hospital. we have new video to show you. this is of several men, persons of interests, in a deadly shooting in northwest. police want to talk to these men about that shooting that killed matt shlonsky this past weekend. he was caught in the middle of the gunfight near the shaw metro station on 7th street north west. d.c. police chief cathy lanier wants anyone who knows anything about what happened to come forward. >> the people who know the individuals involved in this, they have to come forward. it's that neighbor today, somebody else's neighbor today. it's that child today, somebody else's child tomorrow. >> there are six people, half a dozen people that are interested in talking to in this case. they also say they recovered a burgundy chrysler that drove away from the scene. you're looking at a picture right here. they say it was stolen last week. chief lanier revealed new numbers about crime in the district. we have been told that homicides are on the rise. the chief said as of last night, there are 94 homicides in d.c. this year, compared to 72 last

year. they have arrested 52 homicide suspects. today, a controversial vote for lawmakers in frederick county, maryland. the county will vote on whether to invoke an english only ordinance. it requires county business to be conducted in english. supporters say this allows the county to avoid printing documents into multiple languages which gave them money. but several council members say there's no evidence to support that. 4:31 is our time. we'll get a look at weather and traffic on the 1s. 73 degrees outside. this warm air is not going to just completely disappear. we have to wait for it to slowly get out of here. >> yeah. seems like the sticky weather is sticking around. we're ready for a cooldown, tom. >> yeah, it will be a bit cooler because of more clouds as well as an increasing chance of some showers. getting some showers, thundershowers out in west virginia, pennsylvania. the bulk will stay well north and west of the metro area over the -- much of the daylight

hours. we'll get a few of these coming in later this afternoon. a few may come into the shenandoah valley by noontime. here's hour by hour timing. by 9:00 in the morng, perhaps a few showers coming up the southern part of the shenandoah valley and west virginia by noontime. some thunder and lightning with that. after that, around 2:00, 3:00, get closer to western, northern virginia, much of maryland by 4:00 to 3:00, they'll be getting closer. right into the metro area, maybe a passing thundershower around 5:00 or 6:00 p.m. after that they'll drift away and dissipate overnight tonight. melissa has a look at our traffic this morning. slowdown on 95? >> this is northbound of course through stafford as they're trying to do a little bit of road work on the right side of the roadway. you have to stay left here. you can see a tiny bit of volume at 95 at the weigh station.

mild mannered type of man. >> police arrested hector felix for that crime last week. smith's family says they're now struggling to pay his funeral expenses. they started a gofundme page. we put a link to that on the nbc washington app. it's raised $190 of a $4,000 goal as of right now. you may be able to help police in d.c. if you recognize these three men. take a look. police would like to talk with them in connection with a murder in the district. this happened last month, blocks away from verizon center in northwest. antonio austin was stabbed to death in the 400 block of "e" street. a reward is being offered for any information that leads to the arrest or conviction. a father facing murder charges for the death of his 5 week old son. robert smith, sr., was arrested yesterday. police responded to the home on 9th street northwest. the call was for an unconscious

baby. at the time, detectives told us the child's death was suspicious. the medical examiner said the infant died from blunt force injuries. well, right now active duty military troops are preparing to help firefighters get a handle on these wildfires out west. about 200 soldiers will be trained for a few days before being dispatched to washington state this weekend. several wildfires are burning near the town of chelan. they're burning through $100 million a week fighting these fires. keeping a close eye on a developing story from the live desk. thunderstorms are complicating recovery efforts in the chinese port city rocked by two explosions last week. teams specializing in handling hazardous chemicals are scrambling to clean up the blast site. there were about 700 tons of deadly chemical sodium cyanide

stored at the warehouse when it exploded last wednesday. at least 114 people died in the blast. almost 70 others are still missing. now the cause of that blast is still under investigation. aaron? >> meagan fitzgerald, thank you. a new plea from former virginia governor bob mcconnell. his lawyers disputed the suggestion that the u.s. supreme court won't take his case. his lawyers say the case raises legal questions for the court. a political standoff happening in richmond. first, terry mcauliffe says he's shocked that fairfax county judge jane roush was not elected to the state supreme court. it seems that house republicans failed to push her through. and a special session to redraw a congressional district or all the congressional districts around the state ended abruptly before it really got started with the help of one retiring republican, senate democrat voted to adjourn the session and now the federal courts will draw that new map. well, you are probably in

