the neighborhoods. >> reporter: in spite of its friendly reputation, police have investigated five attempted sex assaults in the past three weeks. the latest happening here on thursday night. a woman was grabbed and dragged into the woods. >> he demands that she take her clothes off. fortunately, she continues to scream in some way, shape or form hits him, scares him off answered runs away. >> reporter: daniel mur vitt deputy chief of the arlington police department. he says investigators can't definitively say these case are connected but there are many similarities. women are the targets and they are usually being attacked at night. >> they are all described as a relatively young male, perhaps being hispanic. >> reporter: this is the sketch of the suspect from the first attacking on july 25th on 15th street north. six days later, another woman was attacked on south harrison street. police released this sketch of what they believe the man looks like. murray say he is doesn't want the community to live in fear but saysless's important to

monday's attack and his name is hector luis feliz. he is accused of getting into an argument at the bus stop with a man he did not know and stabbing him. >> as passengers were boarding the metro bus, a fight broke out. during the course of that fight, another individual, is suspect we have arrested, was believed to have come up and stabbed him. >> this case is part of a trouble trend because there have been 91 homicides in the district since the year started. that's up from 72 at this same time last year. the district is already closing in on the 102 homicides that it had in all of 2014. we now know the name of the fairfax woman killed about a crash in fredericksburg. her name is angela mcquillan. she was driving south on i-95 early sunday morning when she got near the central park shopping area. her car suddenly ran off the road and caught fire. no one else was inside.

police are trying to figure out what caused her to drive off the road. we are hearing about some new fallout from that metro derailment, wins is learned that metro leaders knew about a track defect and didn't do anything about it, there are now new calls for some change at the top. transportation reporter adam tuss joins us live from metro center with more on who may be asked to step aside. adam? that's right, chris. the head of metro's board of directors is in the hot seat. when we contacted him about all, they said he is not surprised by the criticism. this is the chairman of metro's board of directors, mort downey, and directly in the center of metro's woes. multiple insiders tell news4 the recent revelation that metro knew about a section of misaligned rail yet still left it in service for about a month, all the while carrying trains with passengers, could force downey out as head of the board. insiders say he doesn't have a handle on things. downey recently testifying on

how many people are going to be getting out on their boats this weekend. but you know, it has been a deadly summer on the water in maryland. 17 people have died so far this year in boating accidents and the biggest priority right now to get more people to wear their life jackets. why? because 14 of those 17 people who kind the water this year, they didn't have them on and believe it or not, it only takes about 60 seconds for an adult to drown, only 20 seconds for a child. news4's darcy spencer has this important reminder for boaters. >> reporter: it is a perfect day on the water off sandy point but too often the summer, a perfect day has turned to tragedy. 17 times this summer, someone has died in a boating accident on the water in maryland. many times, those deaths could have been prevented if they had been wearing one of these, a life jacket. >> takes just a few minutes to buckle all the buckles.

>> reporter: 14 of the 17 victims were not. >> on a boat, if you hit rough water or another object, you don't have seat belts holding you in, a good chance you will find yourself in the water and that's going to be your lifesaver. >> reporter: the victims range in age from 7 to 63. the deaths include a prince george's county man who died last weekend on a family boating trip. >> they had life jackets on board but they were stowed away. the boat took on water and it went down less than three minutes. >> reporter: the numbers don't count the near-misses. this officer helped rescue an entire family could have ended up among the statistics. >> with them floating along about 45 minutes, they were holding on to the skis, the xpris sinking, the life jackets actually saved their lives. >> reporter: as labor day approaches, police are trying to turn the tide on the fay the way it a new safety campaign, increasing pat tronlts water around at high-traffic marinas to push their safety message and enforce laws meant to keep

tough, tough loss. and wait until you see the emotional reaction from coach jay gruden. going to have that on news4 at 6:00. >> thank you, carol. a university of maryland basketball coach just resigned after he was accused of sex abuse in connection to his former job. bryce mckey stepped down after the university of maryland suspended him today. the school hired him as the assistant coach for the women's team in april. sex abuse allegations stem from his previous coaching job at xavier university in ohio. one of his former players accused mckey of assaulting her at his home in kentucky last may. the victim's father laid out the allegations after the mckey's arraignment today. >> but he said he gave her

