removal. a rescue caught on video. the man who ran to help a truck driver as he tried to escape a ball of fire. >> "news4 at 11" starts now. >> knew tonight, victims of a frightening attack in d.c.'s noman neighborhood are outaged for what happened to their attacker after he got arrested. >> a police report says he randomly assaulted six people. and officers told one victim that the attacker appeared to be high on synthetic drugs. jackie bensen is live with a story we reported first right here at 11. jackie? >> reporter: i got a call this morning from one of the victims of wednesday's attack. she says a friend, who was with her at the time says she thought she saw the man arrested walking in this neighborhood yesterday. it turns out she very likely did see him. the victims of the violent random attack near first and k

streets northeast about 5:00 p.m. wednesday say they are shocked to learn that the man arrested near the cnn loading dock, 24-year-old allen martin of northeast was given a misdemeanor citation for simple assault and released back on the street. a woman described in the police report as victim four says she can't believe the person who punched her in the face so hard she needed treatment from paramedics was back on the within hours. >> one of the things that really shocked me is i guess i never really understood a random act of violence. it's very hard to wrap your head around. but this person just out of the blue hit people in the face. >> reporter: the police report says other victims suffered lacerations and bruises and also needed medical treatment at the scene. victim four says the man's behavior was violent even after he was arrested. >> and after the police officer that apprehended him and brought him over to where we were so that we could identify him, he was in the back of the police truck, and he was just crazy, flailing his arms, screaming.

it seemed like he had no idea why he was in the back of the truck, like he couldn't remember what had happened. >> reporter: tonight we are told that ward 5 councilmember kenyon mcduffie's office is looking into this matter. back to you. >> jackie bensen, thank you. new at 11, plagued by scandals and white house fence breaches, the secret service is preparing to go on a hiring spree. according to reuters, the agency will hire 1100 new officers and agents over the next five years. it would be the biggest increase in staff at the secret service in more than a decade. the secret service says the hiring campaign is in response to anticipated growth and recommendations after a fence jumper made it inside the white house last year. reuters reports the hire willing start with the new fiscal queer in october. there is a fight brewing in alexandria over how the city trains and deploys its firefighters and paramedics. the fire chief wants paramedics to receive certification as firefighters to get more training for advanced life

support. the goal is to increase flexibility with first responders who can fill multiple roles. but a group representing the paramedics says this move is unnecessary. >> it's going to be costly, and it's basically trying to staff more additional firefighters, which we're not against, but it's doing it on the backs of ems and ems degradation. >> phillips says the majority of emergency calls are for medical issues, not fires. and this plan takes highly skilled paramedics out of ambulances. alexandria's fire chief says the system is already being used in neighboring districts like arlington and fairfax. there have now been five attacks against women in arlington in the past phi week, all within a five mile radius. the most recent happened last night about 10:00 on south frederick street near columbia pike. the victim was walking home when a guy grabbed her, dragged her into the woods and demanded she take off her clothes. she screamed and hit him until he ran off. some women in the area say they're changing their routine. >> we've never had anything like

this. i think it's starting to become a serious issue. >> i won't go out at night by myself, no, at all. >> investigators can't say yet whether any of the five attacks are connected. over in loudoun county, a sheriff's deputy has been put on paid leave and charged with simple assault. the department isn't saying much about the incident that got deputy john gregory into trouble, only that it happened while he was arresting someone two months ago, and the person filed a civil complaint in july. gregory is 31 years old and he has been on the force for ten years. the virginia state police are conducting an independent investigation. the man accused of stabbing another man to death along the h street corridor this week will be in court tomorrow. police announced the arrest of 57-year-old hector felix this afternoon. they say he stabbed 40-year-old eric smith in the back at a bus stop on monday. detectives think an argument escalated and triggered that attack. a little boy who accidentally shot his 3-year-old sister got the gun from a teenager who was visiting the

family's home. "the washington post" reports court documents show a 17-year-old handed the 7-year-old a nylon bag which had a 9 millimeter inside. the little boy started playing with the gun and shot his sister, dalis cox. last night we learned the teenager is facing child cruelty charges, and he is due in juvenile court next month. he see slow to react and too laid back. that's what a high-ranking metro source is saying tonight about the chairman of metro's board of directors. mort downey is facing intense scrutiny just days after metro admitted that the agency knew about a track problem for weeks before an empty train derailed. insiders told our adam tuss that downey doesn't a handle on things, that an effective board chair could force change within metro. downey, who is on vacation responded to the criticism by e-mail, telling adam he believes the board needs to be more demanding, assuring that they get timely and correct answer, and that the board should consider having independent engineers work for them.

