shaday trapped under a tree in springfield. he had been there for apparently seven days and he was still awake and breathing and he is expected to survive. shaday went missing july 20th when he walked away in his senior living home. firefighters believe he slipped down the embankment and under a tree. >> very fortunate. wow. >> the fact that he survived and managed to live seven days trapped in a tree. we hope he makes a full recovery. 4:31 on a tuesday morning. we're at 73 degrees right now. that's the air temperature and already the humidity is building. and the yuck is starting. >> yeah, you can feel it already. storm team 4 meteorologist tom kierein telling us about the beginning of the heat wave. >> yeah it feels like miami. the sky has cleared out. we don't have the showers that we had yesterday and early tomorrow. 77 at reagan national. rural areas a little patchy fog you may see some of that in the

old georgetown road to make your way around it. 270 into and out of town no issues there. 66 here, it's fine. 95 northbound and southbound, also flowing just fine. 95 in maryland, 29, b.w. parkway, everything again nice and green out there at the top of the beltway. only issue top of the beltway is inner loop at colesville with the two right lanes blocked. talking about the situation in bethesda huntington and parkway, we have zachary kiesch out there. how does it look right now? >> reporter: this will be a mess out here, melissa. we talked about this this morning. they have been working all night. you can see the crews they have been out here trying to get this situation resolved. one of the main issues here is that there's a gas line that runs in the middle of this excavation site so it's been a very, very tedious process. they say they have that cavity dug out. now they're trying to get this whole thing addressed but it will be a nightmare out here in terms of traffic.

we are talking about bradley boulevard and rayburn and aberdeen closed in those directions as well. there's about 25 customers in this area without water this morning. we're going to follow it all morning long. back to you in the studios. >> all right, thank you. 4:33 now. the woman accused of helping two inmates escape in upstate prison is expected to plead guilty in court. joyce mitchell hid hacksaw blades in hamburger meat for the two who spent weeks on the run. mitchell backed out of her deal with the escapees at the last minute. one of the inmates was killed by authorities and one captured. today, we expect protesters to gather here at the capitol building to call for congress to defund planned parenthood. the protest was sparked by the release of controversial footage purportedly showing planned

parenthood employees providing fetal tissue. there's a proposal in the house to immediately stop federal funding. 4:34. police are searching for a driver in leesburg who hit a pedestrian and kept driving. police say a man was crossing plaza street northeast when a pickup truck hit him. this happened during rush hour on monday night. the man was flown to inova fairfax. police have released this picture of the truck they believe hit the man. take a look. it's a chevy silverado with temporary virginia tags. gh 5514. witnesses say there was also a child in the truck. police need your help in finding a man who sexually attacked a woman in arlington county. the woman was forced into bushes by a man while she was walking home on saturday night. this happened on clarendon boulevard. the woman fought off the

attacker and escaped without getting hurt. if you have any information, police want to hear from you. religious groups are responding to the boy scouts decision to allow gay people serve as leaders. the national catholic committee voiced concerns. the boy scouts will still allow church sponsored scout units to reject gay leaders for religious reasons. the human rights campaign which advocates for gay rights says it disagrees with that exception. the u.s. olympic committee has less than two months to submit a bid for the 2024 summer olympics and that means d.c. could be back in the bidding to become a host city. the committee picked boston but the city's mayor did not want to force taxpayers to cover any extra costs. ward 2 council member jack edwards says it wouldn't be a burden on the district's finances but not everyone living in the district agrees. >> we're talking about our schools and infrastructure and everything. pick that first. then the olympics. >> other cities have not done

well, but just remember -- >> the original plan for hosting the games included using venues in d.c., maryland and virginia. los angeles could be chosen as a backup city. today, the montgomery county council votes on a plan to slash more than $50 million from the budget. the police body camera program, school staffing and library hours are on the up whoing block here. ike leggett said less tax money and a supreme court decision caused a deficit. metro says the transit center needs more work and money. this comes one day after bus drivers began training inside. "the washington post" reports metro some of the recent repairs are showing signs of degradation and they're asking to cover the future upkeep and repair. the county is accusing metro of holding it hostile. it's four years behind schedule and $50 million overbudget. we expect some new images of pluto from nasa today.

because it starts working faster on the first day you take it. zyrtec®. muddle no more™ . a man faces charges this morning after a dramatic two-hour car chase through two states. police in camden, new jersey, started pursuing the white van you see right here. this is last night. the man inside was wanted for armed robbery. at one point, it appeared the suspect was cornered but he gave officers the slip and crossed the river into pennsylvania. you see he veered off on to the ram -- on to the off ramp and the officer hit the back of the van, it flipped over. that man is now in custody. watch out, another wild animal sighting. this time in loudoun county. leesburg today reports that the dispatchers took multiple calls about a young bear hanging

around the lands down area on sunday. they say the bear wasn't aggressive. it was feeling snacky. hungry. they say the bear stopped by some bird feeders and eventually made its way out of the area. don't let these things fool you with the birds feeder. they'll be coming to look for picnic baskets at your house. >> tom what are you seeing this morning? >> i saw a bear on the rail trail, out in hancock. at first it looked like a dog in the distance but it was a bear. here we are starting off with the humidity. no problems for morning and midday, but during the afternoon a little bit of a caution. we might get a passing thundershower. not nearly as numerous as we saw yesterday. so for the morning drive we'll have dry roads and lots of sunshine. temperatures in the upper 70s and very humid. you'll need the a.c. on even in the morning. some roads might be wet from a few passing isolated