alcohol and after a while, he was talking to her and started to put his hands on her, made a move. and later on, he made another move. and she told him she wasn't interested. >> mckey is also accused of trying to pay off friend of the victim in an attempt to avoid criminal charges. an actor was hurt when a stage collapsed at the madeira school. the 21-year-old woman is doing okay after she got stuck with when a ramp collapsed on the stage. the school says the woman is with an acting troupe called traveling players. she was trying to adjust the stage ramp when it fell on her leg. an ambulance was called and the school security crew was able to free her. over in louden county, school busses are rolling out earlier this week, a week before labor day. and that's why new teachers reported for orientation today. the red carpet rolled out for them, 700 new teachers are joining the growing school

police are looking for 18-year-old dimarco green. >> this was a very brazen attack on man in a parking lot. >> reporter: green is accused of assault and carjacking a man in this mt. ranier church parking lot. police arrest aid keel la carter and tyrell leonard, both 17-year-olds are being charged as adults for their alleged involvement in the crime. >> anyone knows where this person is, we would like them to come forward. >> reporter: all three lived in this d.c. group home blocks from the crime scene. someone from the group home familiar with all three of these young men tell me that dimarco green had been here for some time, longer than the other two suspects. they say this he was a quiet young man and they are surprised to hear this about him and all three actually. people who live here in this mt. ranier community say it is normally quiet. >> there's police everywhere. >> reporter: making sunday's scene stand out even more. >> this is family owned businesses, for them to do that,

they are not from around here. >> reporter: prince george's county police are offering reward up to $25,000 for an arrest th arrest in this case. they had issues with the young men living there for years. a stretch of o street is open for the first time in nearly 40 years, but this time, it's got a bigger purpose. o street between first and third northwest is now official lay green street that means rain water won't be going into traditional storm trains. it is going to go through channels in the curbs and into 33 rain gardens. that water will then be absorbed into the ground and plants. >> most importantly, it doesn't end up going into the municipal system and be treat sod that we basically relieve a little bit of the fresh shourpt municipal system so we don't have any pressure on the rivers as a result. >> leaders in d.c. with planning

similar green street projects on minnesota avenue and 15th street. and lord & taylor is the only store that remains at the former white flint mall up in rockville and today, the company won a $31 million lawsuit against those mall owners. those owners closed the mall to build a mixed use town center. today, a federal jury ruled that move violates a 1975 contract with the retailer. that contract required white flint to operate as an enclosed mall until lord & taylor's lease expired around 2040. mall owners claimed they had no choice after bloomingdale's close. lord & taylor said they triggered the mall's demise. if you take the bus you will get to the new mgm at national harbor after all the original transportation plan banned public buses from the resort but transportation officials and

labor leaders protested, saying many of the 3600 people who will be working there, they depend on that bus. so now, mgm has decided to allow a bus stop near the resort's employee entrance. it is craft beer month in virginia and one of the newest breweries in loudoun county is hoping to open this fall. but he is facing some stiff opposition. our bureau chief, julie carey, explains why some of his rural neighbors want to slow his plans down or halt them all together. >> reporter: these are some of the newest hops plants in loudoun county, just starting to creep up these strings. >> these are nugget hops. >> reporter: martin doherty is on a fast track to transforming this site into the bee cord brewery. he hopes customers will be rolling down fogby bottom road by october. >> soon, we will have a 20-barrel fully automated brew nous this building here and on the left side, we will have a tasting room with small gift shop. >> reporter: earlier this week, some of the neighbors got together to discuss concerns, chief among them, traffic on the

gravel road, noise and impact on the water supply. rick lives on the 20 acres next door. >> i just think with the dirt road and the many house and horse farms we have in this vicinity, it is not really the best site for activities like that. >> reporter: a new state law makes it easier for hops growers to add craft breweries 14 operating in loudoun county, two were added after the legislation, two are in the pipeline and four more in the planning stages. the brewery's met all the requirements to get its loudoun county zoning permit. the yet abc per from the the state. some neighbors may lobby the state to try to get the abc license rejected, but doherty says he can put some of their worries to rest. >> first off, some of the crazy stuff like loud music at 2 in the morning, we can easily dispel by letting everyone know we are not doing that and planning to do that. >> reporter: he sees a middle ground r. >> i would like to reach some kind of a settlement where we

