>> reporter: this situation is still going on. we have a couple blocks away at 18th ant otis. police set up a perimeter since it started 11:00. a man shot a woman in the street, then ran into a house near the intersection of 18th and otis. no movement inside the house. they have been trying to negotiate with the gentleman to try to talk him off. so far, that has not hopped. some people have not been able to get to their homes and may have left before the situation started and come back to find out their home is part of a crime scene. folks in the neighborhood say they both are part of this community here, long time parts of the community and both people are known and it makes it that much more tragic that their interactions turn tragic. again, we don't have the

patrick, who is the director of the army national cemetery will fill in until a new superintendent is hired. the army did not elaborate on why he was removed. a disabled veteran facing charges for painting a picnic table. this is getting a lot of attention online this morning. the outrage is mounting. the top prosecutor tells news 4 he is getting involved before the court appearance. here is julie carey. >> reporter: this picnic table, the scene of a crime. this veteran charged with destruction of popperty for painting this table behind his apartment. he wanted to spruce up the place before his daughter and granddaughter came to visit. >> i thought it would be a nice surprise. >> reporter: instead, the maintenance man was outraged. >> next thing you know t police are at my door. i said can i help you? they were there to serve a summons. >> reporter: he was ordered out

of his apartment by september. >> why would you call the police for something like this when you could have talked to me? >> reporter: today, when we went to ask questions, the picnic table was on the way out. the man hired to remove it said because the wood wasn't treated before priming, it was ruined. our call to managers were not returned. after they reported on his plight, there's been an outpouring of support. >> this is ridiculous. >> reporter: he is due in court monday morning. word of the controversy reached the attorney paul ebert. he called me to say he will ask the judge to drop the charge. we gave triplet the good news. he says there's no evidence of criminal intent here. what do you think of that? >> that's what i think of. >> reporter: the other good news for triplet, the veteran's volunteers of america found him a new apartment nearby.

nats drop the first to the brewers. that's a look at the morning sports. hope your saturday is a good one. well, you can consider it a big win for students in virginia as they head back to school. a few months ago, northern virginia community college challenged the high school for hosting a dual enrollment program with richard bland college. it allows for students to earn college credits. stop the program to create one of their own within the school. the students would have to pay for those credits. they are going to drop the costs making it free for students. they plan to stick with bland for the next school year. is a new car part of your back-to-school plans? we have the top ten vehicles for teens according to a new study from cars.com. it rates vehicles based on the cost of ownership. it includes models with a top safety rating of highway safety.

more evidence of the capital preparing for a visit from pope francis. what you are looking at right there, the alter pope francis will use to celebrate an outdoor mass in d.c. it arrived at the basilica. workers unloaded the 450 pound alter. that's what they are carrying into the sanctuary. catholic students designed the alter. look how beautiful that is. >> that is the assignment of a lifetime. prop francis will show his rugged side when he greets d.c. from an outfitted jeep during

situation in northeast d.c. >> police say the man locked inside the home shot and killed a family member. let's get to derrick ward live from the scene with more. >> reporter: we are just about an hour and a half away from it being a 24 hour incident. it happened at 11:00 a.m. saturday. we are told a man shot a woman and ran into a house near the intersection of 18th and otis. that's where he has been since this all started. there was some knowledge among them. this is the kind of neighborhood where people know each other, if not on a personal basis, at least enough to smile and wave daily. that may have been the relationship that a lot of people have in the neighborhood. what we are told is there may have been a landlord/tenant situation among them. the man who is alleged to have shot this woman is nearly being evicted or about to be evicted.

they are trying to confirm all that information. again, this is going on since the woman is shot. she was pronounced dead on the scene. we are told the person who is alleged to have shot her fired more shots then barricaded himself. police are trying to negotiate using bull horn to try to talk him out of the house. what we understand is there have been no movement detected inside. you can look at the neighborhood and see how densely populated it is. there has to be at least 1,000 people within the perimeter. police are escorting people out who live in some of those areas. we talked to one woman who is actually not able to get into her house, but knows the people involved. >> i think the best part of it is that not just being concerned but grieving, the sadness that this wasn't resolve and a life

a few minutes. >> we'll check in with you then. >> a homicide investigation developing overnight in prince george's county. a man is dead after officers found him unresponsive with trauma wounds. they made the discovery in a home on rock port lane in bowie, maryland. officers tell news 4 they went to the scene around 10:00. they were there for a welfare check. detectives could not tell a motive or a possible suspect. right now, four metro stations are closed as they begin weekend track work. potomac avenue, minnesota avenue and deanwood closed through monday. three shuttle buses will take you around. trains will run every 20 minutes on the red line and 15 minutes on the green line this weekend.

a night of protest and one arrest in charlotte, north carolina. people took to the streets. take a look at this video after a judge declared a mistrial in the death of a florida a&m football player. police shot and killed him in 2013. the demonstrations were mostly peaceful. they started banging on the gates of a nearby baseball park. they cuffed one man after a fight with an officer. this is a unique perspective in the fight against wildfires. this is a helmet camera, the video from that from a washington national guardsman. they were aboard at helicopter. dropping water on the fire burning in washington state. as the wildfires rage out west, president obama declares state of emergency. that will free up federal funds to help washington state. state officials took an unprecedented step of asking for volunteers to help fight the