is some good news for metro riders tonight. the new 7,000 series railcars will start rolling on the green line on monday. the blue, red, and orange lines already have these new cars in service. all told, metro plans to buy 748 of them. but so far only 52 have been delivered. it's been a busy night in presidential politics. hillary clinton just wrapped a speech defending herself in a couple of scandals, one involving private e-mail, the other about benghazi. she called them partisan games. but a recent slip in polls has a lot of democrats looking for a backup plan. nbc's kurt gregory has the latest. >> reporter: candidates for president are a big draw at the iowa fair. drawn here themselves to flip burger, shake hands, and woo voters. >> i think that people are hungry for an alternative. the phrases i hear all the time are that we need new leadership and an ability to get things

is leading polls among the republicans, will head to iowa saturday. kirk gregory, nbc news. some breaking news now. the death toll tonight in china has seen a significant spike. 85 people are now confirmed dead from those explosions in the port city of tianjin. at least 21 of them are firefighters. and we just got this incredible picture of the site of that blast. look at that. you can see a crater in the ground where the explosion was centered and charred shipping containers, buildings and cars for blocks around. there is still work to be done that was the message today from secretary of state john kerry as history was made in cuba after 54 years, mariners raised the american flag over the u.s. embassy, part of the warming of relations between our two countries. but some animosity remains. cuban leaders want to be repaid for damages caused by the american embargo, and the u.s. wants money for american property that was seized when castro took over. talks over those issues will

begin in september. the office of personnel management is getting hit with another class action lawsuit over that massive data breach. a former federal worker filed the suit today and wants to open it up to the 20 million people who may have had their information stolen. this suit accuses obm of negligence and violating the privacy of current, former and perspective employees. the suit is seeking at least $5 million in damages. just a week before first year students arrive at the university of virginia, the school says it's been targeted by hackers. uva says federal investigators tipped them off to the attack and said it originated in china. the university says no personal information was taken. the it department is already starting a security upgrade that will last through the weekend that means multiple university systems will be down, including e-mail. commuters are a step closer to getting a faster, safer way to get in and out of the district. the south capital street corridor project just passed a federal environmental review.

now the project includes building a new six-lane frederick douglass memorial bridge which 70,000 drivers and pedestrians cross every day. it expands south capital street and now d-dot can move ahead maybe by next year. mayor muriel bowser has committed more than $500 million to the project over the next six years. next at 11, he was hauling oxygen tanks and other medical supplies when his truck went up in flames. tonight we hear from the other drivers who came to help him as he escaped. he broke down one of the last barriers in the nfl. but tonight michael sam explains why he is step away from football. and if you don't see this, you can't see the pope in d.c. next month. maybe you can catch him this month instead. veroni veronica? >> another wave of heat moving into our area this weekend. i've got the latest data to show you when it will

a massive tractor-trailer crash brought the new jersey turnpike to a stand still. but a couple from australia helped keep it from turning deadly. jackie and anthony nelson were visiting relatives here in the state, and had just left d.c. they were heading norton turnpike wednesday when they saw one of the rigs burning. the driver jumped out and ran across the road on fire, and the wilsons did not hesitate to help him. >> he sort of ran towards me, and he ran towards me. and i told him to get down. and he wouldn't get down. >> he was holding my hands, and he was obviously in shock. he was saying i had nowhere to go. i couldn't go anywhere, because

he was trapped. >> the truck driver they say was well enough to talk today. he said he didn't think dropping to the ground would do any good. so he and the wilsons pulled off his burning clothes, and they stayed with him until an ambulance got there. right now the simi valley area of southern california, a brushfire is burning, and already 150 acres have been scorched. about 500 homes are threatened. and authorities have warned residents to be ready to evacuate in a hurry tonight. more than 100 firefighters are trying to put this fire out. a thunderstorm rumbled through wisconsin today and stopped play at the pga championship. tens of thousands of fans had to seek shelter, because winds were gusting up to 40 miles per hour. the storm knocked down the leaderboard and shredded some of the tents on the course. play will resume tomorrow. in just a few minutes, carol maloney will show what's happened before the wind blew in. the first openly gay man to be drafted by an nfl team is leaving the game altogether. michael sam announced his

by sunday, we push it up to 96. and monday, 99. that's when it will start getting oppressive around here. tomorrow morning a touch of humidity. 63 to 69. not too bad at all. you can see the temperatures across the area in the 50s. a few pockets around frederick to 60 degrees around leesburg. but tomorrow afternoon, yeah, starting at around lunchtime, we'll be in the low 80s. then upper 80s by 1:00 p.m. topping out on 90 degrees. the high side of the 90s for the first time in quite some time. since about a week and a half ago. mild morning, but hot for late in the day, with a few clouds that will be coming through just a wispy clouds. more clouds right here around the mountains. that's that southerly flow building on the windward side of the mountains. so some pop-up showers or thunderstorms for winchester around front royal, maybe around lure ray and harrisonburg. i'll stop here. this is sunday afternoon. it looks a lot like saturday afternoon. the same deal for saturday and

sunday, but with the higher heat and humidity. not much of a chance of rain, even tuesday of next week. around midweek and thursday, it does look like that cold front will come into our area. very strong cold front. because that's what is going to help to break the heat. so that right now is looking like our best chance of rain coming up over the next couple of days. 91 on saturday. 94 on sunday. 95 on monday. the heat is going to peak the early part of next week. we continue with a couple of day there's in the low and mid-90s as we make our way through midweek. again, some showers, some thunderstorms on thursday. so we are looking at a bit of a dry pattern here over the next couple of days. but certainly a hot pattern. this the last heatwave that we're going see this summer? is it? >> i don't think so at all. but it is what i think is probably the longest stretch of heat. >> still got over a month left of summer. >> we still could get two, three back-to-back days in the 90s easily. >> all right. >> have a good weekend. coming up in sports, we're going to take you up to the bay area, because max has a pretty
