting a glass front door. louisiana governor jindal

orders police to protect the funeral of the movie theater shootings from picketers. westboro said they'd picket and in response jindal issued state laws to keep the peace. they encouraged people to counter protests any westboro picketing and one funeral is set for tomorrow. the investigation into sandra bland arrest continues today. the 28-year-old was laid to rest near her home in illinois yesterday. bland died in a texas jail three days after she was pulled over for a traffic violation. texas officials say she committed suicide. but her family is awaiting the results of a private autopsy. the officer who first pulled her over has been suspended for violating protocol. and the dash cam video of sandra bland's arrest still has many wondering how that traffic stop went so bad and so fast. news4's meagan fitzgerald spoke with experts on how best to diffuse the concentration.

>> reporter: we know there are rules of the road, if you break the laws however small -- >> i'm very nervous when i get pulled over. >> reporter: there's always a chance an officer will stop you. >> you fail to signal a lane change -- >> reporter: that's what happened to 28-year-old sandra bland in texas. but for failing to signal a lane change quickly escalated. >> well, i think he could have stepped back. >> reporter: we watched the dash cam video with the president of the fraternal order of police in the metro area. on video the officer asked bland to put out her cigarette. >> would you mind putting out your cigarette, please? >> reporter: she refuses. he asked her to step out of the car. >> i think he's playing the part of let me keep your hands cleared. i don't want to see anything in your hands. looking to be, you know, to protect himself. >> reporter: missofty agrees

that bland had the right to smoke the cigarette but if an officer orders you step out of your car you must comply. we double-checked with the aclu and they agreed. >> she said i'm in my car i can do whatever i want. you're confronting the officer. you're saying you can't tell me what to do. >> reporter: he says interacting with an officer is a two way street. bland could have put out her cigarette and obeying the officer's order. but he also says the officer could have issued the ticket and walked away. >> if it was just a citation he was going to issue her, you then issue the citation and move on. >> that was meagan fitzgerald reporting. if you feel your rights were violated, take down the officer's badge number and then file a complaint with the department. but arguing during a traffic stop usually doesn't end well. well, coming up a scorecard for surgeon. the i-team has new information helping people find the right doctor and the right hospital in our region.

you're watching "news4 today." >> welcome back at 9:40. in maryland police say they busted a guy for illegally selling snakes. snakes, angie. the maryland natural resources police say a man in allegany county was selling the snakes who it a permit. officers took several corn snakes from him along with three venomous ones that are illegal to own. police did not say if officers arrested the man. the snakes are at a wildlife preserve. >> this is the animal block here. a group of people barbecuing in milwaukee spotted not one, but they say two lions.

>> doctors are competitive, human beings. they are altruistic. if you put a level playing field in front of doctors they will outperform every time. good data analysis is the level playing field that we have needed in health care in order for doctors to compete on the right level. >> reporter: but not everyone is convinced. >> while this data can point to trends that are very helpful for further study, it's difficult to make conclusions, for example, if you're just a patient going on the website. i think you need to have a little more information than just this data to choose a surgeon. >> reporter: dr. jacobs with the american association of orthopedic surgeons cautions it only looks at medicare doctors. >> for example, the degree of deformity, the act of scarring in the knee, the quality of the bone none of these things are really accounted for and they can have an impact on complication rates. >> reporter: that's why he says patients should use the website as part of their research to

help them ask their doctor the right questions. >> the things that are most important in a patient doing well from surgery may have nothing to do with the name of an institution. it may have a lot more to do with the humility of the surgeon, the team work at the hospital. and it turns out that certain hospitals have mastered certain operations. >> reporter: that's what we found at dr. mcdonald's hospital. he credits anne arundel medical center in annapolis for creating surgical teams who focus on one or two procedures so surgeons can compare notes. >> every month we get together and talk about how we're doing in the hospital. everyone is is there. it's a small room but it's packed with nurses, physical therapists, surgeons. and these yol gists and they get together to discuss how to make the process better for patients. >> reporter: his personal goal he says is to keep his