thunderstorms as we climb into the low 90s. a look at a hotter pattern the rest of the weekend next weather and traffic on the 1s. that's at 4:51. now melissa is looking at this problem in montgomery county. >> it will be an issue for a lot of folks coming from the potomac area. anything on bradley boulevard, you'll want to avoid it as you approach huntington parkway. use wilson lane or old georgetown road to get around the water main break. zachary kiesch says the crews are estimating it will be afternoon before this is out of the way. hopefully it's out of the way before that. 66 at west ox road, everything is rolling along just fine there. overall prince george's county is looking quite good this morning. 270 northbound southbound, again, nice and green. no road work there. but we do have this here in derwood. southbound muncaster mill at red lands, overnight road work that just popped up. we'll keep you updated on that

developing right now, baltimore police shot a man during a traffic stop last night. the suspect had pinned the officer against his patrol car. what happened was police got a call of reports of gun fire in the city's west side and they pulled this man over. he reversed his vehicle and police say that's when pinned the officer against his patrol car. so that is when the officer fired. we're told that the man will

likely recover. the officer had minor injuries. and even after -- police say even after he was shot he continued to drive the car away and then surrendered. right now though police are still looking for a second man who ran out of that car. aaron? >> all right, kristin thank you. 4:46. now to the developing story out of florida. this morning, two families are praying for good news as crews search for two missing teenagers. these 14-year-olds disappeared after they went fishing on friday. the navy has now joined that search for stephanos and cohen. crews found the capsized boat about 170 miles from where they started. the coast guard tweeting this morning they have searched more than 28,000 nautical miles in 72 hours. and still, no sign of the boys. >> to know that your child is out there without you, and that it's -- they need help but you can't reach out your hand and give them the help that they need.

>> now, one theory is that the boys may be caught in the gulf stream that's sweeping them north up the coast. congress up against a hard deadline on a major bill. it is a transportation bill and it affects everything from your commute to your safety on the roads. nbc's tracie potts is live now from capitol hill. so tracie, where does this stand right now? >> reporter: well it's in limbo, more like stalemate, eun. the house has passed a five-month extension they have done that 33 times over the last six years and the senate wants to deal with this once and for all, with a big bill. $350 billion that will cover six years' worth of projects but can't agree on how to pay for it. only half is paid for, so the house won't look at that. two different plans, no agreement, and the friday deadline. by friday, authorization runs out for washington to send money out to states to pay for projects that are already under way. plus the federal highway trust fund that we all help pay for when we buy gas with the gas

tax, that's dropping below $4 billion, expected to this week. which means it could slow down those payments. house members, members of the senate are trying to work this out. they have a deadline coming up on friday or they could end up staying into their break next week. eun? >> tracie potts live on capitol hill, thank you. secretary of state john kerry returns to the hill for another grilling over the nuclear agreement with iran. the deal gives economic relief to iran if the country meets restrictions that ensures the nuclear program is peaceful. kerry will meet with leaders in the middle east next week and president obama is defending the iran deal while on his trip to africa. he hasn't pulled any punches either. he called a recent republican attack on the iran deal, quote, sad. he suggested the rhetoric from some republican presidential candidates was an attempt to divert attention from donald trump. today president obama will become the first sitting u.s. president to address the african union before he returns home. we now know the man of the

accomplices, burks-jeffrey and braithwaite. a fire that broke out inside the prince george's county home appears to be arson. you can see intense flames coming from the second floor of this house. this is sunday along walters place in district heights. we are told that home is vacant and listed as bank owned. people who live in the area told fire investigators said they have seen people going in and out. d.c. police arrested another five people for soliciting a prostitute. the police department is cracking down on prostitution in the city. they say they're focused on the trinidad neighborhood in northeast right now. we're told police have arrested 68 people since the operation started two weeks ago. well today you can learn more about plans to rehabilitate three bridges at the interchange. that includes milling and reconstructing deck joints. concrete repairs, guardrail improvements and reconstructing sidewalks. you can attend the public

humidity. the humidity in the air. you can see it hanging over washington. a live view from our tower camera here on this tuesday morning. temperatures right now in the 70s. partly cloudy. and by noontime, jumping in the mid to upper 80s. a rapid warm-up. a steep climb in our temperature graph here. peaking in the low 90s around 3:00 or 4:00. we might get an isolated thundershower coming through. likely not as numerous as we had yesterday afternoon and early evening. but just be prepared for a hot and humid day. have your umbrella handy. here is the hour by hour timing of any showers or storms getting going by noontime. might have a few on the eastern shore. around 2:00 perhaps an isolated shower around the metro area. maybe a little bit of thundershower activity from the shenandoah valley and then tracking farther to the east by late afternoon. by 6:00 p.m. though much of it should be done. and any thunder around will be dissipating as we get into the evening hours.

only on news4 this morning, a new police station in prince george's county will sit empty as there's no money to staff it. the district 7 station in ft. washington is just a month from completion. but prince george's county does not have the money to hire new staff. we're learning that that $14 million building is going to sit empty until at least next september. >> it's a tragedy you know? people have worked for 15 years to get this station here. >> let me assure the citizens

why they want a new police station, we will continue to fight crime in that area. >> county executive rushern baker blames the county council for the delay because they didn't pass his budget. starting next year, students applying for george washington university won't have to include s.a.t. scores in their applications. g.w. said it will no longer be mandatory. a student's record is better than the s.a.t. scores. hundreds have made the testing optional in recent years. a court battle about transgender rights is moving forward in washington. a transgender boy wants to use the boy's bathroom at the school and they say that's against school policy because he has female reproductive organs. >> we obviously think that he's stigmatized every time he has to