i'm pat lawson muse at the live desk with new details about what may have caused that massive explosion in china. investigators say firefighters may have triggered the initial blast as they hosed down an initial fire at the warehouse where the volatile chemical calcium carbide was stored. the combination of the chemical, the fire and water is believed to have triggered a smaller blast at first. that led to the second larger explosion when other chemicals caught fire. firefighters found one of their own alive today in the rubble. still 13 first responders are

missing and more than 20 have died. a total of 56 people all together have died. more than 720 are hospitalized and the fires are still burning. chris? >> all right, thanks, pat. a state of emergency is now over in ferguson after protests earlier this week marked one year since the death of michael brown. today's announcement comes after three nights of calm. in fact, most of the demonstrations marking michael brown's killing had been peaceful until gunfire erupted on sunday night. officers shot a young black man who they say fired at a police van. now, even with the state of emergency over, police promise they will still be vigilant. charles county sheriff deputies took a big step today as they tray to improve relationships with the communities that they serve. deputies took part in a workshop on community policing today. the sheriff talked about how the recent high-profile cases of police conflict are hitting home and explains what he wants his men and women to take away from

a government contractor was found guilty today of hacking into women's computers, stealing naked pictures of them and then trying to coerce those victims into getting him naked pictures of other women. nbc's chris gordon has more on this case of the so-called sexing to. >> reporter: this hacker hijacked nude photos from the computers of a hundred women.

28-year-old mauricio rios is an ex-marine who worked for a contractor with the department of homeland security. today, in montgomery county circuit court, he was sentenced to serve 18 months in jail. >> it's a very troubling case, where this individual, who seemingly had a very promising career, you know, took advantage of his knowledge and abilities to hack into computers or e-mails of victims to find their compromising photographs. >> reporter: defense lawyer louis simmons says his client is a good person who did a bad thing. >> i mean, here is a guy whose conviction will probably cost him any serious job working with security in the future. now, some people would say, it should. >> reporter: paul curtz is a cyber security expert who says that kind of hacker uses malicious codes found in the dark corners of the internet. >> you attach it to an e-mail and you send it to somebody,

including rehoboth and ocean city from 80 to 79 degrees. if you are heading to the beach this weekend, here's what you can expect. those water temperatures, those have been coming up, too, with the heat. 81 right now, was 80 yesterday, we have got sunshine and warmth at rehoboth, 80 the temperature on saturday, 83, just a little warmer coming up on sunday, maybe a few more clouds, too, coming through the area, again, nice conditions there. here locally, instead of dropping down to the 50s overnight, i think more around the low and mid-60s a touch more humid, even early in the day tomorrow, you may be noticing that. 69 degrees inside the beltway. and then we will deal with the humidity, too, tomorrow afternoon. now, there will be few clouds coming through our area from time to time tomorrow, but we are talking sunshine for the most part across the greater part of our area, and some clouds starting to stream in off to the west, here it is, during the afternoon hours, 3, 4:00 and the main locations were we could see a few pop-up showers or thunderstorms will be on the windward side of the mountains.

she just won't give up, newly released video shows a serial stowaway trying to get through security at two different airports without a ticket. and this happened just 48 hours after marilyn hartman got out of jail for doing the same thing on other occasion. nbc's phil rogers has the video and the story. >> reporter: when she walk $out of cook county jail july 2nd,

marilyn hartman assured us her days of testing airport security were over. are you done stowing away now? >> oh, gosh, yes, yes. >> reporter: but the very next day hartman was back at midway, spotted and intercept plied by chicago police. these security videos obtained by nbc 5 investigates show officers standing by while hartman purchased a ticket to new york's laguardia airport. and here, as they escort her down the escalator and through the concourse to security, where they watched as she boarded a southwest flight to new york. hartman never made it to laguardia, she allegedly became disruptive to the play and was removed from the plane. this time, she didn't face charges, but she showed up at o'hare the very next day. airport security cameras captured the home as hartman made an attempt to get past security at a checkpoint at united's terminal one. watch as she attempts to blend in with a family at one tsa station, then attempt it is with another group at the position on the right, where she is spotted and turned away. by then, an alert had already