the middle of back to school shopping, so where are you spending all your money? the national retail federation asked more than 6,000 people this summer, and more than 60% said they plan to shop at a discount store. 36% planned on hitting up those office supply stores. 54% -- more than half will shop at clothing stores and 36% of those surveyed said that they were going to go online to get their shopping done. now, more than 90% of people, the majority shopping online said that they planned on taking advantage of the retailers free shipping offers. aaron? a nasty crash involving a train versus a car in florida. why police say the driver passed other cars to get on to the tracks. no doubt about it, it's going to be hot enough to put the top down today. but tom says it's also going to rain in some places. what time you want to put the top back up so you don't get soaked. and a drug known as the

frightening images here of a car hit by a train filled with passengers. this is monday night in florida. police in auburn dale say that a 44-year-old man drove around cars and then around the train crossing arm. he was struck and killed. it was pushed half a mile down the tracks. witnesses say the driver may have thought at first that the train was not moving and decided to pass everyone.

some passing thundershowers. but we'll have dry roads for the morning commute. in the upper 70s. then for the afternoon commute, the upper 80s with a few of the passing thundershowers. look at storm chances for the rest of the week, that's coming up at 4:51. flits, what's going on? >> we have the inner loop at the university boulevard, two right lanes blocked. that should be out of the way in next 20 minutes. outer loop at little river turnpike, a vehicle is disabled. that just popped up. you have to stay to the left because of the road work all the way up into stafford and then you clear up after that. if you want you can take route 1 or courthouse road to get around that situation. wide look at the beltway, inner and outer loop, everything is rolling along just fine. the irs says it's underestimated the scope of a recent cyber attack and now we're getting an idea of what

you're watching "news4 today." >> 15 before the hour now. new details now about the massive irs data breach we have been following for you. it looks like it got a lot worse or is much worse than originally reported. nbc's edward lawrence joining us live now from capitol hill to talk about this. so edward, how big a problem are we talking about here? >> reporter: we're talking about 338,000 taxpayers that are now affected. the irs admitted that the number of taxpayers whose information was hacked has now tripled from the number that they released in may. the irs says the hackers were able to confirm identities by

entering names, social security numbers and street addresses in a part of their irs website. the experts say that information is sold online and easy to find. the irs says that hackers also tried to access information on 281,000 more people but were denied by the site. now, the agency would only say that it's aggressively moving to protect taxpayers whose account information was accessed. there will be a round of letters that will start to go out today. the irs shut down the part of the website that was hacked. that part of the website has not been put back online since may. reporting live in washington, edward lawrence. angie, back to you. >> thank you so much, edward. prince william county police say a 25-year-old man was survive after one of the officers shot him. they went to tory loop for a domestic disturbance between a woman and a son. while the officer was speaking with the mom, the son came at the officer with a knife.

police shot him. both he and his mother are in the hospital right now. police say the mother's injuries are not related to the shooting. the man convicted of the boston marathon bombing is now asking for a new trial outside of boston. lawyers for dzhokhar tsarnaev say continuous and unrelenting publicity meant they could not be impartial. he has been sentenced to death. arlington police now investigating a robbery and they think this man they be involved. police say somebody up stole three laptops from the virginia tech applied research company last week. this is not video from the scene though. however, police believe the man is responsible for at least 20 other laptop thefts over the past year. all in arlington. police in fairfax county are offering a reward for your help with the different kind of office crime. cracked glass shows where

waters. eastern shore right around 70 degrees. starting off this morning in the upper 60s, near 70. most of northern virginia including fairfax, loudoun, montgomery and frederick counties. panhandle of west virginia, the mountains, upper 60s to around 70 most locations. we are getting some rain around pittsburgh, northern west virginia. that's passing well to the north and to the west this morning. right now, off to a clear start radar wise anyway. don't have rain anywhere in the vicinity. a little bit of sunshine coming and going. by noontime we'll have temperatures into the mid 80s. and quite warm and humid and then peaking in the upper 80s. maybe around 2:00 or 3:00. by 5:00, that's when -- right in the metro area we may have a passing thundershower. sticky humidity today, but it's going to get even worse, oppressive humidity on wednesday
