has been heartbreaking to watch as his friends and family have been gathering here at the scene. as family and friends of the victim arrive they were held back by police. their grief and frustration erupting as they came to terms with the reality of losing a loved one to gun violence. witnesses say a gunman got out of a vehicle and opened fire. that man got back into the vehicle and sped off. one woman said she heard at least seven shots. evidence markers litter the sidewalk in front of the church where the young man's body was found. the violence in the city has to stop. >> without no conversation we going to lose this generation. you can almost bet your bottom dollar on that. it sadnedens me. it's sickening, man. real sad. we got to do something. stop the violence.

>> police are looking for a blue minivan occupied by men who police say is the suspect in the shooting. now as you can see this is still an active crime investigation scene. the police commander of the sixth district just held a press conference about 30 minutes ago. the victim is an adult male who was shot multiple times. as for the lookout there seems to be confusion among police while police, twitter and social media are telling police to look out for the blue minivan. the commander doesn't know anything about that. that's the very latest, mark segraves, news 4. >> here at the live desk we're following that other shooting that jim and wendy just mentioned. three people including a child are now being treated after being shot just about an hour ago. these shots were fired on savanna street near st. elizabeth hospital and a block

experiencing an uptick in crime and we are aggressively dealing with it. >> coming up at 5:30, tom sherwood takes a look at whether the spike in violent crimes is impacting tourism in the city. >> he was hired to help protect one of the areas most highly secured and classified government facilities and today he is charged with trying to make methamphatamine while working there. that top ranking police official at the national institute of standards and technology might have been trying to cook the drugs on the job. >> former national institute of standards and technology police officer appeared. he resigned his job in july, one day after that suspicious explosion on the agency's headquarters and campus.

>> it was said that bartly did so on or about july 19 tt. laumpt officials acknowledge that the case told news 4 what had been found inside the building that day. and that a worker was injured. court records don't specify if bartly was the injured employ ewe but records show that he resigned the next day and that the agency is cooperating with a federal investigation into the case led by the fbi. as this agency video shows, this is a research agency and a heavily secured one not open to the public. what they lan to do about the major break down of security.

on to the tracks and metro is already finding issues with its new 7,000 series railcars. metro had to stop and offload riders yesterday. it happened here on the red line. metro didn't give any specifics but it says its software is an issue. maryland's health department has confirmed the state's first human case of west nooil virus so far this year. they say a case this im time of year, not unexpected. >> well, as summer is known to do, we have got some spotty showers out there right now.

suspect who may be just eight years old. pat? >> a lot of people wonder why we have so much violence in our city. this could be part of the answer. it appears that some robbery suspec suspects are children. first is six to ten years old, armed with a handgun. suspect two, 13 to 14 years old. 5'3", armed with a handgun. it's a phone call that brought everything to a stop. your son's been robbed. someone stuck a gun in his face and took a cell phone. hear now from the mother of the victim. the victim is 12 years old.

>> i literally felt and heard my heartbeating. it was a horrible feeling here. and then not knowing if my son is okay. >> because juveniles are involved and not doing names or faces. the scene fourth and madison northwest. it was about 2:30 in the afternoon. a 12-year-old boy and his 10-year-old brother were walking home from school. that's when they encountered the child robbers. that's when one of the robbers pulled the gun, stole the cell phone and the suspects made their mistake. it's a day that the victim's mother will not soon tore get. >> it's a lot of anger. i don't understand, you know, why these kids are out here doing that sort of thing.

just 96 and two women. talk about the gruelling physical and mental tests they have to go through in the first four days of this ranger program about a third of the candidats s water survival tests, land negotiation tests. they do parachute drops, boat management. exactly what you think of for what really is the best of the best in the army. now two women joining in. they will get their ranger tabs, but they cannot actually deploy with the ranger unit yet because the military is still making decisions about whether to allow women into combat roles. >> they still can't join the rangers at this point. >> right. they will get the tab and say they have completed the course. they are considered the top leaders in the course. by the end of the year we do expect the military to make a decision about allowing women

back to the west we have more showers and another thunderstorm complex. this is all part of a system making its way up and away. that will be the case as we make our way across. just named swre a new tropical storm. tropical storm danny will be making its way towards the lesser an till lees. it is expected to actually become a hurricane and possibly a category 2 hurricane. we will watch that. we will continue to watch that. a few more showers overnight into the day tomorrow as we move on through the next couple of days, rain chances increase. thursday i think the best day for rain. best chances for rain on thursday.

time from a man who saw a hotel manager murdered. he was one of the witnesses testifying today at the trial of the accused killer. county bureau chief has his dramatic testimony. >> he said he and chavez made it to the lobby in time to see this. the hooded gunman jumping over the counter after robbing the front desk clerk and holding a gun to her pregnant belly. >> we saw it bag. >> but chavez would not retreat.

>> hogan tweeted the news this afternoon. the governor first announced his batdle back in june. so far he's been able to continue working while getting the cancer treatments. larry hogan tweeting that 95% of his cancer is gone after the first round of chemo therapy. >> wonderful. >> thanks so much. firefighters from our area are back home tonight after helping to fight the massive wild fires out west. the firefighters are from the maryland department of resources. they have been in california for most of this month and some longer battling the blazes out there.

and with the real fire season still to come, some are still concerned things could get worse befbetter. >> it was one of the most devastated hurricaning in u.s. history. in a few days we will be marking ten years since hurricane katrina. chris lawrence was in new orleans ten years ago and is here with a look at how that city has recovered since that tragedy. chris? >> when hurricane katrina made landfall on august 29, 2005, a category three storm packing winds of 175 miles an hour but the real damage was done when the levees broke and flooded new orleans. 80% of the city was under water and hundreds of people lost their homes. more than 1800 people had died. today the mayor said new orleans still faces major challenges but they made major reforms to

let's show you the temperatures. we will get there. it's been warm today. it was definitely on the humid side. with the humidity we get the heat index and it still feels like 95 degrees. here are some of the storms we were talking about. and moving from the south and west to the north and east. especially with all the humidity we got, that means swre the downpours. you can see just around upper mall borrow moving to the east and northeast. you are getting hit with a little bit of rain and it's all streaming in. as we go through the next two days so the humidity is not over yet. we have a cold front scooting through thursday night into
